The Learning Innovation (LI)
Division, HEC has launched the
14th batch of Master Trainers
Faculty Professional
Development Programme
(FPDP). The Programme, which
will continue until November 13,
2010, is being attended by 30
faculty members from 25 public
and HEC funded private sector
universities across Pakistan.
This programme is designed
specifically for freshly inducted
in-service teachers who learn
the principles of learning
techniques through rigorous
training. It aims to enable
University teachers to use
innovative teaching strategies
and communication skills that
blend academic concepts with
workplace applications.
In this regard, 11 exclusive
modules will be covered by
eminent resource persons. Dr.
Syed Mahmood Raza, Adviser
(Quality Assurance and Learning
Innovation) HEC was chief guest
in the opening ceremony held at
HEC Secretariat. Ms. Noor Amna

quality teachers.
Mr. Chohan presented the major
programme and activities of the
Division. Ms. Malik introduced
the participants with the major
aims of the Learning Innovation
Division, which is a hub for
empowering academic and
administrative leaders of the
universities towards sustained
quality education.
To enrich the learning process,
LI Division engages experts of
multi-disciplinary fields as
resource persons, who share
their experiences and
knowledge gathered from latest
academic content and research
on “Teaching as a Profession”,
“ C o m m u n i c a t i o n S k i l l s ”,
“Assessment and Evaluation”
and other modules. This
programme also provides an
excellent networking
opportunity with faculty
members from all over the
country.
Scholar Wins Award at Eurasia Conference
Prof. Dr. Hasan Mahmood Khan,
Director, National Centre of
Excellence (NCE) in Physical
C h e m i s t r y, U n i v e r s i t y o f
Peshawar has been awarded the
Best Oral Presentation Prize and
a shield at the 11th Eurasia
Conference on Chemical
Sciences recently held in Jordon.
Another scientist from HEJ
Institute Karachi was also
awarded a prize on oral
presentation.
Dr. Khan along with Dr. Jan Nisar,
another faculty member of NCE,
presented their research work at
the Conference, which was
attended by senior professors
and scientists of 61 countries
from Europe, Asia and USA
including several nobel prize
winners in Chemistry who also
presented their work.
His research presentation
entitled "Radiation induced
degradation of lindane in water"
was based on the removal of
commonly used pesticide and
persistent organic pollutant
(POPs) lindane (hexachloro
cyclohexane) in water using
advanced oxidation

technologies. This research has
been done as a part of HEC
funded research project. Earlier,
the Centre was placed at the top
position amongst the 24 Centres
in the country by HEC and the
Ministry of Education on
excellent research and academic
performance.

7th SMC Meeting under JNBS
156 More Needs-based
Scholarships Awarded
Dr. Sohail Naqvi, Executive Director, HEC chaired
the meeting. Mr. Akira Gotto, 2nd Secretary,
Japanese High Commission, was the guest of
honour. Representatives of five participating
universities were present whereas 15
universities participated through video
conferencing.
The 7th SMC meeting of the Japanese Needs Based
Merit Scholarship Programme was recently held at HEC
Secretariat, wherein remaining 156 scholarships were
awarded.
These 156 slots have been distributed to the
unprivileged needy scholars of the participating
universities which are offering social and
basic/natural sciences disciplines. Such
universities were divided into three categories.
Category-A includes universities of far-flung
areas, Category-B comprises universities of
comparatively bigger cities while Category-C
consists of universities of main cities. A ratio of
3:2:1 was decided among the categories A, B
and C, respectively.
The scope of the Programme was to award 1500
scholarships to students of 50 participating
institutions/universities in six disciplines. Out of these,
1344 slots have already been awarded.
The award of scholarships is purely on needsbased criteria. The awardees are merit scholars
and belong to low income group lacking finances
to meet the cost of higher education.

The Information Technology Division, HEC organized a
14-day “Huawei NE Series High End Router Training” at
Shenzhen City, China for a team of participants from
HEC’s PERN2 and universities, who cover network
operations and maintenance as well as network
planning and management.
The training was entirely focused to develop
professional skills and to handle high end Huawei
Routers. Training methods included classroom lectures,
multimedia training, computer-based training, hands-

Upon completion of training, the participants
appreciated the Resource Department as well as
the Management Committee for organizing a
successful training. They emphasized that such
interrelated trainings must be continued in order
to polish professional skills and knowledge.

HEC-Financial Aid Development Programme
Workshops on Branding, Product Development and
Project Management

organized a three-day interactive training workshop
on “Communication, Branding and Product
Development” and another two-day workshop on
“Project Management” for student financial aid and
university advancement/development staff, as part
of its ongoing technical assistance to the higher
education sector.

