2011-12 Annual Evaluation Report
In this world of education, nothing remains constant. Faced with changes and new
challenges, we have steadfastly moved forward to meet these challenges in order to assist our
schools in preparing our youth for tomorrow’s workforce.
While growth often does not come at the pace we might prefer, we do continue to see
gains in our student’s performance. We continue to look for these gains that will encourage us to
remain constant in the belief that all children can learn.
As we continue to face the challenges of the coming year, hopefully we will rise to meet
these challenges and to assist in every way possible to improve education in the Delta.

ANECDOTAL REPORTS
Please attach three or four descriptions of activities which demonstrate
partnerships, agreements or creative ways that the co-op has assisted local
districts. The co-op personnel may write the reports, or the descriptions may be
written by local schools served by the co-op. These reports may also include
letters sent to the co-op or evaluations of a co-op activity.
•
Parent/Community Support:
The Great Rivers Education Service Cooperative in the past has conducted inservice training presentations for parents and community leaders. Additionally,
the administrative service has provided support to the local school districts in their
volunteer programs. The Cooperative provided in-service for the member schools
and parent facilitators regarding parental involvement.
•
Educational Equity:
Educational equity is a state priority that has been recognized by the Great Rivers
Education Service Cooperative since its inception. Not only does the Cooperative
recognize that educational equity entail minority and gender participation, but
different levels of socioeconomic participation, also.
Policies and procedures are periodically reviewed to assure full access and
opportunity in hiring practices and full participation.
Great Rivers Education Service Cooperative provides administrative services to
its member schools. While many of these services are part of the daily operation
of the Cooperative, several have become full-scale programs and are as follows:
•
Higher Education Affiliation: The Cooperative has maintained a close liaison with
institutions of higher learning and has jointly offered courses in Educational
Administration and additional licensure areas.
•
Information Sharing: Recognizing a need to keep superintendents abreast of information,
GREC set up a memorandum referral file. All ADE Commission’s memorandums are
indexed and stamped for reference as needed. Likewise, information that the Cooperative
receives concerning school and educational programs is filed for future reference.

Cooperative Staff
GOAL:
• Student Achievement and Teacher Effectiveness:
The overall objective of the Cooperative is to increase student
achievement via improvement of teacher effectiveness. Targeted
areas where heavy emphasis was placed included math and
literacy. While the credit for these professional development
opportunities belongs to the districts, teachers and students, it is
believed that the Cooperative also played a large role in the
endeavors leading to school improvement.
• School Leadership and Organization:
School leadership and organization have been identified as a need
for the Great Rivers area school districts, impacted through several
means sponsored by the Cooperative. The impact has been
achieved primarily through professional development for
administrators and dissemination of information, collaboration and
partnerships via the Arkansas Department of Education.

2011-2012
PROGRAM SUMMARY:
Since the inception of Great Rivers Education Service Cooperative in July of
1985, many services and identified needs of the member schools have become a
reality. Some have been modified or changed as the identified needs have changes.
The Superintendents of each of the member schools comprise the Board of
Directors. The ten member Board of Directors’ sit as a full governing board. This
Board usually meets the fourth Thursday of the month to conduct the overall policy
making and management business of the Cooperative.
The stated goals of the Central Administrative Service are to positively
impact student achievement by:
• Coordinate specific effective professional development opportunities for
teachers, support staff and administrators
• Providing services designed to assist members in saving time and money in
the administration of schools’ programs
• Maintaining sensitivity to the disparity of needs among member district in
providing services, activities and programs
More specific objectives are outlined in the Cooperative policy manual adopted
by the Board of Directors’ in addition to those objectives derived from the annual
needs assessment and surveys.
Particular needs of emphasis addressed by the Educational Cooperative’s
Administrative structure include the following:

Specific activities that enhance the relationship between the Cooperative
staff and the Arkansas Department of Education such as disseminating
information, scheduling facilities and providing workshops;

Securing additional funds to provide necessary and identified needs;

