MEDIATION TRAINING PROGRA FROM 04 TO 06 JULY, 2014 (1ST
PHASE) AND 18 TO 20 JULY, 2014(2ND PHASE)
40 hours Mediation Training Programme for the Advocates of Districts
Bhiwani, Jhajjar, Mewat at Nuh and Palwal was successfully conducted in
two phases i.e. from 4th to 6th July, 2014 and 18th to 20th July, 2014 at
Chandigarh Judicial Academy, Chandigarh. The training was imparted by
Sh. Arun Kumar Arya, Ms. Jaya Goyal and Sh. Swarn Sandhir. Trainers
were deputed by Mediation and Conciliation Project Committee, Supreme
Court of India, New Delhi for the said purpose. 24 Advocates from all the
four districts underwent the Mediation Training. On the concluding day of
the programme i.e. on 20th on July, 2014, certificates were given by the
Haryana State Legal Services Authority to the Advocates who had undergone
the training.
LEGAL LITERACY CAMP FOR SENIOR CITIZENS
On 4/7/2014, Legal Literacy Camp for senior citizens was organized
by DLSA, Gurgaon at Hari Ashram Home at Pataudi. In the said Camp,
citizens were told about their rights under the Maintenance and Welfare of
Parents and Senior Citizens Act, 2007. Skit was also performed.
SPECIAL LEGAL LITERACY PROGRAMME IN DISTRICT JAIL, BONDSI
On 5/7/2014 special legal literacy programme was organized by the
District Legal Services Authority, Gurgaon for the inmates at District Jail
Bhondsi, Gurgaon. Male inmates presented dance, and also showed that the
work of reform is going at District Jail Bhondsi at Gurgaon. Skit on the
rights of the under trial prisoners was presented by the law students.
SPECIAL LEGAL LITERACY CAMP FOR OFFICIAL OF GRASS ROOT
LEVEL BY DISTRICT LEGAL SERVICES AUTHORITY, PALWAL.
On 5.7.2014, District Legal Services Authority, Palwal organised the
special legal literacy camp for officials at grass root level. In the said camp,
Aganwari Workers/Officials and Sarpanches participated. They were told
about the working of District Legal Services Authority. They were also
apprised about the various provisions of the Haryana Victim Compensation
Scheme, 2013. This apart, various lectures were given on enactments, such
as Protection of Women from Domestic Violence Act, 2005, the Motor
Vehicles Act, 1988 etc.
MOCK DRILL ON DISASTER MANAGEMENT
DISASTER MANAGEMENT FOR THE LAWYERS.

TRAINING
ON
District Legal Services Authority, Panchkula conducted training on
disaster management for the lawyers of District Court, Panchkula. A mock
drill regarding the disaster management was also organized in association
with the District Disaster Management Under Capacity Building Project on
10th July 2014 at District Court, Panchkula. It was conducted under the

MEETING OF HON'BLE EXECUTIVE CHAIRPERSONS OF THE STATE
LEGAL SERVICES AUTHORITIES HELD ON 12.07.2014 AT SUPREME
COURT OF INDIA, NEW DELHI.
The Meeting of the Hon'ble Executive Chairpersons of the State Legal
Services Authorities was held at the Supreme Court of India, New Delhi, on
Saturday the 12th July, 2014. The meeting was chaired by the then Hon'ble
Mr. Justice H.L.Dattu, Judge, Supreme Court of India & Executive
Chairman, National Legal Services Authority. Hon'ble Executive
Chairperson, NALSA emphasized that the electronic and print media must
be used with the help of the State Government to publish clips and
statements reflecting human values. His Lordship further opined that
programmes at the village level, taluk level and the district level must be
held to develop the human values, as the same would change the mind-set
of the people. Briefly stated, discussions were centered around following
issues:
1.
How to make best use of the electronic and print media
2.
To make people understand that Legal Services Authorities are doing
some responsible work for the needy people.
3.
Criteria to be adopted while selecting the PLVs and training to be
imparted to them.
4.
Relief to the party should not be delayed for the sake of showing
figures in Lok Adalat.
5.
Wise and proper utilization of the funds granted by NALSA.
Before inviting each of the Hon'ble Executive Chairpersons to speak
and express their thoughts on the delineated topics and give their valuable
suggestions, His Lordship observed that coming into the Legal Services
Authority as Executive Chairman was an opportunity given to prove oneself
and show our mettle, and was an opportunity given by God, “to serve that
man who sits at the end of the queue with a beedi in his hands and nothing
to wear”.
His Lordship requested all present to make use of this
opportunity. All the Hon'ble Executive Chairpersons were invited to express
their views on the issues as well as what they have done and what was
intended to do next. All the Hon'ble Executive Chairmen of SLSAs gave
bird’s eye view of the work done, and also shared their experiences and
suggestions.
After the experiences and suggestions that were shared by Hon'ble
Executive Chairmen of SLSAs and after extensive discussions, following
Resolutions were passed at the Meeting:
1.
