Not only that, but as many of you will have seen from the front cover Alan Pardew (Newcastle United Manager) brought two of his first team players to Byker to support the BCT Under 12’s cup, an event which was well received by everyone involved. I can’t emphasise enough that we are committed to working with you and our partners to make Byker better. I’d urge you to get involved with the BCT and work together to make the Byker Wall Estate an even better place to live. Jill Haley Chief Executive 3 HOUSING MINISTER LAUNCHES BYKER WALL REFURB The BCT’s refurbishment of 400 homes in the iconic Byker Wall has officially kicked off following a visit by Housing Minister Kris Hopkins MP. The improvements have started at Bamburgh Terrace and work will continue over the next two years to cover the entire Byker Wall. Our project partner Keepmoat will be completing the external work, which will include a new roof, plus windows and doors to all flats and maisonettes. A new digital broadband aerial system including cabling to enable broadband in each property, and further work will be undertaken to upgrade the door entry and CCTV systems. Throughout the refurbishment the BCT is committed to creating employment, training and apprenticeship opportunities for local people, helping to make life better for resident’s right across the estate. Timed to coincide with the start of the work on the £9.5 million refurbishment of the Byker Wall, the visit was organised to help ensure that young people in Byker are aware of building site hazards. “We work very hard to keep our building sites safe and secure, and the Byker Wall is no exception, but there are risks we need young children to be aware of,” said Lyndsey Leitch, Resident Liaison Officer at Keepmoat. “Luke Safe is a fun character who’s there to deliver a serious message.” Luke talked about the reasons why construction workers wear hard hats, bright yellow jackets and protective footwear, as well as explaining why young people should not be tempted to try and get onto the site at any time. He will also be visiting Byker Primary School in the near future. “Luke Safe is a great character and this is a very important message, so we were pleased to support the visit,” said Jill Haley, Chief Executive of BCT. “There’s a lot of work going on in Byker, not just on the Wall itself, so it’s vital that young people know how to stay safe.” 5 These projects have been awarded funding from the BCT’s Community Participatory Budget (CPB), which offers local people and community groups the opportunity to bid for funding to support projects that will benefit the Byker Estate and its residents. ACANE GETS FUNDING BOOST FROM BCT A charity that helps African asylum seekers and refugees on the Byker Estate has received a welcome funding boost from BCT. The team behind African Community Advice North East (ACANE) has used the £15,400 grant to purchase new computer equipment and help with the running costs of the charity’s advice centre on Raby Cross. This will mean they can continue to offer a meeting place for the community. “The funding from the BCT will benefit hundreds of local people, not just the African community, as the centre is open to everyone,” said Gaby Kitoko, Development Manager of ACANE. “We want to encourage as many residents as possible to come along and take advantage of the facilities we have on offer.” As well as the funding boost ACANE has been recognised for its contribution to the Byker Estate and the local community at the first annual Chartered Institute of Housing (CIH) ‘Celebrating the Region’ Awards. “We’re over the moon at winning this award and I’d like to say thanks to the BCT for nominating us,” said Gaby Kitoko. “We don’t do this job for fame and fortune, but we do work very hard to support the whole community in Byker and it’s great that these efforts have been recognised.” Anyone can use the centre as a place to socialise, seek advice or access the Internet. As well as the open centre, ACANE also offers an after-school youth club, one-to-one information sessions, translation services and support with job searches. NEW APPRENTICES SUPPORT YOUNG PEOPLE ON BYKER WALL ESTATE Byker YMCA has recruited two new apprentices who are now offering advice and support to young people on the Byker Estate. Established 20 years ago at Dunn Terrace, and now with a second base at Spires Lane Hobby Room, the YMCA offers a place for all young people in Byker to take part in a range of practical activities, as well as to receive the advice and support they need. Cally Hamilton and Conor Davidson successfully applied for the apprenticeship roles, which include one day each week in college and four working with the YMCA team. “These appointments are a key part of our commitment to support young people in the East End by creating new opportunities for training and development,” said Vicky Smith, Senior Youth 6 Worker at Byker YMCA. “The roles offer a double benefit as Cally and Conor are able to support the young people of Byker who need it most, while developing their own skills and experience at the same time.” In addition to working with young people, Cally and Conor, who lives on the Byker Estate, are also helping with other community events such as ‘Byker’s Got Flair’, and working with other organisations, including Byker Community Centre. Further funding from the CPB programme has also helped the YMCA’s vital outreach work on the estate, which has allowed the team to engage with more young people than ever before. ONE LOVE CREATES NEW COMMUNITY HUB One Love North East, a local project that uses music and the arts to promote community involvement and personal development, opened the doors of its new home at Chirton Wynd in June 2014. Since its launch in 2012, One Love has offered a range of cultural programmes open to everyone in Byker and now it’s expanding thanks to a £22,000 grant from BCT, which has funded the move to new premises at the heart of the Byker Estate. “The funding from the BCT has helped make our vision a reality, creating the One Love Hub as a brand new resource for the people of Byker,” said Michael Andisen, founder of One Love. “It’s also helped us to purchase muchneeded computer equipment and a live sound recording booth that will provide a resource for people from right across the community.” PARTICIPATORY BUDGET LAUNCH The second annual BCT Community Participatory Budget (CPB) scheme will be launched in July 2014. Watch out for our special July edition newsletter for more information. 