GOAL: To increase student achievement by promoting teacher and
administrative effectiveness via provision of a multitude of educational
materials and resource.
PROGRAM SUMMARY: In the fall of 1985, the ‘concept’ of the Teacher
Center began to crystallize. Today the Great Rivers Educational
Cooperative’s Teacher Center is a very large and productive component of
the Cooperative. Teachers and Administrators have a wealth of information,
instructional materials, videos, patterns, games and instructional units at their
disposal. Materials and information needed is available on-site or delivered
to the individual school districts. In addition, teachers are also able to utilize
the “center” as a workplace as we remain open until 6:00 p.m. on Tuesdays
and Thursdays during the school year, and from 9:00 a.m. until 3:00 p.m.
during the summer months.
In addition the Teacher encompasses all instructional, professional
development, and curriculum needs. (See Program Summaries on math,
Literacy, Science, Career and Technical Education, Gifted and Talented and
Professional Development).
MAJOR HIGHLIGHTS OF THE YEAR:
• Continuation of rolling out the Common Core State Standards with
emphasis on the “big shifts”;
• Development of a Public Learning Community for Principals;
• Development of a Cooperative wide Classroom Management Model.

Behavior Intervention Consultant (BIC)

GOAL:
• Increase awareness of Behavior Intervention Services to preschool
children, parents, preschool teachers, and other professionals
• Provide Behavior Management Intervention services to identified
children through the Cooperative area
• Assist preschool teachers and parents in identification, evaluation,
behavior plans, and techniques in educating and living with children
with Autism and Behavior concerns
• Schedule teacher and parent training to ensure the delivery of
information and demonstration or techniques to assist in implementing
behavior plans
• Assist Cooperative districts and teachers in preparing for the
educational needs of their students
PROGRAM SUMMARY: the Behavior Intervention’s s services are offered
to all preschool children in the Great Rivers Education Service Cooperative
area. Behavior services were delivered to 40 children in ten of eleven
participating districts. The Early Childhood Behavior Consultant provided
services to twenty-nine different ABC centers, Head Start centers, public and
private preschools during the 2011-2012 school year. Services included
identifying and setting up behavior interventions for preschoolers. We will
assist teachers and centers in setting up their environments to aid and include
children with behavior needs.

• Parent and teacher preparation training for students with Autism entering
preschool
• Involvement of preschool teachers in the identifying and implementation of
behavior interventions for their students identified with Autism and
Behavior disorders
• Assist preschool teachers with the implementation of behavior
modifications, room arrangements, and scheduling to allow for participation
of children with Autism or behavior issues
• Providing parent and teacher support and training throughout the year in an
ongoing process to education and empower those whose lives are affected by
a child with Autism or behavior issues
• Provide written, visual, or auditory information to teachers and parents to aid
in the dissemination of information.

class education system which graduates students who are college and

standards and prepare adult learners to use various types of
assessment results appropriately
• To improve the learning of all students by providing resources to
support adult learning and collaboration
• To provide curriculum development assistance as school transition
from frameworks to CCSS
• To support school improvement initiatives generated by the ADE and
enhance program integration through effective communication and
technical support
PROGRAM SUMMARY: Professional development opportunities target
the focus areas as outlines by the Arkansas Department of Education. The
PD sessions are offered to meet the requirements of law regarding the
required 60 hours of professional development, as well as meeting the needs
of schools based upon needs assessment survey results, SAI data, and CWT
data from the eleven districts served. The Teacher Center Coordinator has
the primary responsibility for reviewing, along with the TC Committer, the

GOAL: To provide a mechanism for area school districts to collectively
purchase common supplies and materials at a competitively lower price that
if bided or purchased separately.
PROGRAM SUMMARY: Great Rivers Educational Cooperative has
provided purchasing for its member districts for several years. Based upon
the needs and itemized specifications of the districts, GREC submits a
group bid to vendors. Included in the bidding are such items as copy paper,

is obtained, orders are placed and each district has its order drop shipped
and is individually invoiced for the items. Cost savings, is of course, the
primary outcome of this process. For example, the catalog volume on
8 ! x 11 Xerographic copy paper is $35.00 per case. GREC was able to
obtain a bid, however of $ 26.44 per case. At a savings of $ 8.56 per case
with approximately 6,600 cases ordered, the overall savings on this item
alone was $ 56,496.00

objective of energizing the private sector as a partner throughout the nation.
Cooperative efforts with the local school districts include the providing of:

