Introduction
The recent outbreaks of severe emerging infectious diseases, particularly severe acute respiratory
syndrome (SARS) and more recently H5N1 avian influenza, have focused attention on the weakness
of epidemiological surveillance and response systems and the heightened vulnerability of people.
The timely detection of outbreaks at district, regional and national level is a priority function of
communicable disease surveillance systems for countries. The World Health Organization (WHO)
Headquarters, Department of Communicable Diseases Surveillance and Response (CSR) is in the
process of revising the International Health Regulations (IHR) to include the requirement for Member
States to maintain an adequate core capacity in detecting and responding to significant public health
threats1. This requires that Member States develop effective early warning systems (EWARS) and
strengthen their investigation and response capacities.
The proposed project is intended to support interventions to reduce vulnerability in Estonia through
improvements to computerised epidemiological surveillance and response systems.
This project is part of Transition Facility Project (TFP) 2004/006-270.05.01 that aims to develop
Estonian communicable diseases surveillance system to meet the EU requirements. TFP consists of
two Twinning Light (the present and EE04/IB/SO/02) and one Technical Assistance (TA) contract
(Contract 2). All three contracts are closely related both on substance and on time-scale. The results
of the current project will be used as a direct input for tendering procedures of TA (Contract 2) and
EE04-IB-SO-02, for this reason the Italian proposed working group will submit also a proposal for
EE04/IB/SO/02 as suggested by Estonian Authority.

The general objective of this project is:

Improved health care and health protection with regard to communicable diseases, on the
basis of relevant EU directives and treaties.
Namely, the project impact will include working out the methodology and technical specifications for an
improved and integrated national disease surveillance and preparedness system; a comprehensive
system for investigation, case management and mitigation at local, national and subregional levels; an
improved information and communication mechanism; and supportive national policies for
communicable disease control.
The Project’s purposes are:
(i)
to strengthen disease surveillance systems for early diseases detection and response;
(ii)
to help develop national capacity to respond to an outbreak;
(iii)
to harmonize national efforts to promote a subregional collaboration mechanism for
communicable disease control and the monitoring, containment, and prevention of outbreaks;
(iv)
to validate and implement an integrated surveillance system for waterborne disease.
Surveillance systems are also a pivotal element in order to control waterborne diseases,
caused by microbiological or chemical contamination of water affecting large numbers of
people and involving viral hepatitis, cholera, typhoid, campylobacteriosis, legionellosis,
dysentery and gastroenteritis, diseases from Giardia and Cryptosporidium, emerging new
pathogens posing a special concern in western Europe; chemical contamination of
groundwater, causing a wide range of health effects involve lead, arsenic, fluoride, radon,
nitrates and pesticides either naturally occurring or resulting from human activities. Water
contact diseases include toxic effects of cyanobacteria created by eutrophication and illnesses
such as gastroenteritis and ear and eye infections.
Early detection and investigation of outbreaks provides some of the best insights into the agent
and the process failures originating waterborne diseases, thus also providing essential
information for hazard analysis and risk assessment associated with drinking water.
The main topics of integrated surveillance system for waterborne disease include:

most important water-related diseases which should be brought into a systematic
reporting (i.e. computerised surveillance data base);
-
clinical and water supply data to assess the risk for waterborne diseases;
-
strategies aimed at data integration into a systematic reporting.
The Italian Partner will work closely with the BC Institutions involved in the project and other
stakeholders to identify if there are gaps in actual Estonian system and to improve and integrate that
system.
The software programmes developed in the ensuing Twinning Light Project EE04/IB/SO/02 will be
compatible with the EU networks, i.e. Surveillance of Communicable Diseases Network, European
Influenza Surveillance Scheme and Early Warning Response System. Additionally, along with the
technical equipment that will be purchased, they will be assisting monitoring and surveillance of
infectious diseases in Estonia. The cardinal change of evidence and processing of information from
manual to modern electronic system will raise the capacity and speed of data transfer and thereby
also the speed of application of adequate measures. Underreporting will be reduced.