basic concepts and elements of project
management, specifically in the public sector in
order to effectively initiate, plan, control, and report
projects to generate funds for financial aid and

focus of the workshop was to enhance the capacity
of participants to develop projects that establish and
strengthen public private partnerships and
international linkages.
The workshops, held at HEC Secretariat, were
attended by the university advancement and
financial aid staff of Programme's 12 partners,
including HEC and 11 partner universities.
The core objective of the first workshop was to
enable the participants to better understand
communications product design and develop the
right products for marketing the HEC and partner
universities to potential donors, establish public
private partnerships and international linkages. By
the end of the workshop, each partner had built and
p a c k a g e d a c o m m u n i c a t i o n s s t r a t e g y,
implementation plan, awareness of financial aid
programmes to remote and needy areas of Pakistan,
which was specific to their institutions and would
prove constructive in resource mobilization efforts
and timely awareness of scholarships opportunities
to the financial needy students.
“Project Management workshop has given me
conceptual clarity on how a project should be
conceptualized, implemented and monitored. I am
now familiar with not only the techniques of
managing government funded projects but also
have a good grasp of donor funded projects. Case
studies from our own universities have helped me in
understanding the existing gaps in my knowledge
and will enable me in future to develop better
projects and mange them more efficiently. I would
like to thank USAID and HEC-FAD programme for
organizing this training,” commented a participant.
In addition to HEC, 11 universities that participated
included Agricultural University, Peshawar, Institute
of Management Sciences, Peshawar, Quaid-i-Azam
University, Islamabad, Arid Agriculture University,
Rawalpindi, University of Agriculture, Faisalabad,
Lahore University of Management Sciences, Lahore,
Balochistan University of Information Technology,
Engineering and Management Sciences, Quetta,
Sindh Agricultural University, Tandojam, Institute of
Business Administration (IBA), Karachi, Shaheed
Zulfiqar Ali Bhutto Institute of Science and
Technology, Karachi and Sukkur IBA, Sukkur.
“This workshop has made me appreciate and realize
the importance of developing a comprehensive
branding strategy for my university, particularly the
office of student financial aid and university
advancement. After three days of extensive training,
I am taking back with me concrete ideas for specific
products that I will be developing with my team to
promote and market my university. Developing a
marketing tool kit for each individual university
during the workshop was one of the most helpful

Dr. Javaid R. Laghari, Chairperson, Higher Education
Commission (HEC) visited the Asian Institute of
Technology (AIT), Thailand recently, where he had a
broad range of interaction with academics and
officials at the Institute.
wherein Dr. Shamsudin M. Qureshi from Pakistan
was inducted into the AIT inaugural Hall of Fame
2010. Mr. Sohail Mahmood, Pakistan's Ambassador
to Thailand, was also present on the occasion. Dr.
Qureshi is an eminent educationist from Pakistan,
who did his Masters from AIT in 1965 and
subsequently had a distinguished career in public
service in the realms of education, and science and
technology.
In his meeting with Dr. Said Irandoust, President
AIT, Dr. Laghari had a detailed exchange of views on
further strengthening of Pakistan-AIT relationship.
Matters relating to the proposed establishment of an
AIT Centre in Pakistan were also discussed. Dr.
Naveed Anwar, Head of the AIT Pakistan Task Force
and AIT Consulting, was also present during these
discussions.
Dr. Laghari also met the members of the Pakistan
Students Association (PSA) at AIT. He was briefed by
the students on their academic achievements as
well as participation in extra-curricular activities.
The Chairperson appreciated the efforts of the best
performers among the students.
The Chairperson also participated in celebrations of
“AIT Day 2010”, marking the 51st anniversary of the
Institute's establishment. The same day, he also
attended a special ceremony, presided over by Her
Royal Highness Princess Maha Chakri Sirindhorn,

HEC Recognizes R&D Organizations in Social Sciences
HEC has recognized R&D organizations in Social
Sciences as part of its initiatives for promotion of
research and development culture in the country. On
the recommendation of the Committee on
Development of Social Sciences, Arts and
Humanities, HEC invited applications for recognition
from R&D organizations/professional associations
and think tanks engaged in Social Sciences,
Business Education, Arts and Humanities.

Studies and the Centre for Civic Education. After
recognition, these organizations and their
employees are eligible to apply for various HEC

47 HEC Scholars Complete PhD from China
Forty-seven PhD scholars of the Higher Education
Commission have completed their doctoral studies
from leading Chinese universities under HEC's
scheme “PhD Scholarships for Basic Sciences,
China”, which was launched in August 2003. Against
the 50 available scholarships, 48 outstanding
teachers and researchers of public sector
universities belonging to Advanced Basic Sciences

selected in 2004, five in 2005, while eight candidates
were selected in 2006.

Scholarship Council (CSC).
Out of these, 47 scholars have graduated and have
rejoined their parent organizations. Only one
scholar could not complete his PhD because of
medical reasons. These scholars have made
excellent contributions in their respective disciplines
and produced a substantial number of local
publications. They have also published 94 papers in
international journals of repute during their stay in
China. The scheme has achieved its major
objectives, which included providing opportunities

28 HEC Scholars Return to Pakistan after
Completion of MS Engineering in South Korea
A group of 28 HEC scholars have successfully
completed MS Engineering studies in top ranking
universities of South Korea and returned to Pakistan
in August 2010.

engineering disciplines. These engineering
graduates were enrolled in Masters in Engineering
programmes of the top ranking universities of South
Korea, many of which are ranked amongst top 100
universities.
Under the programme entitled “MS Level Training in
Korean Universities/Industries”, 131 scholars have
already returned to Pakistan.
This programme has been especially designed for
engineers, which is aimed at preparing high-tech
work force to be deployed in the industrial sector of
Pakistan. Through this programme, HEC scholars
have also availed the opportunity to work on real life
projects being run by leading Korean Industries like
LG, Samsung, KIA, Daewoo, Hyundai, etc.
Higher Education Commission has initiated the
biggest programme of scholarships in the history of
Pakistan to give a jump start to the development of
human resources for meeting the requirement of
universities, R&D organizations and industry in the
country.
So far 1044 scholars have returned to Pakistan and
are serving various universities/organizations after
completion of MS/M Phil (184), PhD (500) and Postdoctoral (360) studies. There is still a huge demand
of highly trained manpower due to rapid expansion
of higher education sector of the country. Under the
abovementioned programme, a total of 200 HEC