• Special services, including adaptation of curriculum and instruction,

GOAL: The focus of the position is population based health activities that
impact children and communities. The CHNS works with schools,
community coalitions, health care providers, and Hometown Health
regional teams to protect and improve the health of the community. A key
focus is working with schools and communities to incorporate the elements
of CDC’s Nine Best Practices for a comprehensive tobacco control
program. Also, the CHNS provides technical support and assistance to
implement CSH (Coordinated School Health) in schools. CSH programs
are designed to meet the physical, social and emotional needs of all
students, in order to students to become healthy and productive adults in
their communities.
PROGRAM SUMMARY: The CHNS (Community Health Nurse
Specialist) is employed by Arkansas Department of Health and is housed at
the Regional Health Office in Forrest City, Arkansas with office space also
provided at the Great Rivers Education Service Cooperative in Helena,
Arkansas. The position is funded through the Master Tobacco Settlement
Dollars initiated by Act 1. This is a collaborative effort between ADH,
ADE and GREC.
Five counties are serviced by this position. These counties include St.
Francis, Lee, Phillips, Monroe and Crittenden counties.
In addition to focusing on the improved health of the community, the

learning content providers across the United States for elementary schools

train lead teachers on how to properly use the compressed interactive video
equipment. Along with this training, teachers learn how to research various
programs and register for these programs through the Center for Interactive
Learning and Collaboration (CILC) site. Teacher support is also offered
through email and onsite visits to the elementary schools.
MAJOR HIGHLIGHTS OF THE YEAR:
For the 2011-2012 school year, Great Rivers Interactive Distance Learning
Center continued to serve schools statewide providing Virtual Field Trips for
participating elementary schools in the state of Arkansas. Therefore, we
were able to accommodate a vast number of students outside the Great
Rivers Cooperative area.

PROGRAM SUMMARY: The Early Childhood Special Education program
strives to provide preschool special services to children within the Cooperative
area. The preschools along with the Cooperative are in a collaborative agreement
to screen, evaluate, tech, and maintain due process records on children identified
with preschool special needs. Great Rivers Education Service Cooperative’s
federal child count on December was five hundred-eighty six children. The
preschool cooperative staff serves preschoolers in a variety of settings. The
Cooperative schedules professional staff development to ensure staff is trained and
proficient in the latest teaching and behavior management techniques. Extended
school year services are part of the preschool individual special education
programming for those children who qualify. Some staff works in the extended
school year program during June and July to carry out individualized education
programs for children needing instruction during the school breaks.

GOAL: Arkansas Transition is to effectively assist students with disabilities,
educators, parents, agency personnel and community members in preparing
students to transition from school to adult life and reach positive post school
outcomes.
PROGRAM SUMMARY: The Arkansas Department of Education, Special
Education Unit, funds a grant by which the consultant group, Arkansas Transition
Services, works to effectively assist students with disabilities, educators, parents,
agency personnel and community members in preparing students to transition from
school to adult life and reach positive post school outcomes, as mandated by the
Individuals with Disabilities Education Act.
Arkansas Transition Services consists of six transition consultants across the state,
including a state transition coordinator. District, regional and state-wide trainings
and technical assistance are provided throughout the year. Arkansas Transition
Services develops and provides trainings based not only on Federal mandates, but
also on the needs of school districts in the area of transition. Some of these
trainings include how to develop transition classes, transitions assessment
trainings, person-centered planning, self-determination, using technology in
transition trainings, how to gain parental participation and how to establish local
transition teams. ATS also works with adult service providers around the state to

improve service delivery systems and linkages with schools. A collaborative effort
is made among districts, agencies and ATS to hold Agency Fests and Transition
Fairs to increase the knowledge of agency services around the state.
Arkansas Transition Service has worked and continues to work closely with the
National Secondary Transition Technical Assistance Center. NSTTAC is a
national technical assistance and dissemination center funded by the U.S.
Department of Educations Office of Special Education Programs. NSTTAC helps
build capacity to support and improve transition planning, services, and outcomes
for youth with disabilities and disseminate information and provide technical
assistance on scientifically-based research practices with an emphasis on building
an sustaining state-level infrastructures of support and district-level demonstrations
of effective transition methods for youth with disabilities.
MAJOR HIGHLIGHTS OF THE YEAR:
A Transition Summit is also held each year for local transition teams around the
state to meet and assess the needs of the team’s area. These teams then develop a
plan based on those needs to improve transition outcomes. College Bound is
another annual event held in collaboration with University of Central Arkansas. It
is a three day residential program intended to increase student’s knowledge of
accommodations, assistive technologies, leadership skills, and other exciting
aspects of college life. Parents are also invited to attend and learn about the
possibilities for their children at the college level.

