Job Description
Chief Marshal
(Salary Range: $36,000 to $40,800/annually plus benefits)
The Chief Marshal shall be in direct command of the Marshal's Office. He/she shall assign all
members of the office to their respective posts, shifts, details and duties. He/she shall make rules
and regulations affecting his/her office in conformity with all Colorado Statutes and Town of
Hugo ordinances and resolutions that concern the operation of the office and conduct of all
marshal's office employees. He/she shall be responsible for the efficiency, discipline and good
conduct of the office and for the care and custody of all property used by the office. The Chief
Marshal reports directly to the Board of Trustees.
ESSENTIAL DUTIES AND FUNCTIONS:
1. Plans, directs, manages and evaluates the law enforcement functions within the Town.
2. Makes all assignments of personnel in the Marshal's Office and conducts staff
inspections to ensure compliance with the rules, regulations, policies and procedures of the
office.
3. Controls and coordinates the activities of the office in protecting lives and property in
the community.
4. Reviews and analyzes criminal statistical data and develops effective measurers to
ensure effectiveness and efficiency within the office and completed the Uniform Crime Reports
as required.
5. Interviews and selects applicants for employment in the office.
6. Receives, processes and resolves grievances, personnel problems and operational
concerns from all employees of the office, subject to the Town's Personnel Policy.
7. Meets with the Board of Trustees on a regular basis to address issues regarding the
office.
8. Coordinates preparation of the annual office budget in concert with the Town Budget
Officer.
9. Monitors annual budget during fiscal year to ensure compliance with Town auditing
procedures and to ensure compliance with budgetary constraints.
10. Participates in crime prevention and public education programs and develops and
implements programs designated to enhance law enforcement/community relations.
11. Communicates with and approves the release of specific information to the news
media.
12. Possesses a thorough knowledge of departmental rules and regulations and of
applicable federal, state and local ordinances.
13. Has ability to establish and maintain effective working relationships with other Town
officials and employees, county, state and federal authorities, civic leaders and the public.

SUPERVISORY RESPONSIBILITIES
The Chief Marshal directly supervises all employees of the Marshal's Office. He/she carries out
these supervisory responsibilities in accordance with the office's policies and applicable rules.
These responsibilities include, but are not limited to: interviewing, hiring, and training
employees; planning, assigning and directing work; appraising performance; rewarding and
disciplining employees; and addressing complaints and resolving problems. Additionally, the
Chief Marshal performs all regular full-time patrol officer duties as necessary to include:
investigates crimes against persons and property; interviews, books and processes prisoners and
suspects and escorts them to jailor court; and testifies in court cases. He/she enforces traffic
laws, provides traffic control, investigates traffic accidents and issues citations and responds to
calls for service.
EDUCATION AND/OR EXPERIENCE
The Chief Marshal must possess a high school diploma or general education degree (GED) with
a minimum of three years of law enforcement experience. He/she must have demonstrable
experience in law enforcement administration or the educational equivalent thereof.
OTHER SKILLS AND ABILITIES
1. Reading skills that facilitate the ability to read analyze and interpret technical journals,
financial reports and legal documents.
2. Writing ability that facilitates the writing of detailed reports, applications and manuals.
3. Speaking skills that facilitate the ability to make effective and/or persuasive
presentations on controversial or complex topics to the public, in court and to the Board of
Trustees.
4. Ability to apply mathematical concepts to practical solutions.
5. Basic typing and computer skills.
6. Ability to feel and reach with hands; to stand, walk, climb, balance, stoop, kneel,
crouch and crawl; to hear and talk; to have close vision, distance vision, color vision, peripheral
vision, depth perception and the ability to adjust focus.
7. Must occasionally lift and/or move more than 100 pounds.
CERTIFICATES, LICENSES, OTHER QUALIFICATIONS
1. Valid Colorado Driver's License.
2. Colorado Peace Officer Certification.
3. Quarterly firearms qualification.
4. Resident of the Town of Hugo upon appointment.
