Cedefop invites applications for the drawing up of a reserve list for the position of:
ICT ADMINISTRATOR
Contract agent (Function Group IV)

The EUROPEAN CENTRE FOR THE DEVELOPMENT OF VOCATIONAL TRAINING (Cedefop) is an
Agency of the European Union. It supports the European institutions, the governments of
Member States and the social partners – employers’ representatives and unions – in the
development of initial and continuing vocational training. Cedefop has approximately 130 staff
and is based in Thessaloniki, northern Greece. For more information on the Agency, see

The Information and Communication Technologies Department (ICT) provides the ICT
infrastructure, and a wide range of services and applications for the needs of the Centre its
staff and its projects.
RESPONSIBILITIES AND TASKS
Within Administration, and under the supervision of the Network Manager and the Head of the
ICT Department, the successful candidate will carry out his tasks in a gigabit switched
Ethernet LAN federating more than 300 PCs, servers, printers and active equipment with
WAN-VPN gateways. Tasks include:



Day-today administration of Cedefop's computer network infrastructure (LAN/WAN)
involving capacity, fault, performance and security management;
Data communications, information and network Security monitoring: Provide
studies, design and advise on ICT security protection, policies and procedures, privacy
and copyright protection and related technologies. Conduct periodic information
security vulnerability audits, deploy and monitor intrusions detection mechanism,
conduct network contingency and business continuity follow-up;
Internet mail security management: Configure, tune and troubleshoot Cedefop’s
Internet and mail communication systems. Manage general purpose malware filtering
systems. Administer electronic mailing lists. Ensure interoperability with central antivirus systems, security incident follow up and reporting;




Internet Services and Web Technologies Management
Manage Cedefop’s infrastructure of web servers, systems, services, and related
technologies. Manage and ensure the proper operation of Cedefop’s Internet Domain
Naming services (DNS). Manage Cedefop’s web proxy servers.
Systems and Network administration
Provide lifecycle systems administration for Cedefop’s installed Unix/Linux
technologies and other open-source software and services. Manage LAN/WAN
hardware and software (routers, switches);
ICT Project Management, Consulting and second level technical Support
Deliver technical support and consulting, develop reports and presentations, draw-up
technical specifications, coordinate the implementation or implement, follow up and
participate in Cedefop’s ICT related projects, infrastructure products, new technology.
Serve as consultant to IT staff, and to project managers. Liaise with vendors as
required.
ICT staff backup: complement and act as backup of Cedefop’s ICT staff in network
and server administration.
FORMAL REQUIREMENTS

Nationality of an EU Member State;

A level of education which corresponds to completed university studies of at least three
years attested by a diploma;

Thorough knowledge of one of the languages of the Communities and satisfactory
knowledge of another language of the Communities;

Enjoy full rights as a citizen;

Have fulfilled any obligations imposed by the laws on military service.
PROSPECTIVE APPLICANTS WILL BE ASSESSED AGAINST THE FOLLOWING CRITERIA










A university degree in computer engineering, computer science, informatics or related
field, of a minimum duration of four years;
Appropriate full-time professional experience of at least 5 years relevant to the fields of
the post;
Previous experience in a demanding, high responsibility ICT post, in a related field;
Good communication skills in English (written and oral);
Demonstrated experience in a demanding ICT position in the fields required by the
position;
Proven experience, minimum three years, with Internet mail administration and
counter-UCE technologies;
Proven experience, minimum three years, working with Internet Services (DNS, LDAP,
Web proxy), open-source and Unix systems (Linux/AIX/BSD) and scripting languages
(sh / perl / vbscript);
Proven experience, minimum three years, of digital encryption and security
technologies, such as Firewalls, VPNs, SSL, Public Key Infrastructure (PKI);
Solid understanding of web infrastructure and related technologies (IIS/ASP, Apache,
Java/JSP, XML, DB connectivity, SOAP);
Work experience, minimum three years, in a Microsoft Windows networking and
Windows Domain, with Active Directory / Group Policy Management;







Solid experience in network administration and monitoring;
Experience with rdbms administration and troubleshooting;
Good communication and interpersonal skills;
Service-mindedness;
Demonstrated ability to learn new skills and adapt to changing environments
High availability and readiness to work during after-hours, week-ends, holidays, to
perform maintenance task or respond to crisis situation
Basic understanding of EU organisations.
THE FOLLOWING WILL BE CONSIDERED AS ADDITIONAL ASSETS


Proven experience with specific products:
Mail filtering system Clearswift’s MIMESweeper;
Check Points Network Security Protection (FW-1);
Microsoft Internet Security and Acceleration (ISA) Server and Squid Proxy Server;
Network monitoring systems and protocols (BB4, MRTG, SNMP, BGP);
Web-related servers and services (IIS, Apache and Apache Tomcat) and DNS (ISC
Bind);
- Database Servers Microsoft SQL Server, Sybase, Oracle, MySQL;
 Knowledge of other EU languages;
 Experience in a multicultural and/or multilingual work environment;
Experience with project and systems life-cycle management;
Experience with EU procurement procedures.
RESERVE LIST
A reserve list will be drawn up by Cedefop. The list will be used as a reserve for recruitment,
should vacancies arise. It will be valid until 30/06/2007 and may be extended.
CONTRACTUAL CONDITIONS
The initial contract will be for a duration of 2 years with the possibility of renewal.
The terms of employment are those described in the Conditions of Employment of Other
Servants of the European Communities (cf. articles 79 to 119 referring to contract staff).
The basic monthly salary of a contract agent in Function group IV (grade 13, step 1) before
any deductions or allowances is approximately € 2.836.
The grade will be determined in the light of the successful applicant’s experience and
qualifications.
Recruitment will take place under the condition that corresponding budget appropriations are
available.
For reasons related to the Agency’s operational requirements, the candidate will be required to
be available at a short notice.
The place of employment is Thessaloniki, where Cedefop has its official seat.
