Integrated Regional Energy Planning - Uttara Kannada district: Proposed 8 an innovative, attractive and easily implementable Integrated Regional Energy Plan, based on indepth work, mathematical modelling and optimisation. Model shows that it is possible to meet the energy demand in the district, accounting for both population and economic growth, using only renewable energy resources. Tackles an important area of work on energy planning at a district level explicitly taking the ecological factors into account. One of the few works that provides "equal time" to resources (particularly renewable) as well as the utilisation of energy in rural areas. While there has been great deal of work on the energy use patterns in rural areas, there is little or no attention to resource picture. In this context, this work is considered scientifically interesting and of exceptionally contemporary social relevance. o Important breakthrough in rural energy studies - Prof. K. Krishna Prasad (Editor, Energy for Sustainable Development Journal). o The work is seminal for appropriate regional development - Dr. Jesse C. Denton, (Editor, Energy Conversion and Management). Identified potential micro, mini and small hydro potential sites in Bedthi and Aghanashini river basins. If all identified streams are harnessed an estimated 720 and 510 million kWh can be generated annually. Environmentally sound alternative proposed for Bedthi Hydroelectric Project has been accepted by KPC, proposed model shows a net energy gain of 63.9% for reduction of 37.3% in dam height and submergence area gets reduced from 95 sq.Kms.. to 5.7 sq.Kms.. Proposal of harvesting solar energy in 5% of the present wasteland in coastal taluks shows, it can meet 35% of the present electricity demand of the district. Bioresources from forests and agriculture is of the order of 13705 million kWh is sufficient to meet the bioenergy requirement of the region. Biogas potential based on livestock population indicates it can meet 30% of total population domestic energy requirement. Wind potential in coastal taluks is good during pre-monsoon period, wind farm of 2 MW could be set up in 5% of wasteland available along the seashore in Karwar and Kumta taluks. Detailed household and industrial energy auditing shows that there is a scope for saving energy of the order of 27 to 42%. Optimisation based on the cost minimisation, shows the cost saving of the order of 36% and energy saving of the order of 19%. Optimisation of maximisation of efficiency (source-device-enduse) shows the energy saving of 20% and the cost saving of 32%. ii. Kolar District Energy Plan DSS using GIS: TArea based energy plan prepared using GIS (Geographic Information System) is being implemented at Kolar district (UNDP NRDMS project, Ministry of Science and Technology, Government of India. 9 iii. Ecology of Western Ghats Mapping of endangered, threatened species of flora Discovery of two critically endangered tree species Discovery of Fish Species - Schistura nagodiensis and S. sharavathiensis Discovery of Amphibian - Philautus neelanethrus, Philautus ochlandrae Linkage between landscape dynamics and fish diversity Direct devlop mode in bypassing intermediary tadpole stage in Philautus cf. leucorhinus iv. Aquatic Ecosystems: Wetlands of Karnataka 35% decrease in the number of water bodies during last two decades Drainage network analyses shows breakage in interconnectivity due to urbanisation Water quality monitoring indicates most of water bodies in Bangalore are polluted compared to the standards of inland surface waters. Environmental Information System: Design of Western Ghats Biodiversity Information System – http://wgbis.ces.iisc.ernet.in/biodiversity Design and development of environmental information system - presented at the Global Seminar on Information Technology, Organised by Stanford University, Stanford, U.S.A and Royal Institute of Technology, KTH University, Sweden. 3.1.2 IMPACT OF THE CONTRIBUTIONS IN THE FIELD CONCERNED (BASIC OR APPLIED) An environmentally sound alternative model proposed for Bedthi hydro electric project at Magod site is shown to reduce the submergence area from 95 sq.km to 5.8 sq.km, without any reduction in the 850 million kWh capacity and 40.5% reduction in cost. This design is accepted by the government and is being implemented. Identified potential sites to tap hydro potential in ecologically sound way through Mini / Micro / Small hydel projects. Based on the research outputs, under Indo Norvegian Programme (KSCSTTIDE), three Micro hydro projects were implemented and commissioned in 2002. Proposed an innovative and easily implementable Integrated Regional Energy Plan, based on indepth field work, mathematical modeling and optimisation. This area based energy plan decision support system using GIS (Geographic Information System) is being implemented at Kolar district (UNDP -NRDMS project, Ministry of Science and Technology, Government of India). Line department officials are being trained in GIS and DSS as a part of implementation of DSS. Details are at http://ces.iisc.ernet.in/energy/ . Capacity Building: In-service professionals – developed environmental engineering modules in self learning format for launching in distance education mode. These modules are being validated and pilot tested. 