7 DISTRICT HEATING UPDATE PUTTING YOU IN CONTROL The major refurbishment works to upgrade the Byker District Heating started in April this year and will continue over the summer months until October, with initial work beginning on the replacement of the main pipework. There will then be a break and work will resume in April 2015. The upgrade of the District Heating will take approximately two years and we will contact you directly before any work is carried out that will affect your home. Our recent drop-in events gave Byker residents the chance to have their questions answered about the ongoing system upgrade. For those who missed it, you should find the answers to most of your questions here: Why does the District Heating system need to be upgraded? The system is over 40 years old. We need to renew a lot of the pipes and equipment to make sure it continues to provide heating and hot water to your home. What will the work involve? There are three different types of work that will be carried out.. • Secondary mains replacement The secondary mains pipework supplies the heating and hot water to your home. In total 2.5 kilometres of underground pipework is to be replaced. • Heat transfer stations upgrade The heat transfer stations ensure that the hot water is supplied to your home at the correct temperature to meet your requirements. All heat transfer stations are to be renewed. • Internal improvements This work will ensure all of the pipework radiators and tanks in your home are up to the 8 required standard. New controls will also be installed to allow you much greater control over the heating in your home. When will the work be carried out? The work will be carried out during the summer months, April to October, 2014 and 2015. Will the heating be disconnected for a very long time? No. We aim to keep the system working using temporary boilers while the work is carried out. You will only be disconnected for a few hours while we connect you to the new pipework and we will let you know well in advance when this will happen. What will the internal controls do? We will fit a programmer that allows you to set the times that the heating comes on and goes off, and also allows you to set the temperature within your home. You will also have thermostatic radiator valves on your radiators and this allows you to adjust the temperature in each room of your home. Will the programmer control the heating and hot water? No. The programmer only controls the heating. You will, however, have a thermostat for the hot water tank, which can be adjusted if you wish. I still have the original radiators. Can the new controls be fitted to the old system? Yes. You can have the new controls without changing the radiators. We will, however, check each property to see if the radiators need to be replaced and will do this work at the same time as fitting the controls. Why are heat meters not proposed? There are two main reasons for not proposing to fit heat meters. Firstly, the cost of meters; billing and renewal of meters would lead to an increase in the heat charge of up to £1.60 per week for each household. Secondly, the system was originally designed to provide a constant, steady supply of hot water. Metering is likely to change people’s use of the system and create high peaks in demand, which, if met, could make the heating system less reliable. What will be the benefits arising from the proposed district heating upgrade? There are many benefits; i. The system will be more reliable and less prone to breakdown. ii. It will be more efficient and economical to operate to enable us to keep the charges down. iii. Individual households will have much greater control of the heating system in their home. iv. All of the heating systems on the estate will be brought up to the same standard. I am an owner occupier, how will I benefit? All of the properties on the estate will benefit from these works, including tenanted properties, leasehold properties and freehold properties. Will I have to pay to have this work done? No. All of the works will be carried out at no extra charge. Why do we pay the same amount during the summer when we don’t use the heating? The charges are averaged out over the year. This means that the charges don’t go up during the winter months when the heating is being used. By charging in this way this makes it easier for residents to budget as the charges don’t go up at those times when the heating is needed the most during the winter months. We hope you found them interesting and we were very grateful for the feedback on our plans for the District Heating improvements. We are working hard to keep disruption and noise to a minimum, but please let us know if you have any issues or questions. Having moved to the UK from Poland, Paulina Hill has been a resident on the Byker Wall Estate for two years. After receiving incorrect advice from Jobcentre Plus she lost her award of Jobseekers Allowance and Housing Benefit, which caused a great deal of stress to the mother of two. 10 After Andrew’s help and involvement Paulina was able to have the decision for her benefit refusal overturned and payment reinstated. LENKA SAYS THANKS FOR A GOOD OLD BYKER WELCOME Moving to a new house is stressful at the best of times, but moving to a new home in a different country where you don’t know anybody can be really scary. We caught up with Lenka, a new Byker Wall resident, about her experience of moving onto the Byker Wall Estate. Lenka, aged 21, moved to Byker from Hungary with the hope of a new start and the possibility of continuing her further education. She is now studying English and looking