This assembly would resolve, services we render, must be based on
quality, however, quantity should also be looked into.
2.
Resolved that endeavour should be made to have media coverage
reaching out people as many as we can, highlighting the human
values and norms and our cultural heritage for which we feel proud of.
3.
Resolved that the Para Legal Volunteers to be engaged, must not make
it a means of livelihood and must be dedicated to the job.
4.
Resolved that all engaged in the legal aid movement must preach
austerity and make it habit enjoying the confidence of the people at
large who are in the need of help.
5.
Resolved that all modes of communicative system including movie,
skit,drama and other catchy mode be utilized to reach out people at
large.
6.
Resolved that a Common Toll Free Helpline be made available to the
State Legal Services Authorities.
7.
Resolved that State Legal Services Authorities would also involve
themselves on ecological issues creating awareness amongst people by
planting trees.
At the end of the meeting Hon'ble Mr. Justice H.L.Dattu, the then
Executive Chairperson, NALSA urged, “let us move forward from today for a
better world and for a better service”
ALTERNATIVE DISPUTES
INAUGURATED
RESOLUTION
(ADR)
CENTRE,
NARNAUL
On 13th July, 2014, District Alternative Disputes Resolution(ADR)
Centre, Narnaul was inaugurated by Hon'ble Mr. Justice Satish Kumar
Mittal-Judge Punjab and Haryana High Court cum Executive Chairman,
HALSA, in the presence of Hon'ble Mr. Justice Naresh Kumar Sanghi-Judge,
Punjab and Haryana High Court and Hon'ble Mrs. Justice Rekha MittalAdministrative Judge Narnaul Sessions Division. On this occasion, Justice
S.K. Mittal stressed on the need to encourage ADR mechanism for settlement
of disputes and apprised the present gathering about the immense scope
and benefits of ADR mechanism. The building of the ADR centre has been
provided with all modern amenities. It was completed in a record time due
to the guidance provided by Hon'ble Justice S.K. Mittal, who also heads the
Building Committee of the Punjab and Haryana High Court.
LITERACY CAMP ON FUNDAMENTAL DUTIES
On 11/7/2014, lecture on fundamental duties as spelt out under
Article51-A of the Constitution of India was organised at Govt. I.T.I (Women)
Ambala of District Legal Services Authority, Ambala. The importance of
Article 51-A was told to the students. Various clauses of Article 51-A were
explained. District Legal Services Authority, Faridabad celebrated a week of
legal awareness on Fundamental Duties and Population Explosion. District
Legal Services Authority, Faridabad held various lectures from 11.7.2014 to
18.7.2014 with a view to spread awareness about the Fundamental Duties
and need to control population.
AWARENESS ABOUT ENVIRONMENT
On 15.7.2014, Special Literacy Camp by District Legal Services
Authority, Jind on Environment and Population was organized. Students
and the General Public at large were apprised about the need to keep the
environment neat and clean. Various provisions of environment laws were
also explained.
SPECIAL LEGAL LITERACY SEMINAR ON “FEMALE FOETICIDE”
On 15.7.2014 ,DLSA, Panipat held seminar on female foeticide in S.D.
Vidya Mandir school, Panipat. The Students and the staff of the school were
sensitized about the skewed Girl ratio. They were shown documentary on
Female Foeticide and were made aware of PC & PNDT Act and various other
laws to check this social menance.
SPECIAL LEGAL LITERACY SEMINAR/WORKSHOP FOR PANCHAYAT
OFFICERS, DISTRICT AMBALA
On 15.07.2014, a Special Legal Literacy Seminar-cum-Workshop for
Block Development and Panchayat Officers, Panchayat Secretaries,
Sarpanches, Panches, Member of Panchayat Samiti and Numberdars was
organized in Panchayat Bhawan, Ambala City by DLSA Ambala. Various
provisions of the Right to Information Act, 2005 and Maintenance & Welfare
of Parents and Senior Citizen Act, 2007 were explained to the participants.
Gathering was also apprised about the Legal Services Authorities Act, 1987,
Victim Compensation Scheme, 2013 and various functions performed by
Legal Services Authorities.
The said workshop was held under the
chairmanship of Sh. Harnam Singh Thakur, learned District & Sessions
Judge-cum-Chairman, District Legal Services Authority, Ambala.
CELEBRATION OF 'VAN MAHOTSAV' BY DLSA AMBALA
'VAN MAHOTSAV' was celebrated on 15.07.2014 by the District Legal
Services Authority, Ambala in association with Forest Department and
Central Jail Authorities, Ambala in the premises of Central Jail, Ambala.
Sh. Harnam Singh Thakur, learned District & Sessions Judge-cumChairman, District Legal Services Authority, Ambala, Sh. Rajesh Gulia, DFO,
Ambala, Sh. Malkiat Singh, DFO (Community), Sh. Vijender Singh, General
Manager, HDFC, Sh. Rattan Singh, Superintendent, Central Jail, Ambala
and other officers planted various saplings. Prisoners also took part in the
said activity. About one thousand saplings, in total, were planted in the
Central Jail, Ambala only.