10 Environmental monitoring involving school children. Schools in rural Bangalore are the partners in the programme. Wetland monitoring (ecosystem approach – soil and water quality monitoring, catchment mapping) using SIMPUTERS. To enable school children to handle SIMPUTERS, user friendly GUI’s were developed and the response of the school children is very good to this programme. Raising awareness among school children would certainly contribute towards sustainable development. Remote sensing data analyses reveal that the western side and south-east region of the river basin are dominated by evergreen to semi-evergreen vegetation. Drainage network analyses reveal higher drainage density and rainfall analyses reveal high intensity rainfall. Classified image and transect based field investigations show large number of evergreen endemics are in western and south-east part of study area. Landscape analyses using remote sensing data along with collateral data reveal that vegetation, rainfall and land use are correlated. Occurrences of evergreen to semi-evergreen vegetation region tend to have higher rainfall and perennial streams. The regions with Western Ghats evergreen, endemics tend to retain moisture leading to perennial streams in the region. This helped in evolving restoration strategies to augment water supplies to the Linganamakki reservoir. Designed Sahyadri: Western Ghats Biodiversity Information System. (Belgium). 5.0 BRIEF RESUME OF RESEARCH AND DEVELOPMENT WORK CARRIED OUT Significant Contribution: An environmentally sound alternative model proposed for Bedthi hydro electric project at Magod site is shown to reduce the submergence area from 95 sq.km to 5.8 sq.km, without any reduction in the 850 million kWh capacity and 40.5% reduction in cost. (i) Ecologically Friendly Optimal Design of Hydro Electric Projects : The planning of water resources depends upon types and size of projects, the ecological factor involved etc. Emphasis is placed on presenting an overview of water resources in Uttara Kannada District by providing meteorological, hydrological, ecological and economic data. The economic data includes all costs and benefits, specifically including hitherto under estimated environmental and social costs and benefits. This alternative design is proposed for Magod site (Bedthi river) and at Unchalli (Aghnashini river). A model is proposed to minimise submergence and maximise net energy in a region with the seasonal power generation, reservoir storage capacity and installed generation capacity as the decision variables. Parametric optimisation techniques are used to compute energy from hydro source at Magod site of Bedthi river. If no seasonal variation is allowed between Ptm (peak hydro power generation during season) and Ptd (peak hydro power generation during dry season), height of the dam required is 107 m and corresponding submergence area is 95.03 Sq.km. The energy generated annually is 746 million units (mkWh). We can harness more hydro electric energy by drawing the water during the monsoon on run of river basis and storing small quantity to meet the region's requirement during the lean season. This saved area with bio resources would also help in meeting the thermal energy requirement of the region like firewood etc., leaf manure for agriculture and horticulture lands. This can be achieved by allowing seasonal variation between Ptm and Ptd (that is Ptm to Ptd ratio as 3). More of inflow during wet season can be used directly without storing. reduces the storage capacity requirements., we notice that the submergence area saved is about 69.97%. That is height of the dam is 87 and corresponding submergence area is 28.59 Sq.km. by allowing Ptm = 3*Ptd. Reduction in the height of the dam from 107 m to 77 m, the submergence area changes from 95.05 Sq.km. to 16.27 Sq.km. Further reduction by 10 meters (dam height of 67 meters) would bring down the submergence area to 5.70 Sq.km. We notice that by allowing seasonal variation there is an increase in electric energy generated. That is when Ptm = Ptd energy generated in a year is 746 million units (mkWh) and 38 with Ptm = 3*Ptd energy generated is 810 million units (mkWh). Net energy analyses carried out by incorporating biomass energy lost in the land submergence show that land saving could be achieved and maximisation in net energy at a site is possible if the hydro electric station generation capacity is adjusted according to the seasonal variations in the river's water discharge/runoff. This analysis obtains the upper bound on the height of dam and therefore on reservoir area for the project to yield a positive net energy. Analyses carried out for different heights of the dam for biomass productivity of 6.5 t/ha/yr, shows that net energy increases from 190 to 550 million units with reduction in 40 meter in dam height. The net energy gain of 65% for a reduction of 37% in dam height. That is the increase in net energy from 520 to 896 million units by hydro thermal combined option in a land area of 95.03 Sq.km. The cost per unit for various designs of the dam and for