3. Konkursa iepirkums priekšmets
3.1. Par antivielu piegādi molekulārai un šūnu bioloģijai (sk. 1. pielikumu).
Iepirkuma priekšmets sastāv no 2 daļām:
1. Dažāda pielietojuma antivielas, saistītie reaktīvi un piederumi.
2. siRNAs, gatavie peptīdi un saistītie reaktīvi.
Norādītajiem preču ražotājiem un ID numuriem ir tikai informatīvs raksturs,
pretendents var piedāvāt citu ražotāju ekvivalentus produktus.
3.2. Pretendents var iesniegt piedāvājumu pa vienu iepirkuma daļu, pa vairākām
iepirkuma daļām, vai pa visām iepirkuma daļām. Pretendents var iesniegt
piedāvājumu arī par atsevišķām precēm daļas ietvaros; vērtēta tiks nevis visas
daļas(-u) piedāvātā cena, bet katras preces cena atsevišķi, un ar pretendentu tiks
slēgta vispārējā vienošanās par attiecīgās preces(-ču) piegādi, ja viņš šai precei(ēm) būs piedāvājis zemāko cenu.
Piegādes izmaksām jābūt iekļautām pasūtījuma kopīgā vērtībā.
4. Līguma izpildes laiks un vieta
4.1. Konkursa rezultātā paredzēts noslēgt vispārējo vienošanos (sk. 2. pielikumu
Vispārējās vienošanās līguma projekts) par atbilstošo preču piegādi uz 12
mēnešiem no vienošanās noslēgšanas brīža. Preču vērtība: līdz 87887,99 latu (bez
PVN) periodā.
Vispārējo vienošanos paredzēts slēgt ar tiem piegādātājiem, kuri būs specifikācijai
atbilstošām precēm piedāvājuši zemāko cenu (t.i., par katru preci vispārīgā
vienošanās tiks slēgta ar vienu pretendentu – to, kas būs piedāvājis attiecīgajai
precei zemāko cenu). Piegādes līgumi tiks slēgti vadoties no pasūtītājam
nepieciešamā laika un preču sortimenta ar attiecīgo vispārīgās vienošanās
dalībnieku.
4.2. Pasūtītājam, slēdzot vienošanos ar izraudzīto pretendentu, ir tiesības mainīt
piegādes apjomu līdz 50% no pasūtījuma apjoma kopīgās vērtības, nemainoties
vienību cenām, atkarībā no pasūtītājam pieejamajiem finanšu resursiem. Tāpat
pasūtītājs ir tiesīgs sadalīt pasūtījuma kopējo apjomu vairākās daļās atkarībā no
pasūtītājam pieejamajiem finanšu resursiem un nepieciešamības.
4.3. Piegāde jāveic Latvijas Biomedicīnas pētījumu un studiju centram Rātsupītes
ielā 1, Rīgā, atbilstoši līguma nosacījumiem. Piegādes laiks – ne vairāk kā 5
nedēļas no pasūtījuma apstiprināšanas.
5. Piedāvājuma iesniegšanas un atvēršanas kārtība
5.1. Piedāvājumi iesniedzami līdz 2011. gada 7. martam Latvijas Biomedicīnas
pētījumu un studiju centrā Rātsupītes ielā 1, Rīgā, sekretariātā Svetlanai
Kazmerikai darba dienās no 1000 līdz 1500.
5.2. Paskaidrojumus par konkursu vai tā priekšmetu var saņemt turpat (sk. 5.1.)
divu darba dienu laikā.
5.3. Piedāvājumu iesniedzami cauršūti ar numurētām lapām aizlīmētās aploksnēs
uz kuras norādīti iepirkuma numurs un iesniedzēja nosaukums.
5.4. Piedāvājums iesniedzams atbilstoši specifikācijai (sk. 1. pielikumu).
Konkursa dokumenti iesniedzami latviešu vai angļu valodā. Piedāvājuma
neatbilstība specifikācijai tiks uzskatīta par pamatu piedāvājuma diskvalifikācijai.
