HCPHA Bhe 9/07 adapted from PCHD FEMA Incident Command Systems (ICS) Online Training Instructions ICS was developed in the 1970s following a series of catastrophic fires in California's urban interface. Property damage ran into the millions, and many people died or were injured. The personnel assigned to determine the causes of these outcomes studied the case histories and discovered that response problems could rarely be attributed to lack of resources or failure of tactics. Surprisingly, studies found that response problems were far more likely to result from inadequate management than from any other single reason. The Incident Command System: Is a standardized management tool for meeting the demands of small or large emergency or non-emergency situations. Represents "best practices" and has become the standard for emergency management across the country. May be used for planned events, natural disasters, and acts of terrorism. Is a key feature of the National Incident Management System (NIMS). Incident Command training is being developed and offered for a variety of disciplines, including Federal Disaster Workers, Public Works, Law Enforcement, and Public Health. All Hertford County Public Health Authority employees must complete a minimum of IS100 and IS700. Directions for Completing IS Training IS100 and IS700 are offered through FEMA as an online training. 1. To complete IS100, go to the following webpage: http://training.fema.gov/EMIWeb/IS/is100.asp 2. On the right-hand side of the webpage (under “Take This Course”), click on “Option 1: Interactive Web-based Course - EMI learning site.” 1 HCPHA Bhe 9/07 adapted from PCHD 3. Go through all included Lessons. 4. When you have completed all Lessons, go back to the original webpage: http://training.fema.gov/EMIWeb/IS/is100.asp. 5. On the right-hand side of the webpage (under “Take This Course”), click on “Take Final Exam.” 6. You will be prompted with a notice regarding taking the exam independently. Check the box for “I agree that completion of this examination will be an individual effort” and click “Continue.” 7. After the end of the test, you will be prompted to review your answers. You can do this utilizing the “Back” button provided. When you are satisfied with your answers, click the “Continue” button. If you have not chosen an answer for a question, you will be prompted with an error message until every question is answered. 10. Next, fill in the required Student Information. Your SS# is necessary because this is a mandatory federal training for all first responders (this also allows you to write to FEMA to get a copy of your training transcript if you ever lose your certificate). PLEASE fill in your email address carefully- if this is incorrect, you will not have your training properly recorded. Note that your “Business Information” is “L- Local Government.” 11. Once you have completed all required information, click “Send.” 12. You will then receive an email stating that you have completed the training successfully. A link will be provided on the email to view your certificate. Click on this link. 14. Print off your certificate. Keep the original in your files and send a copy to the Personnel Office and the Director of Health Planning and Resource Development. This is essential so HCPHA can prove we are meeting the federal requirement for NIMS-compliance. 15. To complete IS700, go to the following webpage: http://training.fema.gov/EMIWeb/IS/is100.asp. **Note: IS-700 has not been re-formatted by FEMA like IS-100 and therefore the process for completing IS-700 is somewhat different. Go through all included Lessons. 18. When you have completed all Lessons, go back to the original webpage: http://training.fema.gov/EMIWeb/IS/is700.asp. 19. Scroll to the bottom of the page and click on “Download Final Exam Questions – PDF.” Write your answers on a scrap piece of paper (25 total questions). 20. Go back to the original webpage (http://training.fema.gov/EMIWeb/IS/is700.asp.), and click on “Take Final Exam.” 21. You will be prompted with a notice regarding taking the exam independently. You will see a screen with some information to read. Read this information and then click “Click here to take final exam” located at the bottom of the screen. 23.
