Special Education Update

Staff Changes
New Staff:
Megan Banks has joined our team, starting December 3rd. She will be working with our Dispute Resolution
team as a complaint investigator. Megan comes to us from Serengeti Law where she was a Client Support
Associate. Megan will be covering for Sarah White while she is out on maternity leave.
Leaving Staff:
Vickie Green resigned from her position as Learning Improvement Supervisor in November.
Kristin Hennessey has resigned from her position as our Special Education Ombudsman. Kristin will be
joining OSPI’s Equity and Civil Rights department.
Enhancing Capacity for Special Education Leadership – The ECSEL Program
A new collaborative program to prepare special education administrators is now accepting applications for
admission. ECSEL is a state-wide collaborative partnership program leading to the Washington Residency
Program Administrator Certification. Led by a faculty team from across the UW and WSU campuses,
ECSEL is formally administered by UW Bothell and leads to a UWB Master’s degree in Education with
emphasis in Educational Leadership. Graduates who are subsequently admitted to the WSU Statewide Ed.D.
Program in Educational Leadership will receive credit for ECSEL coursework.
Applications are due January 7, 2013. Enrollment in the pilot cohort is limited to 10 candidates, all of whom
will receive scholarships for a significant portion of tuition and fees. For information regarding program

Public Comment for Proposed Rulemaking 392-140-600—685
OSPI has filed proposed rules, amending sections of Chapter 392-140 WAC, State Special Education Safety
Net Funding. Interested parties may provide written comments regarding the proposed rules by sending
them to Rules Coordinator/Legal Services, OSPI, PO Box 47200, Olympia, WA, 98504-7200, or
Maryellen.parrish@k12.wa.us by January 7, 2013.
The hearing is scheduled for January 8, 2013 at OSPI in the Brouillet Conference Room.

Indicator 14 Webinar - Center for Change in Transition Services (CCTS)
Initial Indicator 14 Post-School Survey data for 2010 has been included in the performance profiles in the
districts iGrant 442 package. CCTS has received a number of questions about how Indicator 14 data are
calculated and how to improve the district contact and performance rates. If your district did not meet the
target for any of the three parts to Indicator 14 or you are looking for strategies to improve your contract rate,
and/or searching for resources related to the transition of students to post-school employment and education
settings, mark your calendars for 3:00 pm February 6th for a special Indicator 14 Data Webinar. The
webinar will explore Indicator 14 data questions/concerns as well as how to access your district specific data
and reports. Look for an e-mail in January 2013 with more information about the webinar and the

Restraint and Seclusion Resources
In response to recent concerns regarding aversive interventions, the document linked below is being sent to
all school districts for your review and serious consideration. As you may recall, this document was
previously sent in the June 2012 monthly updates. While aversive interventions are included in our special
education regulations in Washington, it is important for all of us to note that aversive interventions are highly
regulated and constitute a last resort for the safety of security of all students and staff. Aversive interventions
should be applied only in the parameters of the regulations, and only after diligent and repeated attempts at
positive behavioral supports have been proven to be unsuccessful.

Brain Injury Association of Washington
The Washington Traumatic Brain Injury (TBI) Resource Center has expanded their pediatric resource
management state wide. As a part of the Brain Injury Association of Washington (BIAWA), Pediatric
Resource Managers develop short and long-term intervention strategies to support Brain Injury patients and
their families with reintegration into their homes, schools & communities during and subsequent to the
patient’s discharge process.
Patient and family centered, individualized assistance is designed to seek out and manage resources that meet
the needs of children and youth while enhancing the caregiving capabilities of families, resulting in success
in their schools and communities. All services are provided free of charge to clients.

Federal Special Education Data Reporting Deadlines – Repeat
The Special Education Personnel Employed and Needed Data Report for the 2012–13 school year is due
to OSPI Special Education office no later than 5:00 pm December 13, 2012. This is a one-page Excel
template reports special education staff employed or contracted (regardless of funding source) that are
needed to serve special education students in the district. This form can be accessed at
http://www.k12.wa.us/SpecialEd/Data/FederalForms.aspx. Do not modify the template. E-mail the
completed report to specialeddata@k12.wa.us.
The annual Federal Special Education Child Count and Least Restrictive Environment (LRE) Report
must be validated and certified no later than December 20, 2012. This report includes students who are
eligible on November 1, 2012. The application for submission of this data is located in the Education Data
System (EDS). On Thursday, November 1st, OSPI presented a webinar giving an overview on how to use the
Education Data System (EDS) application for completing the Special Education November Federal Child
Count. This webinar demonstrated the process for validating and certifying the federal special education
child count for the 2012–13 school year. The application has added new features for the 2012 submission.
This process is the only option districts have for submitting this data. The webinar and User Guide
designed specifically for this submission are located at:

The Certification Page must be printed, signed and then mailed in (address is listed on the form). Districts
with no special education students to report must still go into the application and indicate zero students and
submit a signed Certification page.
For either report referenced above, as the data are received and verified, a confirmation of receipt e-mail will
be sent either acknowledging completion of the data report or requesting additional information/correction.
If a confirmation e-mail is not received within three business days, resubmit or contact Sandy Grummick or
Amber O’Donnell at (360) 725-6075.
These reports must be successfully submitted on or before the posted due date. Submission of late or
inaccurate data will impact the district’s Determination Level for the 2013–14 school year.

News from Assessment and Research
WELPA: Placement Test – Braille Kit
A braille assessment for grades 2–12 is available by contacting Assessment@k12.wa.us. The braille version
is LAS Links Form A, and will come in a kit with Directions for Administration and scoring information.
There are four forms of the test: grades 2 & 3; grades 4 & 5; grades 6 through 8; and grades 9 through 12.
The WELPA Placement Test, including this braille version, is locally scored in its entirety. Student scores
should be entered in CEDARS. Students scoring at Levels 1, 2, and 3 qualify for English language
development services in the State Transitional Bilingual Instructional Program (STBIP). (Originally reported

Induction Support for New
Special Education Administrators
During each of ECSEL’s two years, the program consists of three year-long seminars, a 400-hour internship requirement, and a set of performance tasks that allow candidates to demonstrate proficiency. The Year 1 program focuses on leadership for special
education at the school level, with seminars, internship, and performance tasks all focused on leadership for teaching, learning,
and student services within a school. In Year 2, the focus shifts to leadership at the district level, with the internship and program
tasks reflecting district-level responsibilities. In both years, the program operates in a blended on-line and face-to-face model,
with summer retreats and weekend meetings supplemented by e-learning resources.
Program implementation is contingent on final approval by the Washington Professional Educator standards Board
Curriculum
The curriculum is structured to incorporate both Washington State standards
for the Residency Program Administrator certificate and the Council for
Exceptional Children’s advanced standards for program administrators.