Piedāvājumam jāietver tikai specifikācijai norādītās vienības. Jebkuras citas
vienības vai to papildus funkcijas, kas nav prasītas, netiks ņemtas vērā un nevar
kalpot par pamatojumu cenas palielinājumam.
5.5. Finanšu piedāvājumā ir jānorāda iepirkumu daļas numurs, preces numurs
specifikācijā, tās nosaukums, cena (bez PVN) par vienu preču vienību, tās
ražotājs un ID numurs, kas ļauj izvērtēt preces atbilstību prasītajam ekvivalentam.
Šaubu gadījumā pasūtītājs ir tiesīgs lūgt pretendentam papildu informāciju, kas
apstiprinātu preces atbilstību prasītajam.
5.6. Piedāvājumu atvēršana notiks 2011. gada 7. martā plkst. 1500.
6. Piedāvājuma derīguma termiņš
6.1. Piedāvājuma derīguma laiks tiek noteikts 60 kalendārās dienas no piedāvājuma
atvēršanas brīža.
7. Prasības pretendentiem
7.1. Reģistrācijas apliecības kopiju vai izziņas, kas apliecina, ka pretendents ir
reģistrēts likumā noteiktajā kārtībā.
7.2. Rakstisks apliecinājums, ka uz pretendentu neattiecas neviens no Publisko
iepirkumu likuma 39.panta pirmajā daļā minētajiem nosacījumiem (ņemot vērā šā
panta trešajā daļā minētos termiņus). Konkursa uzvarētājiem ir jābūt gataviem
iesniegt informāciju atbilstoši Publisko iepirkumu likuma 39. panta sestās daļas
regulējumam.
7.3. Pretendentam jābūt pieredzei līdzīgu antivielu piegādē.
7.4. Ja pasūtītājam ir radušās šaubas par pretendenta reputāciju, tas ir tiesīgs no
pretendenta papildus pieprasīt nepieciešamo informāciju par tā komercdarbību likumā
paredzētajā kārtībā.
8. Piedāvājuma vērtēšanas kritēriji
8.1. Piedāvājums ar viszemāko cenu.
9. Iepirkumu komisija.
9.1. Latvijas Biomedicīnas pētījumu un studiju centra “NOLIKUMS par
iepirkumu Latvijas Biomedicīnas pētījumu un studiju centra vajadzībām”
(3.02.2007).

9.2. Iepirkuma komisijas darbs un tās attiecības ar pretendentu tiek organizētas
saskaņā ar “Publisko iepirkumu likumu” un attiecīgajiem MK noteikumiem.

turpmāk tekstā „Preces", atbilstoši pasūtījumam un rēķinā - pavadzīmē
norādītajiem daudzumiem un summām.

2. Pušu saistības
2.1. Pircējs pasūta Preces pie "Pārdevējiem" pa telefonu, faksu vai E-pastu.
2.2. Pircējs iepērk Preces par finanšu piedāvājumā norādīto cenu, kuras pēc
kvalitātes atbilst Pircēja vajadzībām.
2.3. Piegādātāji piegādā Preces Pircējam, tam vajadzīgajā termiņā un uz tā norādīto
adresi.
3. Preces kvalitāte un cena
3.1. Preces ir iepakotas tā, lai pie tās transportēšanas un glabāšanas to identitāte
saglabātos nemainīga.
3.2. Par Preču kvalitāti atbild Pārdevējs un sedz Pircējam visus pierādītos ar Preču
neatbilstību kvalitātei saistītos zaudējumus.
4. Piegādes kartība, īpašumtiesības un riski
4.1. Pārdevēji sedz visus izdevumus, kas saistīti ar Preču piegādi Pircējam.
4.2. Samaksu par saņemtām Precēm Pircējs veic bezskaidras naudas norēķinu veidā
10 (desmit) dienu laikā no rēķina izrakstīšanas brīža, izņemot gadījumus, ja Puses
rakstveidā vienojas par citādiem noteikumiem.
