Will the Minister of COMMERCE AND INDUSTRY be pleased to state:
वाणिज्य और उद्योग मंत्री
(a)
the details of cement plants in both public and private sector along with their
production capacity;
(b)
the names and details of the cement plants which have not started production along
with their projected annual production capacity; and
(c)
the number of cement plants both in public and private sector declared sick / closed
along with their production capacity ?

(a) & (b):
According to the information available from the Cement Manufacturers’
Association (CMA) and other companies, the details of cement plants in both
private and public sector and their annual production capacity as on
31.10.2012 is at Annexure. The Competition Commission of India (CCI) has
imposed penalties on the cement industry for cartelization and it has not been
possible to obtain further information from CMA from June, 2012 onwards.
Steps have been taken towards establishing a mechanism for obtaining
relevant information about the cement sector. The Cement Industry has been
decontrolled and de-licensed in 1991 under the Industrial (Development &
Regulation) Act, 1951.
After the announcement of the Industrial Policy in
1991, the investment decision including project location for setting up cement
Plants have been left to the commercial judgement of the entrepreneurs. The
Department is, therefore, not involved in granting any licence or approval
either for establishing or for functioning of cement plants. According to the
Report of the Working Group on Cement Industry for the XII Five Year Plan,
the projected annual production capacity during 2012-13 is 349.60 million
tonnes.