Activities
In order to achieve the objectives and the expected results listed above, the proposed activities are:
1. Assessing the current communicable disease surveillance system:
 describing surveillance and reporting activities, data processing schemes, early warning and
response system activities and legal aspects;
2. Describing the reporting schemes and requirements for EU networks;
3. Working out the list of reported diseases, reported data and procedures for different diseases;
4. Defining identifiers for reporting;
5. Working out proposals for case definitions;
6. Defining participants and procedures for early warning and response network;
7. Defining reporting schemes and requirements for EU networks;
8. Working out requirements and reporting methodology for the computerised surveillance system
and early warning and response system;
9. Preparing the technical specifications and tendering documentation;
10. Basis for a computerised surveillance data base including clinical and water supply data to
assess and control the risk for waterborne diseases;
11. Carrying out a study visit to the MS;
12. Preparatory meetings (parallel co-financing)

Assessing the current communicable disease surveillance system
Defining the reporting schemes and requirements for EU networks;
Defining identifiers for reporting;
Defining participants and procedures for early warning and response network
Working out proposals for case definitions
Preparing the technical specifications for the tender documentation
Preparing for a study visit and formulating study visit results;
Participants: specialists from HPI and relevant institutions, 15 persons on each
seminar;
 Multi-day meetings (3 days):

Working out the list of reported diseases, reported data and procedures for
different diseases;
Participants: 20 persons (HPI, MoSA, laboratories, health care workers);

Working out EWRS methodology for the computerised surveillance system with
EWRS participants
Participants: 20 persons from institutions having responsibilities in EWRS
 3-day workshop
 Working out the contamination sources and process failures that lead to
waterborne diseases based on investigation of outbreaks.
 Identification of preventive measures to mitigate against future outbreaks and to
improve the overall water safety
Participants: 20 persons from HIP and institutions having responsibilities in EWRS
Methods
The methodological approach proposed for this assignment is tailored to the specific objective of the
activities required, focused on providing highly qualified institutional/technical support to the
Institutions involved.
1.
Country and Subregional Epidemiological Profiles
National epidemiological profiles for Estonia will be drawn up using a standard data and mapping
template that can accommodate data generated by the existing health information systems of country
and that describes each major disease, including emerging infectious diseases.

2. Software specification
A working group will be established at the recipient institution, composed of representatives of HPI,
MoH and MSP short-term experts. The group will be coordinated by the Project Leader together with a
representative of the HIP. The working group will define the conditions, outputs, inputs, and
functionality of the special software for computerised communicable diseases surveillance system.
Methodologies and technical specifications for communicable disease case definitions, surveillance,
data collection and analysis methods and data exchange protocols will be implemented.
In order to fulfil the above mentioned purposes, the state of the art will be taken into account of the
level of knowledge and attitudes of the existing communicable disease surveillance systems
Europewide, as they arise from the results of specific European projects in which the proposing
Institutions are involved. At the same time, the experience of BC Institution involved will be the base
for twinning light activities, as far as a computerised communicable diseases surveillance system is
concerned.
The specified software requirements for a computerised communicable diseases surveillance system
will serve as the basis which a qualified software development house will create the required software
(Contract 2). Furthermore EWRS will allow immediate exchange of views on risk assessment and risk
management crucial for timely public health action. Such system could be a valuable tool during a
number of outbreaks/incidents.
With respect to the parameters of the new software and its applicability and use at HIP’s individual
workplaces, technical specifications for purchase and installation of appropriate computers with
accessories will be worked out within this component plus connection thereof to the Internet. Thereby
an operating electronic network will be designed, which will enable immediate interactive exchange of
all relevant information on unusual epidemiological events. A comprehensive documentation output
will be produced through to the analysis stages, design models, testing and maintenance tool,
covering software development from requirements gathering; such an approach will provide significant
benefits in helping to build rigorous, traceable models of software systems in a consistent manner as
well as robust, maintainable and flexible implementation.
3. Integrated small-scale projects
A pilot surveillance system for waterborne disease will be performed at selected regional areas. The
pilot site will be selected in accordance with the Estonian partners, basically the criteria that will be
considered are a) geographic criterion; b) representative ness of the area; c) availability of data.
4. Study Visit
Ten employees from BC Institutions will spend a short-term temporary study visit in Italy. The objective
of the study visit is to acquire professional knowledge and experience of monitoring, control, as well as
the system of processing and evaluating information reported on occurrence of infectious diseases in
the EU states, and possibilities of modification and implementation of such systems in Estonian
conditions in the framework of integration to the relevant EU structures.
Therefore, the services required will introduce a working approach conducive to allowing the
communication among the different components and related working groups, standardize and
harmonise the outcomes of each activity, transfer the necessary know-how to all involved internal
resources and apply, during all project life cycle, control and monitoring instruments over the activities’
advancement process. Moreover, all relevant key subjects and stakeholders will be involved according

