All Schools - Headteachers, EMA/EAL Coordinators, Teachers - For Information
The New Arrivals Excellence Programme (NAEP) has produced a new cross-phase
guidance document (ref: 00650-2007BKT-EN) to support schools and LAs in building
capacity to meet the needs of new arrivals. It is divided into three sections: primary
schools; secondary schools; and school self-evaluation framework.
The guidance makes it clear that all newly arrived bilingual learners have a right to access
the National Curriculum and that provision for them is integrated into all subject areas. The
focus is on learning and teaching in the mainstream classroom.
The key aspects for supporting the achievement of new arrivals are:
* welcoming new arrivals
* initial assessment
* developing classroom practice
* promoting pupil participation
* working together: home, school and community.

* The latest forecast of schools' revenue reserves at the end of the current financial year
