1.
SCOPE:
This service is to provide laboratory analysis of bituminous coal, pre consumer industrial process
waste paper fuel pellets, fuel oil and miscellaneous alternate fuel samples in accordance with the
most current appropriate ASTM Standard Methods for analysis.
The samples will be collected by each facility's plant staff and sent to the contractor's laboratory.
The laboratory shall prepare and examine samples and record the results of analysis on
appropriate forms. For routine Short Proximate coal, fuel pellets and miscellaneous alternate
fuels analysis, results shall be recorded on forms provided by the State of Wisconsin and
submitted with each sample (example of blank coal analysis form enclosed). All other analyses
shall be recorded on the contractor's standard form for reporting results. All completed analysis
results shall be reported electronically via e-mail and the hard copy shall be mailed promptly to
the State of Wisconsin, Bureau of Engineering & Technology as detailed in attached
specification.
For each agency, the contractor shall provide all sample containers for solid and liquid fuels,
contractor's mailing labels, and packing boxes. Sample containers shall be plastic bags to hold a
minimum of 6lbs of solid fuel, 200-ml plastic bottles for oil. The packing boxes shall meet all DOT
shipping requirements for solid and liquid fuels.

This vendor has agreed to participate in Municipal cooperative purchasing.
6. LABORATORY CERTIFICATION:
The State of Wisconsin requires the testing lab to submit a letter of certification of the ASTM
test methods used in completing analysis of samples submitted. This certification must be
submitted with any subsequent renewals.
The contract laboratory must be prepared to participate in two or three "no-alert" audits or surveys
during the contract. These audits may consist of analyzing blind, prepared samples pre-analyzed by
some other reputable laboratory as a base reference, with a possible number of other participating
laboratories providing comparison check results on the same reference "mother" sample group.
An audit may be justified for re calibration and or contract laboratory's equipment or procedures. This
justification may be based on any significant disparity to expected results or to average results of the
majority of participants.
If the laboratory fails more than one such audit, the State may terminate the contract.
On a monthly basis, no more often than once per month, the contract laboratory must submit a
random sample of the state's fuel to two (2) laboratories for "round robin testing" to ascertain
laboratory quality and accuracy. Results of this "round robin testing" must be submitted to the state
for review and concurrence upon completion of test. This testing will be conducted at no additional
cost to the State.
7. INVOICING:
a) Invoices shall be submitted monthly in duplicate, use RFB #27659-AS as the purchase order
number which shall be shown on the invoice.
b) Invoices shall identify only the total quantity of each type of analysis performed (short proximate,
ultimate, ash fusion, and/or fuel oil), the inclusive analysis numbers which the contractor assigned
and affixed to each type of sample report, the unit price for each type analysis and the total cost.
c) The invoice shall include all of the analyses conducted during the invoice period. The vendor (s)
shall render invoices in duplicate and at contract price for each analysis. Invoices shall be mailed

8. CAUSE FOR CANCELLATION OF CONTRACT:
a)
Failure to honor guaranteed sample turn-around time as bid.
b)
Failure to conform to required ASTM methods for analysis performed.