I provide professional development in reading, writing and content specific areas
that enhances student comprehension. “Best Practices” are modeled in every
workshop to enhance instructional practices that benefits all teachers in all
subjects. I assist the districts in analyzing their data to identify root causes for
specific areas of need and facilitate the process. As a result, classroom
management continues to be in the forefront. Classroom management will be one
focus for professional development trainings in our districts next year. Randy
Sprick’s book will serve as a model, K-12, for the implementation. Instructional
facilitators have had some experience with the model and it builds upon Jim
knight’s research. As always, a professional relationship with teachers and
administrators is a top priority.
Writing, planning and delivering professional development for peers, instructional
facilitators and teachers has been a challenge, however, rewarding through the use
of technology and AETN. Professional development has been taken to a new
level.
MAJOR HIGHLIGHTS OF THE YEAR:
Working through, and side by side, with the Instructional Facilitator has proven to
be very beneficial during this third year of training called Building Capacity. A
focus on student work instead of the teacher performance has opened many closed
teachers doors. Assisting in analyzing student work and data at the teacher level is
the beginning of student success.
Great Rivers and I have been involved with the Arkansas Delta Oral History
Project, led by Dr. David Jolliffe from the University of Arkansas since 2007.
Delta schools have been able to take advantage of the rich cultural heritage of their
families and communities by learning to read, write and present oral histories with
the assistance from graduate students and faculty from the university. This spring,
2012, will be the last Oral History Project held here due to funding. The
experience has been invaluable.

to boos student achievement as well as desegregate data to improve each and every
school in our cooperative. As a specialist, I train districts in Jim Knight’s model
for Classroom Management, CHAMPS, A Positive and Proactive Approach to
Classroom Management and Student Success. This model is one of the Big Four
Components for Instructional Coaching. I also train Instructional
Facilitators/Coaches in a partnership approach to improving instruction using Jim
Knight’s model. This model is helpful to districts because it improves the lives to
students by improving the way teachers teach and interact in schools. Instructional
Coaching is a 3 year training with the third year being student centered, meaning
the coach helps the teacher focus on student data to drive instruction and success.
Also, I train teachers in grader 2-4 in Effective Literacy best practices in
implementing a comprehensive literacy model in their classrooms. This program
includes site based observations and training as well. Effective Literacy is a 2 year
commitment that will make a positive impact in student achievement. I help with
the implementation of the Common Core State Standards as it rolls our yearly,
ensuring the best for our students. As a Literacy Specialist, I am trained to deliver
professional development in the big shifts in the CCSS in English Language Arts
K-12. This helps teachers tremendously as we roll out the Common Core State
Standards over the next several years.

PROGRAM SUMMARY: In the fall of 1985, the “concept of media center
began to crystallize. Today the Great Rivers Educational Cooperative’s
Media Center is a very large and productive component of the Teacher
Center.
Teachers have a wealth of information, instructional materials, video
cassettes, patterns and games at their disposal and are able to have the
materials they desire delivered to their districts by the Cooperative. In
addition, teachers are also able to utilize the Center as a “work place” as we
are open until 6:00 p.m. on Tuesdays and Thursdays during the school year.
We are also open during the summer.
From June 2010-May 2012, a total of 672 teachers individually worked in
the Media Center making various activities to use in their classrooms.
Beginning in 1992, via contractual agreements with the Arkansas early
Childhood Commission, the Media Center was opened to daycare personnel.

While funding is no longer available from the AECC, the cooperative continues to
work with daycare centers. Funding for the materials located in the media center
are provided by ADM funds ($1.50 per student is assessed annually), base funds,
Carl Perkins funds (vocational materials), and other grant funds.
During the 2010-2011 school year, a total of 923 items were checked out from the
Media Center.