Qualified Faculty Essential to Improve Working
of Pakistan Study Centres: Dr. Naqvi
“The performance of Pakistan
Study Centres (PSC) can never
improve without induction of
highly-qualified faculty. The
Centres are not taking full
advantage of different schemes
of HEC for research and
development activities.”
This was stated by Dr. Sohail
Naqvi, Executive Director,
Higher Education Commission
while talking to the Directors of
Pakistan Study Centres (PSCs) in
a meeting recently held at HEC
Secretariat.
The meeting, held to evaluate
the performance of Centres as
well as discuss their future
course of action, was also
attended by Dr. Mujahid Kamran,
Vice Chancellor, University of the
Punjab and Dr. Azmat Hayat
Khan, Vice Chancellor, University
of Peshawar and was joined by
Dr. Pirzada Qasim Raza Siddiqui,

study of languages, literature,
social structure, attitudes and
motivation of the people of
various regions of the country.
Their aim was to promote
teaching cooperation in interdisciplinary relationship with
other teaching and research
establishments.
“It must be clear that unless you
hire qualified PhD faculty, no
research and development
activity is going to succeed. The
whole system of higher
education revolves around
faculty,” said Dr. Naqvi.
While stressing the significance
of these Centres, Dr. Naqvi
urged the Directors to move
forward in collaboration with
each other. He appreciated Dr.
Mujahid Kamran for offering a
platform to the Directors of PSCs
for discussion and devising a
joint strategy to enhance the
standard of these Centres.
He dispelled the impression that
HEC has stopped financial
support for research grants,
travel grants, organization of
conferences, strengthening
libraries and short term faculty
support, etc. Even some of the
Centres received substantial
amounts but that was not
utilized, so all of you need to be
proactive,” he said.

Regarding the issue of quality
intake at post graduate level, Dr.
Naqvi said that enrolment versus
quality problem could be easily
solved if students are admitted
at undergraduate level and
groomed for higher studies at
these Centres.
The Executive Director said that
different Centres should also
collaborate for bringing out
research journals. “It is not
necessary that each Centre has
its own journal.” He also urged
the participants to utilize the
video-conferencing facility as a
tool for temporary support.

Workshop on ELTR
Research Techniques Launches
in Social Sciences Indigenous
Fellowships
under Phase-II
The English Language Teaching Reform
(ELTR), under its Phase-II, has launched
Long-Term Indigenous Fellowships
Programme in four universities for the
faculty of public sector colleges/
universities.
A three-day workshop on Effective Research Techniques in
Social Sciences was recently held at HEC Regional Centre,
Karachi. Thirty faculty members representing different
universities/institutions of Sindh attended the workshop.
The workshop was inaugurated by Dr. Ishrat Hussain,
Director, Institute of Business Administration (IBA), Karachi.
He said that research in the area of Social Sciences was
previously neglected. He highlighted the need for research in
Social Sciences, and how it creates impact on the socioeconomic development of the country.
On the first day, Dr. Syed Jaffar Ahmed, Department of
Pakistan Studies, University of Karachi discussed in detail the
Proforma developed by HEC for research grant in Social
Science.
On the second day, Dr. Fatah Muhammad Burfat, Department
of Sociology, University of Karachi highlighted the research
methodologies and its impact on country's development.
On third day, Dr. Moonis Ahmar, Department of International
Relations, University of Karachi shared his experience related
to effective research techniques and discussed its
importance.
Dr. Nasiruddin Khan, Pro-Vice Chancellor, University of Karachi
was chief guest in the concluding ceremony. He appreciated
HEC Regional Centre for conducting the workshop on a very
important topic.
Mr. Fida Hussian, Regional Director, HEC explained the
objectives of the workshop and gave details of certain
initiatives of the Higher Education Commission in the area of
research and development.

This is the only project of HEC through
which the college sector has also
benefitted through its faculty
development programme. So far, 125
faculty members of public sector colleges
and universities have benefitted from such
long-term fellowships under ELTR (PhaseI). The Project will award 150 long-term
fellowships under Phase-II.
The fellowships are being offered in MPhil
(TESL) at Beaconhouse National
University, Lahore, MA (ELT and
Linguistics) at University of the Punjab,
Lahore, Advance Diploma (TEFL) at
Forman Christian College University,
Lahore and ADP (TEFL) at Aga Khan
University, Karachi.
Almost 60 fellowships have been awarded
to the universities for 2010-11. The
candidates from Khyber Pakhtunkhwa and
Balochistan have been allocated special
seats at University of the Punjab, because
no university from these provinces
submitted a proposal for long-term
fellowships.
Those fulltime/permanent faculty
members of public sector colleges and
universities are eligible, who are teaching
English at graduate and post graduate
level, are under 50 years of age, and have
a minimum of 16-year education, besides
at least one year experience of teaching
English as a subject.

