approved a P1-billion loan for the
immediate upgrade the Clark International Airport (CIA) here in
time for the arrival of the first nonstop Dubai-Clark aircraft of
the Emirates Airlines starting this
October 1.

Clark has awarded the top five exporters of this freeport and the top
five major contributors of the bureau’s revenue collection drive in
its area of collection under District

importation and contribute
to food security.
What compelled BPI to
launch its agribusiness
campaign this year is its
strong belief that the Philippines will be a big player in the livestock industry in Southeast Asia.
Castro said that the
country is free of the foodand-mouth disease that
has been the bane of cattle raisers in the region.
Moreover, the Philippine poultry industry has
been free from the bird-flu
virus that has decimated
the stocks of chicken and
duck raisers in mainland
Asia, he added.
Meanwhile, assistant
vice president Pearl Padilla said, “BPI Agribusiness
Solutions currently lends
to piggery, poultry and other agri-related businesses
like fish production, fruits,
vegetable and crop production, post-harvest operations and food processing,
agricultural trading and
sustainable/renewable-energy financing.”
She also said agriculture has contributed 12.3
percent or P11.9 billion of
the country’s gross domestic product in 2011.
The labor force in agricul-
ture is 13 million, or 35
percent out of the total labor force of 37 million.
“Considering that both
pork and poultry products
are top staple foods after
rice and fish, there is a
projected 10-percent increase in demand for pork
and about a 4-percent increase for chicken in
2013,” she noted.
For this year, BPI will
unveil two agri-products.
The first, “BPI Agribusiness Solutions Commercial Hog Breeding and Fattening,” involves the partnership between BPI and
the Pig Improvement Co.
(PIC) as the technology
provider and breed supplier for prospective clients.
The PIC targets to expand
its sow level from 120,000
to 180,000, a 60,000 sowlevel increase representing
a 30-percent share of the
total sow level population.
The second, “BPI Agribusiness Solutions Poultry Contract Growing/Commercial Broiler Operations,” entails financing
qualified/prospective poultry contract growers of San
Miguel Foods Inc. (SMFI),
which is bidding to increase its bird population
by 5 million in 2013. Other integrators such as
Bounty Fresh and other
commercial poultry integrators will also be
tapped, depending on
their expansion plans.
Salcedo said BPI is
venturing into agriculture in
consonance with the AgriAgra Law, which mandates banks to apportion
20 percent of its total loan
portfolio for agri-agra loans.
“If banks are unable to
meet this ratio, they will be
penalized by the Bangko
Sentral ng Pilipinas. BPI,
like all other major banks,
gets penalized every now
and then. BPI would therefore like to ensure full compliance to this law from
2013 onward through the
BPI Agribusiness Solutions,” Salcedo explained.
Middle-market companies, or those valued between P15 million and
P100 million, are also
qualified to benefit from
BPI Agribusiness Solutions, along with clients
not engaged in agribusiness but are willing to venture into it.

or High Value clients engaged in the agri/agra or
related businesses like
piggery, poultry, feed mill,
slaughter house, chicken
dressing, meat shop, rice
mill, corn mill, fisheries,
fruit, vegetable and crop
production, and agricultural trading are welcome to
join, according to Salcedo.

