Conference Brochure and Registration Form, along with the Accommodation Request Form from Crystal
Mountain Resort. Please note that Room Reservations are recorded by the hotel, and that Conference
Registrations are coordinated through MACDC’s Treasurer.

Changes to MISS DIG Legal Requirements

There is a new “MISS DIG Law” in Michigan. Public
Act 174 takes the place of the long standing PA 53 of
1974. This legislation lays out new requirements for all
stakeholders, from government agencies to excavation
practices. County Drain Commissioners have
some immunity under the new act. The session will
explore the requirements and expectations affecting
stakeholder groups that may impact operations at
County Drain offices.

Commissioners and their consultants understand
drain exemptions under Parts 301 and 303 of the
NREPA, as well as the permit process for activities that
are not exempt. A review of the new County Drains
General Permit Category and its requirements is
included, along with examples of proper applications
and reports. MDEQ staff will provide an update of the
EPA review process of Michigan’s 404 program.

Treatment Plant - A Case Study

Learn how the Oakland County Water Resources
Commissioner’s office restructured the City of Pontiac’s
Wastewater Treatment Plant utilizing Chapter 20 of
the Drain Code. Under the authority of the City of
Pontiac’s emergency manager, the City and the County
were able to improve the environment, reduce sewage
treatment costs, and help the City recover from serious
financial challenges. It was a win-win-win strategy for
all.

MDEQ’s Wetland Banking Grant & Loan Program
Michael Pennington, Wetland Mitigation Specialist,

This session highlights DEQ’s new wetland mitigation
banking grant and low interest loan program. The
program provides funding to municipalities to design
and construct wetland bank sites. In 2014, a total of
3 million dollars is available to eligible municipalities.
The grant and loan program is a part of the wetlands
reform package changes made in 2013.

David Lusch, Michigan State University Remote
Sensing & Geographic Information Science
Michigan is blessed with abundant water resources,
including our numerous perennial streams and rivers.
This presentation will briefly review how our natural
drainage network formed during the waning stages of
the last glacial period. The focus will be on watershed
size and shape, as well as valley morphology. The
fascinating story of the prehistoric development of our
rivers can provide valuable insights that are helpful for
the modern day management of these resources.
