CALL TO ORDER
Commissioner Sklar called the Rent Control Board meeting to order at 7:02 p.m.

APPROVAL OF THE MINUTES: June 7, 2007.
Commissioner Kennedy, seconded by Commissioner Sklar, moved to adopt the
minutes of June 7, 2007. The motion unanimously passed in a roll call vote.

JURISDITIONAL ITEMS
B. Exemptions – Owner Occupancy
1) 1536: 3202, 3208 & 3214 Pennsylvania Ave., Applicants – Gerraty/Glassberg
2) 1537: 1935 1523 15th St., Applicant – Harlow
Applicants request an exemption of a three-unit or less property based upon
owner-occupancy pursuant to section 1801(c)(4) of the Rent Control Law.
Recommendations: Grant
Commissioner Koury, seconded by Commissioner Korade-Wilson, moved to
grant owner-occupied exemption on cases 1536 and 1537 listed above pursuant to
section 1801(c)(4) of the Rent Control Law. The motion unanimously passed in a
roll call vote

CONSENT CALENDAR
A. Appeal
1) E-1517: 1440 Franklin St., Applicant – J. Ghassemi
Hearing officer recommends that the Board deny exemption for owner-occupancy,
three or fewer units.
Staff Attorney, Amy Regalado, presented a summary of the staff report. Kevin
Kozal, owner representative; Jason Ghassemi, owner; and Kevin Gray addressed
the Board.
Following a lengthy discussion, Commissioner Sklar, seconded by
Commissioner Koury, moved to adopt staff recommendation and deny the
exemption application and adopt the recommended findings of fact and
conclusions of law set forth in the recommended decision and supplemental
findings of fact. The motion unanimously passed in a roll call vote.
B. Findings of Facts
1) E-1512: 842 – 844 Pacific St., Applicant - Vertz
Commissioner Sklar, seconded by Commissioner Koury, moved to adopt the
proposed revised findings of fact and conclusions of law on the case E-1512 listed
above. The motion passed in a 4-0-1 roll call vote. Commissioner Kennedy
abstained.
