Affairs, Food & Public Distribution, Govt. Of India.
In consonance with the true spirit as envisaged and enacted in the "The Right to Information Act-2005"
National Test House- a premier scientific institution- under direct administrative control of Dept. of
Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, Govt. Of India, solemnly affirms
the relevant information as stipulated in the said act under chapter II clause 4(b) ( from serial nos. (i) to
(xvii) ) published in the Gazette of India (Extraordinary) Part II, Sec. I no. 25 dated June 21, 2005. The
information furnished as below serial wise is offered to all citizens of India about the dedicated service being
rendered by this institution for the people of India for over nine decades.
i) The particular of the organisation, function, and duties.
A glimpse of the organisaton:
National Test House ( formerly Govt. Test House ) was established way
back in the year 1912 within the railway precincts of Alipore, Calcutta (now Kolkata) on a modest scale
under Railway Board. Initially, the services of National Test House were exclusively utilized by the Indian
Railway for testing and quality evaluation of stores meant for running railway network. As soon as the
immense potential of National Test House in the field of testing and quality assurance of engineering stores
was being explored, it was inducted in the Indian Stores Department for testing and quality assurance of
material stores supposed to be used by various Govt. Departments. Gradually to meet the increasing
demand from the general people, the door of National Test House has been thrown open to all category
irrespective of Govt. Department, Private enterprises, law enforcing agencies, various court of laws and
individuals. During the post-independent period and in the wake of massive industrialization in the country,
the functions and activities of National Test House have increased manifold. Recognising its immense
potential in the field of testing, quality evaluation and calibration of material science, Govt. of India has
enlisted National Test House in the exclusive category of major scientific institutions of the country in the
year 1984. To cope up with the crying need of testing, evaluation of various engineering products and
calibration of equipment as well, National Test House has started spreading its wings across the country and
at present it is catering to the need for the country through the following branches under the direct
supervision of the office of the Director General situated at Salt Lake, Kolkata
(1) National Test House(ER), Kolkata presently functioning from two complexes situated at Alipore, Kolkata
and other from its newly built complex situated at Salt Lake, Kolkata along with the office of the Director
General.
(2) National Test House(WR), Mumbai was established in the year 1964 in a rented accommodation at Siwri,
Central Bombay and subsequently shifted to its own building at Andheri(E), North-West Mumbai within the
territory of Marol Industrial Complex of MIDC. Since then, it is discharging its functions from its own
building at Andheri (E), Mumbai.
(3) National Test House(SR), Chennai was established in the year 1975 and prsently functioning from its
own building situated at Tharamani, Chennai near Guindy.
(4) National Test House(NR), Ghaziabad was established in the year 1977, presently discharging its
activities from its own building situated at Kamla Nehru Nagar, Ghaziabad.
(5) To assist the blooming industries come up in and around north-west zone of the country, National Test
House(NWR), Jaipur was established in the year 1994 and presently functioning from its own newly built
complex in the VKIA situated at Jaipur.
(6) There is a persistent endeavour to promote industrialization in the north-east provinces of the country.
In accordance with the policy of Govt. of India and to prop up the desired support required for proliferation
of industries in that region, National Test House(NER), Guwahati was established in the year 1996 at
Kalapahar, Guwahati and since then efficiently discharging its functions in the field of testing and evaluation
of material stores.