c)
More than one failure of laboratory results to agree with expected audit sample results when such
audits are conducted.
d)
Repeated contesting of the primary laboratory results by fuel vendors to the State of Wisconsin,
especially if results are further crosschecked by a secondary laboratory and confirmed suspicion
as to any significant inaccuracy of the primary laboratory's results.
e)
Failure of the contractor to comply with all terms, conditions, and detailed specifications of this bid.
9. GOVERNMENTAL REGULATIONS:
The proposed contract or contracts shall be subject to such modifications or adjustments as may be
deemed necessary or desirable by reason of any action or regulation set forth by the Federal, State, or
Local Government.
10. STRIKES, ACCIDENTS, ETC.:
The contractor shall not be held liable for failure to provide the service due to any strike, accident, fire,
governmental action or other causes over which he has no control, provided up to the time such strike
or casualty occurred. Contractor shall notify State Bureau of Engineering & Technology of their inability
to provide services and the reason thereof. Otherwise, shall be held in default and responsible under
the contract.
In the event of the failure or inability of the contractor to deliver this service in accordance with the
contract for any cause whatsoever, the state may at its election, declare the contract canceled and
award the remainder of the unfilled contract requirements to another contractor.
11. WEEKLY REPORTING:
On a weekly basis the contractor shall provide e-mail electronic notification of all samples received for
analysis during the preceding week. Report shall consist of:
sample location(facility id)
sample analysis number
date received
expected completion date of analysis
Report shall be directed to the Bureau of Engineering & Technology office by 9:00 A. M. (CT) by
electronic data transfer. The e-mail address is: ananda.sathasivam @doa.state.wi.us. Contractor
shall maintain a sample receipt log for audit purposes.
12. LIQUIDATED DAMAGES:
Liquidated damages will be assessed for contractor’s failure to meet specified analysis results
turnaround. The State requires that all analysis results be completed and delivered to the Department
of Administration, Division of Facilities Development, Bureau of Engineering & Technology by the
close of business on the eighth working day. Days will be calculated from when the lab receives the
sample from the submitting plant.
A penalty of $1.00 per sample per day will be assessed the contracting lab for every sample that is
considered late. The State will request in writing all late charges. Contractor shall issue monthly if
necessary, a credit memo to cover the amount of the late charges. Such credit memo shall be

DETAILED REQUIREMENTS
(Fuel Laboratory Testing)
I. Bituminous Coal - Short Proximate Analysis:
A. Prepare and analyze each sample in accord with the most current appropriate ASTM Standard
Methods so as to provide results of "SHORT-PROXIMATE ANALYSIS" [determination of heating
value (BTU/LB), and percentages by weight of moisture, ash and sulfur content in the fuel] for a total
annual estimated quantity of five hundred (500) individual samples. These samples would be
submitted at a relatively uniform rate of approximately 15 samples per week. Summer months will be
at a lower submission rate, as several of the smaller facilities will have few or no samples of analyses.
B. From the receipt date of the sample, the laboratory will have a maximum of 8 calendar days to have
the result reported to DOA on electronic data transfer and the hard copy of the fuel analysis slip to
follow by regular mail. The electronic data shall be in Microsoft EXCEL 4.0 (or the latest version)
formatted spreadsheet which shall be attached to the e-mail document. If alerted by laboratory in
advance, the State may accept FACSIMILE transmission of results to meet eight-(8) day deadline.

D. The contractor shall assign a unique analysis number to each sample received and shall officially
date-stamp the sample when received by the laboratory. This analysis number shall be entered in the
space provided in the upper right hand corner of the Fuel Received, Analysis & Price Adjustment
Report (Form DOA-4025 see example of form in canary). These analysis numbers shall be
consecutive beginning with number SP-1 and run chronologically SP-2, SP-3, etc., as received by your
laboratory.
E. The specific "guaranteed analysis" for % sulfur, % ash, and BTU (all on an "as received" basis)
appropriate to each specific plant/location will be entered on the coal slip by the facility originating the
sample.
F. Upon completing "actual analysis" data, the contractor shall enter the moisture, sulfur, and ash
percentages, and the received dry BTU per pound (higher heating values) in the appropriate blocks on
the report form.
G. Using the data on a fuel price adjustment chart (see Attachment No. 1), the contractor shall determine
the price adjustment per ton for each parameter (sulfur, ash, and BTU) and enter the price adjustment
with negative or positive sign prefix or zero in the appropriate block below the actual analysis line of
data.

H. The price adjustments shall be added together to arrive at a net overall negative, positive, or zero
price correction per ton. This net price correction shall be entered in the small block just to the left of
the analyst's signature block.
I.
The above derived "price correction" (price per ton) shall be multiplied by the total invoice weight in
tons to arrive at an overall price adjustment for the total tonnage represented on that fuel slip.
J.
Contractor will be required to make a calculation based on the actual fuel analysis to determine
calculated sulfur dioxide emission rate for boiler combustion of the fuel represented by each sample.
The sulfur dioxide emission rate calculation formula for solid fuels is:

E=
Resultant emission rate of sulfur dioxide expressed in units of pounds of SO2 per
million Btu heating value of the coal.
Example Calculation - Actual analysis results (as received basis):
Sulfur = 0.81%,
Btu/lb. = 13,100
E = 38 x (0.81) = 1.21 lbs. SO2 per million Btu

The number value 1.21 would then be entered in the appropriate space on the analysis reporting
form (coal slip).
K.
Contractor shall sign and date the slip upon completion of that slip (analysis and calculations, etc.)
as indicated.

