Hours of Work: 38 Salary Scale: Grade G, Zone 3 Reports to: Assistant Director Level of Criminal Records Bureau Disclosure Including Prison Vetting Enhanced Summary of Job To act as a Cluster Manager within HMP Winchester and HMP Coldingley ensuring the effective delivery of resettlement services in line with the agreed model and Purple Futures’ Delivery Specification. To oversee the delivery of services that aim to achieve the successful rehabilitation and reintegration of offenders back into the community and reducing reoffending. To provide line management and motivate a team of Seniors and Caseworkers providing supervision and annual Contribution Review in line with Catch22 policies and procedures. To ensure that services are delivered across each site providing resettlement support to offenders at the agreed touch points at the beginning of their imprisonment with BCST2’s and at 12 weeks prior to release. Seniors and Caseworkers effectively monitor reception and release list data ensuring all offenders are allocated accordingly and are scheduled to generate a structured resettlement plan meeting each offenders needs post release from custody. Provide Senior Management Team reports as agreed demonstrating effective Line Management and performance management across the two prison sites To be responsible for partnership representation across the sites liaising with key partners in Purple Futures (Interserve), Community Rehabilitation Companies (CRC), and National Probation Service (NPS). To oversee the management and maintenance of a partnership services directory including a range of stakeholder services offering support in custody and upon release. To develop and maintain partnership relationships with internal and external stakeholders ensuring each service is fully embedded into each prison site. Attendance and representation of the service at team meetings, multi-disciplinary meetings, forums and engaging in any other duties deemed relevant by Line Management. Main Duties and accountabilities To oversee the operational delivery of Resettlement services to applicable offenders under the Line Management of the Catch22 Assistant Director and in line with the Purple Futures’ service specification. To ensure Seniors and Case Workers maximise the performance and contribution of staff in meeting the objectives of resettlement through staff supervision, performance management, Contribution Review, training, consultation and service/team meetings. Monitor Seniors and Caseworkers through demonstrated evidence and associated reports that the Service Delivery Specification is being followed and maintained and that services are being provided to offenders in a timely manner as agreed. This includes the delivery of resettlement services that deal with offenders’ immediate resettlement needs. This service will be coordinated and will focus on immediate issues relating to accommodation, health, employment, finance and debt. Ensure through Seniors that on each site that the offender: has accommodation to go to; is returning to employment; or is being signposted to the relevant agencies providing employment or training opportunities post-release. Signposting will be provided for finance and debt advice, and to specialist support for offenders subject to domestic or sexual abuse; who may be or have been sex workers; and those needing specialist mental health or substance misuse support. Ensure Seniors and Case Workers are engaging fully with other agencies and cocommissioned services including but not limited to Substance Misuse Services; health services; the Offender Learning and Skills Service (OLASS); and the Department for Work and Pensions (DWP) Benefits Advisers and Work and other Programme Providers within the Resettlement Prison. Ensure risk escalation procedures and processes are in place consistently across each site to safely manage and report increases in risk appropriately both internally and with partnership agencies. To work closely with Seniors and Case Workers to develop systems to ensure effective service delivery within an equal opportunities framework and promote anti discriminatory practice in all aspects of the work. Set out a range of team aims and objectives to ensure Seniors can cascade a common range of functional objectives to each team. Ensure the common use and maintenance of team databases and compliance with the Prison’s Case Management system for the purposes of casework recording, monitoring and evaluating service provision. Work with Seniors and Case Workers to constantly ensure there is genuine engagement with the offender using appropriate methodologies and interventions to encourage and support their engagement and progress towards greater independence on release into the community. Ensure staff have in place systems to monitor and collate all reception and release information to ensure offenders are allocated timely to their sentence length, have access/are referred to a range of resettlement interventions and are fast tracked to release support planning for short sentenced offenders. Ensure staff have in place systems that check all pre-release activity has been successfully planned and delivered. To ensure that all reasonable steps are put in place to facilitate prisoners’ successful progression through the gate into CRC services. Work with other service providers to ensure your services complement existing provision in prison and in the community. Ensure that at all times work is conducted within the policy and procedural framework established, ensuring full up to date knowledge and understanding of policies, procedures and legislation at all times. Provide high quality leadership and Line Management to Project staff. Ensure that staff on all sites have appropriate personal development plans, and are appropriately supported to achieve the plans targets / interventions. Participate in the selection and ensure induction is provided to new staff to ensure that they are aware of their duties and the policies, practice and values of Catch22. Ensure that HM Prison security requirements are adhered to at all times. Ensure that all staff are aware of the Catch22 Employee Assistance Programme. Ensure that absenteeism and lateness on all sites is maintained, on or below, the agreed levels for the organisation, taking appropriate support and action to achieve the target. Ensure that all staff maintain high standards of professional performance at all times through adherence to the Catch22 policies and procedural frameworks. Ensure that disciplinary, complaints and grievance procedures are appropriately managed, including the undertaking of investigations and the conducting of disciplinary interviews when required. Responsible for ensuring that staff on all sites are performance managed via the Catch22 Supervision and Contribution Review processes and that these are conducted and completed on time. Ensure Resettlement Coordinators manage staff induction and probationary periods in accordance with Catch22 policies and procedures. Hold regular staff meetings and briefings as appropriate. Monitor workload reports from each prison site to ensure that all current performance and service standards are being met To ensure that your professional awareness of best practice and service innovation is maintained and shared with all staff. Ensure absolute adherence to Catch22 Confidentiality and Data Protection Policies and all other associated policies and procedures through appropriate systems and procedures on each prison site. Continue to develop the service provisions to ensure best practice and leading edge services are available to service users. To promote and report effective cost control mechanisms, and encourage all staff to take responsibility for achieving financial savings where appropriate. Promote and encourage best practice in Health & Safety and Environment. Ensure all the organisations rules/policies regarding Health, Safety and the Environment are strictly adhered to and that safe working practices are adopted at all times and risk assessments are both carried out and followed. Responsible for reporting any incidents /accidents occurring at the Project to Linemanager, HR and the competent Health & Safety person. Conducting investigations into the incident / accident and provide appropriate report. To ensure all performance and management reports are completed as directed collating information as agreed from all prison sites. To ensure that Catch22 environmental and health and safety risk assessments are completed and reviewed timely on each site. To have in place mechanisms to capture and monitor complaints from each prison site providing information to Catch22 as part of annual reports.
