TREASURY CIRCULAR NO. 11 OF 1952.
ADVANCE TO OFFICERS FOR THE PURCHASE OF VEHICLES.
A standard form Gen. 364 (Annexure "A") has been introduced for use for application for advances to
purchase motor cars and motor cycles. With slight modifications it can also be used for application for
advances to purchase other vehicles or boats.
2. The object of introducing a standard form is to ensure that the applicant, as well as the officer who
forwards the application, gives full particulars to enable the approving authority to arrive at an immediate
decision without further enquiries.
3. The certificates required therein should not be given as a matter of course. Forwarding Officers should give
each application due consideration, especially where advances to assist in the purchase of motor cars are
applied for by officers only entitled under the regulations to a motor cycle advance. The Government is
especially concerned to ensure that such officers are not involved in pecuniary embarrassment on account of
subsequent deductions made from salaries towards repayment of advances.
4. Annexure "B" shows the form of undertaking which, in the case of advances made in respect of motor
cars, motor cycles and boats, the sureties should sign at the end of the agreement required under F.G.O. 286
and paragraph 3 of F.S. Circular 4/51. In the case of advances granted to assist officers in the purchase of
bicycles the words "(principal debtor)" can be omitted and the guarantee can be endorsed on the voucher
and signed and witnessed by the guarantors.
5. Applications for advances forwarded to the Financial Secretary for approval should be in quadruplicate, in
order that copies of approved applications may be sent to the Director of Audit, and to the AccountantGeneral, Federation of Malaya.
6. Necessary forms can be obtained from the Government Printer on application.
