Sir,
Sealed tenders are invited by the Crime & Railways for the purchase of three
Digital Still Cameras and two Digital Video Cameras for Crime & Railways, Delhi from the
manufacturers and authorized distributors having their trade/shop in Delhi through registered
post or in person by putting the same in the sealed tender box kept in General Branch, Crime &
Railways, 10th floor, PHQ, MSO Building, I.P. Estate, New Delhi-110002 by 1100 hours on
9.5.2008. The tender terms & conditions, specification of the item and tender format can be
downloaded from Delhi Police website www.delhipolice.nic.in or can be obtained from the office
of the undersigned free of cost on any working day from 10.00 AM to 5.00 PM. The instructions
to bidders, conditions of the tender, requirements, Tender Format proforma for price schedule
are attached. Tenderers are advised to submit their tender after careful study of the tender
Instructions & Conditions. In case the due date is declared a holiday tender will be opened on
next working day but tender box will be sealed on the scheduled date & time mentioned above.

TERMS & CONDITIONS
Sealed tenders are invited by the undersigned from the manufacturers,
authorized distributor/Dealers dealing in the trade for the purchase of three Digital Still Cameras
and two Digital Video Cameras through registered post/Courier or these can be put personally
in the sealed tender box kept at General Branch, Crime & Railways, 10th floor, PHQ, MSO
Building, I.P. Estate, New Delhi-110002 by 1100 hrs on 9.5.2008.
The specifications of required three digital still cameras and two digital video
cameras are also enclosed. Tenderers are advised to quote their Rate after careful study of the
tender specifications as well as the following terms and conditions:-
1.1
Separate envelope should be used for TECHNICAL BID as well as for PRICE BID. The
words “TENDER FOR THE PURCHASE OF TWO DIGITAL STILL CAMERAS AND
TWO DIGITAL VIDEO CAMERAS shall be prominently super scribed on the top of each
envelope item wise separately. Both these bids shall further be put in one envelope and
sealed properly before putting in tender Box.
1.2
Tender envelope must be sealed and duly super scribed “TENDER FOR THE
PURCHASE OF THREE DIGITAL STILL CAMERAS AND TWO DIGITAL VIDEO
CAMERAS FOR CRIME & RAILWAYS, DELHI TO BE OPENED ON 9.5.2008 AT 1600
HOURS” which shall be addressed to the Deputy Commissioner of Police, Crime &
Railways, 4th floor, PHQ, MSO Building, I.P. Estate, New Delhi -110002.
1.3
The tender should reach this office by 1100 hours on 9.5.2008 as per tender notice.
1.4
The BIDS WILL BE OPENED first on 9.5.2008 at 1600 hours at the office of
ACP/Computer, 10th floor, PHQ, MSO, Building, I.P. Estate, New Delhi-110002 and the
PRICE BIDS will be opened only after scrutiny of technical bid, if the firm found
technically qualified.
1.5
Only manufacturers and authorized distributors can participate in the tender. The bidder
should submit proof of their manufacturing, dealership & authorized distributorship. This
is subject to verification, if necessary.
1.6
Incomplete tender/conditional tenders will not be accepted.
1.7
No tender will be accepted without requisite Bid Security (E.M.D). The Bid Security of
Rs. 20,000/- shall be in the shape of Account Payee Demand Draft from any of the
commercial banks in an acceptable form in favour of Deputy Commissioner of Police,
Crime & Railways, Delhi payable at Delhi, safeguarding the purchaser’s interest in all
respects. Earnest money deposited with the tender shall bear no interest.
1.8
Firms registered with the Central Purchase Organization, National Small Industries
Corporation for this item as per enclosed specification are exempted from Bid Security
(EMD) on production of valid registration document along with the technical bid.
1.9
Only firms registered with Sales Tax/VAT Department in VAT are eligible to fill this
tender. Interested agencies shall quote their TIN/Registration No. in their quotation and
also attach documentary proof of having registered with Sales Tax/VAT Department for
sale of equipment etc. with the technical bid alongwith latest Sales Tax Clearance
Certificate.
1.10
Tenderers must quote the net price both in words as well as in figures. Any over writing/
cutting etc. will render the tender invalid.
1.11
Percentage (%) of taxes, if any, to be claimed shall be indicated in the quotation,
otherwise it will be presumed that rates are inclusive of all taxes and no plea would be
accepted in this regard after opening of tender.
1.12
The tenderers themselves or their authorized representatives can remain present at the
time of opening of tender.
1.13
A copy of terms and conditions duly signed by the tenderer as a token of acceptance of
the same should be attached along with the tender.
1.14
In case of violation of any clause of the Instructions and Conditions, the explanation of
the firm can be called by issuing Show Cause Notice.
1.15
Non compliance of any clause of the tender will render the tender to be rejected.
1.16
Those firms who have been blacklisted in the past or whose services have come to
adverse notice and/or criminal case have been registered against the owner/Licensee of
the firm, must indicate details of the same along with the tender documents, failing which
they will be disqualified.
1.17
The price shall be for Delhi delivery. No extra charges of delivery shall be given.
1.18
The firm whose rates are accepted will have to deposit 5% of the total cost of the item as
Security Money in the shape of Account Payee Demand Draft, Fixed Deposit Receipt,
Banker’s Cheque or Bank Guarantee from any of the commercial banks in an acceptable
form in favour of Deputy Commissioner of Police, Crime & Railways, Delhi payable at
Delhi, safeguarding the purchaser’s interest in all respects, within a week’s time after the
supply order is placed to the firm. In case firm fails to deposit the security money the
EMD deposited by the firm will be forfeited in favour of Deptt. Security Money shall bear
no interest.
1.19
Rates quoted shall be valid for a period of six months from the date of tender.
1.20
No advance payment shall be made, on any ground.
1.21
In case the successful tenderer (s) found in-breach of any condition(s) at any stage
during the contract legal action as per rules/laws, shall be initiated against the agency
concerned. In that case Security deposits can be forfeited and outstanding payments
can be held-up, besides debarring/Black listing the agency concerned for at least 5
years, for further dealing in this Department.
1.22
The payment will be made only after receipt/acceptance of store in good condition.
1.23

