2. This Operations Plan (OPLAN) is produced in accordance with (IAW) AFROTCI 36-2017,
para 4.3 and meets the requirements of AFROTCI 36-2017, para 4.3. It outlines the 158th
AFROTC Cadet Wing’s Leadership Laboratory (LLAB) program for the Cadet Corps. LLAB is
a portion of the overall four-year, two-year, and one-year AFROTC programs. LLAB provides
all cadets with the opportunity to operate in a military environment as well as to expand their
leadership and followership skills. There will be 15 LLABs during the spring semester, during
which LLAB objectives will be accomplished within the term limit: 5 hours for GMC and 6
hours for POC. The objectives that are to be presented this semester can be found in section 6a,
LLAB Schedule. The Cadet Wing Commander (CW/CC), under the supervision of the
Commandant of Cadets (COC), is responsible for all cadet corps activities.
3. EFFECTIVE DATES: 27 August – 14 December 2007.
4. MISSION:
a. The mission of the 158th AFROTC Cadet Wing is to recruit, train, retain and educate
cadets using the mutual respect training philosophy in order to prepare the cadets to be quality
leaders in the United States Air Force. The Wing provides cadets opportunities to learn and
develop leadership abilities through administration and execution of the LLAB program.
Specifically, the Initial Military Training (IMT) course will emphasize training in the life and
work of Air Force Officers and military customs and courtesies.
The Field Training Preparation (FTP) course will focus on Field Training procedures and
requirements. In the Professional Officer Course (POC), emphasis will be placed on a variety of
command and staff experiences in advanced leadership situations. The POC are divided into
Intermediate Cadet Leaders (ICL), Senior Cadet Leaders (SCL) and Extended Cadet Leaders
(ECL). All POC not directly involved in LLAB will complete objectives regarding officership
and professionalism studies. This mission will be accomplished through LLAB course
objectives, training and leading GMC, and problem-solving opportunities as encountered by the
ever-changing and demanding state of the cadet corps. For training purposes, members of IMT,
FTP and POC will be integrated for the duration of the fall 2007 semester.
b. The LLAB course objectives, as found in AFROTC T-508, are presented over the
course of the academic year. The LLAB Objective Chart includes the LLAB schedule for the
fall semester and the objectives that will be presented during the fall semester. These objectives
will either be presented at LLAB or during other mandatory AFROTC functions, to include:
parade, retreat and reveille, the unit Military Ball, and an awards ceremony. The LLAB course
objectives will be accomplished in a way that will contribute to AFROTC Detachment 158’s
ultimate goal: to provide quality commissioned officers for professional service in the United
States Air Force.
5. WING ORGANIZATION:
a. The 158th AFROTC Cadet Wing is composed of three groups: Operations Group,
Mission Support Group, and Maintenance Group. The Wing Commander and his/her staff are
responsible for the overall planning and supervision of the Wing. The Operations Group is
responsible for the execution of LLAB and other training periods as detailed in this plan. The
Mission Support Group is responsible for administrative and extracurricular activities. The
Maintenance Group is responsible for recruiting, retention, and supply activities. This complies
with AFROTCI 36-2017, para 4.10.
b. Attachment 1 contains the cadet wing organizational chart, IAW AFROTCI 36-2017,
para 4.2.4.2, which meets the requirements of AFROTCI 36-2017, para 4.12, and will be
updated and submitted to the COC by 17 Aug 07. As required by the mission directive, all
Cadet Wing positions have been chosen by the CW/CC and approved by the COC.
c. IAW AFROTCI 36-2017, paras 4.14 - 4.16, the following cadet appointment and
rotation system is used:
(1) A top priority in the filling of cadet positions is to ensure that AS 300 and
particularly AS 400 cadets who have not held a leadership position are put in a leadership
position this semester. Cadet positions will rotate at the end of this semester.
(2) No POC will occupy the same position in the spring as held in the fall unless
approved by the COC.
(3) Rank is solely dependent upon the position held. Cadets have been placed in
positions with rank that may be equal to, higher than, or lower than previous semesters.
d. Attachment 2 contains the Unit Manning Document IAW AFROTCI 36-2017, para
4.17.1- 4.17.11. This document conforms to AFROTCI 36-2017, para 4.17.
e. The Cadet Wing Chain of Command Board, located in the Cadet Office, and the
Cadet Wing Flight Assignment Board, located in the Cadet Office, will be updated NLT 1 Sep
07. The Director of Personnel is responsible for the assignment of flights. The Facilities Officer
is responsible for the maintenance of each board mentioned.