Functions and duties : The prime function of National Test House veers round the testing, evaluation,
quality assurance of all sorts of material stores of all engineering products (except drugs, arms and
ammunition) received from assorted customers comprising Govt. Departments (viz. Railways, CPWD,
Director of Quality Assurance under DGS&D, Power, Ground Water, Pollution etc.), Govt. Undertakings like
SAIL, State Bank of India, Engineers India Ltd., Coal India etc., private industrial houses of repute like
Larsen & Toubro, ITC, Asian Paints etc., medium and small scale manufacturers and private individuals as
well from the country itself and also from the neighbouring SAARC countries particularly from Bangladesh,
Nepal and Bhutan. The exporters from this country utilize the consummate services of National Test House
for the quality assurance of their products due to be exported. Similarly, importers also seek the evaluation
services of National Test House for assessing the quality of their products imported from different countries.
Therefore, the functions of National Test House being under Department of Consumer Affairs can be
epitomized so as to protect consumer interest as a whole in the field of testing and evaluation of material
stores.
Apart from this, in the wake of globalisation the demand for calibration
of equipment used for
manufacturing, commercial using, testing and quality assurance has been increased by manifold. To meet
the increasing demand for calibration of equipment, National Test House has also been discharging its
duties in the field of calibration and measurement technology for both Mechanical and Electrical Discipline.
The functions, duties and facilities available for testing, quality evaluation and calibration of National Test
House with six regional branches are available in the 'Technical Manual' incorporated in this web site. All the
laboratories viz. Chemical, Mechanical, Electrical, Non-Destructive Testing, Civil and Rubber-Plastic-Textile
of NTH(WR), Mumbai and NTH(SR), Chennai have already been accredited by NABL( National Accreditation
Board for Testing and Calibration Laboratories ) for the testing zone, Mechanical Calibration Laboratory of
NTH(ER), Salt Lake has similarly been accredited in the field of calibration area. In all the remaining
laboratories situated in the other regions, the process of acquiring accreditation is almost on the verge of
completion for both testing and calibration area.
In addition to the functions discharged by National Test House as above, it also takes a critical role in
disposing of sensitive and confidential samples received from law enforcing agencies, viz. CBI, Vigilance
department of both Central and State Governments, Govt. Undertakings, Police, Customs and Excise for
testing and quality evaluation of disputed and counterfeit samples. In this matter various courts of law
around the country unequivocally accepts the test certificates issued by National Test House and draws the
final conclusion. A separate section earmarked as Confidential Section deals with such samples.
ii)The powers and duties of its officers and employees:
The organizational structure of National Test House, viz. Office of the Director General and other six
regional branches are depicted in the Annexures A.1 to A.8:
Powers and duties of the Director General: Director General is the Chief Executive of N.T.H. He
performs various functions in his roles as the Administrative as well as Technical Head of the Organization.
These are briefly enumerated below:Policy/Technical Matters
To
formulate model of growth strategy of NTH in tandem with technological advancements, under the
guidance, supervision and assistance of Executive Committee and T.A.C.
To evolve and execute, with the operation of the Heads of regional laboratories, long term and short term
action plan for the Organization in line with the directions and guidelines provided by the said Committee.
To
coordinate, supervise and effectively monitor the performance of tasks assigned to each of the
regional laboratories and their Heads. To review the ongoing R&D programmes of NTH and finalize
proposals for upgradation/innovations, updating in the testing technology.
To
provide feed back to the Department of Consumer Affairs on achievement of targets/objectives set
down for NTH in the Annual Action Plan of the Organization.

