Transit Advertising Guidelines Adopted by the Board of Directors of the Detroit Transportation Corporation May 27, 1988 Amended April 23, 1998 / June 22, 1998 / August 17, 1998 1. Final advertising copy must be submitted to the Detroit Transportation Corporation (DTC) for approval not less than one (1) month in advance of any contractual obligation on the part of DTC to accept and display the advertisements. 2. An advertiser will be notified by mail of the DTC’s acceptance of its advertisement for display on the Detroit People Mover system. 3. The DTC will not display advertising copy that is false, misleading or deceptive or which, in the opinion of the DTC, gives a false appearance or impression or is subject to erroneous interpretation. 4. The DTC shall reserve the right unto itself to, at all times, determine whether any advertising copy is false, misleading or deceptive. 5. In order to avoid the appearance of favoritism on the part of the DTC and its staff, the DTC will not accept any public service or public issue advertisements, or any political advertisements, including but not limited to advertisements for political office and advertisements relating to referenda. 6. In order to promote the health of the public, the DTC shall not accept any advertising for alcohol and tobacco products. 7. Establishments which in the opinion of the DTC, are within the scope of the Detroit Ordinance, Chapter 5, Articles II and IV and desire to advertise on the Detroit People Mover System, must submit advertising copy which provides the name and address of the establishment and words “Adult Entertainment” or “Adult Theatre”. 8. The DTC will not accept advertisements which display, depict, describe and relate to “specific sexual activities” or “specified anatomical areas” or portray nudity, as these terms and defined in the City of Detroit Ordinance, Section 5-2-4. 9. Advertisements which do not conform to the guidelines set forth herein, will be rejected and returned. 10. Upon acceptance, the DTC and the advertiser will execute a contract for the placement of advertisement on the Detroit People Mover system substantially in the form of the Advertising Contract Form. 11. The DTC intends that the interior of the Detroit People Mover system shall not be, or be deemed to be, a public forum, but instead, a non-public forum available for certain kinds of commercial advertisements in accordance with these guidelines.