6. EXECUTION:
a. General: LLAB is cadet-planned and executed to provide leadership-training
exercises. Over the course of the academic year, all LLAB objectives will be presented IAW
AFROTCI 36-2017, para 4.2.4.1. The LLAB Objectives Chart below lists when each objective
will be presented during the spring semester, 2008. For cadets with a LLAB conflict, a program
that closely parallels the LLAB program is established. It is designated Alternate LLAB and
mirrors the regular LLAB as precisely as possible in content.

(1) A weekly operations order will be submitted to the COC for approval Monday
two weeks prior to LLAB and will be posted NLT one week prior to the event. The operations
order will include all items required by AFROTCI 36-2017, para 4.3.3.3.
(2) A system that ensures requirements for all cadets are met and tracked on a
weekly basis will be implemented for spring semester 2007. The Director of Personnel will
submit a report to the COC by close of business at the end of each Thursday. This report
will include up-to-date LLAB attendance for the COC and the PFT attendance for the Cadre
member conducting PT. LLAB lesson objectives are presented by AS year as well as status
reports from each cadet functional area.
b. Deployment:
(1) LLAB will be conducted on Thursdays from 0800 to 0950 at the site
designated in the current operations order. Alternate LLAB will be scheduled as necessary to
accommodate those cadets unable to attend the primary lab.
(2) The Behavioral Science (BEH) building, the basketball courts (known as the
Drill Pad), HMS room 319, the University Lecture Hall (ULH) and/or the TECO Hall will be
used for all LLABs. The 1.5-mile run and the Physical Fitness Assessment (PFA) will be
conducted at the USF Soccer Stadium.
(3) In case of inclement weather, outdoor LLABs will be held in the BEH, HMS
319, ULH or the TECO Hall, and outdoor physical training sessions will be held in the USF
Gym. Inclement weather activities will be posted with the weekly Operation Order.
c. Employment:
(1) Every GMC cadet is required to attend LLAB for one hour and fifty minutes
each week. POC cadets are required to participate three hours a week in LLAB planning,
preparation, and execution. POC cadets will spend 60 minutes of these three hours performing
their duties outside of LLAB or at the Wing Commander’s discretion. All other time POC
cadets spend performing duties is strictly voluntary.
(2) Leadership Laboratory performance is based on a pass/fail system, according
to the criteria stated in the policies established by the COC. Attendance at all LLABs is
mandatory for all cadets. All cadets must attend at least 80% of both LLABs and PT (PMT) to
pass IAW AFROTCI 36-2017, para 4.6.1.1., which meets the requirements of AFROTCI 362017, para 1.1.1. GMC cadets who fail PMT will not be eligible to compete for an enrollment
allocation into the POC. The PAS will pursue the disenrollment of all contracted cadets who
fail LLAB.
(3) OG/CC has scheduled LLABs weekly throughout the semester. The Director
of Training, OG Squadron Commanders are directly responsible for carrying out the mission for
the week. POC cadets will hold all command positions. GMC cadets will rotate throughout
various flight positions including rotational flight commander, deputy flight commander and
guidon bearer. Cadet staff will direct scheduled LLAB activities toward presenting the lessons
and objectives planned by the Operations Group Commander.
d. Alternate LLAB: If cadets are not able to make the normal LLAB for VALID
REASONS (i.e. Academics; Deemed so by COC and CW/CC), an Alt. LLAB may be provided.
Valid reasons should be presented to the COC by official memorandum, through the chain of
command, prior to the LLAB the cadet expects to miss. Alt LLAB will be held when the alt
LLAB commander and the cadet set a prearranged time. The intent of Alt LLAB is to complete
any objective a cadet may have missed because of absences. If no one is scheduled to attend Alt
LLAB, the commander will complete collateral duties described in his or her duty description.
7. FUNCTIONS FOR CADET POSITIONS:
a. The Cadet Wing Commander is responsible for ensuring that all cadets are fully aware
of the functions and responsibilities of their positions. This will be accomplished through the
distribution of cadet job descriptions. The job descriptions will be posted in the Cadet Office
and placed on the Wing’s website. In addition, the group commanders will be responsible for
briefing their staffs of their expectations within the first week of the semester.
b. Written job descriptions will be updated and submitted to the COC, (IAW) AFROTCI
36-2017, para 4.13, as Attachment 3 of this document by 27 Aug 07.
