CALL TO ORDER:
The meeting, held at High School East, was called to order
by Mrs. Taff at 7:00 p.m.
EXECUTIVE SESSION:
A Motion was made by Mrs. Greenspan, seconded by Mrs. Sorkin,
and carried unanimously (7-0) to convene into Executive Session
at 7:00 p.m. in order to discuss personnel and contractual issues.
OPEN SESSION:
The meeting convened into Open Session at 8:15 p.m.
PLEDGE OF
ALLEGIANCE:
Mrs. Taff commenced the meeting with the Pledge of Allegiance.
The Half Tones, under the direction of Mr. Jim Haefele, sang The
National Anthem.
PRINCIPAL’S MESSAGE: Mr. Al Kindelmann, Principal of High School East, said he is
delighted to have the Board of Education and Administration here
this evening for a special presentation. Thanks to the High School
East PTA, past and present, a request was made to dedicate this
newly renovated Lecture Hall to Mr. James J. McCaffrey, Principal
of High School East from1987 to 2002, and teacher/administrator
since 1964.

DEDICATION OF THE HIGH SCHOOL EAST
LECTURE HALL:
Carole Cooperman and Mary Beth Meagher, Past PTA Presidents
of High School East, recalled the day they learned of Mr.
McCaffrey’s decision to retire. They wanted to honor him in a
very special way. In the 1960’s, Mr. McCaffrey entered the
education arena as a teacher. Since then, he has continued to touch
the lives of students in Half Hollow Hills. In recognition of his
many years of service to the Half Hollow Hills community, we are
proud to name the newly renovated High School East Lecture Hall,
the James J. McCaffrey Lecture Hall. In this way, future students
will know the Teacher/Administrator who we have all come to
love.
Mr. McCaffrey graciously thanked everyone for their kind words.
He said he has known about this evening for some time, however,
he is completely overwhelmed by the event. He stated it has been
a pleasure working with many Superintendents, Boards of
Education, innovative teachers, and PTA members, many of whom
are here this evening. When you work with great people like he
has, you have to look good! He said the Eastport/South Manor
School District, where he is serving as an Interim Principal, is also
a wonderful District. He said he has been extremely fortunate to
have worked with many wonderful professionals. He thanked his
wife, Joan, for her tremendous support. He acknowledged his son,
John, his daughter, Jennifer, and soon to be daughter-in-law, Paula
Schneider, who are here tonight. He thanked everyone here this
evening for all of their support.
Dr. Karnilow stated he is happy we are assembled to pay tribute to
a great friend this evening. He knows Mr. McCaffrey in two
different capacities. First as a parent, when his children attended
Burrs Lane and Hills East, and second as District Superintendent.
He stated that the reality happily matches the parent’s perception.
All of us here this evening are happy we have found an appropriate
way to honor Mr. McCaffrey. On behalf of the Board of Education
and Central Office Team, Dr. Karnilow thanked Mr. McCaffrey for
the many years of loyal service to this community. This year, we
will celebrate our District’s 50th Anniversary, and Mr. McCaffrey
will always be part of our history.
Mr. Kindelmann presented a plaque dedicating the High School
East Lecture Hall to James J. McCaffrey for his commitment to the
Half Hollow Hills Central School District.
The Half Tones sang The Irish Blessing.

Mrs. Taff spoke as past High School East Parent, PTA member,
and currently as Board President. Mr. McCaffrey always saw
things in a positive manner. His door was always open and he
made everyone feel welcome. She recalled him saying that our
student’s achievements were because of the great “gene pool” they
were given. Mrs. Taff said their achievements were because of the
great leadership they had in Mr. McCaffrey. He was always seen
greeting students and staff, and genuinely cared for their safety and
success. It is a fitting tribute to be able to dedicate this beautiful
new Lecture Hall to Mr. McCaffrey. She said she hoped he would
visit often and share events with us.
Mrs. Greenspan recalled meeting Mr. McCaffrey when her first
child went to Candlewood. They began their work, she in PTA
and then on the Board; and Mr. McCaffrey a teacher,
administrator, and principal. That continued for two decades. In
those early years, girls athletics was barely on the “radar screen.”
Mr. McCaffrey came to the parents and created opportunities for
all the children at the middle school. Mrs. Greenspan thanked Mr.
McCaffrey for all that he has done for our community.
The meeting took a break at 8:30 p.m. to enjoy cake and
refreshments.
The meeting returned to session at 8:55 p.m.
The Board of Education and Administration introduced themselves
to the audience.
INTEL SCIENCE TALENT SEARCH 2004
SEMI-FINALISTS:
Dr. Karnilow proudly announced that three of our students have
been named as semi-finalists in the prestigious Intel Science Talent
Search 2004. They are:
Jordan Axelrad – Environmental Science
Bruce Halperin – Mathematics and Computer Science
Felicia Yen – Medicine and Health
SIEMENS WESTINGHOUSE 2003-2004
SEMIFINALISTS:
Mr. Kindelmann announced that two of our students have been
named as semi-finalists in the Siemens Westinghouse Competition.
They are:

Felicia Yen, Category of Medicine

A Motion was made by Mr. Noskin, seconded by Dr. Kessler, and
carried unanimously (7-0) to approve the Minutes of January 12,
2004 as written.

Mr. Noskin gave an update on Facilities:

Steel and block is going up for the new classroom addition
at High School West
The new Auditorium at Candlewood is scheduled to open
in March
Sunquam is moving along
Approval from the SED is expected any day for West
Hollow
High School East Track is on hold due to the weather
Mrs. Greenspan offered the “Second Reading” of the Policy
Hazing, Initiation Activities, Harassment & Bullying. The
effective date should read March 15, 2004.
Mrs. Taff commended Mrs. Greenspan, Mrs. Wagenberg, and Mr.
Feldman for an exceptional job on this particular policy. She also
thanked the Board for their timely attention to this policy. She
mentioned an Oprah Winfrey Show, on bullying, which aired
recently. It focused on incidents occurring on busses and in
hallways and what can be done. This is an issue we must be
vigilant about to make sure all of our children are safe.
A Motion was made by Mrs. Greenspan, seconded by Mr. Noskin,
and carried unanimously (7-0) to approve the Policy Hazing,
Initiation Activities, Harassment & Bullying.
Mrs. Taff mentioned the Town of Huntington is updating their
Master Plan for zoning and environmental issues. They have
involved the eight school districts in Huntington, and she, Dr.
Karnilow, and Mrs. Greenspan have attended various sessions. It
will be a year-long scoping process.
Mrs. Taff spoke of the Boy Scouts Eagle Scout Induction she
attended along with Mrs. Greenspan, and Mr. Marcucci. Four
young men, all from Half Hollow Hills, were honored and inducted
as Eagle Scouts, the highest honor bestowed by the Boy Scouts of
America.

Mrs. Taff stated that our senior citizen population is growing and
the Board would like to reach out to them and offer free
transportation to theatrical performances, starting with the
following shows:
High School East’s Hello Dolly
(March 26th & March 27th 8:00 p.m.)
High School West’s Anything Goes
(March 26th & March 27th 7:30 p.m.)
Candlewood Middle School’s The King and I
(May 7th & May 8th 7:30 p.m.)
Seniors Citizens (those 60 and over) can apply by phone for the
Gold Card which entitles them to free admission to Districtsponsored athletic events, concerts and theatrical performances.
There is no fee for the card. Seniors can contact Mrs. Marini,
District Clerk, to apply for the Gold Card and take advantage of
this special program.

Ellen Rosengard asked about a 9 period day at the high school, and
about the 2004/2005 school calendar.
Mrs. Taff stated the Board is still discussing the 2004/2005 school
calendar.
Dr. Karnilow stated that Administration is looking at the way time
is used at the high school, and considering ways to be more
effective.
Kesha Woodard asked about hiring minority teachers and
administrators. She complimented the staff at Vanderbilt
Elementary School for their care of her child during a health
related incident. She also expressed her feelings for Dr. McDonald
as a wonderful principal.

Mrs. Taff stated The Herald will be going out shortly with
information about the District’s 50th Anniversary celebration.
Mrs. Taff reported on a wonderful Legislative Brunch that the PTA
Legislation Committee coordinated. It was a good forum to
interact with our elected officials and discuss state aid and the
Governor's’budget. She thanked the PTA for a great job.

Sabrina Fraser thanked the Board for the handouts on the new
policy provided to the community this evening. She complimented
the District on the new website. She asked about the scoping
process in the Town of Huntington on zoning.

Mrs. Taff stated the Town has invited the school board to be part
of the scoping process. All of the meetings are open to the public
and there will be specific meetings for community input which the
Town will be publicizing.

A Motion was made by Mr. Marcucci, seconded by Mrs.
Greenspan, and carried unanimously (7-0) to adjourn the meeting
at 9:40 p.m.
