Resolution
WHEREAS, The prestige of the Technical Surveillance Counter Measures (TSCM) and Technical Security industries depends on
the observance of high standards of ethics by its practitioners, and
WHEREAS, The failure of one practitioner to observe high ethical standards reflects on the other practitioners in the industry,
IT IS RESOLVED that all members of ERII will abide by the following code of conduct and ethics.
I, as a member of ERII, in recognition of the need to develop and maintain high standards of ethics, under God, and competence in
the practice of our profession do, as a condition of membership, hereby agree:
1. To hold myself to the highest standards of ethical behavior in my person and professional practice;
2. To accept responsibility for my decisions that effects a client's security against espionage attacks and penetrations;
3. To avoid real or perceived conflicts of interest whenever possible and to disclose them to affected parties when they do exist;
4. To be honest in representing myself regarding the extent of my expertise and capability and that of my company;
5. To be honest and realistic in stating claims or estimates based on available data;
6. To reject bribery in all its forms;
7. To improve my understanding of counterespionage methods, their appropriate application, and their potential consequences
while making every possible effort to not instruct or otherwise aid others in espionage methods;
8. To maintain and improve our technical competence as a group and to undertake technological tasks for others only if qualified
by training or experience, or after full disclosure of pertinent limitations;
9. To seek, accept, and offer honest criticism of professional C/E work, to acknowledge and correct errors, and to credit properly
the contributions of others;
10. To treat fairly, all persons regardless of such factors as race, religion, gender, disability, age or national origin;
11. To avoid injuring others, their property, reputation, or employment by false, malicious, or otherwise defamatory action;
12. To assist colleagues and co-workers in their professional development and to support them in following this code of ethics;
13. To understand, and to act in conformity with, the letter and spirit of all applicable local, state and federal laws when performing
my duties;
14. To view and handle as absolutely confidential all information concerning the affairs of my clients;
15. That my membership in ERII will be forfeited upon conviction of and crime, felony or misdemeanor involving moral turpitude.

Membership Application and Description
Membership Categories and Qualifications (subject to review and acceptance)
ERII Membership is restricted to the following categories of individuals:
· TSCM Specialists
· Active & Retired Counterespionage / Counterintelligence Practitioners
· Non-practitioners with an interest in TSCM as either a service vendor or consumer may apply for Associate Membership.
Full ERII Member Qualifications. Fee: $150.00 annually
· Active TSCM Specialists having a minimum of three years current experience providing TSCM services. Additionally, new
member candidates must provide proof of TSCM schools attended, relevant certifications and dates of completion for
consideration. Two business references also required.
All new candidates must be recommended for membership by an ERII member in good standing.
· ALL existing ERI members as of 09-30-2011 are automatically grandfathered and eligible for full ERII membership.
However, only active grandfathered ERI Members meeting the above TSCM criteria will be eligible to be listed as a “ERII
Verified TSCM Service Provider”.
Benefits of Full ERII Membership:
· Eligible to attend annual ERII conference
· Eligible to participate in ERII training seminars
· Access to the new ERII web site “Members Only Portal”
· Eligible to be listed as a “verified” TSCM service provider on the new ERII web site (in development).
Active Government, Military or Law Enforcement members who wish to remain anonymous will be accommodated.
· Use of the ERII “Verified TSCM Service Provider” badge for their business web site which links back to ERII web site
· Full ERII Membership certificate suitable for framing and membership card
· Opportunity to submit TSCM subject matter articles for posting on ERII web site. Posts must be related to educating
potential customers and/or industry on TSCM threats or current issues. All posts must be approved by ERII prior to posting.
Associate ERII Member Qualifications. Fee: $ 100.00 Annually
· Non-practitioners with an interest in TSCM as either a service vendor or consumer. Also newcomers with an interest in
Counterintelligence and Counterespionage activities.
A Full ERII member in good standing must recommend all new associate candidates for membership.

· Eligible to attend annual ERII conference
· Eligible to participate in ERII training seminars
· Access to the new ERII web site “Associates Portal”
· Associate Membership certificate suitable for framing