8. COMMAND, COORDINATION, AND CONTROL:
a. The Operations Group Commander will publish an Operations Order for every
scheduled primary LLAB. Operations Orders will be posted over the LISTSERV, on the cadet
bulletin boards in the cadet office in HMS 111, and the web page by Monday prior to the
scheduled activity and will conform to AFROTCI 36-2017, para 4.3.3.
b. The Wing Inspector General will conduct assessments of programs and training to
improve the detachment. The Inspector General will seek approval from the CW/CC for the
implementation of any new programs.
c. POC Cadets, when not participating in formal training during LLAB, will be under the
control of their Group Commander. It is the Group Commander’s responsibility to ensure that
all POC Cadets are gainfully employed in planning and management activities associated with
their job. Group Commanders may hold Group staff meetings during this time.
d. The use of the cadet chain of command will be STRICTLY ENFORCED at all times.
Group commanders are responsible for the supervision and guidance of their staff as well as for
coordinating weekly staff meetings to discuss progress made, conflicts encountered, ideas
generated and feedback gathered from GMC cadets. In turn, the CW/CC staff will meet every
week to discuss and plan according to the information supplied by the Group Commanders.
e. The levels of counseling are verbal counseling, first LOC, second LOC and LOR, in
that order. Immediate supervisors are responsible for the verbal counseling session to include
tardiness, absence, and failure to perform assigned duties and will be required to document this
with a memorandum for record that will be passed up the chain of command to be presented to
the CW/CV. If an infraction is deemed serious enough it is at the discretion of the immediate
supervisor to request a higher level of reprimand be issued. The counselor and the counselee
will sign all written counseling after the counseling session. The counseling sessions will follow
all ATM guidelines to ensure resolution within the cadet Wing. A copy of any LOCs and LORs
will be provided to the Group Commander. If a cadet continues to display continued
deficiencies in training and is exhibiting behavior unbecoming of an Officer Candidate, the
CW/CV, with the approval of the CW/CC, may refer the cadet to the COC and may be subject to
removal or release of his/her position in the cadet Wing.
9. OPERATION OF THE CADET CORPS:
a. Attendance for all Professional Military Training (PMT) periods for all cadets is
mandatory. Exceptions are for emergencies and for staff functions that the COC approves.
Flight Commanders will be held responsible for the documentation and counseling of all tardy or
absent cadets. Cadets must attend 80% of PMT in order to pass. This requirement stands
whether the absences were excused or not. The Flight Commander will document absences
with a memo acknowledging the absence signed by the FLT/CC and the cadet. This
documentation will be filed in the cadet’s training folder. Attendance will be taken promptly at
0800 and again fifteen minutes before the end of LLAB to ensure accuracy.
b. The Director of Personnel will compile a weekly report to include attendance for
LLAB and Physical Fitness Training, LLAB objectives accomplished that week organized by AS
year and concurrently enrolled cadets, and status reports from each cadet functional area. These
reports will be submitted to the COC NLT close of business each Monday.
c. Concurrently enrolled cadets, cadets enrolled in both AS 100 and AS 200 (AS 250s) or
AS 300 and AS 400 classes (AS 450s), must be presented with both sets of objectives. This
training will occur during the regular two hour LLAB.
d. The cadet Wing will use a performance feedback and evaluation system. A copy of
each cadet's performance feedback worksheet will be due to the COC for review by the
following dates:
(1) Initial Feedback: 14-Sep
(2) Midterm POC Feedback: 19-Oct
(3) Midterm GMC Feedback: 19-Oct
(4) Final POC OPR’s: 6-Dec
e. Comprehensive physical fitness program will include mandatory PT sessions
scheduled for Tuesday and Thursday at 0555. PT will take place at USF. Cadets must attend
80% of PT per term to pass LLAB, (IAW) AFROTCI 36-2017, para 1.1.1.3.
f. The Cadre PT Monitor will be briefed by the Physical Fitness Officer on all physical
fitness and implemented weight control programs at the staff meeting on the third week of the
semester. In addition, the Physical Fitness Officer will brief the Wing during the first or
second LLAB on the PFT program.
g. Flight Commanders will be responsible for instructing their cadets on accessing their
e-mail accounts. All cadets will have e-mail accounts and be responsible for receiving all
detachment information from the LISTSERV. This will be accomplished by the second week of
the semester.