GOAL: To help member districts with educational technology integration,
infrastructure implementation, and support as it is related to student
achievement, staff development, access to Arkansas Ideas, iTunesU, the
Arkansas Digital Sandbox, and the Common Core State Standards.
PROGRAM SUMMARY: The Great Rivers Educational Cooperative
Information and Technology staff provides technical service, consultation,
design and engineering support, planning, funding procurement, E-Rate
application assistance, and professional development for area schools in our
cooperative.
MAJOR HIGHLIGHES OF THE YEAR: The Technology Coordinator
provided training to local area school district Technology Coordinators and
technicians, which when combined with the support of the cooperatives and
the local district’s administration, led them to E-rate applications totaling
over 2 million dollars. The PC/LAN Technician and Coordinator provided
on-site technical support on a day-to-day basis which allowed technology to
be used seamlessly in the classroom. Additionally, professional
development workshops were provided for Digital Storytelling in the
classroom, Social Networking, AETN Arkansas Ideas Professional
Development portal, MarcoPolo Thinkfinity, Tablet computing in the
classroom, and Web Development for teachers. Over 150 East Arkansas
Educators were directly impacted via these workshops. Additionally, a
prior-year’s start up project was completed this year which laid over 200

miles of fiber optic cable throughout the Great Rivers area to network the 40
school campuses and the cooperative offices together at speeds of 1 Gigabit or
greater. An additional pilot project was started up this year to increase the amount
of Internet Bandwidth available to schools. Prior to this project, there was
approximately 75 Megabits of Internet bandwidth available to all 40 campuses.
Upon completion of this project, over 475 Megabits of Internet bandwidth will be
available to the campuses for day-to-day educational use. Because of funding
arrangements between Great Rivers Cooperative and their partners, this enhanced
bandwidth will be provided for no cost to the Great Rives area school during the
first year of use.

GOAL: The Distance Learning Coordinator assists member school districts
in using video conferencing and online web-based distance education
courses by providing technical support and curriculum support.
PROGRAM SUMMARY: GREC supports 27 videoconferencing systems in
our local high school and elementary schools. The Distance Learning
Coordinator serves as the program manager for the Elementary Interactive
Distance Learning Program, which provides math and science virtual field
trips and collaboration projects to member districts as well as to participating
districts throughout the state. The DL Coordinator provides support by
coordinating with the state distance learning content providers by
disseminating information to local schools and resolving technical issues
with videoconferencing equipment. The DL Coordinator provides training
to secondary facilitators who operate the equipment on a daily basis. The
DL Coordinator trains classroom teachers on the use of portable
videoconferencing units. The DL Coordinator provides training in several
technology applications, parental involvement and Arkansas IDEAS portal.
The DL Coordinator schedules all Arkansas Department of Education
professional development delivered using videoconferencing equipment and
is the facilitator of record for each of the trainings.
MAJOR HIGHLIGHTS OF THE YEAR: Successful Elementary Distance
Learning Program – GREC has 32 schools participating in this program.
Great Rivers has offered over 372 virtual field trip lessons in math and
science to 8,566 students during the 2011-2012 school year. This is a 9%
increase in lessons offered compared to the previous year. The program has
been funded for five years and has been approved for the 2012-2013 school

year. In some places, our students have been able to travel via videoconferencing
equipment to Ann Arbor Museum, SOITA Learning Technologies, New York Hall
of Science, Indianapolis Zoo, Alaska Sea Life, Greenbush Cooperative in Girard,
Kansas and many more.
Presented at the Technology Information Center for Administrative Leaders
Annual Conference, which is a conference that focuses on providing training to
Superintendents and Curriculum Leaders in the area of technology.
Held State-wide Training for Elementary Distance Learning Lead Teachers from
the following schools: Harrisburg, Salem, Stephens-Little Rock, Drew CentralMonticello, Central – Corning, Bradley, West Side-Greers Ferry, Lavaca, Union
Academy Health and Wellness-Eldorado, Bismarck, Riverview Kensett, and
Flippin.