To apprise the Executive Committee of the NTH on the overall performance of the Organization vis-à-vis
financial and physical targets and to bring up future growth plans of the organizations before the Committee
to seek its directions and guidelines.
To draw up a plan for Human Resources Development in the organization in the context of future growth
strategy of the organization and the requisite training needs of the scientists in the perceived area of
growth.
To offer its consultancy services in the field of testing technology.
To exercise budgetary control.
To coordinate with the heads of other scientific organizations engaged in the field of testing so as to keep
the NTH abreast with the latest developments and also to avoid duplication of testing infrastructure.
(1) HEAD OF DEPARTMENT
DG discharges the responsibilities/duties of the Head of the Department, and exercises the authority
conferred on the Head of the Department under the Fundamental Rules, General Financial Rules, Delegation
of Financial Power Rules, Conduct Rules, CCS(CCA) Rules, etc.
(2) APPOINTING AUTHORITY
DG functions as Appointing Authority for Group B Officers/Scientists in the NTH (for example positions like
Scientific Officers (SO), Scientific Assistants (SA), Assistant Director (AD)(Administration)(Gr.II).
(2) DISCIPLINARY AUTHORITY
DG functions as the disciplinary authority for the post of S.O./S.A./AD (Gr.II) and Accounts Officer (except
in respect of officers borrowed on deputation from other organizations/services) as per the provision of the
CCS(CCA) Rules, 1965 (Rule 12 read with Schedule appended to Rules and other relevant instructions).
DIRECTOR / SCIENTIST-IN-CHARGES OF NTH REGIONAL OFFICES
Duties:
The Director/Scientist-In-Charge is responsible for the overall management of the laboratory including
administration, coordination amongst laboratories, vigilance etc. He is responsible for review and control of
vigilance cases, refusal of samples, to attend to public grievances and to exercise vigilance on the samples
received for testing. He assists the Director General in the preparation of the Annual Plan Document, Project
Documents, Training Programme and any other work assigned to him.
Power:
Appointing/Disciplinary Authority
Directors/Scientist-In-Charges act as the appointing and disciplinary authority in their capacity as Head of
Office as formally declared under Delegation of Financial Power Rules in respect of Group C and D
employees whose cadres are borne exclusively on the establishment of the laboratory concerned.
Directors/Scientist-In-Charges also exercise the power of disciplinary authority in relation to the
employees for whom they are the appointing authority in terms of Rule 12 of CCS(CCA) Rules, 1965.
Financial Functions
Directors/Scientist-In-Charges also exercise the authority and functions of Head of Office in terms of the
provisions of General Financial Rules, Delegation of Financial Powers Rules and other Financial Rules and
instructions of Ministry of Finance.

'Technical Manual' as a whole pertaining to NTH and 'Quality Manual' prepared by respective regions
furnished in the NTH website http://nth.gov.in
To assist the scientists in their day to day work, there are Group 'C' & Group 'D' technical personnel working
in National Test House in different category of posts with specific job requirements. These all Group 'C' &
Group 'D' personnel are accountable to the laboratory in-charge of the respective laboratories.
The Establishment, Administration and Accounts Department of NTH and its regions are being supervised by

pool
of
ministerial
personnel.
The
Assistant
Director(Administration) in turn reports all the matters to the Directors/Scientist In-Charges.
iii)The procedure followed in the decision making process, including channels of supervision and
accountability.
Regarding non-technical matters, National Test House, being an office of Govt. of India follows strictly the
C.C.S. and related rules and amendments thereof from time to time as framed by D.O.P&T, Govt. of India
and administrative instructions forwarded by the controlling Department of Consumer Affairs, Govt. of
India. In this matter, the respective powers have been delegated to DG and Directors/Scientist-In-Charges
for adhering to the framed rules. Accountability as such have been vested upon the Director General, the
Directors/Scientist-In-Charges,
and
subsequently
to
Dy.
Director(Administration),
Assistant
Directors(Administration), Accounts Officers, Purchase Officer and the other supervisory staff depending
upon the powers vested upon them.
In connection with the technical matters, the details of procedures adopted by NTH and accountability have
been delineated in the "Technical Manual" of NTH available in the NTH website http://nth.gov.in

Test House while discharging its duties abide by all the norms incorporated in the "Technical

The rules, regulations, instructions, manuals and records, held by it or under its control or used by
its employees for discharging its functions :
As mentioned earlier NTH is guided by the C.C.S. rules, G.F.R. and purchase rules in vogue framed by
D.O.P.&T, Govt. of India, and Ministry of Finance, Govt. of India. However, there are three manuals held by
National test House for discharging its administration and technical function. The three manuals are
Administrative Manual comprises the recruitment rules of different categories of officers and employees,
administrative instructions received from administrative ministry from time to time and other relevant
information. As this particular manual does not serve the public interest, hence as per provision 8(j) of the
Right to Information Act need not require displaying in the web site. However, the other two manuals
namely "Technical Manual" and "Quality Manual" which reveals the discharging of technical functions, the
interaction with public and other technical detail related to the functioning of NTH have been incorporated in
the website http://nth.gov.in
A statement of categories of documents that are held by it or under its control :
Apart from the above manuals as described above the only document which is held by NTH and not listed in
the web site is the "Test and Calibration Fee Schedule" of NTH. This document is held because as per the
existing provision customer has to purchase the fee schedule of NTH after paying a specific fees, if he
desires the fee schedule of NTH as a whole. However, the fees of particular sample for testing/calibration is
provided at free of cost to all those customers intending to get their samples tested/calibrated through NTH.
(vii)
The particulars of any arrangement that exists for consultation with, or representation by the
members of the public in relation to the formulation of its policy or implementation thereof :
To apprise the public in general through appropriate representation, the policy, functions of National Test
House have already been launched in the form of "Citizen Charter" of National Test House. The detail of
Citizens' Charter of NTH is also displayed in the website meant for NTH.
(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons
constituted as its part or for the purpose of its advice, and as to whether meetings of those boards,