to a participatory process aimed at identifying the components through a bottom-up approach
during all project life cycle.
The proposed methodological approach may well be adapted to any needs raised by the
Institutions involved in project, either for the consultancy activities or for the operative and support
activities. The MSP, as a guarantee to the success of the activities provided, will devote particular
attention to the following critical aspects:
Organizational: clear definition of the tasks assigned to each working group and experts, and
consistent operative integration of the activities and the draft outputs in a detailed plan of activities.
Methodological: strict observation in the use of standard methodologies with the consistent
application of appropriate tools allowing for:
– the management of the scheduling/planning of the activities for reducing the timing
– the day-by-day operational management of the criticalities
– speeding up of the processes for defining solutions through the administration of the information
and communication flow
– the integration, in the process of finding alternative solutions of processes for managing changes
that the MSP may introduce in the working groups, in particular with regards to functionality,
organisation and support systems.
– the swift documentation of management for an effective sharing of information
Functional: In order to guarantee project quality and effectiveness, the project will provide experts
with consolidated experience in the sectors required. Such experts will also be working in teams, and
operate under the guidance of the Project Leader.
Organisation
The project will be implemented under the responsibility of the Italian Ministry of Health – General
Directorate for EU and International Relations.
The Ministry of Health will be supported by the National Institute of Health and Formez will
guarantee the achievement of the project objectives. More specifically:

The Ministry of Health will guarantee the institutional and technical support to the
achievement of the project objectives;

ISS - the Italian National Institute of Health with its relevant technical Units, namely the
Department of Infectious, Parasitic and Immuno-Mediated Diseases and the Department
of Environment and Primary Prevention and Piedmont Region will provide the project with
its technical and scientific support;

Formez: will guarantee the financial, logistical and administrative support to the achievement
of the project objectives.
The presentation of the Institutional and Scientific/Technical Partners will follow as Annex I

In order to carry out the above mentioned activities a Project Leader (PL) and short-term experts
(STEs) wil be involved.
Project Leader - dr. Nicola Schinaia.
Currently permanently staff member of the ISS, as a researcher he coordinates the international
projects within the Unit of Epidemiology of the Department of Over the last 20 years, Dr. Schinaia has
been gathering a wide knowledge and applications of communicable disease surveillance systems in
Italy as in many other countries. He has been contributing to the research and developments in
HIV/AIDS, in Italy and Europe. As one of the Italian experts at EC level, he has been contributing to
the development of a Europe-wide communicable disease control system, culminated into the
establishment in 2004 by the European Council and Parliament of the European Centre for Disease
Prevention and Control (ECDC), based in Stockholm. He has also served as WHO Consultant in
communicable disease surveillance on several occasions.
Key and Short-Term Experts with a good knowledge of English will be selected among professionals
and officials from National and Regional Institutions directly involved in Information Technology and
Communicable Diseases, on the basis of their experience to ensure the necessary expertise to the
project.
On the basis of Estonian needs, the Italian Team is available to change and/or replace and integrate
the proposed professionals' management and composition and whenever an STE is not available due
to unforeseen circumstances, the MSP will provide an equivalent expert

Comparative advantages
The integration and complementariness between the MSPs will offer a proper structure for the
supply of the support required. In particular, the MSPs strengths are based on:



A work methodology focused on a multidisciplinary and holistic approach able to address
to all the aspects (technical, economic, institutional, environmental, social, legal) concerned
with computerized communicable diseases surveillance system.
A team of experts with high level of expertise relying on consolidated experience in tasks
similar to this assignment.
The definition of an institutional support based on quality and innovation through:
 The research of solutions focused on coherence, complementarity and coordination
with the policies adopted at national and local levels.

Knowledge of the Community acquis and ability to formulate solutions which are EUcompatible.
Important advantages in the cooperation between Estonian and Italian Institutions are:
 the ongoing collaborations between Estonia and Italy in major scientific, cultural and
economic initiatives have already proved the existence of a common basis and a
reciprocal understanding that will facilitate the development also in this project of a fruitful
partnership;
 Italy has gained significant experience in the development of common approaches and
interactions between health and environment. In fact the major part of the experts will
provide their own experience on the field;
 the Italian experience in computerised communicable diseases surveillance system could
constitute a reference to support Estonia for the capacity building in these matters; it has
been built trough several years’ projects of cooperation in many European and nonEuropean countries; since the early ’80, several ISS professionals have been participating
to most of the regional or European initiatives built around communicable disease control;
ISS is also one of the training sites of the European Training Programme in Epidemiology
(EPIET);
 a significant contribution can be given by Italy thanks the involvement of professional
coming from national, regional and local institutions;
 as it was stated above, the project Leader, Dr. N. Schinaia, has been participating to
various expert and advisory groups of European projects aimed at communicable disease
control, where professionals from Estonia did participate, too.