CSF city council elevated to ‘Hall of Fame’ after new award
CITY OF SAN FERNANDO—For the third
consecutive year, the City Council of San
Fernando, Pampanga, has won the “Most
Outstanding Sanggunian Panlungsod”
award at the national level, elevating it to
the “Hall of Fame” of awardee component cities in the country.
The award was conferred by the Department of Interior and Local Government
(DILG) and the Philippine Councilors
League (PCL) under a “Local Legislative
Award” program to recognize “exemplary performance” of sanggunians of local
government units in “legislating measures
that help build the foundation of meaningful local administration and development.”
Councilors Alma Moreno of the City
of Paranaque and Alan D. Zulueta of
Tagum City, PCL president and national
chairman respectively, led the presentation of the awards at a ceremony on
March 7.
In an address read by DILG Underse-
cretary Austere A. Panadero, President
Benigno Aquino III reminded the city
councils on the need for sustained dedication and commitment that the late DILG
Secretary Jesse Robredo had wanted to
encourage in pursuing the Local Legislative Award program.
After accepting the award, San
Fernando Vice Mayor Edwin “Edsa” Santiago, concurrently presiding officer of the
Sanggunian Panlungsod (SP), said the
recognition reflects the council’s commitment to the pursuit of excellence and
quality in its legislative mission.
Vice Mayor Edsa emphasized that
the SP’s performance was the result of a
“harmonious relationship” between the
city legislature and the executive sector
led by Mayor Oscar S. Rodriguez.
The city executive and council “work
hand in hand for our vision for San
Fernando to be a Habitat of Human Excellence,” Vice Mayor Edsa said, adding that the SP “constantly consults the
masses through public hearings before
we pass codes, ordinances and resolutions because we know that they are all
affected by legislations we pass.”
For his part, Mayor Oca, applauding
the SP’s exemplary record, lauded the
council’s output of ordinances and resolutions that jibed with his administration’s Eight-Point Agenda aimed at raising the overall quality of life of Fernandinos.
“We coordinate closely and we share
a common vision,” Mayor Oca said of his
working relationship with Vice Mayor
Edsa and the SP. “We take governance
seriously, taking into consideration the
plight of the poor particularly.”
The San Fernando SP qualified for the
the national award after topping the provincial and regional selection earlier this
year. DILG Regional Director Florida Dijan has previously disclosed that the selection was based on a comprehensive
criteria that included: effectiveness of the
legislative agenda; legislative tracking
system; availability of legislative documents; efficiency of performance of the
Sanggunian; and quality of office set-up
and staff complement.
In particular, the San Fernando Sanggunian was noted for “significant landmark
legislations” such as the Annual Investment Incentives Program, Comprehensive
Development Plan, Revenue Code, Solid
Waste Management Plan, Appropriation
Ordinance, and the first-ever City Risk
Reduction and Management Code for a
local government unit.
The Sanggunian has enacted a total
of 202 ordinances and 1,262 resolutions
with impact on local communities.
Together with the award were a cash
prize of P50,000 and development
projects worth P1 million financed by

city, I truly believe that our jeepney drivers should
instill the value of discipline amongst themselves
in order to attract more businesses and capitalize
on our tourism capabilities, especially now since
the Clark is being developed as part of a twinairport system.”
So spoke Mayor Edgardo Pamintuan at the first
in a series of seminars for local jeepney drivers
and operators on the recently approved New Traffic
Code of Angeles City.
Pamintuan ran the gamut of driver’s education
from grooming – no shorts, sandos and slippers
while driving, to discipline – full compliance to
traffic rules, to cleanliness – like garbage bins on
board, to basic knowledge of the city’s heritage
sites – you’ll never know when a foreign tourist
would ask places of interest in the city.
“I think that apart from discipline, our drivers
should also develop the value of respect so that
our streets may become more peaceful and
orderly.”
So said Vice Mayor Vicky Vega-Cabigting at
her turn in the seminar, further stressing the
significance of the traffic code, thus: “For so many
years, we have been following the old traffic code,
which dates back as far as 1977. But now, under
the administration of Mayor Pamintuan, we have
successfully enhanced the code and passed this
much needed legislation which will provide a
solution to the current traffic woes of the city.”
“We are truly grateful that the city government
thru Mayor EdPam has agreed to work with the
PASADA and the JODA to develop the capabilities
and also ethical standards of both public
employees such as the PNP and the traffic
enforcers and of course, our drivers.”

After all is said and…said more, can we now
expect passenger jeepneys in Angeles City to:
Park, load or unload only on designated areas;
Obey traffic signs;
Light up their headlights in the evening, even
when traversing well-lighted streets;
Stop smoke-belching;
Stop smoking while driving;
Respect senior citizens’ and students’ fare
discounts.
Think how much order will come to the city
streets if only they do this.