JUVENILE AND THE LAW
A special Legal Literacy Camp was organized on 19.07.2014 by the
District Legal Services Authority, Jind on ‘Juvenile and the Law’ at DRDA
Hall, Jind. In this programme, Principal Magistrate Juvenile Justice Board,
Child Welfare Officers attached to the Police Stations, members of the Child
Welfare Committee, members of the Juvenile Justice Board, Advocates on
the panel of District Legal services Authority and Para Legal Volunteers
participated. The important provisions of the Juvenile Justice (Care and
Protection of Children) Act, 2000 were also highlighted. Shri Sant Parkash,
learned Chairman-cum-District & Sessions Judge, District Legal Services
Authority, Jind in his address emphasized the need to work more diligently
to fulfill the objectives of the Act.
AUGUST, 2014
LEGAL AWARENESS CAMPS THROUGH MOBILE VAN (BOLERO JEEP).
A total of fourteen Legal Literacy Camps were held w.e.f. 1.08.2014
to 15.08.2014 in District Jind through Mobile Van. Idea was to reach even
the remotest areas to spread legal awareness. Publicity material and printed
books provided by the Haryana State Legal Services Authority were also
distributed amongst the general public.
SPECIAL SEMINAR-CUM-WORKSHOP PROGRAMME FOR ADVOCATES
AND PLVS OF SUB-DIVISIONAL LEGAL SERVICES COMMITTEE,
NARAINGARH.
On 08.08.2014, a Special Seminar-cum-Workshop Programme was
conducted under the Chairmanship of Sh. Harnam Singh Thakur, learned
District & Sessions Judge-cum-Chairman, District Legal Services Authority,
Ambala for the Advocates and Para-legal volunteers of Sub-Divisional Legal
Services Committee, Naraingarh. Various aspects of different schemes run
by HALSA and NALSA were discussed laying special emphasis on Victim
Compensation Scheme, 2013. They were also told about the Rights of Senior
Citizens, Transgender Persons and ADR-Mechanism. Their queries were
answered. All the Judicial Officers posted at Naraingarh also attended the
said Programme.
SENSITIZATION PROGRAMME FOR JUDICIAL OFFICERS
On 13.08.2014, a Special Seminar-cum-Sensitization Programme for
Judicial Officers of District Ambala was organized by DLSA Ambala under
the Chairmanship of Sh. Harnam Singh Thakur, learned District & Sessions
Judge-cum-Chairman, District Legal Services Authority, Ambala. The
Judicial officers of Ambala District were sensitized on the Alternative Dispute
Resolution Mechanism and Victim Compensation Scheme, 2013.
PROJECT GREEN PALWAL (50,000 TREES PLANTED IN PALWAL)
The Article 51 A (g) of The constitution of India makes it the bounden
duty of every citizen of our Nation that he/she shall strive for protection and
improvement of the environment and also he/she shall have compassion
towards all the living beings. The importance of the tree cover cannot be
over-stated, as the trees are the divine blessings of nature. They provide for
us in so many ways that it is difficult to assess their contribution to our
lives.
The Project Green Palwal was initiated
independence day of our Nation, by DLSA, Palwal.

15.08.2014,
the
Around 70 sites were identified in 30 villages and several other urban
& rural sites of the entire district, Schools, Colleges, Temples, Mosques,
Idgahs, Shamlat Lands, Orphanages, Harijan houses and choupals etc.
Trees were procured from the forest department under their various schemes
for free plantation. Pits were got dug through the heads of the institutions,
Sarpanches and forest department.
Large scale plantation, watering, manuring and post-plantation care
was done of the trees. As a result, in 45 days, from the Independence Day,
15.08.2014, 50,000 trees were planted in District Palwal, under the Project
Green Palwal.
The trees planted include, shade-giving, medicinal and fruit-bearing
trees such as: Neem (Margosa), Pilkhan (WhiteFig), Bargad (Banyan), Peepal
(Bo Tree) Bel(Bilva), Neembu (Lemon) Anaar(Pomengrate), Arjun (Terminalia
Arjuna), Jamun (Syzygiumcumini), Kadamba(Neolmarckia Cadamba),
Gulmohar (Delonixregia), Guldavari (Englishdaisy), Aloe Vehar (Aloe
Varbadensis), Kaner (Oleander), Patharchataa (Glytothoras Annardalei),
MeethalNeem(Curry Tree), Ashoka(SaracaAshoka), Sheesham (Rosewood
Timber), Papdi (Ethretia Laevis), Kikar (Mesquite), Silver Rock (Maple),
Chukrasia (Chittagong wood), Amrood (Guava)
As a result of the abovesaid plantation the tree cover in the District
having a population of around 9 lacs, has increased by a number of 50,000
and the beneficiary of the project is the entire population and the next
generations also, as many of the trees having a life span of 50-100years,
would hopefully survive the 21st Century.