Budget
The project could start as soon as the covenant will be agreed between the Italian and the Estonian
authorities. Regular progress reports will evaluate whether the project inputs continue to be adequate.
Allocation of resources from the twinning light budget to the various phases and components of the
project will be discussed and clarified with the Estonian partners.
As well, in order to not exceed the established budget and accomplish all project activities, included
the integrated surveillance system for waterborne disease, very important for project, the candidate
Project Leader, dr. N. Schinaia, for the current Twining Light, has thought opportune to reduce from
450 to 350 euro the own fees and the fees of some expert, as Dr. Massimo Ottaviani, although these
experts satisfy all the requirements for Class III expert (450 euros fee per day, see CVs attached). In
such a way no effort reduction for others experts/activities will be needed in agreement with the fiche
guidelines.

The Italian Ministry of Health
The central Government and the Ministry of Health, in particular, determine the targets of the
Italian National Health Service (INHS) and the most important measures to be implemented.
They determine which services are to be guaranteed to all the citizens in condition of uniformity,
the yearly total amount of financial resources and set up the principles by which financial
resources, deriving from the taxation fund, are to be allocated to Regions and autonomous
Provinces.
Moreover the Ministry of Health has the task of supporting, monitoring and assessing the
achievement of health objectives established in the National Health Plan and serves as a guide
for the uniform implementation of prevention and care throughout the national territory in order to
ensure accessibility and equity. If necessary the Ministry of Health may also intervene in cases
of persistent or serious mismanagement.
In addition to 6 Offices of Direct Collaboration to the Minister, 3 Departments(comprising 11
Directorates General, based in the headquarters in Rome, the Ministry of health also comprises
territorial health and territorial veterinary offices for Airport/Port Health.
As far as technical and scientific matters are concerned the Ministry of Health is linked to and
has the supervision of three highly qualified National Organizations, namely the “Istituto
Superiore di Sanità” (National Institute of Helath - ISS), the” Istituto Superiore per la
Prevenzione e la sicurezza del Lavoro” (National Institute for Prevention and Safety at Work ISPESL) and the “Agenzia per I Servizi Sanitari Regionali” (National Agency for Regional
Helath Care Services). Expert technical and scientific opinions are provided also by the Higher
Health Council that, consulted by the by the Minister on specific problems, can autonomously
express its advise on public health items.

ISTITUTO SUPERIORE DI SANITA’
Italian National Institute of Health - ISS
The Istituto Superiore di Sanità (Italian National Institute of Health - ISS) is the Italian technical and
scientific body of the Italian National Health Service research, dealing with research, control and
training functions promoting public health.
It is responsible for assisting in law developing and implementation as concern laboratory standards,
testing methods and experimental design and risk evaluations.
ISS takes part in European Union working groups and commissions on human health and
environmental protection.
The Department of Infectious, Parasitic and Immuno-Mediated Diseases aims at protecting the
human population from diseases caused by pathogenic micro-organisms, viruses and parasites, and
to study the mechanisms of immune-mediated diseases.
The Department carries out research and provides advice and services in the field of epidemic
infections caused by viruses, bacteria, fungi and parasites, and immune-mediated diseases, with
special emphasis on poverty-related diseases (AIDS, tuberculosis, malaria). It is also responsible for
the control of infectious and immunological emergencies and for the preparation of plans to respond to
possible bioterrorist attacks. Among the many projects currently in progress are the generation,
application and control of new cellular and molecular tools for the prevention, diagnosis and treatment
of infectious, parasitic and immune-mediated diseases, with a special focus on vaccines and
vaccination.
The Department is also responsible for monitoring the efficacy and quality of existing and new
vaccines and immunotherapeutic tools. Some of the current studies aim to improve the treatment of
infections through the development of new antibiotics, the rational use of available chemotherapeutic
drugs and measures to fight resistance to antibiotics. The Department is involved in developing
national and international networks for epidemiological and microbiological surveillance. Finally, basic
research focuses on understanding the complex pathogenesis of infectious, parasitic and immunemediated diseases and the mechanisms underlying both protective and harmful immune responses.