NSPP to Award Degree in Public
Sector Service Management
The Higher Education Commission has allowed the
National School of Public Policy (NSPP) to award Master's
degree in Public Sector Service Management. This was
decided at a meeting held at HEC Secretariat, attended by
officials from HEC and NSPP.
The meeting also agreed that curricula for different
programmes developed by NSPP will be subsequently
placed before the National Curriculum Revision Committee
which shall comprise representatives of universities as well
as the NSPP.
The curriculum for Masters in Public Sector (Services)
Management to be offered at the NSPP through Pakistan
Administrative Staff College, a constituent unit of NSPP,
has been developed as a result of extensive discussions
with Harvard Business School, Kennedy School of
Governance in USA, London School of Economics, National
Institute of Governance UK as well as Civilian Training
Institutions in Malaysia and is based on HEC's curriculum
for Masters in Public Administration.
The decision has come after institutional accreditation of
NSPP which will follow programme accreditation for
various degree programmes and various specializations to
be offered by NSPP.
The meeting was presided over by Dr. Altaf Ali G. Shaikh,
Member (Academics) HEC and was attended by Dr. Syed
Mahmood Raza, Adviser (Quality Assurance) HEC, Mr.
Rahat ul Ain, Dean, National Management College, Mr.
Muhammad Javed Khan, Adviser (Academics) HEC, Dr.
Sikandar Hayat, Dean, National Institute of Public Policy,
Mr. Iftikhar Ahmad, Dean, Executive Development
Institute.
The visiting team also clarified certain aspects of the
structure of the proposed degree programe including
curricula, scheme of studies, weightage as assigned to
various components of the programmes and to the modes
of evaluation and assessment.

ISESCO
Prize
Prof. Dr. Qasim Jan, former Vice Chancellor of
Quaid-i-Azam University, Islamabad and
University of Peshawar received the
prestigious prize of Islamic Scientific and
Cultural Organization (ISESCO) for his
sustained contributions in Mineralogy,
Petrology, Geochemistry, Tectonics and
Seismology of the Northwest Himalaya.
The prize was awarded by Tan Sri Muhyiddin
Yasin, Deputy Prime Minister of Malaysia, at
the inaugural session of the 5th Islamic
Conference of Ministers of Higher Education
and Scientific Research held at Kuala Lampur.
The inaugural session was attended, among
others, by Mr. Abdul Moiz Bokhari, Assistant
Secretary General, Organization of Islamic
Countries (OIC), Mr. Masood Khalid, High
Commissioner of in Malaysia, and Dr. Altaf Ali
G. Shaikh, Member (Academics), Higher
Education Commission of Pakistan.
Dr. Qasim Jan is a renowned geologist and a
reputed academician. He has conducted a
number of collaborative projects with
scientists from USA, UK, other European
Countries, Japan and China.
He has some 245 publications in national and
international journals He obtained his PhD
from the University of London in 1977 and
was awarded DSc (Honorary) degree by
King’s College London in 2009.
Dr. Qasim has undertaken Post-doctoral
research at the universities of Oregon and
Oklahoma (USA), Leicester (UK), and
Dartmouth College, USA. Currently, he is
Secretary General of the Pakistan Academy of
Sciences, and Association of the Academies of
Sciences in Asia.

Preliminary Meeting of NCRC in Home Economics
A preliminary meeting of the
National Curriculum Revision
Committee (NCRC) in Home
Economics was held at HEC
Regional Centre, Lahore from
October 11-13, 2010.
The major objective of the
meeting was to develop draft
c u r r i c u l u m f o r f o u r-y e a r
integrated BS degree
programme in Home Economics,
following semester system of
examination.
Dr. Altaf Ali G. Shaikh, Member
(Academics), HEC briefed the
participants about the
obligations of HEC for review,
revision and development of
curricula. He said that the
Commission is coordinating with
respective universities to change
annual examination to the
semester system.
“HEC is striving hard to enhance
the quality of education in public
sector universities/institutions
by developing curricula and
making it more compatible with
international standards, joboriented and in line with the
needs of the society,” Dr. Shaikh
said.

the equivalence certificate from
IBCC to fulfill eligibility criteria.
Dr. Tahir Ali Shah briefed the
committee members about
standard template for

curriculum development of fouryear BS degree programme. He
informed the committee about
credit hours requirements as
well as foundation, major and
elective subject courses. He said
that the compulsory courses
have already been developed by
the respective NCRCs.
After three-day deliberations,
the Committee drafted the fouryear curriculum with five major
areas of specializations,
including Food and Nutrition,
Textiles and Clothing, Art and
Design, Human Development
and Family Studies, Housing
Home Management and Interior
Design.

Design was split into two groups,

Service Sign MoU

Lahore signed a Memorandum
of Understanding (MoU) with
Punjab Emergency Service
(Rescue 1122) in a special
ceremony. Dr. Khalid Aftab, Vice
Chancellor, GCU Lahore and Dr.
R i z w a n N a s e e r, D i r e c t o r
General, Punjab Emergency
Service (Rescue 1122) signed
the agreement.
Rescue 1122 has engaged the
expertise of GCU clinical
psychologists to work on posttraumatic stress among rescue
workers and to develop modern
psychological test system for
selection of right people in the
life saving emergency services.
The GCU and Rescue 1122 have
also agreed to work for the
development of safer
communities in Pakistan through
research projects and joint
practical initiatives including
conferences, workshops,
awareness and training
programmes and seminars. Both
the parties have also pledged to
share resources, knowledge and
expertise for carrying out the
above mentioned joint projects.
They would also conduct
behaviour studies of
communities to prevent road
traffic accidents and injuries.

