The District of Columbia War Dead, 1917-1918 Compiled by William N. Brown, AOI of DC, May 2012 (Revised 5-26-2015) Sources: National Capital Press, Inc., Washington Post, ‘Soldiers of the Great War’, NPS List on Memorial & Records of the American Battle Monuments Commission Background: On Memorial Day 2010, the Association of the Oldest Inhabitants of the District of Columbia held a commemorative ceremony in honor of the 90th anniversary of the District of Columbia 16th Street Tree Memorial. Of the 530 Norway maple trees that were eventually planted along 16th Street between Alaska Avenue and Varnum Streets in northwest Washington along with a stone marker with a copper medallion bearing the name of each of the city’s fallen, on this May 30, 2010 only two memorial markers remain – that of Leo Joseph #243 and Private John Kendall #249. The AOI on that day encouraged the memorial’s neighbors, neighborhoods, elected leaders and historic preservationists to pledge to, in some manner, restore the memorial in time for its centennial celebration in 2020… to encourage the Casey Tree Foundation to plant, perhaps not 530 but, a number of new trees and encourage supporters to work with the National Park Service or other entities to erect two interpretive waysides at the southern and northern points of the park with, perhaps, the names of those originally memorialized there. AOI member Lee Rogers, who has now passed away, had at our event two large poster boards bearing on one the names of the fallen and on the other a map showing the locations of each marker which corresponded to numbers on the alphabetical listing. This information was taken from something published by the National Capital Press which Lee had located and reproduced. The Compilation/Comparison: Beginning with photos of that listing Lee had on display, I began a spreadsheet to try to document and eventually reconcile this list of 507 names against the 499 D.C. residents whose names appear on the District of Columbia War Memorial which was dedicated 11 years after the 16th Street Tree Memorial. Additionally, there were two other sources which I located that had partial lists of the D.C. fallen: one was from a July 5, 1919 Washington Post article that listed 158 of the fallen. Another source listing the DC fallen, “Soldiers of the Great War,” was also included in the list and contained 218 names and another 31 which were not among the original 507. Finally, I included the ‘official’ list of the 499 that the National Park Service has that they provided to the organizers of the annual Memorial Day Commemorative Observance for use in their printed program. The NPS list (which contains a couple of transcription errors and duplicates) does not match entirely the 507 on the original list. So, some questions that remain unanswered and are obvious are: What research between 1920 and 1931 narrowed the original list from 507 (eventually 530) to the 499 who appear on the DC War Memorial? When the 16th Street Tree Memorial was originally dedicated it contained 507 names but the Post reported in 1922 that another 23 names, trees and medallions were added later bringing the total to 530. There is also a question raised by AOI members at their May 2012 luncheon when this matter was discussed: Where are the sailors and marines who were D.C. residents who died who don’t seem to be represented on either of these memorials? The question of sailors and marines may have been resolved when I realized that my great uncle, Joseph Edward Brown, is listed on the War Memorial and he was a Yeoman First Class in the U.S. Naval Reserve; so, perhaps a The District of Columbia War Dead, 1917-1918 Compiled by William N. Later research disclosed the service and ranks of Marines, Seamen and Coast Guardsmen who are included. The AOI will continue to pursue the answers to these questions and hopefully help to resolve the discrepancy in the numbers during the centennial period of World War I, April 2014 until November 11, 2018. Until then, below is the spreadsheet in which I have detailed, as carefully as possible, all of the District of Columbia World War I dead from each of these sources. For ease of understanding, the columns are: Location (the original number corresponding to the map of the 16th Street Tree Memorial. Where a “0” appears, the name was added from the NPS list); Last Name; First Name; Sex; Race; Rank; “Roll Y/N?” indicated whether the name appears in the July 5, 1919 Washington Post Honor Medal recipients; the next column “SotGW Y/N?” indicates if the name appears on page 183 of “Soldiers of the Great War” which, interestingly, was organized by type of injury (Killed, Died of Wounds, Died of Disease, etc.) and by rank within which contrasts with the D.C. War Memorial which lists them all alphabetically without regard to rank, race or gender; “Orig List?” indicates if the name was on the original list of 507 published by National Capital Press; “NPS List?” indicates if the name appears on the published list provided by the National Park Service which is supposed to represent the actual, engraved names on the D.C. War Memorial; and finally, “Cemetery” which provides the burial location or “Tablets of the Missing” in the cemeteries of the American Battle Monuments Commission or other cemetery, if know. For those interred or memorialized at an ABMC cemetery, a link is provided to the ABMC listing… just ‘click’ on the blue cemetery name. In March 2015, AOI member Barbara Bates provided the results of research she had done on the District of Columbia casualties interred or listed as missing in the cemeteries in France and England maintained by the American Battle Monuments Commission. Barbara undertook this initiative in anticipation of a trip to several of the World War I American cemeteries in France later this year. In addition to the names of 64 District men buried or listed as missing, Barbara was able to determine that 15 of those casualties were African Americans. It was already known that there was one Asian and a naturalized citizen of Turkish descent. The 9 women included on the memorials were mostly victims of the 1918 flu epidemic and served as clerks for the US Naval Reserve Force.
