PROMOTION AND TRANSFER PROCEDURE
A.
Purpose
The purpose of this policy is to establish guidelines and procedures for the promotion or
transfer of UTB/TSC employees.
B.
Policy
The University of Texas at Brownsville and Texas Southmost College employees are
encouraged to develop their skills and seek advancement opportunities. UTB/TSC is
committed to career mobility of employees and providing promotional opportunities to
qualified employees.
It is the policy of UTB/TSC to post any position vacancy within a department and to
consider current employees with the requisite qualifications and skills to perform the job
responsibilities.

Definitions
A.
The following definitions apply to this policy:
1.
"Reclassification" means a change in the official classification of a position
within the same budgetary unit and does not necessarily include a change in
salary rate (i.e., reclassification is an evaluation of the duties and
responsibilities of a position; not an evaluation of the incumbent presently
employed in said capacity).
2.
"Reassignment" means a move from one work station to another or change in
duties in the same budgetary unit, at the same rate and job classification.
3.
"Lateral Transfer" means a move from one budgetary unit to another
budgetary unit at the same salary rate and remaining in the same or
equivalent level job classification.
4.
"Promotion" means an advancement involving a change of classification for
an individual, within or between budgetary units, and may or may not
involve a salary increase. A promotion for the individual may result from a
reclassification of a position.

"Salary Increase" means an increase may result from the assignment of
additional duties, a promotion, a reclassification, an evaluation of job
performance, or an approved increase.

Promotions Within a Department
1.
When a position becomes available within an office or department and is not
an entry level position, then selection may be made from qualified employees
in lower level classifications within the office or department.
2.
If an employee within the department is selected for the position, the
supervisor shall send a memo of recommendation to the appropriate vice
president for approval to promote the employee. The HR office will review
the job description and employee qualifications to ensure that the salary is in
accordance with the pay plan. When the recommendation has been
approved, the supervisor shall process a Change of Memorandum through
the Human Resources Office.
3.
If an employee is not selected for the position, a Request to Advertise must
be submitted to the HR office indicating that a vacancy exists. The position
will then be posted with equal consideration given to internal and external
applicants. With prior approval of the appropriate Executive Officer, a
vacant position may be designated as an internal posting only.
4.
In all cases, vacancies in entry level positions will be posted.
5.
The policy on hiring procedures shall be followed once a position has been
posted.
Employee Application for Transfer Consideration
1.
Any UTB/TSC staff member who desires to be considered for a posted
position must submit an application to the HR Office.
2.
The HR Office will determine whether the staff member meets the
qualifications and, if so, forward the application to the hiring supervisor for
consideration.
3.
Staff members of UTB/TSC will be given consideration for any posted
position for which they apply and qualify.

1.
UTB/TSC employees are eligible to apply for transfers into other
departments where a suitable opening exists.
2.
If a UTB/TSC employee is to be selected for a posted position, the hiring
departmental supervisor will notify the employee's current supervisor of the
selection decision.
3.
The two department supervisors should agree on the date of transfer.
Normally, the change shall be effective after two weeks notice (ten work
days).
4.
Continuity of employment must be maintained since any break in service
would affect certain staff benefits.
Salary Rate Determination
1.
When effecting a promotion, the UTB/TSC Human Resources Office will be
consulted in determining an appropriate rate of pay.
2.
In the case of a lateral transfer within the same job title, an increase in pay
shall not be permitted at the time of transfer.