biomass productivity of 6.5 t/ha/yr shows that 40.5% reduction in cost (Rs. 1.53 per unit to Rs. 0.92 per unit) for a dam height reduction of 37%. If we exclude costs of bioresources and consider electricity from hydro resource only, then cost reduction is from Rs. 1.53 per unit to Rs. 1.09 per unit. Benefit to Cost ratio computed considering forest land value as Rs. 45000 per acre is less than 1.5 for dam height of 107 m, while for heights 87 meters, 77 meters, 67 meters, it is greater than 1.5. Benefit to Cost ratio increases from 0.82 to 1.68 by reducing the submergence area from 95.03 Sq.km. (107 meter height dam) to 5.70 Sq.km. (67 meter height dam). (ii) Ecologically Sound Integrated Regional Energy Planning: The central theme of the integrated energy plan would be to prepare an area based decentralised energy plans to meet energy needs for subsistence and development of alternate energy sources at least cost to the economy and environment. Centralised energy planning exercises cannot pay attention to the variations in socioeconomic and ecological factors of a region which influence success of any intervention. Decentralised energy planning is in the interest of efficient utilisation of resources. The regional planning mechanism takes in to account various resources available and demand in a region. This implies that the assessment of the demand and supply and the intervention in the energy system which may appear desirable due to such exercises must be at a similar geographic scale. In this regard, the District is accepted as the appropriate planning level. Uttara Kannada District, Karnataka State is chosen for carrying out present study. Planned interventions to reduce energy scarcity can take various forms such as (a) energy conservation through promotion and use of energy efficient stoves for cooking and water heating, compact fluorescent bulbs in place of ordinary incandescent bulbs, (b) supply expansions through energy plantations and (c) alternatives - renewable sources of energy such as micro/mini/small hydro power plants, wind, solar and biomass based systems. Ecologically sound development of the region is possible when energy needs are integrated with the environmental concerns at the local and global levels. For this purpose an integrated planning framework is necessary. The main objective of this research is to develop an "Ecologically Sound Integrated Energy Plan" at District level to arrive at an optimal mix of energy sources that can meet the energy 39 demand in a region by keeping in view the development priorities of the region. The energy plan consists of the following components: (i) Assessment of Supply Situation: This involves analysis of present energy supply system; assessment of woody and other bio resources; assessment of renewable sources potential such as solar, wind, hydro, woody and other bio resources; study of supply system of commercial energy. (ii) Sectorwise Energy Demand: This involves survey of the present energy consumption in different sectors for various enduses covering the type of fuel, magnitude and composition of fuel, trends, seasonal constraints and preferences in consumption and estimating energy demand based on the survey data. (iii) Development of Energy Plan: Based on the estimated supply and demand, an energy plan to meet the energy demand would be worked out in accordance with the development priorities. Techno economic analyses of various energy technologies would be carried out to find out technical and economic viability of the system. Energy plan at District level is proposed based on the Decision Support Systems approach. (iv) Suggestions for Implementation and Management: With the knowledge of administrative structure at District level and agencies implementing energy development programme, a suitable institutional structure would be suggested for implementing and managing the energy plan. Analyses of the importance of community participation in energy conservation, planning and identify measures to enhance the level of participation. This work presents a conceptual design for energy system which could meet demand of all sectors in the region. The proposed design would in principle, supply enough energy for a sustainable development of a region. The energy planning endeavor involves finding a set of sources and conversion devices so as to meet the energy requirements/demand of all the tasks in an optimal manner. This optimality depends on the objective; such as to minimise the total annual costs of energy or minimisation of non local resources or maximisation of system overall efficiency. Factors such as availability of resources in the region, task energy requirements impose constraints on the regional energy planning exercise. Thus, the regional energy planning turns out to be a constrained optimisation problem. This exercise describes an optimum energy allocation based on Integrated Energy Planning Approach for Uttara Kannada District and make a satisfying energy allocation plan for the year 2000, 2005 and 2010. Integrated energy planning developed is flexible, adaptable, ecologically sound and gives an optimal mix of new renewable/conventional energy sources. 40 5.2 .