LEGAL AWARENESS PROGRAMMES ON INDEPENDENCE DAY
On the occasion of independence day, District Legal Services
Authorities across the State of Haryana held various legal literacy
programmes/camps under the aegis of Haryana State Legal Services
Authorities for spreading legal awareness.
At Gurgaon, an awareness March by District Legal Services Authority
Gurgaon was also carried. The role of District Legal Services Authority in
conducting legal awareness, rendering free legal assistance and conducting
Lok Adalats was also highlighted. In the cultural performances, which were
organized, a dance on legal awareness on female foeticide and PC & PNDT
Act was performed wherein several placards were also carried by the
students explaining the importance of a girl child.
At other Districts also camps were held in schools etc. to spread legal
literacy.
JUVENILE TRAINING FOR POLICE OFFICERS/CHILD WELFARE
OFFICERS AND MEMBERS OF SPECIAL JUVENILE POLICE UNIT
An initiative was taken on 21.08.2014 by District Legal Services
Authority, Gurgaon in collaboration with Gurgaon police to impart training
to the senior police officers on the Juvenile Justice Care and Protection of
Children Act, 2000. Chief Judicial Magistrate-cum-Secretary, Gurgaon
imparted the training on the Juvenile Justice Care and Protection and
Children Act, 2000 to the police officers along with Dr. Kamna Chibber
consultant Fortis Hospital, Gurgaon who took up the emotional,
developmental and stress related issues of the juveniles and children in
general so that the police can be made more sensitive towards children.
Panel advocates Sh. Abhimanyu and Sh. Arun Shokeen dealt with certain
aspects of the Juvenile Justice Act pertaining to social investigation reports
and how the police officers should be drafting the same and the points which
they need to consider.
Role plays were performed by police officers as a part of training
programme. Several do's and don’ts were explained to the police officers as
has been elaborated in various provisions of the Juvenile Justice Care and
Protection of Children Act, 2000.
The training programme gave a platform to update and upgrade the
knowledge of the police officers dealing with juveniles in conflict with law.
They were, also sensitized about the emotional aspects of the juveniles so
that they can be pro- active and humane in their approach while dealing
with such juveniles and also help in their reformation which is the ultimate
object of the Act. Members of the Juvenile Justice Board Gurgaon and the
Protection Officers of District Gurgaon and the Probation Officer were also
present in this training programme.
INAUGURATION OF ALTERNATIVE DISPUTE RESOLUTION CENTRE AT
SONEPAT & NEW JUDICIAL COURT COMPLEX AT GOHANA
On 23.8.2014, Alternative Dispute Centre at Sonepat and New
Judicial Court Complex at Gohana were inaugurated by Hon'ble Mr. Justice
T.S.Thakur, Judge Supreme Court of India & Executive Chairman, National
Legal Services Authority, Sh. Bhupinder Singh Hooda, Chief Minister of
Haryana and Hon'ble Mr. Justice Ashutosh Mohunta, Acting Chief Justice,
Punjab & Haryana High Court and Patron in Chief, Haryana State Legal
Services Authority. On the said occasion, Hon'ble Mr. Justice Satish Kumar
Mittal, Judge Punjab & Haryana High Court and Executive Chairman of

Justice T.S Thakur hailed the work of Haryana Subordinate Courts
Building and Maintenance Committee, headed by Justice Satish Kumar
Mittal, in ensuring the best judicial infrastructural facilities in the State of
Haryana. "No other state has court complexes, residential houses for judges,
Alternate Dispute Resolution Centres, chambers of advocates and other
facilities related to courts like Haryana," said Justice Thakur.
WORKSHOP FOR THE PANEL ADVOCATES
A workshop for the training of the Advocates on the panel of District
Legal Services Authority was organized on 23.08.2014 by District Legal
Services Authority, Jind. The Advocates were apprised on the topic “Human
Values & Role of Legal Services Authority”. They were told that people should
be educated about the Rights and the Duties so that they can distinguish
between right and wrong.
INAUGURATION OF LEGAL CARE AND SUPPORT CENTRE AT
RECREATION CENTRE CUM LIBRARY FOR SENIOR CITIZENS AT WE
FOUNDATION VILLAGE FARUKHNAGAR.
On 24.08.2014, Legal Care and Support Centre at WE Foundation in
village Farukhnagar was inaugurated by Hon'ble Mr. Justice S.K. Mittal,
Judge, Punjab and Haryana High Court-cum-Executive Chairman Haryana
State Legal Services Authority. On this occasion, Sh. Shekhar Dhawan, the
then Ld. District & Sessions Judge-cum-Chairman District Legal Services
Authority Gurgaon, Sh. Deepak Gupta, the then Ld. District & Sessions
Judge-cum-Member Secretary Haryana State Legal Services Sh. J.B. Gupta,
Sh. S.K. Khanduja, Sh. Phalit Sharma, Sh. Vivek Singhal, Sh. Yashwinder
Paul Singh Ld. Additional District & Sessions Judges, Gurgaon and Sh.