councils, committees and other bodies are open to the public, or the minutes of such meeting are
accessible for public :
Two high power Committee have been constituted by the Department of Consumer Affairs through two
separate orders for policy making, scientific and technological growth, exploring of new avenues to generate
additional business related to NTH.

FUNCTION:
i) An Executive Committee functions under the Chairmanship of Secretary (Department of Consumer
Affairs) to take decisions on administrative and financial matters. The Committee has the powers to take
decisions on NTH proposals in respect of which the Department of Consumer Affairs is competent. The
decisions taken by the Committee on such proposals are implemented straight-away without further
examination.
Where,
however,
the
proposals
require
consultations/
approval
of
other
Ministries/Departments, the decisions of the Executive Committee are taken up with the concerned
Ministry/Department and processed further on the basis of approval or otherwise by those
Ministries/Departments.

Functions of Technical Advisory Council (TAC):
The TAC offers advice and guidance on all policy matters that may enable NTH to play its role effectively as
provided in its charter of duties, particularly in the following areas :-
(a) Modifications/deletions of present areas of work and addition of new
areas/activities.
(b) Procurement of equipment including specialised equipment and other inputs.
(c) All such decisions that may ensure better functioning of NTH.
(d) Evaluation of ongoing/proposed research programmes in NTH.
(e) Checking of availability of proper linkages with reference to existing trends,
staff
provision, actual need vis-à-vis growth and income potential of NTH.
(f) Review of technical activities of all the Regional laboratories of NTH.
(g) Recommendation of future planning of NTH including additional facilities.
(h) Collaboration/co-ordination with other technical institutions and laboratories
for
suggesting short-term/ long term measures for development of NTH.
The meetings of aforesaid Committees held once in a year and are not accessible to general public. The
minutes of meetings are purely internal affairs of NTH in nature and are not being publicly published or
distributed to general public because there are no elements serving public interest in these minutes.
ix) A directory of its officers and employees:
x) The monthly remuneration received by each of its officers and employees, including the
system of compensation as provided in its regulations:
The information in respect of clauses (ix) and (x) is available in the web site of National Test House.
xi) The budget allocated to each of its agency, indicating the particulars of all plans, proposed
expenditures and reports on disbursements made:
The information is available in the web site under the heading "Statement showing budget allotment for the
year 2005-2006 amongst the units of NTH, Kolkata, Mumbai, Chennai, Ghaziabad, Jaipur and Guwahati."
xiii) Particulars of recipients of concessions, permits or authorization granted by it :
To encourage the growth, stability and quality awareness in the Small Scale Industries Sector, National Test
House offers 15% discount on test/calibration fees to the Small Scale Industries subjected to the
submission of valid document. In addition there is a stipulated scheme exists in National Test House
wherein it has been prescribed that a customer may get 10% discount on test/calibration fees if the normal
test/calibration fees of the samples provided by the customer at a time exceeds Rs.1 lakh. The Director can
increase the discount amount up to 15% to his discretion if the worth of sample fees exceeds well above
Rs.1 lakh.
xiv) Particulars of facilities available to citizens for obtaining information, including the working
hours of Library or Reading Room if maintained for public use :
All the six regional branches of National Test House have opened Information and Facilitation Counter
manned by a senior scientist. All the information related to technical affairs of NTH are being provided to
the customers or general public during the working hours.
The library of NTH is opened during the working hours for exclusive utilization for scientists and other
employees. The interested readers from outside may be allowed subjected to the valid approval from the
Director/Scientist-IN-Charge.
