Approval of Annual Facilities Checklist. b. Approval of Comprehensive Maintenance Plan for 2012-2013, 2013-2014 and 20142015 as follows: WHEREAS, the Department of Education requires New Jersey School Districts to submit three-year maintenance plans documenting “required” maintenance activities for each of its public school facilities, and WHEREAS, the required maintenance activities as listed in the attached document for various school facilities of the North Hanover Township School District are consistent with the requirements, and WHEREAS, all past planned activities are reasonable to keep school facilities open and safe for us or in their original condition and to keep their system warranties valid; NOW THEREFORE BE IT RESOLVED, that the North Hanover Township Board of Education authorizes the Interim School Business Administrator to submit the attached Comprehensive Maintenance Plan for the North Hanover Township School District for the 2012/2013, 2013, 2014 and 2014/1015 school years in compliance with the Department of Education requirements. c. Amount of $252.12 per diem for a total of $45,381.60 for the school year reflects the maximum negotiated consumer price index increase of 2.63% in transportation contracts for the 2013-2014 school year. Approval of Joint Transportation Agreement – Pemberton Township Schools whereby North Hanover Township Schools will transport one (1) Pemberton Township School student to the Burlington County Special Services School along with North Hanover Township students, effective October 1, 2013, at a pro-rated cost of Rt. 18 with GST Transport, Corp. c. Approval to increase Rt. 6 with GST Transport, Corp. to reflect as follows: Effective October 1, 2013 increase mileage as per increase/decrease of contract to Rt. 6 to add an additional 64 miles @ $1.45 per mile for a total of an addition of $92.80 to the existing contract with a total new per diem of $339.77. September 21, 2013 After the usual opening exercises the following speakers spoke. Dr. Larry Feinsod, Executive Director NJSBA : He said that N.J.S.B.A. should be writing the Educational Agenda for the State not The State writing the agenda for us. He further stated that this summer NJSBA Officers and Board members had held thirty five meeting with Legislators throughout the State. He said we should continue with our activism and that snail mail could be very effective when contacting Government Officials. The NJSBA is working with Parent Cluster Groups such as P.T.A.’s etc. He further said that the Governor has asked for research on the effects of the Superintendents Caps regulation but that Christie probably wouldn’t change his mind. Page 35 Regular Meeting October 15, 2013 Sharon Seyler, Staff member NJSBA: Sharon spoke about Assembly Bill No. 3605 which would require all Public School Kindergarten Children to be screened for dyslexia and other reading disabilities. No money would be forthcoming from the State for this screening. She stated that the bill would probably be amended. She spoke of the meetings she had held this summer with Legislators with Board members including the one we had with Assemblyman Dancer. John Burns, Esquire, Staff Member: John spoke of the Meeting they had had with The State Board of Education. He said the Board had been generous in the time given to NJSBA for it input. He said they had reviewed Teach N.J. and the Board had been amenable to their suggestions. John further talked about the changed date for Superintendents Evaluation to July 1st, and the raising of the G.P.A.‘s of students to be teachers from 2.5 to 3.0. Christopher Jones, Staff member: He spoke of the necessity of the State to provide funds for programs that it instituted. He also spoke of the denial by the State to delay evaluations for one year. Finally, he spoke of P.A.R.C.C. Testing. P.A.R.C.C. stands for The Partnership for Assessment of Readiness for College and Careers. P.A.R.C.C. creates a standard set of K-12 Assessments in Math and English. New Jersey is one of twenty three states that have decided to become a PARCC State. The price estimated for the costs of these tests is $29.50 per student. The last half an hour of the meeting was spent in open discussion among the Board Members present and the Staff of NJSBA. The meeting opened at 9 A.M. and closed at 12 noon. Burlington County School Boards Association Meeting Charlie’s Other Brother, Springfield Township October 1st, 2013 The meeting opened at 6:45 P.M. after a buffet style dinner. The attendance was the largest I can remember in a long time with eighty Board Members and Educational Leaders present. Perhaps the dinner was an incentive. Meals are now being provided for these meetings by outside sponsors as the law prohibits any taxpayer funds or NJSBA funds to be used for this purpose. In this case the Sponsor was the law firm of Cooper-Levenson. After the usual opening exercises and remarks a Power Point Presentation was given by Kim C. Belin Esquire, of Cooper-Levinson on The Teach N.J. Act P.L. 2012 c.26. It was a rather lengthy presentation. We had in our possession handbooks covering all aspects of the law and the presentation. There are 52 pages of this handbook, I have it here, and it is far too lengthy for me to go into a thorough discussion. However two things mentioned, among others, that I was unaware of. (1) The date for the submitting of The Superintendents Evaluation has been changed from April 1 to July 1. (2) After the Superintendent files Mandatory inefficiency charges or all other charges against an employee the Board must vote on whether or not to forward these charges to the Commissioner. The presentation and the booklet present a complete discussion of the Teach N.J. Act. I jokingly called it a Bible on that Act. The presentation was approximately an hour and a half. Mrs. Payne discussed the fact that we are a pilot district this year. Federal Government shut down—Impact Aid payments are being held up. Our building project is on hold. October 11---In-service Day—Burlington County Child Assault Prevention speaker. There will be a parent night and counselors will go into the schools to work with students and teachers. Immersion Briefing—Medical Operations Group—toured all the parts of the facility. There are opportunities for collaboration—i.e. student art on their walls. Also our nurses could attend some of their training. NJSBA—Mrs. Payne can give suggestions to Board members who are attending workshops that will be valuable. Mrs. Payne received an email about class size---parity issue—Grade 1 in CBL are 23 each. Atlantis is more like 19 or 20. Two students are in CBL that should be in Atlantis, but they asked due to special circumstances. CBL had late enrollment and class sizes increased. Mr. Sullivan---could we do calendars of student art work—could be a fund raiser.