GOAL:
• To improve student achievement by providing a series of quarterly
assessments including a pre- and post to help, to help teachers in
setting learning goals with their students and giving the students a
clear vision by showing them where they are currently and where
they need to be in relationship to meeting those goals.
• To improve student achievement by providing three Interim Target
Assessments that mirrors the Arkansas Benchmark.
• To improve student achievement by providing teachers with timely
data, so they can make informed instructional decisions as well as
curriculum decisions.
PROGRAM SUMMARY: The Great Rivers Education Service
Cooperative, along with twelve other cooperatives in Arkansas, provides a
pre- and post-test and three interim, formative assessments yearly to
improve student achievement. All five assessments are available for
second grade. Science assessments are available in grades 5, 7 and
biology. Seven school districts use Interim Target Assessments provided
by the cooperatives. These assessments are based on teacher generated
pacing guides of the standards. Students answer questions on scantron
forms which are scanned by the local district. Teachers are able to access
the assessment results immediately after scanning. Excellent data reports
are available for teachers through D2SC (Data Driven Software
Corporation). Cooperative staff is available to go to the schools and assist
teachers with accessing their reports and/or assisting them in studying their
data to make informed instructional decisions.

PROGRAM SUMMARY: In order to acquire the goal, grants were submitted and
awarded to the three public schools in Phillips County. A team consisting of area
educators, community members, parents, public officials and Great Rivers Staff
was formed to net specific goals and determine the action plans, timetables of plan
implementation, resources, outcomes and results. To date, this on-going project
has shown positive results in community involvement in the public schools, an
increase in higher learning degrees, and increase in the number of persons
attending Leadership trainings as well as an increase in student test scores.

schools and is currently used in thousands of schools nationwide. netTrekker is a
leader in the delivery of digital K-12 educational content and is dedicated to
enhancing the education of today’s youth with highly effective technologies that
deliver rich educational content to every child in a safe, relevant, easy-to-use
format. With the mission to help every child learn and a belief that technology can
transform education, netTrekker was first to market with a standards-based
educational search tool. The ADE provided a free subscription to netTrekker for
every teacher and student in the state of Arkansas for the past two years.
Cooperatives across the state have provided professional development training in
the use of netTrekker Usage reports are provided for schools and districts.

PROGRAM SUMMARY: MathLinks (Learning, Instruction, Knowledge, and
Standards) is a two-year professional development program designed to assist
classroom teachers in implementing a comprehensive research-based approach to
mathematics instruction that is “linked” with the revised Arkansas Mathematics
Framework 2004.

Oral History Project
PERSONNEL:
Literacy Specialists
GOAL: To increase literacy skills in the Delta through the documentation of Oral
History.
PROGRAM SUMMARY: David Jolliffe believes literacy happens when people
find stories that challenge, engage and captivate them. He founded the Arkansas
Delta Oral History Project by forming writing groups that paired University of
Arkansas graduate students with teachers and students from six high schools in the
Delta. Together, they uncovered some of these rich oral histories and then
recorded them, through producing plays, readings, narratives and videos. The
flexible approach to subject matter resulted in an eclectic group of projects,
ranging from the importance of hunting clubs to men in the Delta to how McGehee
survived the great flood of 1927, Southern food, the integration of black and white
high schools and the 1972 boycott of businesses in Marianna when two high
schools merged and a controversy arose over which school’s mascot would be
chosen. Eventually both sides compromised by coming up with a new name for
their athletic teams.
All works produced will be archived at both Mullins Library at the University of
Arkansas and at the libraries of each of the participating schools. Joliffe, who
holds the Brown Chair in English Literacy, plans to continue the project for at least
five more years, each year adding at least three or four schools.

analyze and conference area teachers on classroom instruction and behavior.
PROGRAM SUMMARY: Instructional Facilitating Training is based on Dr. Jim
Knight’s Instructional Coaching Institute from the University of Kansas Center for
Research on Learning. The training will refine the Instructional Facilitator’s

understanding of their various roles and distinguish between effective and
ineffective coaching practices. The training will also provide leadership skills for
leading reform, give direction on fostering internal commitment in others, and
determine when it is or is not appropriate for modeling in a classroom.

PROGRAM SUMMARY: Cognitively Guided Instruction (CGI) is a teacher
professional development program that has teacher exploring a framework for how
elementary school children learn concepts of number operations and early algebra.
This knowledge is used to drive instruction. Years 2 and 3 of training builds upon
the previous year’s training – resulting in a true, long-term sustained professional
development program. What teachers learn in a CGI Institute enhances how they
implement any curriculum or resource materials into their daily classroom
instruction.