Rajesh Sharma Chief Judicial Magistrate were also present along with Ms.
Suruchi Atreja Singh, CJM-cum-Secretary, DLSA, Gurgaon.
After the formal inauguration ceremony of the Legal Care & Support
Centre a legal awareness camp was organized for the public who had
gathered on this occasion. The gathering comprised of villagers, law students
from K.R. Manglum University, University Institute of Law, ITM University
along with their teacher in charge, media as well as other people associated
with the WE Foundation. Hon'ble Mr. Justice S.K. Mittal, Judge, Punjab &
Haryana High Court-cum-Executive Chairman Haryana State Legal Services
Authority addressed the gathering.
After the awareness camp, Hon'ble Mr. Justice S.K.Mittal, Judge,
Punjab & Haryana High Court-cum-Executive Chairman Haryana State
Legal Services Authority along with Sh. Shekhar Dhawan Ld. District &
Sessions Judge-cum-Chairman District Legal Services Authority Gurgaon
also interacted with the law students.
SAFETY DRIVE FOR SCHOOL CHILDREN
District Legal Services Authority, Gurgaon participated in the safety
drive for school children undertaken by the Gurgaon police. In the
awareness programme on 27 August, 2014, the Chief Judicial Magistratecum-Secretary, Gurgaon addressed the gathering on the issue “Are our
children safe?”. Gathering consisted of Sh. Alok Mittal Commissioner of
Police, Sh. Shekher Vidyarthi Deputy Commissioner, Ms. Nazneen Bhasin
Deputy Commissioner of Police, Sh. Pushpinder Chauhan ADC Gurgaon and
other officers from the police and administration. The gathering also
comprised of all school heads and parents. CJM cum Secretary Gurgaon
touched various aspects of law. The provisions of POSCO Act were also
discussed in this regard laying emphasis on Sections 19 to 21. The role of
media was also highlighted. The provisions of Juvenile Justice Care and
Protection of Children Act, 2000 were also discussed . The judgments of
Hon'ble Supreme Court of India as well as the provisions of Motor Vehicle
Act, pertaining to child safety while the children are in school transport were
highlighted.
SPECIAL LEGAL LITERACY CAMP/SEMINAR.
On 30.08.2014, a Special Legal Literacy Camp/Seminar was organized
at Judicial Complex, Ambala. The said seminar was attended by Panel
Lawyers and Para Legal Volunteers. Victim Compensation Scheme, 2013
and various schemes of Legal Services Authority were addressed in the said
seminar.
CHILDREN HOMES, SHELTER HOMES , OBSERVATION HOMES
The children and senior citizens are vulnerable. Children are voiceless
and defenseless. Nurturing of children in an environment free from
exploitation and fear is very important. Children in Children Homes, Shelter
Homes and Observation Homes forms the most vulnerable section. Similarly,
Senior Citizens, living in the Old Age Homes, also form the vulnerable
section who apart from the legal protection also require the motivation to live
happily and fearlessly. To ensure proper legal protection to the vulnerable
and marginalized section, the Chairmen cum District and Sessions Judges
alongwith Chief Judicial Magistrates cum Secretaries have been making
visits regularly every month to Children Homes, Shelter Homes, Observation
Homes and Old age homes across Haryana under instructions and guidance
of the Haryana Legal Services Authorities. Deficiencies are taken up with
the concerned authorities. Legal aid is also provided in appropriate cases.
WORKING TO CURB FEMALE FOETICIDE
To end the menace of female foeticide the District Legal Services
Authorities have been organizing legal literacy camps across Haryana under
the instructions and guidance of Haryana State Legal Services Authority.
The awareness camps are organized to create awareness about the adverse
effects of falling sex ratio. People are educated about the Pre-Conception and
Prenatal Diagnostic Techniques (PC & PNDT) Act, 1994.

CYCLE RALLY CREATES AWARENESS ABOUT ENVIRONMENT
A campaign for protecting our environment and stopping pollution was
organized by District Legal Services Authority, Faridabad in collaboration
with Govt. Boys Sr. Sec. School, Old Faridabad, Junior Red Cross Society
and National Social Services through a cycle rally on 01.09.2014. The aim of
this campaign was to make public aware about the irreparable loss caused
to our environment by vehicles and to tell general public about health
benefits associated with cycling.
SPECIAL LEGAL LITERACY CAMP/SEMINAR AT ARYA GIRLS COLLEGE,
AMBALA CANTT
On 02.09.2014, a Special Legal Literacy Camp/Seminar was held for
the students of Arya Girls College, Ambala Cantt. The said seminar was
attended by more than 200 Students and faculty/Staff members of the
College. Lectures on Harassment of Working Woman, Women Rights, Free
Legal Services under the Legal Services Authority Act, 1987 and Lok Adalats
were delivered. The students were also motivated to work hard to achieve
success in life.