He said that nowadays the
Department is working with PAF
on stress management in pilots.
He hoped that the new
psychological test system which

percentage of rescue workers.

GCU said that under the
agreement, Rescue 1122 would
also provide internship and
research opportunities for
students of GCU. She said that
Rescue 1122 accidents, fire
incidents and crime cases data

puts Pakistani
Mathematics
on World Map
The Abdus Salam School of
Mathematics Sciences (ASSMS),
Government College University,
Lahore has put Pakistani
Mathematics on the world map,
as the European Mathematical
Society (EMS) has
acknowledged the School as the
Emerging Regional Centre of
Excellence (ERCE) for its
contributions to research at the
international level.
The recognition implies that
young scholars from the
developing countries will receive
support from the European
Union (EU), UNESCO and other
international organizations to
enrol at ASSMS for advanced
studies in diverse areas of
Mathematical Sciences.
EMS will also arrange for the
School European funding for its
further improvement and
reinforcement. The
Mathematical Society has
expressed its desire to send their
senior mathematicians to the
ASSMS.
The decision to acknowledge
ASSMS as the Emerging
Regional Centre of Excellence
came at a joint meeting of EMS
Committee for Developing
Countries (CDC) and UNESCO in
Budapest recently.
Only three institutions from all
over the World are
acknowledged by EMS as
Emerging Regional Centres of
Excellence. The other two are in
India and Vietnam.

LCWU Holds 8 Convocation
The 8th convocation of the
Lahore College for Women
University (LCWU), Lahore was
recently held wherein 38
students of various disciplines
were decorated with gold
medals and cash award of Rs.
3,000 each. A total of 831
Bachelor and Master degrees
were awarded on the occasion.
Fourteen PhD scholars and 86
MS graduates were also
awarded degree on successful
completion of their studies.
In his convocation address, Mr.
Salman Taseer, Governor Punjab
said that education must be
acknowledged as a basic human
right. He appreciated LCWU for
offering degrees in job-oriented
subjects like Bio-Technology,

LUMS Holds 22nd Convocation
The Lahore University of Management Sciences
(LUMS), which is celebrating 25 years of academic
excellence this year, held its 22nd annual convocation
recently.

An evening earlier, the traditional Graduate Night
Dinner was held where graduates achieving
distinctions in subject areas and those making it to
the coveted Dean's Honour List were awarded
medals and shields.
The LUMS community celebrated the graduation of
626 students and honoured its outstanding students
with awards and medals for excellence in academic
performances.
Sixty-seven graduating students who made it to the
Dean's Honour list and/or received Corporate Gold
Medals were honoured. The first two alumni batches
(MBA 1988, MBA 1989) were also invited to the
Graduate Night Dinner.
On the occasion, the National Management
Foundation, the governing body at LUMS, awarded
gold and silver medals to graduates securing top
positions in various programmes. Dr. Mehmood
Khan, Senior Vice-President and Chief Scientific

HEC Announces Prize of Rs. 100,000
Inam Wins Gold Medal in Commonwealth Games
Muhammad Inam, HEC Wrestler (84 kg) won gold
medal while representing Pakistan in the
Commonwealth Games recently held in India. He is
the first Pakistani to win a gold medal in
Commonwealth Games in 20 years.
Junior Championship and won
gold medal in May 2009, besides
winning bronze medal in National
Senior Wrestling Championship
in March 2010. He is a recipient of
HEC scholarship for sports.
HEC groomed this player who became part of the
national team. Inam, MBA student at University of
the Punjab, participated in both freestyle and GrecoRoman wrestling at the 2010 Commonwealth
Games. He won gold medal in freestyle wrestling
against his Indian opponent, Anuj Kumar.
On his return from India, Inam
was received by Mr. Talat Khurshid, Director General
(Sports) HEC along with Mr. Khaliq Khan, Secretary
General, Pakistan Olympic Association.
Speaking on the occasion, Mr. Khurshid announced a

CM Inaugurates Lahore
Biotechnology Park
in the national economy. He said the Government of
Punjab was well aware of the importance of
Biotechnology and its use in the areas of health,
agriculture, environment, industry, vaccine
production and genetic improvement of livestock for
better production.
Dr. Mukhtar Ahmad, Member (Operations and
Planning) stressed that the Government must
enhance funding for higher education sector, which
was catering to only 0.5 per cent population in the
country at present.
Mr. Shahbaz Sharif, Chief Minister, Punjab has called
for developing knowledge-based economy through
research and developing better technologies. He
was speaking at a National Biotechnology Exhibition
and Seminar 2010 organized by the Institute of
Biochemistry and Biotechnology, University of
Veterinary and Animal Sciences (UVAS), Lahore in
collaboration with HEC. The Chief Minister also
launched the Lahore Biotechnology Park (LBP) on
the occasion.
Dr. Muhammad Nawaz, Vice Chancellor, UVAS said,
“UVAS is playing a pivotal role for development of
research in Veterinary and Animal Sciences. Our
research output of international standard has made
a quantum jump and we have been ranked at
number 12 out of 82 research universities of
Pakistan. We have the expertise to produce all
poultry and animals vaccines and these vaccines are
important for disease prevention and establishing
disease-free zones for export purposes.”

hit in the history of Pakistan and it was high time that
they should be helped to become contributors again