Piedmont Region
REGIONAL REFERENCE EPIDEMIOLOGICAL UNIT FOR THE SURVEILLANCE, CONTROL, AND
PREVENTION OF INFECTIOUS DISEASES)
TASKS AND OBJECTIVES
Since 1998 the SeREMI (Regional Reference Epidemiological Unit For The Surveillance, Control,
And Prevention Of Infectious Diseases) is part of the epidemiological regional network, with
specialist functions regarding surveillance, prevention, and control of infectious diseases in the area of
the Piedmont Region.
Since 2003, SeREMI is the reference for the regional Assessorato alla Sanità (health structure of the
Region Piedmont) for the management of infectious emergency and is the contact point for Crisis Unit
of the Ministry of Health and for other Italian Region.
Main functions: Coordination and management of the regional network of public health units

Contact point for the regional network of public health units for the infectious diseases informative

infectious diseases.

Infectious diseases surveillance and control Network
In the Piedmont Region works 19 territorial units with surveillance, prevention and control of infectious
diseases aims. These units have to coordinate and manage information and activities coming from
other basic units of the Health system (hospitals, general practitioners, other specialist networks, such
as food borne diseases network, veterinary network).
The SeREMI experience of direct relevance to the project
The Piedmont Region, through SeREMI is one of the Regions that are implementing their informative
system of infectious diseases, that will be web-based, together with the Italian Ministry of Health. The
project is now in his the developing phase, and will be performed in the next months.
Education and Training
Periodical courses are held on infectious diseases and mandatory notification system in our Region for
Public Health personnel (physicians, biologists, nurses, and technicians), so as for specific infectious
diseases (tuberculosis, malaria, AIDS and HIV, influenza, avian flu, sexually transmitted diseases,
emerging disease, unexpected biological events, food borne diseases, zoonotic diseases),
epidemiology, basic use of EpiInfo program.
Previous international experience
The Piedmont Region is currently engaged in several international projects dealing with different areas
and including projects in the field of infectious diseases.
SeREMI is actually the site of the Vaccine Field of the Cochrane Collaboration, an international notfor-profit organisation, that produces and disseminates systematic reviews of healthcare interventions
and promotes the search for evidence in the form of clinical trials and other studies of interventions.
Specific experiences in international activities on infectious diseases:

Coordination of the sub-group on the economic impact of different vaccination strategies on
invasive pneumococcal disease within the international group of the European Union funded
comprehensive epidemiological study on Streptococcus pneumoniae (Pnc) in four European
countries - PNC Euro, coordinated by KTL of Finland.

Sweden: The EUSAFEVAC project, carried out in 2001 to 2003, funded by EU DG Research,
contract number QLG4-2000-00612, within action line: GA 10.1 Public health research, health

organization of an international course on evidence based medicine and the methods of the
systematic reviews.

Surveillance and control of unexpected infectious disease events during the Winter Olympic
Games in Turin 2006. Collaboration with ECDC, France and the International Olympic Committee.
The Piedmont Region is involved in aTwinning Project in Lituania, the title of Project is: “The
empowerment of Animal Health official controls and food security through the realisation of a system
for the management of veterinary informations”
The Animal Health department of the Piedmont Region, together with the Istituto Zooprofilattico
Sperimentale of Turin and the Azienda Sanitaria Locale 17, is developing a European project for
Lituania, for the empowerment, in this nation, of Animal health official controls and food security. This
project has the aim of developing a system for the management of veterinary informations, and it will
be performed in a year.

FORMEZ
Italian Agency for Technical Assistance to the Local Public Administration
Formez is the Italian Agency for Technical Assistance to the Local Public Administration.
Its shareholders include the Public Administration Department of the Prime Minister's Office and the
Italian local government associations (National Association of Italian Municipalities, Union of Italian
Provinces, National Union of Mountain Townships, Communities and Agencies).
The presence of national and local authorities in the agency's capital structure ensures that its
services reflect their strategic objectives: Formez strategic plan is drafted in close cooperation with
them.
The Public Administration Department evaluates the effectiveness and efficiency of Formez projects
as a whole.
Formez is an operating agency that:

private institutions and enterprises, and associations;

She was Director of the Environmental Microbiology Unit from 1996 to 2004. She carries out
research activities on microbiological aspects of several environmental matrixes, in particular on
the hygienic quality evaluation of drinking water, wastewater, fresh and sea water, air, biological
risk factors, and on development of analytical methodologies for the determination of bacteria and
parasites.
Part of her activities also takes up evaluation support and technical-scientific advice to central and
regional public institutions: she collaborates with the Ministries of Health and of Environment in
preparing and implementing health planning and codes. Implement water and wastewater quality
control policy according Italian and EC regulation and project development of activities to reduce
pollution risk for water sources. She takes part in international research programs aimed at the
evaluation of microbiological methods for the analysis of water and co-ordinates National scientific
projects on hygienic quality of bathing and drinking water, swimming pools, compost and
biowastes. She has collaborated with the WHO in the production of guidelines for drinking water
and pool water.
She has over 180 scientific papers in scientific journals and conference proceedings.