CENTRAL JAIL, AMBALA
CAMP/SEMINAR
FOR
INMATES
OF
On 03.09.2014, a Special Legal Literacy Camp/Seminar was organized
for the inmates of Central Jail, Ambala. By DLSA, Ambala Lectures on the
concept of Plea-Bargaining, Human Rights and Rights of Prisoners were
given.
SPECIAL LOK ADALAT IN CENTRAL JAIL, AMBALA
On 03.09.2014, Special Lok Adalat was held at Central Jail, Ambala.
It was presided over by Sh. Ravneet Garg, CJM cum Secretray Ambala and
Sh. Ashu K. Jain, Chief Judicial Magistrate, Ambala. In the said Lok Adalat,
58 cases were taken up out of which 2 cases were disposed off and 4
prisoners were released.
CAMP TO SPREAD AWARENESS ABOUT HIV/AIDS
Camp was organized by District Legal Services Authority, Faridabad at
Village Palwali on 03.09.2014 for creating awareness about HIV/AIDs. Camp
was organized in collaboration with B.K Hospital, Faridabad and AIDs
Control Society, Faridabad. In this camp people were advised by doctors to
take preventive methods and protect themselves from this fatal disease,
which is spreading at a very rapid speed due to unawareness. Legal issues
that arise in the context of HIV/AIDS were also discussed. Right to equality
and Right to Privacy were discussed by the Chief Judicial Magistrate cum
Secretary Ms.Jasmine Sharma.
MEDIATION TRAINING PROGRAMME FROM 05 TO 07 SEPTEMBER,
2014 (1ST PHASE) AND 19 TO 21 SEPTEMBER, 2014(2ND PHASE)
Forty hours Mediation Training Programme for the Chief Judicial
Magistrates cum Secretaries District Legal Services Authorities and
Chairmen of Permanent Lok Adalat (Public Utility Services ) of Haryana was
conducted at Chandigarh Judicial Academy in two phases i.e from 5/9/2014
to 7/9/2014 and 19/9/2014 to 21/9/2014. The resource persons were Dr.
Sudhir Kumar Jain, Ms Neena Krishna Bansal and Ms Monika Jalota. The
basic mediation training was also interactive process which introduced the
participants to the concepts and skills relative to the practice of mediation.
Participants participated in extensive role-plays and exercises. On the
concluding day, certificates were given to the participants by the Haryana
State Legal Services Authority.
SPECIAL LEGAL LITERACY CAMP/SEMINAR ON THE OCCASION OF
TEACHER'S DAY
On 05.09.2014, a Special Legal Literacy Camp/Seminar was held for
the students of Government Senior Secondary School, Model Town, Ambala
City by DLSA, Ambala on the occasion of Teacher's Day. About 350 Students
including staff were present in the programme. The students were apprised
about the various fundamental duties given in the Constitution of India.
LEGAL LITERACY CAMP FOR OFFICIALS AT GRASS-ROOT LEVEL BY
DLSA, PANCHKULA
On 6.9.2014, Legal Literacy Camp for Officials at Grass Root Level was
organized by the DLSA, Panchkula. Various schemes and functions of DLSA
were explained to the gathering. Various aspects of law touching upon the
rights of women and victim compensation Scheme, 2013 were also discussed
in the said programme.

On 08.09.2014, a Special Legal Literacy Camp/Seminar was held for
the students of Rajiv Gandhi Government College, Saha, District Ambala.
Lectures on Benefits of Permanent Lok Adalat for Public Utility Services and
Legal Services under Legal Services Authorities Act, 1987 were delivered.
The gathering was also apprised about the functions of Legal Care and
Support Centre, Para Legal Volunteers and Victim Compensation Scheme,
2013. About 350 Students including staff were present in the programme.
SPREADING AWARENESS ABOUT FUNDAMENTAL DUTIES
Discharging the fundamental duties towards their nation by citizens is
of utmost importance for the development of a nation. Under the aegis of the
Haryana State Legal Services Authority, camps are being held across
Haryana to sensitize citizens about the fundamental duties mentioned in
Article 51A of the Constitution of India, and the need to perform diligently
the fundamental duties for the growth and development of our country
SPREADING LEGAL AWARENESS AT THE AGRICULTURE FAIR
Agriculture fair was held on 9.09.2014 & 10.09.2014 at CCS Haryana
Agricultural University, Hisar. In the said fair large number of farmers
gathered. To spread legal literacy, District Legal Services Authority, Hissar
put a stall in the said fair. Various booklets published by the Haryana State
Legal Services Authority were distributed amongst the masses. Panel
advocates also apprised them about the eligibility criteria for legal aid under
the Legal Services Authority Act,1987 read with the Haryana State Legal
Services Authority Rules, 1996.