5. Pretenzijas par Precēm
5.1. Ja pieņemot Preces, Pircējs atklāj iztrūkumu vai cita veida neatbilstību Līguma
nosacījumiem un pavadzīmēm, Pircējs par iztrūkumu vai neatbilstības faktu 5 (piecu)
darba dienu laikā uzraksta un nogādā Pārdevējam attiecīgu aktu.
5.2. Pārdevēju pienākums ir 24 stundu laikā nosūtīt pārstāvi apstākļu noskaidrošanai vai
paziņot Pircējam par pretenzijas atzīšanu un, ja Preces bojātas dot norādījumus par
rīcību ar bojātām Precēm.
6. Līgumslēdzēju atbildība.
6.1.Līgumā paredzēto saistību neizpildes gadījumā līgumslēdzēji informē viens otru
par pretenzijām un sarunu ceļā vienojas par šo pretenziju novēršanu.
6.2.Ja šīs pretenzijas netiek novērstas sarunu ceļā, saistību neizpilde tiek izskatīta
tiesā Latvijas Republikas likumdošanā noteiktajā kārtībā.
7. Līguma papildinājumi un grozījumi, līguma sastāvdaļas
7.1.Līguma papildinājumi un grozījumi ir spēkā, ja tos rakstveidā parakstījuši visu
pušu pilnvarotie pārstāvji.
7.2.Līguma neatņemamas sastāvdaļas ir 7.1. punktā minētie papildinājumi un
grozījumi, ja tādi būs, kā arī Pārdevēju rakstiski akceptētie Pircēja pasūtījumi -

pieteikumi Pircējam nosūtīto Pārdevēju preču pavadzīmju un rēķinu veidā, kā arī
Pircēja reģistrācijas apliecības un attiecīgā uzņēmējdarbības veida licences noraksti.
8. Līguma pirmstermiņa izbeigšana vai pārtraukšana
8.1.Līgums tiek izbeigts pirms termiņa, ja līgumslēdzēji par to labprātīgi rakstveidā
vienojas.
9. Strīdi un tiesvedība
9.1.Visas domstarpības un strīdi tiks atrisināti savstarpēju pārrunu ceļā, tomēr, ja tas
neizdodas strīdi tiks izšķirti Latvijas Republikas tiesu institūcijas saskaņā ar
Latvijas Republikas likumdošanas normām.
10. Līguma darbības laiks
10.1. Līgums stājas spēkā ar parakstīšanas brīdi un ir spēkā 12 (divpadsmit) mēneši, vai
līdz brīdim, kad līguma spēkā esamības 30 mēnešu ietvaros kopējā no šā līguma izrietošā
visu pirkumu summa sasniedz Ls 87887,99 (astoņdesmit septiņi tūkstoši astoņi simti
astoņdesmit septiņi lati 99 santīmi), neietverot PVN, atkarībā no tā, kurš nosacījums
iestājas pirmais.
10.2. Pircējs līguma ietvaros nav saistīts ar konkrētu pasūtījuma apjomu, un veic
pasūtījumus atbilstoši savām vajadzībām un finanšu iespējām.
11. Papildus noteikumi
11.1.
Jautājumos, kas nav atrunāti šajā līgumā, līgumslēdzēji vadās no Latvijas
Republikas likumdošanas aktiem.
11.2.
Līgumslēdzējiem jāpaziņo otram līgumslēdzējam par adreses vai norēķinu
rekvizītu maiņu 5 kalendāru dienu laikā.
11.3.
Šis Līgums uzrakstīts _____ vienādos eksemplāros valsts valodā.
Katram līgumslēdzējam pēc līguma parakstīšanas tiek nodots viens līguma
eksemplārs.