10. ADMINISTRATION:
a. Each individual Flight Commander is responsible for building and maintaining
training folders. Cadet training folders will be updated 1 Sept 07. Information from the Det 158
Cadre may be used in the improvement of these training folders.
b. Staff heads will be responsible for informing their subordinates of operating
instructions and job descriptions. They should encourage improvement and revisions with a
focus on quality. Maximum involvement, including the IMT and FTP, will contribute to the
wing’s success.
c. The Maintenance Group Commander will be responsible for updating the 158th Cadet
Wing Handbook. He/She will review, revise and/or improve the current guide to reflect current
AFROTC instructions and policies. The Maintenance Group Commander will also be
responsible for facilities maintenance, recruiting activities, information management, and supply
issues through the management of his/her group.
d. The Acquisitions officer is responsible for preparing a budget for the semester. A
budget meeting to include the Wing Commander’s staff, Acquisition officer, and Deputy
Acquisitions officer will be held by 27 Aug 07. The budget will include a plan to support the
Wing’s financial needs for the fall semester. The budget will be submitted to the COC for
approval NLT 30 Aug 07.
e. The CW/CC and his/her staff will prepare and present a report on the significant
accomplishments and proposals for improvement for the following semester. The
proposals will be presented NLT 7 Dec 07 to the COC, and the accomplishments to the
PAS by the CW/CC NLT 7 Dec 07.
11. CADET EVALUATION:
a. A cadet evaluation process will be used. The COC will be notified about any
unsatisfactory or marginal progress in a cadet’s development. The COC will also be informed
about outstanding achievements and displays of initiative considered noteworthy by the CW/CC
or members of his staff.
b. The cadets will maintain “cadet training records” for the evaluation of cadets by
Cadre. The CW/CC and his/her staff will be available to the Cadre for any questions or
observations concerning cadet evaluations.
12. MISSION SUPPORT:
a. The Public Affairs Officer is responsible for submitting articles to The Leader
magazine: at least three times per semester. This article will include adequate photos and will be
reviewed and approved by the Wing’s PA Officer. The article must be submitted NLT 25th of
each month for the fall semester.
b. A cadet calendar will be established and maintained by the Wing Adjutant. It will be
completed by 25 July 07 and will be updated as changes occur and a copy will be posted in
cadet areas.
13. STAFF MEETINGS AND DETACHMENT COORDINATION: A weekly staff meeting,
mandatory for all Wing Staff, will be conducted once a week. The Wing Adjutant will take
minutes. The minutes will include: attendance/absence, items discussed, all suspense dates
given at the meeting.
14. OTHER ACTIVITIES:
a. The Color Guard will operate with the full support and the participation of the cadet
Wing. Color Guard operations and training will be handled by the Color Guard Commander.
Both POC and GMC will be encouraged to be involved in the Color Guard.
b. The Base Visit Coordinator will be responsible for planning a base visit for the spring
semester. The Base Visit Coordinator will coordinate with the COC and brief a plan by 17 Sep
07.
c. The Operations Group CC and his/her staff will plan, organize and direct an effective,
well publicized Honor Flight program. The Honor Flight criteria will include a point system
consisting of attendance, overall Flight inspection, and non-ROTC academic class attendance.
The Operations Group CC and his/her staff will also create criteria for Warrior Flight. These
criteria will include attendance to non-mandatory Wing events, PFT attendance and general
motivation and initiative in the flight. At the end of the semester, a flight will receive Right of
Line and the outstanding flight award according to the number of times they were awarded
Honor and/or Warrior Flight. The criteria will be published and briefed on 30 Aug 07 and a
hard copy of the criteria will be provided to the COC.
d. It will be made clear during the first LLAB that participation in non-mandatory corps
activities is strictly voluntary but encouraged, when not in direct conflict with academics, for the
personal development of future Air Force Officers. Attendance in non-mandatory corps
activities will be taken and posted on the web and bulletin boards. Flight Commanders will note
these attendances in the cadet training folders.
e. Special Events Squadron Commander is the central point of contact for coordinating
all cadet activities that require approval/coordination through the University’s student activities
office. The COC will be informed of any scheduling or canceling of these activities.
f. Completed cadets or AS 700s or AS 800s will remain an active part of the Wing
throughout the semester as directed by the PAS. They will support the Wing as it accomplishes
its mission. Completed cadets will wear uniforms on Thursdays; attend in-processing, any
mandatory POC inspections, PT sessions, PFT and weight checks, Change of Command, and the
Military Ball.
15. UPDATED AFROTC RULES AND REGULATIONS: Cadets are responsible for reviewing
and complying with all AFROTC rules and regulations. These regulations can be reviewed at

16. SUMMARY: The 158th AFROTC Cadet Wing’s goals for the fall 2007 semester include
creating and maintaining a strong, coherent organization through teamwork, communication,
motivation, and proper military training. This Operations Plan specifically details the
continuation of those standards.