SEMINAR ON “HUMAN TRAFFICKING CRIMES”
A Seminar was organised by District Legal Services Authority, Jind
on 12.09.2014 on the topic “Human Trafficking Crimes”. The said seminar
was organised at Pioneer School, Sub Division, Safidon, District Jind. The ld.
Chairman, District Legal Services Authority elaborated various aspects of
human trafficking, and emphasized the need to curb this evil.
CHIEF JUDICIAL MAGISTRATES CUM SECRETARIES AND CHAIRMEN
PLA (PUS) ADDRESSED BY HON'BLE EXECUTIVE CHAIRMAN
On 19/9/2014, Hon'ble Mr Justice Satish Kumar Mittal, Judge Punjab
and Haryana cum Executive Chairman Haryana State Legal Services
Authority( HALSA) addressed Chief Judicial Magistrates cum Secretaries
DLSA and Chairmen PLA(PUS) of Haryana at the Chandigarh Judicial
Academy.
Hon'ble Executive Chairman emphasized that visits to
Observation and Shelter Homes and Children Homes must be effective and
meaningful. His Lordship said that feedback should be taken from the
participants at each legal awareness camp. This can be done by feedback
forms if the participants are adequately literate, or by oral recording.
Regarding the cases handled by panel advocates, the Hon'ble Executive
Chairman said that once the case is passed on to the lawyer, there must be
follow-up either with the lawyer or the client. His Lordship also said that
system of tracking case progress must be effective. His Lordship also
emphasized that publicity material should be distributed properly. It must
be sent also to Sub-divisional level also. An effort must also be made to
ensure that it is distributed properly amongst masses. His Lordship also
said that the Chairman PLA (PUS) shall also ensure the effective working of
Permanent Lok Adalat (Public Utility Services).
SENSITIZATION FOR PANEL LAWYERS AND PARA-LEGAL VOLUNTEERS
The District Legal Services Authority, Kurukshetra held sensitization
programme with the Panel Advocates and Para Legal Volunteers on
26.9.2014. They were motivated to work more diligently, and to take the
legal services authority to the next level.
PARTICIPATION IN VOTERS AWARENESS CAMPAIGN
District Legal Services Authority, Rohtak under the guidance of
Learned District & Sessions
Judge-cum-Chairman, DLSA, Rohtak
participated in voter's awareness campaign at Rohtak on 23.09.2014. The
importance of voting was emphasized by Chairman, District Legal Services
Authority, Rohtak. Gathering was motivated to discharge this duty which is
very essential in democracy.
SPECIAL LEGAL LITERACY CAMP ORGANISED ON “IMPORTANCE OF
ALTERNATIVE DISPUTE RESOLUTION MECHANISM”
A Special Legal Literacy Camp on “Importance of Alternative Dispute
Resolution mechanism” was organised at DRDA Hall on 26.09.2014 by DLSA
Jind. New methods of dispute resolution such as ADR which facilities the
parties to deal with the underlying issues in dispute, in more cost effective
manner, was focused upon. The basic purpose of organizing this Seminar
was to spread the message of Alternative Dispute Resolution and to make
the disputants aware of its benefits.
INAUGURATION OF ALTERNATIVE DISPUTE RESOLUTION CENTRES AT
BHIWANI AND JHAJJAR
On 27.9.2014, Alternative Dispute Resolution Centres at Bhiwani and
Jhajjar were inaugurated by Hon'ble Mr. Justice Satish Kumar Mittal. On
the said occasion, Hon'ble Mr. Justice Fatehdeep Singh, Administrative
Judge Jhajjar was also present. The construction of both the centres was
completed within a record time under the monitoring and guidance of
Hon'ble Mr Justice Satish Kumar Mittal, who also heads the Haryana
Subordinate Courts Building and Maintenance Committee. Hon’ble Mr.
Justice Satish Kumar Mittal addressed the gathering consisting of Judicial
Officers, Panel Advocates and Para-Legal Volunteers.
His Lordship
elaborated the concept of “Access to Justice for All”. His Lordship also
emphasized the need to strengthen alternative dispute resolution
mechanism. Justice Fatehdeep Singh also addressed the gathering. His
Lordship also emphasized the need to promote ADR processes.
LEGAL LITERACY SEMINAR
To give impetus to the Legal Literacy Mission going on in schools, a
special Legal Literacy seminars were conducted on 27.9.2014 in Govt. Girls.
Sr. Sec. School, Thanesar and D.N. Girls College Kurukshetra. Dr. Shipra
Gupta, Assistant Professor, Department of Laws, Punjab University,
Chandigarh was the resource person.
LEGAL LITERACY FUNCTION
The dignified persona of Hon'ble Mr. Justice S. K. Mittal was an eye
catcher amongst a huge gathering at a function organized by Urban CoOperative Bank in the beautifully structured Auditorium of Arya College at
Panipat on 28th September, 2014. The hall was met with silence when
Hon'ble Justice started delivering his speech on the need for justice for all.
