All the major policy decisions technical or
administration are made by Head of the Dept.i.e.SG.
At GDC level some powers are deligated to his
subordinate officer i.e. Director, S.S(HQ), Technical
officer etc. All the decisions are taken consultation
with the Director of the Directorate.

OFFICE ORDER NO.22/37-G.20.7/K&L GDC DATED 16.04.2008
After taking over the charge of this Directorate (current duty) K&L GDC by the undersigned, the re-organisation of this directorate has been made as shown in Annexure “A”, keeping in view of the administrative and
technical requirements of the Directorate. All the administrative powers for functioning of this GDC will be vested with the Director and also all technical, financial and policy matters will be referred to the Director for his
approval. Routine administrative and technical matters and maintenance of security and fire precautions etc; will be dealt by the concerned wing in-charge / section officer within the area of the duties and responsibilities.
The distribution of man power to different wings and sections has been made as shown in Annexure “B”.

Shri MS Mohanty, SS and SS(HQ) of this GDC will continue to hold the duties of CPIO (Central Public Information Officer) of this Directorate and the Director will be the appellate authority under the Right to
Information Act, 2005 vide SGO letter No.W-10694/709/RTIA dated 31.05.2005.He will also look after routine work of this GDC in absence of Director as and when the Director is on leave or on tour.

All the correspondence to SG and other Additional SGs/ Directorates will be routed through the Director, K&L GDC by all concerned. However, during the leave period or on tour period of the Director or during
exigencies, the correspondence can be made directly to them by signing for Director of this GDC. The duties and responsibilities of the Director, wing in-charges and other concerned sections/officers have been shown in
Annexure “C”.
(4)
(a)All the technical reports and returns of this GDC will be processed by TO under the supervision of SS(HQ) and sent to SG through the Director, K&L GDC on due dates.
(b)All the administrative reports and returns of this GDC will be processed by Office Superintendent after discussing and finalizing those letters with the Director, after this the returns will be sent to SGO on due dates
through the Director, K&L GDC.
(c)All type of letters, representations, applications, EL and medical leave etc and individual claims such as TA, LTC, Medical, etc should be addressed to the Director and forwarded for his approval duly recommended by
the Section Officer or Wing In-charge.
(d)Dak, letters, applications, etc must be submitted to the Director first and then it will be given to SS(HQ), DDO before diarising and distribution to concerned sections, duly assessed.

(a)CL and RH accounts of Group “A” officers of this Directorate will be maintained by Secretariat of this GDC, CL and RH accounts up to Group “B” and CL, RH, LL, Field Off etc up to Group C & D will be maintained
by the concerned wing in charge or Section Officer.
(b)All the staff and officers of this GDC will continue to work under the same working set-up. They will be under the administrative control of the respective sections / Section Officer or Wing In-charge, as per the
distribution of man power.
(6)
On all the Attendance registers Wing/Section code must be mentioned as shown in Annexure ‘A’ and by 0915 Hrs all the registers must be kept on Director’s table for monitoring the individual punctuality.
(7)
Senior Hindi Translator will work directly under the guidance of Director, K & L.GDC. In addition to her routine work she will assist Director as and when the additional work is allotted.
(8)
Changes regarding distribution of man power and internal re-organisation of sections / wings, if any to be made, may be intimated immediately by the concerned wing in-charge / section officer by 30.04.08.
This order will be followed by all concerned with immediate effect.