Newcastle Business School is University's centre for
undergraduate and postgraduate business
education. It focuses on student-centered,
research-driven teaching to help students develop
the skills and attributes needed to sustain a
successful career based on life-long learning.
SDSB, the first school established at LUMS in 1986,
offers an intensive full-time MBA programme and a
modular Executive MBA programme. In addition, the
Rausing Executive Development Centre (REDC)
offers short-term programmes for executives.
A Memorandum of Understanding (MoU) was signed
between LUMS and the University of Newcastle,
Australia for research collaboration and student
exchange between the Suleman Dawood School of
Business (SDSB), LUMS and the Faculty of Business
and Law, University of Newcastle.
Meanwhile, Dr. Ch. Abdul Rehman, Rector, Superior
University has been appointed as Honorary Conjoint
Fellow in University of Newcastle's Faculty of
Business and Law for three years. Dr. Abdul Rehman
will be contributing to the Centre for institutional
and organisational studies as well as more generally
to the Faculty's international research strategy and
collaborative partnerships.
The agreement was signed by Dr. Ahmad J. Durrani,

Role and Responsibilities
in Education
Eminent scholar Dr. Rasul Bakhsh Rais termed
the 18th amendment as an expression of
broad-based national consensus. “We should
not be afraid of change instead we need to get
lessons from similar experiences of other
federations regarding distribution of powers
and responsibilities,” he added.
Another noted academician Dr. Jaffer Ahmad
said, “We should trust the abilities of
provinces, whose role in developing their own
curricula would promote cultural diversity and
it would enhance Pakistan's image.”
The Centre for Civic Education Pakistan (CCEP), a
renowned Research and Development Organization, and
Forum of Federations recently organized a roundtable
conference entitled “Federal-Provinces Role and
Responsibilities in Education." Representatives of
education departments from Punjab, Sindh, Khyber
Pakhtunkhwa and Balochistan, vice chancellors of
different universities, officials of Federal Education
Ministry, Higher Education Commission, educationists and
representatives of civil society from across the country
attended the conference.
The participants welcomed the devolution of education
sector to provinces but stressed the need for Federal role
in development of Education Policy and curriculum to
foster national unity. It was emphasized that this
devolution may create short-term difficulties but it would
have far-reaching positive impacts in improving standards.

AAUR Relief Efforts for Flood Affectees
An eight-member team of volunteers from the Khushab
Campus of Arid Agriculture University, Rawalpindi (AAUR),
including faculty members and students, established a
flood relief camp in flood affected area of District Khushab.
The team provided free outdoor treatment facility to the
flood affected livestock, besides collaborating with the
Livestock and Dairy Development Department for
vaccination of animals. The team set relief
camps in Sandral, Hamoka, Dhak and Talokar
and their peripheries Ghag, Nurwana, Kora,
Jasowal, Diauwal, Bansi, Balwal and Jhugian.
The most prevalent problems seen by team in
this area were pneumonia, indigestion,
lameness, mastitis, enteritis, allergy, snake
bite, septic wound, toxemia, etc.

AUP Signs MoU
with Japanese
Universities
A two member delegation of Agricultural
University, Peshawar (AUP) comprising Prof. Dr.
Khan Bahadar Marwat, Vice Chancellor and Prof.
Dr. Farhatullah, Director Advanced Studies and
Research, visited Universities of Tsukuba and
Chiba in Japan under HEC's sponsored “Linkages
with International Universities” project.
During meetings with their counterparts, they
discussed full-time PhD programme, joint/split
PhD supervision, joint research projects, joint
conferences/workshops, evaluation of
dissertations and research articles for Sarhad Journal of
Agriculture and different MoUs were signed. Both the
Universities agreed to waive off full tuition fee for
faculty of Agricultural University, Peshawar, which will
help in saving more than Rs. 30 million on 20 PhD
scholars.

A volunteer medical team led by
Dr. Ibrahim Marwat also visited
the affected areas, treating 2700
families and providing medicine
worth Rs.167,000. Another
group of 37 DVM students
continuously worked in the flood

affected areas and covered 23
villages in districts Peshawar,
Charsadda, Nowshehra and
Swabi. The team vaccinated
4528 cattle
against
Hemorrhagic Septicemia (Gul
Ghoto) disease and treated
more than 1268 traumatized
farm animals for various health
ailments.
During the campaign, 1258 kg
cattle feed was also distributed
among the needy farmers. The
vaccines, drugs and feed were
purchased with the financial
help of LTC, Peshawar and Intercooperation of Swiss Foundation
for Development, Peshawar.

Alumni Association, was organized as part of fund raising
camping to support and show solidarity with 37 per cent
enrolled students belonging to flood affected regions.