Cry dynasty?
A piece I long wrote in one period of depression in the 1990s
yet but seeing first print in the March 16-22, 2006 issue of Pampanga
News. For all that is worth today:

“AS regards the people, they will always be stupid and barbarous.
They are oxen which require a yoke, a goad and some hay.”
Damnation from some disdainful despot from the ancien regime?
Hardly. That was Voltaire, whose very thoughts were among those
that ignited the French Revolution, whose very name impacts of
the Age of Reason.
The people are distinctively different from the People: the former
are the masses or the general population, rude, lacking in
instruction, divorced from rational capacities as Mill wrote; the latter,
those possessed of property, the faculties of ratiocination and
culture.
They are the same People Jefferson wrote
about in the Declaration of Independence as “…all
men (are) created equal” but, with the exclusion
of women, the slaves, the indentured servants,
and native Indians – all who did not hold, by right,
any property, or who themselves were deemed
as mere property.
It is a historical given that ownership of
property is a foundation of civilization. With the
existence of civilization hinged on the continuity
of private property, the need therefore for an
authority to ensure its protection birthed
government. Thus, Aptheker: “the fundamental
assumption of political theory: governments
existed for the purpose of preserving private
property and that therefore, the governors were
the propertied and the governed were the
propertyless.”
Or, as John Jay, the first Chief Justice of the
United States Supreme Court succinctly put it:
“Those who own the country, should govern it.”
Cry oligarchy!
An American scholar, F. Digby Baltzell
answers: “Granted, all complex societies –
aristocratic, democratic or totalitarian – are
oligarchical in that few rule the many.”
Cry inequality!
French writer Benoist responds: “Inequality of
value among men is a natural fact. And the
practical consequence which spontaneously flows
from it is this: Since inequality is a fact, equality
ought not to be a right; since all men are not
identical, all should not have the same powers as
electors. No! Men are not equal to one another
physically, morally, intellectually, or from any point
of view of natural fact, and therefore they ought
not to be so politically.”
The equality of all men in the body politic is
but a manifest sophism that unfortunately became
an accepted article of faith in a so-called
democracy. So where has it led this country?
Self-government is the first pretension of
democracy. In the individual man, wrote the English
scholar Lilly, “self-government means the
supremacy of the intellectual nature over the
sensitive; the predominance of the moral over the
animal self.”
Indeed, how can the people “carried by every
storm of passion, by every wind of impulse, by
every gust of emotion” then self-govern?
Aye, give the people the power to decide and
they would “place preponderating political power
in the unfittest hands.”
See the jokes and the blokes, the “masteridol of the delusory realm” running roughshod in
both Houses of Congress.
For, as Robert Michels wrote in 1915 yet: “The
incompetence of the masses is almost universal
throughout the domains of political life, and this
constitutes the most solid foundation of the power
of the leaders.”
Some of Mill’s advocacies on governance find
the greatest merit: only taxpayers can vote – voting
as a duty has the concomitant responsibility of
paying taxes; an educational test for voting – a
more stringent test for candidates, if I may add;
all recipients of government aid barred from voting.
That is for the best. For, only the “gifted Few”
have the right to govern, with their “collective
mediocrity” the people are mere objects of
government. Nothing more.

