Legislative Issues
WAMHSAC Supports:
• Maintaining existing funding to support access to critical
mental health and substance abuse services for all
individuals, including those in rural areas where services
might not otherwise be available.
• Implementation of behavioral health homes – integrating
and treating both primary and behavioral health care
needs
• Changes in the Title 25 statutes to include designating
Community Mental Health Centers as “gatekeepers” in
the process, to increase use of convalescent leave, to
add a component for involuntary outpatient commitment
and to add crisis stabilization facilities in the Central and
Northeast regions.
• All Wyoming residents having access to quality behavioral
healthcare regardless of their ability to pay.

This last year has been full of challenges in the field of healthcare and even more
so for behavioral healthcare. Wyoming is just beginning to navigate through the
implementation of health care reform and what that means for Wyoming residents.
One in four individuals is dealing with some sort of mental illness. As the population
ages, the numbers move closer to one out of two. One half of adults and one third
of the children in need will not seek services due to affordability and stigma. These
are your friends, neighbors, loved-ones and employees. Without available services,
individuals are delegated to hospitals and jails and are at risk for early death.
The Wyoming Association of Mental Health and Substance Abuse Centers (WAMHSAC) have been working together for over 40 years to serve the mental health
and substance use needs for Wyoming citizens providing access affordability,
prevention and education. WAMHSAC agencies are passionate and committed to working together with
stakeholders to provide a continuum of care, including a safety net of crisis services
around the state. Services are individualized, affordable, accredited, and include
outpatient, residential and support services. We provide this care in a compassionate and professional manner that helps our clients to live healthy, productive lives.

About WAMHSAC
WAMHSAC is an association of 19 private non-profit community mental health and
substance abuse agencies from around Wyoming that provide services through
contracts with the Wyoming Department of Health. WAMHSAC centers offer care
on a sliding fee scale based on each client’s ability to pay.
During FY2014, WAMHSAC centers served over 25,000 clients from all
circumstances, age groups and economic levels. Upon admission, each was
suffering from a clinically diagnosed mental illness, substance use disorder or both. WAMHSAC Centers work closely with other agencies and are available around the
clock to support the emergency needs of our communities including law enforcement,
jails, hospitals, child protection, adult protection, and early childhood centers. WAMHSAC Centers are accountable to our clients, our communities, our
accrediting bodies and to the State of Wyoming.
• Nationally accredited to ensure high quality services.
• Have an annual certified public accountant’s audit, thereby ensuring good
stewardship of state funds.
• Governed by local Boards of Directors which ensure that centers are responsive
to local needs and operate in a businesslike manner.
• The clinical staff are all State licensed or certified.
• Operate in accordance with the State of Wyoming Rules and Regulations
for Mental Health and Substance Abuse Standards, and are certified under
these Rules through on-site compliance audits. WAMHSAC centers are also
regularly audited by third party payers including Medicaid, Medicare and private
insurance.
• Earn funding by meeting extensive contractual requirements including
productivity and the regular reporting of service and outcome data.

supported by WAMHSAC Centers.

Cost of Treatment
Cost Per Episode is the cumulative cost of treatment during the time period between
the client’s initial intake and their discharge. The cost of an average episode of
outpatient mental health care is less than 2% of hospital or prison care. The cost
of community based crisis stabilization is less than 5% of hospital care. It makes
sense to invest in community mental health!