UAF Organizes UAF Workshop on
Farmers Gathering Edible Oilseed Crops
The Department of Agronomy, University of
Agriculture, Faisalabad (UAF) recently organized
a workshop entitled “Edible Oilseed Crops:
Threats and Challenges from Production to
Consumption,” in collaboration with Pakistan
Society of Agronomy.
The major objectives of the workshop were to
identify the threats and challenges in edible oil
production in the country, find out possible
solutions to overcome these challenges, and to
establish linkages among different stakeholders.
“Pakistan is facing acute water shortage and most of
the farmers are forced to pump underground water for
irrigation purpose which is not fit for this purpose.”
This was stated by Dr. Iqrar Ahmad Khan, Vice
Chancellor, University of Agriculture, Faisalabad (UAF)
while addressing Farmers Gathering regarding
Management of Poor Quality Water on Salt-Affected
Soils at Proca Farm recently.
Dr. Khan said that UAF is striving for transfer of
technology under out-reach programme, in order to
bring prosperous Green Revolution in the country. He
reiterated his commitment for development of
innovative and farmer friendly technology.
The Vice Chancellor said that MSc and PhD level theses
have great potential for new technological revolution
but due to resources constraints this knowledge could
not be translated into action.
Dr. Anwaar-ul-Hassan, Director, Institute of Soil and
Environmental Sciences, UAF highlighted the EFS
project, adding that barren land and saline soils are
being rehabilitated by UAF, which is very encouraging
for farmers who are facing problems due to brackish
water.
Dr. Ghulam Murtaza Sindhu, Director Farms, shared his
experience to rehabilitate the saline affected soil. Dr.
Abdul Ghafoor, Dr. Amjad Aulakh and farmers of the
area also spoke on the occasion.

Cheema, Chairman, Department of Agronomy,
who is also President of Pakistan Society of
Agronomy, and Dr. M. Ashfaq, Dean, Faculty of
Agriculture were also present.
The event gave a deep insight into the threats
and challenges faced by the oil seed crop
industry. Groups of participants were formed to
discuss and find researchable issues as well as
solutions to the challenges of edible oil imports,
and making Pakistan a self-reliant country in
edible oil production.
The researchable issues were finalized in the
concluding session and strategy was developed
for public-private partnership by establishing
links with seed companies, which promised to
offer scholarships to university students and to
support the research on edible oilseed crops.
Progressive farmers' input regarding production,
seed availability problems and marketing issues
were also discussed.
The Managing Director, Pakistan Oilseed
Development Board (PODB)) suggested some
remedies to solve the issues of growers as well as
marketing problems. He also elaborated the
details of Olive Cultivation Project in barani areas
supported by the Government of Italy.

DUHS, Turkish Team
Jointly Help Flood Victims
The Dow University of Health Sciences (DUHS), Karachi is
providing free healthcare services to flood affectees in various
areas of Sindh province. A 13-member Turkish team visited
DUHS, along with medicine and medical equipment to help flood
affectees.
The University collaborated with the doctors from International
Health and Education Association, Turkey to setup a 10-day free
medical and flood relief camp in different areas of Sindh including
Gadap, Gharo, Makkli and Mirpursakro, etc. to cover maximum
possible health related problems.
Prof. Masood Hameed Khan, Vice Chancellor, DUHS, briefed the
Turkish team regarding University's flood relief work and medical
services. The team also assured their full support and
cooperation. A team of 40 members of DUHS including
consultants, doctors, staff and medical students accompanied
the Turkish team.

session at the 2010 International Symposium on Signals,
Systems and Electronics (ISSE2010) recently held at Nanjing,
China.

presented his research paper in the 10th International Conference
on Clean Energy held at Famagusta, North Cyprus. The visit of

Bahria University, Karachi organized
two awareness sessions on quality
assurance in higher education for top
management and faculty members. Dr.
Mohammad Abdul Wahid Usmani,
Director, Quality Enhancement Cell
(QEC), Dow University of health
Sciences (DUHS), Karachi, was the
resource person for both the sessions.
The main objective was to equip the
top management and the faculty of the
University with necessary skills, and to
have command over the areas related
to quality assurance that has become
one of the major concerns of higher
education institutions.
The workshop for the top management
focused on areas such as International
Practices of Quality Assurance,
Establishment of Quality Enhancement
Cell (QEC) at Bahria University, its
scope and purpose, its collaboration
and networking with national and
international bodies, etc. Whereas, the
second session was designed for the
QA Cells and other faculty members.
The target area of this phase was the
introduction to quality assurance
measures such as Programme
Evaluation through Self Assessment
Approach.
Dr. Usmani explained the whole
mechanism of Self Assessment
Programme from the formation and

GIKIAA to Continue Media Festival at GIKI
Financing Students
The members of the Executive Council (EC) of the
Ghulam Ishaq Khan Institute Alumni Association
(GIKIAA) said that the provision of financial assistances
would continue and at present the Association has been
financing about 10 deserving students of the Institute
on merit-cum-need basis. They decided to provide Rs.
1.2 million in the current academic year.
A three-day All Pakistan Media Festival was held
at Ghulam Ishaq Khan Institute (GIKI) of
Engineering, Sciences and Technology. The
festival was organized by GIK Institute Media
Club and both girls and boys from all over the
country participated in the event.
Journalists from both electronic and print media,
especially members of Abaseen Union of
Journalists, and Gandhara Union of Journalists
participated in the festival.
The delegation comprising Mr. Tahir Akbar, President
GIKIAA, Mr. Abu Bakr Bin Zahid, Joint Secretary, Mr.
Umar Inam and Mr. Owais Sher met Mr. Jehangir
Bashar, Rector, GIKI, Deans, officer bearers of 24
societies and students during their visit to the Institute
recently.
The festival aimed to educate the students about
both electronic and print media while providing
them a platform to put forward their suggestions
and skills which would be beneficial for them as
well as masses of the country.
They discussed emerging technologies, value of the
students in the job markets, holding seminars and
workshops, curricular and co-curricular activities,
competitive environment, strengthening of student
societies and their welfare activities and establishment
of new societies.
The students exchanged views with their
colleagues who belonged to different provinces
and universities of the country. The participants
said that electronic media has changed the entire
spectrum during the last few years and it has also
adversely affected the print media in the country.
QAU Inaugurates School
of Management Sciences