M.
A portion of each "as received" sample shall be retained for a period of 90 days after
mailing the analysis, for any possible fuel vendor audit or concern. If directed by the State of
Wisconsin, the primary laboratory shall forward to the secondary laboratory the remaining portion
of the contested "as received" sample for verification analysis. If the results of the verification
analysis are within the reproducibility of the results limits for each procedure as contained in the
latest ASTM Standards, all costs for the secondary lab analysis will be assumed by the State. If
the results are outside of those limits, the primary laboratory will be responsible for these costs.

After necessary hold interval, whenever the submitted sample container can be "freed up", they
should be cleaned and neatly stored to be grouped and sent back to the originating facilities as
indicated previously.
II. Bituminous Coal - Ultimate Analysis:
A.
Prepare and analyze fuel samples with most current appropriate ASTM Standard Methods so as
to provide "ULTIMATE ANALYSIS" results for a total annual estimated quantity of fifteen (15)
individual samples.
B.
Sample turn-around time not to exceed eight (8) working days as described under section I,
paragraph I.- B. above.
C.
Appropriate ASTM Standard Methods should at least include the following:

so as to provide Ash Fusion Temperature (in reducing atmosphere) results for a total annual
estimated quantity of ten (10) individual samples.
B.
Sample turn-around time not to exceed eight (8) working days as described under section I,
paragraph I.-B. above.
C.

Methods so as to provide results of "SHORT-PROXIMATE ANALYSIS" [determination of heating
value (BTU/LB), and percentages by weight of moisture, ash, chloride and sulfur content in the
fuel] for a total annual estimated quantity of two hundred (200) individual samples. These
samples would be submitted at a relatively uniform rate of approximately 5 samples per week.

Using the data on a fuel price adjustment chart (see Attachment No. 1), the contractor shall
determine the price adjustment per ton for each parameter (sulfur, ash, and BTU), and enter the
price adjustment with negative or positive sign prefix or zero in the appropriate block below the
actual analysis line of data.

The price adjustments shall be added together to arrive at a net overall negative, positive, or zero
price correction per ton. This net price correction shall be entered in the small block just to the left
of the analyst's signature block.
I.
The above derived "price correction" (price per ton) shall be multiplied by the total invoice weight in
tons to arrive at an overall price adjustment for the total tonnage represented on that fuel slip.
J.
Contractor will be required to make a calculation based on the actual fuel analysis to determine
calculated sulfur dioxide emission rate for boiler combustion of the fuel represented by each
sample. The sulfur dioxide emission rate calculation formula for solid fuels is:

E = 38 x (0.81) = 1.21 lbs. SO2 per million Btu

The number value 1.21 would then be entered in the appropriate space on the analysis reporting
form (coal slip).

Contractor shall sign and date the slip upon completion of that slip (analysis and calculations, etc.)
as indicated.

A portion of each "as received" sample shall be retained for a period of 90 days after
mailing the analysis, for any possible fuel vendor audit or concern. If directed by the State of
Wisconsin, the primary laboratory shall forward to the secondary laboratory the remaining portion
of the contested "as received" sample for verification analysis. If the results of the verification
analysis are within the reproducibility of the results limits for each procedure as contained in the
latest ASTM Standards, all costs for the secondary lab analysis will be assumed by the State. If
the results are outside of those limits, the primary laboratory will be responsible for these costs.

VI. Tire Derived Fuel Chips - Ultimate Analysis:

Prepare and analyze fuel samples with the most current appropriate ASTM Standard Methods so
as to provide "ULTIMATE ANALYSIS" results for a total annual estimated quantity of fifteen (15)
individual samples.

corrosion, and distillation temperatures for an estimated annual quantity of forty (40) individual
samples.
