REQUEST FOR PROPOSALS
CITY OF SHERIDAN
BANKING SERVICES
The City of Sheridan is requesting proposals for banking, merchant, and investment services for the period January 1, 2014 through December 31,
2016. Information on the contents of the proposals may be obtained from the
City’s website; city-sheridan-wy.com. Proposals are to be submitted to the
City Clerk no later than Monday, August 19, 2013 at 4:00 p.m. Two copies of the proposal must be sealed and clearly marked “Proposal for Banking
Services” and addressed to the City of Sheridan, Attention: City Clerk, PO
Box 848, Sheridan, WY 82801. The proposals will be submitted to the City
Council for consideration at the City Council meeting on Monday, September
16, 2013.
PLEASE ANSWER THE FOLLOWING QUESTIONS REGARDING FEES
AND SERVICES TO BE PROVIDED.
1. Using the average attached spreadsheet with an average 18 months transaction activity, please provide fees that would be associated with these transactions.
2. The City of Sheridan requires a copy of all cancelled checks. Is it possible for your institution to provide this and what kind of format would be used? What would be the delivery time and fee for statements?
3. Will the bank provide computer check forms for all City accounts? If yes, at what cost?
4. The City posts numerous account transfers, EFTPS deposits, uploads and processes ACH debits and credits, and monitors account activity via online banking. Please answer the following questions regarding online banking:*

What online services are available?

What would be the costs for these services?

Is local technical support provided if needed?

Would we have the ability to customize access authority by user?
5. The City of Sheridan provides utility customers with an automatic bank draft service for payment of their utility bills. Will your institution be able to accommodate this service and at what charge?
Would the City have the ability to upload the utility ACH file from their accounting system into online banking?
6. Please indicate what the base rate of interest will be for all accounts during the three year time period and if there is a minimum balance

required for any account. Indicate how the interest will be determined and what will be the basis for changing the rate. As an example, please calculate annual interest for the account balances listed below:

7. The City has no obligation to invest all its funds with or through the bank. If the City chooses to invest the Special Investments account elsewhere how would this affect the interest rate the bank would pay for the remaining accounts as well as cost of services? Please indicate what average balance would be needed to get service fees waived if possible.
8. Will your bank provide adequate pledging on deposits exceeding the
FDIC amount and provide the City of Sheridan a detailed list of pledged accounts on a monthly basis? (W.S. 9-4-817)
9. Please list other services that your bank can offer the City of
Sheridan that could be beneficial.
10. Please list the personnel who will be directly involved with servicing the City of Sheridan accounts and who will be the contact person.
11. Please provide any other information you think might be helpful to the City of Sheridan in making its decision regarding your banking services.