for part-time employment. Her journey started last October when she moved in to her new flat in the Byker Wall. On arrival Lenka was greeted with a typically warm Byker welcome from fellow residents, who helped her find her flat and assisted with carrying things in. “There was also an incident where I left something unattended outside my flat for over six hours, and to my amazement and joy it was still there when I got back,” says Lenka. “There is a real sense of community here, something that I have not felt in a long time. “I feel it’s safe and caring, and I feel able to start my new life here in such an unusual building.” When Lenka is not looking for work or studying she also loves cooking, reading and has a huge passion for chess. CONGRATS TO EILEEN Congratulations to Bamburgh Terrace resident Eileen Baldwin, who was the winner of a pair of Newcastle United tickets from the Keepmoat Byker Wall Launch Event at the Byker Community Centre. The names of all residents who attended were put in to the draw and Eileen was one of the three lucky names to be drawn. “I went to the match against Swansea with my son and we had a really great time,” said Eileen. 11 WORKING TO MAKE BYKER BETTER ... THE JOURNEY SO FAR Since the stock transfer took place BCT has been working on your behalf to deliver on the promises made at the time of the transfer and more. 12 Did you know that: • Over the five years following the transfer, BCT will be investing £26.5 million in the Byker Wall Estate. This includes projects like the refurbishment of the Byker Wall (including upgrading the concierge service), new aerials, enhanced broadband access, the award-winning Avondale House conversion, the recently approved Chirton House conversion and modernisation of the Group and District Heating Systems • We work in partnership with our contractors to support social investment initiatives in Byker, including creating local employment opportunities. • The heating charges to your home have remained at the same level for the past three years. We are hoping to reduce this charge further as a direct result of the group and District Heating improvements. We know that value for money is important to everyone. • We want tenants to have a say in the development of the Byker Estate. To support this we have created new opportunities to work in partnership with the BCT, for example, the recently formed Communications Group and the development of the Tenant Scrutiny Panel. These initiatives will lead to improvements in the services you receive. • You told BCT that the estate looked untidy and that there is a lot of rubbish on the estate. To address this we worked in partnership with Newcastle City Council to develop the ‘Rapid Response Team’. Going by the number of compliments that this service has received, this initiative has made a real difference. • By working with the Citizen’s Advice Bureau (CAB) we have been able to employ a Benefit Advisor who has already supported tenants to receive £111,000 worth of benefits. • Through the Community Participatory Budget we have already invested in the Byker community by supporting both ‘One Love’ and the award winning ‘ACANE’ to deliver internetready computers which are accessible for the whole community to use. Team Leader Dan Thompson and his colleagues, Kyle Patten and David Sleightholme, are now a familiar sight in their distinctive vehicle, dealing quickly with the everyday issues such as litter, fly tipping and graffiti. Wincy Chan, Housing Options Office at YHN, said “I always get a swift response from the Rapid Response Team and they use their initiative. For example, they always keep an eye on known fly tipping hotspots so waste is often cleared before we even know about it. They’re clearly doing an excellent job and feedback from the residents we speak to has been very positive.” Bernadette Matthews, Customer Service Adviser at Byker Community Housing Office, also commented: “The response I have had from Dan and the team has been amazing. All work is completed straight away and you never have to chase them up to complete the job. A key opportunity is by becoming a shareholding member of the BCT. Being a shareholder is not about stocks and shares. It only costs £1 to become a life tenant shareholder. Membership of the Trust enables a shareholder to; •Attend and vote at the Annual General Meeting and any Special General Meeting. •Receive copies of the Trust’s Annual Report. •Vote on any changes to the Trust’s rules. Who is eligible to become a member? Tenant Shareholder Tenant Shareholding membership is open to every tenant who has an up to date rent account and is not in breach of their tenancy conditions. Independent Shareholder Independent shareholders who have an interest in the welfare of BCT tenants, or in the provision of affordable homes in Byker, can apply for membership. The membership would be in the name of the nominated representative. This includes private individuals with a specific interest in Byker and in the provision of affordable homes. COMMUNICATIONS GROUP MEETING On 21st May we held our first Communications Group meeting. This is a new group, open to any BCT tenant who wants to share their opinion on the way we communicate with Byker residents. The session was a big success. Everyone who attended came with strong opinions, which were voiced in a constructive way, and the feedback that was shared will help to shape our future plans. In particular, the discussion on the content and design of this newsletter was very useful and we will be making improvements based on the suggestions that were made. If you feel you have something to share that could help to improve the way the BCT communicates with Byker residents, or if you’d like to attend the next Communications Group meeting, please contact Steve at the BCT office on Freephone 0800 533 5442. 