Research Interests
He has been mainly working as a chemist at the National Institute of Health in the areas of water
quality assessments, environmental contaminants and endogenous compounds in environmental
and food matrices and analytical chemistry. Main research areas deal with drinking water
contaminants, phycotoxins in microalgae and seafood, antimicrobial in foods; evaluation of the
chemical safety of xenobiotics in environment and food; risk assessment associated with the
recreational use of swimming pools; risk assessment related to consumption of matrices potentially
containing residues or environmental contaminants.
Activities has been focused on water treatment and materials and products in contact with water,
disinfection by products, designing and managing procedures and on developing new, advanced
chemical analytical methods, based on HPLC coupled with conventional detectors, GC and LC
coupled with mass spectrometry and tandem mass spectrometry (GC-MS, LC-MS, LC-MS-MS) for
the chemical elucidation of drinking water contaminants, aquatic toxins and biologically active

metabolites in marine and freshwater areas.
The above studies significantly contributed to improve knowledge needed for the risk assessment
process concerning a number of chemical and biological contaminants and residues in water and
foods. Highly specific and sensitive methods have been developed, based on new chemical
approaches performing unambiguous identification of the analytes on a structural basis.
The activities were mainly carried out within a number of financed research projects (funding
provided by ISS, Ministry of Health, Ministry of University and Scientific and Technological
Research – MURST-, Ministry of Agriculture), joined research studies involving Public research
bodies and water supply companies concerning water treatments, materials and products in
contact with water, disinfection by products and risk assessment process for contaminants and
residues.
Basic and advanced training activities on drinking water, recreational water and food hygiene, also
involving risk assessment, laboratory quality assurance systems, chemical analyses for
contaminants, residues and toxicants monitoring, addressed to personnel of the National Health
Service.

He has been mainly working as a researcher at the National Institute of Health in the areas of
evaluation of the chemical safety of xenobiotics in environment and food, environmental
contaminants and endogenous compounds in environmental and food matrices and analytical
chemistry. Fields of investigation involved contaminants in drinking water, phycotoxins in
microalgae and seafood, biogenic amines in fish and meat products, antimicrobial and antioxidant
additives,risk assessment related to consumption of matrices potentially containing residues or
environmental contaminants.

Part of the technical-scientific activity has been also focused on designing and managing
procedures and on developing new, advanced chemical analytical methods, based on GC, HPLC
and micro HPLC, coupled with conventional detectors, GC and LC coupled with mass
spectrometry and tandem mass spectrometry (GC-MS, LC-MS, LC-MS-MS) for the identification of
trace contaminants in drinking water, chemical elucidation of new aquatic toxins and new
biologically active metabolites in shellfish and microalgae from different European marine and
freshwater areas. The activities have also been focused on the development of selective
electrochemical biosensors (enzyme and immunobased biosensors inserted into different flow
configurations e.g. Flow injection and liquid chromatography) and their applications on analytical
chemistry for consumer safety. Particularly, in the field of aquatic toxin research important results
have been obtained concerning the identification of new toxins responsible for Diarrhoeic Shellfish
Poisoning, as well as the identification of microalgal species producing toxins and the development
of new direct confirmatory methods for toxins in marine biological materials.
The above studies significantly contributed to improve knowledge needed for the risk assessment
process concerning a number of chemical and biological contaminants and residues in water and
foods. Highly specific and sensitive methods have been developed, based on new chemical
approaches performing unambiguous identification of the analytes on a structural basis.
The activities were mainly carried out within a number of financed research projects (funding
provided by ISS, Ministry of Health, Ministry of University and Scientific and Technological
Research – MURST-, Ministry of Agriculture) concerning safety of consumers, to support the risk
assessment process for contaminants and residues.
Basic and advanced training activities on drinking water and food hygiene, also involving risk
assessment, laboratory quality assurance systems, chemical analyses for additives, contaminants,
residues and toxicants monitoring, addressed to personnel of the National Health Service and to
food laboratory experts from health protection services of foreign countries (e.g. Romania,
Palestinian, Sri-lanka).