His lordship emphasized upon the needs of the vulnerable classes which are
generally jeopardized because of the financial constraints and lack of
awareness of their rights. His Lordship strongly condemned the social evils
like female foeticide, atrocities towards the women and Bonded Labour. His
lordship also termed excessive work by the people of labour class as utter
violation of human rights and apprised the people about the goals & the
objectives of Legal Services Authorities.
Other dignitaries present to grace the occasion were Sh. Deepak Gupta
(the then Hon'ble District & Sessions Judge-Cum-Member Secretary); Sh.
Ajit Bala Ji Joshi (Worthy Deputy Commissioner, Panipat); Sh. R.C. Dimri
(Ld. ADJ-1); Sh. R.C. Godara (Chairman of & Permanent Lok Adalat (Public
Utility Services) & Ms. Parminder Kaur (Chief Judicial Magistrate-CumSecretary, DLSA, Panipat).
ACTIVITIES CARRIED OUT BY HARYANA STATE LEGAL SERVICES
AUTHORITY DURING THE PERIOD FROM 1ST JULY TO 30TH
SEPTEMBER, 2014.
(i)
Lok Adalats
During the period from 1st July to 30th September, 2014, District
Legal Services Authorities and Sub-Divisional Legal Services Committees
under the guidance of Haryana State Legal Services Authority organized 174
Lok Adalats/Special Lok Adalats throughout the State wherein 18903 cases
were taken up out of which 6635 cases were disposed of by amicable
settlement between the parties and an amount of 2,25,52,750/- was
awarded as compensation to the claimants in 123 MACT cases.
(ii)
Rural/Mobile Lok Adalats
During the period from 1st July to 30th September, 2014, District
Legal Services Authorities and Sub-Divisional Legal Services Committees
under the guidance of Haryana State Legal Services Authority organized 102
Rural/Mobile Lok Adalats at village level for providing justice to the common
man at his door step. In these Rural/Mobile Lok Adalats 5225 cases
pending in the courts as well as at pre-litigative stage of the concerned
village and adjoining villages were taken up, out of which 3427 cases were
settled.
(iii)
Permanent Lok Adalats pertaining to Public Utility Services
There are twenty-one districts in Haryana.
Haryana
Government vide letter No.20/6/2002-4JJ (i) dated 01.12.2005, letter No.
20/6/2002-4JJ(I) dated 30.7.2009 and letter No. 20/6/2002-4JJ(I) dated
30.7.2009 granted administrative sanction for the establishment of
Permanent Lok Adalats pertaining to Public Utility Services at eleven district
headquarters. The Chairmen, PLA (PUS) have been asked to hold camp
Courts in their neighboring district. In all at present the PLA(PUS) are
working in all the 21 districts of Haryana.
During the period from 1st July to 30th September, 2014, these
Permanent Lok Adalats, Public Utility Services settled 3608 cases out of
40,110 cases taken up therein.
(iv)
Daily Lok Adalat
To make the Lok Adalat a permanent and continuous process, this
Authority requested all the District & Sessions Judges-cum-Chairmen,
District Legal Services Authorities of Haryana to hold daily Lok Adalats.
They were further requested that every court in these Session
Divisions should convert into a Daily Lok Adalat from 2:00 p.m. to 2:30 p.m.,
extendable to 3:00 p.m. depending upon quantum of work [4:00 p.m. to 4:30
p.m. extendable upto 5:00 p.m. from March, 2012 onwards].
During the period from 1st July to 30th September, 2014, District
Legal Services Authorities and Sub-Divisional Legal Services Committees
under the guidance of Haryana State Legal Services Authority organized
15942 Daily Lok Adalats throughout the State wherein 55481 cases were
taken up out of which 35127 cases were disposed of by amicable settlement
between the parties and an amount of 2,91,32,251/- was awarded as
compensation to the claimants in 199 MACT cases.
(v)
Mediation
During the period from 1st July to 30th September, 2014, 3048 Cases
were referred by Referral Judges to the Mediators for mediation and
conciliation in the District Mediation and Conciliation Centres in the State of
Haryana, out of which 1403 cases were settled by the Mediators.
(vi)
Legal Literacy/Legal Awareness Camps/Seminars
During the period from 1st July to 30th September, 2014, 2504 Legal
Literacy/Legal Awareness Camps were organized by various District Legal
Services Authorities/Sub-Divisional Legal Services Committees in the State
of Haryana with the help of Advocates, retired judicial/executive officers,
social workers, law teachers and law students as resource persons and
8,16,155 persons were benefited by these Legal Literacy/Legal Awareness
Camps.
(vii)
Free Legal Aid
During the period from 1st July to 30th September, 2014, 2780
persons were provided with free legal services at Sub-Division level by SubDivisional Legal Services Committees, District Legal Services Authorities,
Haryana State Legal Services Authority and High Court Legal Services
Committee.