TODAY IN HISTORY
MacArthur leaves
the Philippines
ON THIS DAY, following President Franklin D. Roosevelt's orders, Gen. Douglas MacArthur
pulls out of the Philippines, as
the American defense of the islands collapses.
The Philippines had been
part of the American commonwealth since Spain ceded it at
the close of the Spanish-American War.
When the Japanese invaded China in 1937 and signed the
Tripartite Pact with fascist nations Germany and Italy in
1940, the United States responded by, among other
things, strengthening the defense of the Philippines.
General MacArthur was
called out of retirement and took
command of 10,000 American
Army troops, 12,000 Filipino
enlisted men who fought as part
of the U.S. Army, and 100,000
Filipino army soldiers, who were
poorly-trained and -prepared.
MacArthur radically overestimated his strength and underestimated that of Japan's.
The Rainbow War Plan, a defensive strategy for U.S. interests in the Pacific drawn up and
refined by the War Department,
required that MacArthur withdraw his troops into the mountains of the Bataan Peninsula
and await better-trained and
equipped American reinforcements. Instead, MacArthur decided to take the Japanese
head on-and never recovered.
The day of the Pearl Harbor
bombing also saw the Japanese destruction of almost half
of the American aircraft based
in the Philippines. Amphibious
landings of Japanese troops
along the Luzon coast followed.
By late December, MacArthur had to pull his forces
back defensively to the Bataan
Peninsula—the original strategy belatedly pursued.
By January 2, 1942, the Philippine capital, Manila, fell to the
Japanese.
President Roosevelt had to
admit to himself (if not to the
American people, who believed
the Americans were winning the
battle with the Japanese in the
Philippines), that the prospects
for the American forces were not
good—and that he could not afford to have General MacArthur
fall captive to the Japanese.
A message arrived at Corregidor on February 20, ordering MacArthur to leave immediately for Mindanao, then on to
Melbourne, Australia, where he
was to assume command of all
United States troops.
MacArthur balked; he was
fully prepared to fight alongside
his men to the death, if necessary.
MacArthur finally obeyed the
president's order on March 11.

SABAH is one of the thirteen states of Malaysia and is the northern
portion of the island of Borneo. It is referred to as the “ island below
the wind.”
According to the Wikepedia, the name “ Sabah” is derived from
different bases. It may be in reference to “ pisang saba “, a type of
banana growing in the place, or a Malay word meaning “ upstream”
or an Arabic word meaning “ sunrise.”
The area is 76,115 sq km with a population of around 2.5 million.
The capital is Kota Kinabalu, to and from which there are regular
flights emanating via Clark on Air Asia. Although the economic
data indicates that it is the poorest state among the other well
developed Malaysian states, it is beautiful and environmentally wellcared for.
Being very near, probably only 18 kilometers from Sulu, and
due to the historical, cultural and religious ties with the area and
its natives, there are many Filipinos who have settled there on a
virtually permanent basis.
The present issue with the Sultanate of Sulu
claiming ownership and now forcing the issue after
all these years by a group of around 200 who
have entered the area with armed followers is now
a hot political and diplomatic concern. Suddenly,
the claim which was supposedly a “dead issue”
is now the subject of historical, political and
diplomatic turmoil.
There are now many analyses and opinions
regarding the situation. I have chosen to leave
the legality and rights to the experts. Rather, I
choose to focus on a peripheral dynamics of the
situation. It is the method of acquiring territories
by purchase by countries to expand their
territories and economic resources.
As one who has been involved in concept and
practice in the real estate business for more than
40 years, I have always found it interesting and
amusing the purchase by the Dutch settlers of
Manhattan from the native Indians for the amount
of $24 plus a few trinklets. This was in the 1600
years but to some it has remained as the greatest
real estate deal of all time. ( Eat your heart out,
Donald Trump!) The total present value of $24 is
now supposedly $1,000., still a bargain by any
standard.
Still there are some who would say that it was
the Indians who put one over the white men and
not the other way. It seems that they sold
Manhattan where they were just passing through
and really lived elsewhere, in Long Island.
Moreover, they did not believe in ownership of land
and nature which belonged to communal rights
and was not alienable.
In 1803, the United States made the Louisiana
Purchase where 2,140 sq. km. was bought from
France for the sum of $15m, on installment, to
acquire the largest territorial gain of the United
States, roughly 25% of the country’s total area at
that time. This includes all or part of 12 states
and parts of Canada. The present value of the
$15m is estimated to be $233m. This is just the
value of one Dreamliner or legacy airplane.
Alaska was bought by the US from Russia in
1867 for the sum of $7.5 m for an area of 1,518,000
sq. km. Secretary of State William Seward who
initiated the purchase was attacked for the
purchase of such a worthless wilderness and
providing cash which Russia then needed. Today,
Alaska has been included among the states and
is providing the US with oil and other rich mineral
resources.
In the Treaty of Paris in 1898, Spain ceded
the Philippines to the United States which paid
$20m. Let me leave that as a fact for your
processing. We will have other articles to share
regarding this particular aspect of our history.
Within this context, the agreement with the
Sultanate of Sulu to lease or sell/cede ( depending
upon your position) Sabah to Alfred Dent of the
British North Base Provisional Association for the
amount of 5,000 Malaysian ringgit per annum
seems to be standard practice.
This was later assigned in a series of moves
to the Malaysian goverment which has now
increased the payment to 5,300 ringgits. This is
still being paid annually todate and is around Php
70,000 per year
The Sabah issue appears to be basically
economically focused and driven. This is the case
for all the leaders of all sides and groups. It is sad
and pathetic that religious, cultural and patriotic
moltivations are being utilized to massage and
message the followers and the public. And it is
further complicated by the incompetence
prevailing.