In case of violation of any terms & conditions, the firm can be called for negotiations to
patch up the matter amicably prior to approaching the court.
All disputes in this connection shall be settled in N.C.T. of Delhi jurisdiction only.
1.30
The committee reserves the right to keep a panel of qualified tenderer (s).
1.31
The committee also reserves the right to relax any of the above-mentioned condition(s)
and reject on its discretion any or all-tenders altogether without assigning any reason.
1.32
Foreign Companies shall participate in the tender, only through their Distributors/Agent in
India. No foreign company shall be entertained directly.
1.33
The application fee is non refundable. The demand draft of Rs.200/- as application fee
in favour of Deputy Commissioner of Police, Crime & Railways, Delhi payable at Delhi,
be attached with the Technical Bid.
1.34
In case the firm fails to attach the draft of Application Fee, the tender shall be
rejected.

FOLLOWING ORDER:1. E.M.D. in the shape of Bank draft in favour of Deputy Commissioner of Police, Crime &
Railways, Delhi payable at Delhi.
2. Sales Tax/VAT Registration Certificate.
3. Latest Sales Tax/VAT Clearance Certificate.
4. Copy of authorized distributors/dealership.
5. Documents relating to past performance, if any.
6. Certificate regarding registration with DGS&D, NSIC if claim EMD exemption.
7. Technical specifications of the product offered alongwith literature/broacher.
8. Copy of terms and conditions duly signed with seal of the firm, in token of acceptance of
terms and conditions.
9. The Demand draft of application fee of Rs.200/- in favour of Deputy Commissioner of
Police, Crime & Railways, Delhi payable at Delhi, be attached with tender form.
10. All the firms participating in the Tender must submit a list of their owners/partners etc.
and a Certificate to the effect that the firm is neither blacklisted by any Govt. Department
nor any Criminal Case is registered against the firm or its owner or partners anywhere in
India.
11. All other supporting documents as required in the tender shall be attached.

price bid.
1. Details of Rates, Taxes, duties and Freight etc. of each items quoted by the tenderers
shall be submitted on their letter Pad in clear terms, in words and in figures. The cutting
& over-writing not valid. The option in the rates will not be entertained.
2. Firm(s) will clearly mention the different Taxes and duties they propose to charge extra.
Vogue offers like “Duties as applicable” shall not be considered.