The Quaid-i-Azam School of Management Sciences
(QASMS) has been inaugurated at the Quaid-i-Azam
University (QAU), Islamabad. It would offer Bachelor in
Business Administration (BBA) with specialization in
Marketing, Finance and Human Resource
Management. Previously, it was the Department of
Administrative Sciences.
Dr. Masoom Yasinzai, Vice Chancellor, QAU inaugurated
the School building and formally welcomed the newly
enrolled students of BBA. He said that they have made

two universities in Malaysia, Limkokwing
University and Universiti Malaysia Perlis as a

The objective of the collaboration is to
strengthen, promote and develop
cooperation with Malaysia, which has

setting high standards in education.
Universiti Malaysia Perlis is a State
university of Malaysia, which enjoys the

academic and research institution offering
courses in engineering, computer, and

Limkokwing University is an International
University with a global presence across

recently hosted a seminar on “United States, Pakistan and
China Relations in the Changing Regional Scenario” in

Prominent US Scholar, Prof. Stephen Cohen, was the
keynote speaker on the occasion. Others speakers included
Dr. Anwar Hussain Siddiqui, President IIUI, Mr. Mushahid
Hussain Sayyed, Dr. Mumtaz Ahmed, Director, International
Institute for Research and Dialogue, IIUI.
Speakers highlighted the role of friendly relations among
US, Pakistan and China for benefit of the region as a whole.
In his keynote address, Prof. Cohen said that it is in best
interest of the US to acknowledge the role of China and
Pakistan in the changing world scenario as no single country
is capable of giving the world peace and stability. He
admitted that it was China which always played a positive
role in the world soon after its independence in 1949.
Dr. Siddiqui highlighted the role of educational institutions
for peace and harmony in the society. He said that IIUI is
preparing young generation in building future of human
beings.
Mr. Sayyed spoke on role of Pak-China Institute and said that
it was established to strengthen relations with China in all
walks of life. Mr. Riaz Ahmed Khan, former Foreign Secretary
and Dr. Maliha Lodhi, former envoy to UK and USA, also
addressed the gathering.

marked the 157th birth anniversary of a legend scholar,
writer and poet by organizing a symposium entitled
“Contribution of Shams-ul-Ulama Mirza Kalich Beg
towards Social Development/Reforms,” under the
auspices of Shams-ul-Ulama Mirza Kalich Beg Chair. Dr.
Muhammad Qasim Bughio, Dean, Faculty of Arts and
Director of the Chair, presided over the symposium.
Speaking on the occasion, Dr. Bughio said that Mirza
Kalich Beg played a pioneering role in Sindhi literature
and, through translations, he not only enriched Sindhi
language but also introduced many foreign scholars to

Ms. Meher Afroze said that Mirza Kalich Beg's
motto was to spread knowledge, particularly
among women, as he firmly believed that female
education would help in bringing a change in

The aim of the workshop was to initiate a
dialogue on the issue and develop preliminary
recommendations for consideration,
implementation and further discussion. The
theme of the discussion was “Practicing Ethical
Medicine in a Challenging Environment”.
In his remarks, Mr. Ijaz Rahim lamented the
growing commercialism in the society. He said
there were role models in the past but social
values of the modern society had been changed.
The Directorate of Research and Development, Khyber
Medical University (KMU), Peshawar organized a twoday workshop and panel discussion on “Medical Ethics”
at Postgraduate Medical Institute (PGMI).
Dr. Hafizullah said that the issue of medical ethics
was ignored in the past but KMU has taken a bold
step to debate the subject and to gather
suggestions from all stakeholders. He assured
that KMU will continue to hold such activities and
“during reformation of medical curriculum at
various levels, we shall include suggestions
pertaining to ethics capacity development.”
Mr. Ijaz Rahim, former Chief Secretary, Khyber
Pakhtunkhwa, was the chief guest while Dr.
Mohammad Hafizullah, Vice Chancellor, KMU
participated in the panel discussion as Co-Chair.

Workshop on
Flood Disaster Management

in post-flood situation, Pakistan would be venturing
to face a largest rehabilitation of around 50 million
people and a large livestock.
Dr. Sohail Naqvi, Executive Director, HEC stressed
that each university should develop its plan in line
with its expertise and pool their resources to do
relief and rehabilitation work in a systematic
manner.
Dr. Muhammad Nawaz, Vice Chancellor, UVAS said
the University volunteer teams had vaccinated some
60,000 animals besides performing de-worming and
other treatment in flood-hit areas.
The University of Veterinary and Animal Sciences
(UVAS), Lahore organized a national workshop on
“Flood Disaster Management” to develop strategic
recommendations for relief and rehabilitation of
flood-hit livestock populations.
Dr. Masood Rabbani, Director UDL, organized the
participants into four working groups for making the
recommendation, which were later compiled by Dr.
Rabbani and Dr. Nasim Ahmad. Recommendations
developed by key scientists from all over the country
are very useful for the implementation of relief and
rehabilitation measures in flood affected areas.

seminar on Angiogenesis. He emphasized upon the
students and faculty members for conducting
collaborative research and establishment of
Angiogenesis research laboratory at the University.