19 INVESTMENT PROGRAMME UPDATE Painting Programme External painting to properties in the Raby Street area started in March, with our construction partner Bell Group. We have been repainting doors, window surrounds, fences and all of the other external woodwork on the properties. The work is now complete. The area is looking great and has really brightened up Raby Street. The area is looking really great and the work that has been done has really brightened up Raby Street. There was scaffolding up on Raby Street during April. Unfortunately children were found climbing on the scaffolding surrounding people’s homes on a number of occasions. Climbing on scaffolding is extremely dangerous, and can be upsetting for the people who are living next to it. Keepmoat’s mascot, Luke Safe, has been visiting local schools to talk about the dangers of scaffolding. The painting programme is ongoing across Byker, and all properties will be included in future programmes. Byker Wall external work In March we started a huge programme of external work to the Byker Wall. This includes new windows, doors and a full new roof. Improvements will also be made to communal stairwells, entrances, deck access walkways and a complete repaint in line with the original colour scheme. We are also looking at ways to improve the communal bin storage areas. You may have seen the scaffolding that has gone up around Byker Crescent, Bamburgh Terrace and Felton Walk. Our contractors Keepmoat have now started to remove the roof and new windows have started to be fitted. The scheme will take 2 years to complete. Once the work is completed it will transform the look of the Byker Wall. 20 Concierge upgrade/digital aerial system Starting this year, we will be installing a new digital aerial system. We will also be upgrading the concierge and camera system to the Byker Wall from Bamburgh Terrace to Salisbury House and all the link blocks. The digital aerial system will give residents a high speed TV connection, and if you have SKY or cable channels, you will be able to access these through the new aerial. Cabling for high speed broadband connections will also be installed. Further information and consultation with the residents affected by this work will start shortly. Chirton House Remodelling When BCT was created, one of our ‘Offer Promises’ was to refurbish non-residential buildings where possible and find uses for buildings that are no longer needed for their original purpose. We have been working in partnership with Newcastle City Council (NCC) to take over the ownership of Chirton House, which was a former social services care home, opposite the Byker Community Centre. NCC has agreed to transfer the ownership of Chirton House to the BCT and have also contributed grant funding to convert Chirton House into 16 modern 1 and 2 bedroomed apartments for residents aged 50+. Two of these apartments have been designed for wheelchair users. The conversion will be carried out by Gentoo Construction who plan to start on site during the summer. It is hoped that the new apartments will be ready to move into by April 2015. On all of our investment programmes, we will ask every resident how well we performed. Byker Garden is a small community project in the grounds of St Michael’s Church, up on Headlam Street, providing fun activities for all ages around gardening, getting active and learning creative skills. So here are a few ways you can get involved: • Join the team of volunteers growing fruit and veg and planning projects in the garden – meeting every Tuesday and Saturday at 1pm. • Collect 2 litre plastic bottles to help us build a greenhouse out of recycled bottles- 1,500 bottles are needed altogether, so your help would be really appreciated. • Make over your garden with the help of a portable potting shed. IT’S YOUR NEIGHBOURHOOD This year the Royal Horticultural Society is running its annual ‘It’s Your Neighbourhood’ campaign, which encourages local community groups to clean up and improve their local environment. It’s Your Neighbourhood is free to enter and is not a competition but is assessed at five different levels by friendly and helpful assessors. All are invited to a special presentation ceremony in the autumn where they will each receive a framed certificate from the RHS. Groups may enter each year for as long as they wish. If you’re out of work, you might have taken some comfort from the Government’s recent announcement that UK unemployment had seen ‘record’ drops. But things are a bit different in Byker, which is why we’re working hard to create more employment opportunities for our customers. This year, YHN has 30 apprenticeships up for grabs – up from 10 last year – and they’re available to people aged 16-24 who live in the Byker Estate. Candidates employed by YHN on the 12-month programme learn practical workplace skills while studying for nationally recognised qualifications at college, including an NVQ Level 2. The vacancies are available in different areas of YHN, including business administration, customer service, housing, finance, ICT, gardening and warehouse operations. Stuart Campbell, employability manager at YHN, said: “We’ve read many recent news reports regarding decreases in unemployment rates, but that just doesn’t marry up with what we’re seeing on our estates. “Many tenants genuinely want to work but it can be difficult for those who haven’t done so for a long time to get back into employment, and it’s our young people that often struggle the most. “But it’s not just the apprentices that have benefitted from taking part in the scheme – it’s been hugely beneficial for YHN to have extra staff at a very busy time.” Applicants need to live in a YHN managed home (one owned by BCT or Newcastle City Council) and be aged between 16 and 24 at the start of the apprenticeship. The inspectors look at things such as fly tipping, graffiti, grassed areas and signage and rate each estate across the city Gold, Silver, Bronze or Medal of Improvement depending on its condition. Last year their Estate Inspectors went out and rated the Byker Estate as well as other YHN estates in the city, and provided feedback concerning areas for improvement. It was a huge job, but they successfully completed all the inspections and helped Environmental Services hit their target.