In a statement released
earlier in Singapore, Emirates said at least three
flights from CIA to Dubai a
week will start in October.
The possibility of flying
from CIA to some European cities such as Amsterdam, Frankfurt, Madrid
and Paris is also being
considered, it said.
All of the flights from CIA
will be using Boeing 777,
an airline “beast of burden”
that can carry 350 passengers and can travel 17,300
kilometers non-stop.
Renato Diaz, an investment banker and
former congressman of
Nueva Ecija and leader of
the group that calls for
transfer of some flights
from the Ninoy Aquino International Airport (NAIA)
to CIA, said that the
Emirates’ launching of regular flights to Clark “only
proves airlines are now
feeling the brunt of flying
from the Ninoy Aquino International Airport because of the very clogged
skies and tarmac there.”
“This move will lead to
more transfers,” he said,
noting reports that Emirates would transfer at
least 30 percent of its
flights to CIA after its passengers complained of
delayed landing at NAIA
because of lack of space
at the tarmac.”
Emirates has been operating flights to Manila
since 1990 and continued
to increase its flight frequency in the route to its
current triple daily, nonstop service.
Luciano said that the
P1 billion would upgrade
the CIA terminal to enable
it to accommodate more
passengers from bigger
Emirates aircraft.
“We will have separate
36 more check-in counters, we will widen the entrance to the airport from
two to four lanes, we will
replace the small tubes
with so-called two (forking)
fingers,” he said.
Luciano said the cost
would also cover bigger
pre-departure area over a
site where an air-conditioned makeshift tent has
been built to accommodate the growing number
of passengers at the airport.
Meanwhile, Diaz also
said “the biggest winners
here are the overseas Filipino workers who live in
the north because they
don’t need to go to Manila
if they are going home for
vacation or even those first
time to go abroad.”
He estimated that majority of the 12 million
OFWs are not from Metro
Manila but in nearby provinces of Bulacan, Pampanga, Tarlac, Pangasinan and even farther north
in the Ilocos region.
“They are heroes as
what the government calls
them. Now let’s give additional service to these heroes because many of
them have no business in
National Capital Region,”
he said.
Diaz downplayed criticisms that the CIA is too
far from Metro Manila, as
he noted that “China, England and Vietnam will put
extension in their airports
at the capital far from the
place.”

Ang carrier ng album ay ang version ni JM ng hit song ng Itchyworms na Akin Ka Na Lang kung saan kasama niya ang singer na si
Jaq Dionisio ng Kiss Jane. Meron din silang duet ng Acoustic Diva na si Suy sa special na Terrified.
Sa pasasalamat ni JM na nakapaloob sa album, pinasalamatan niyang lahat ang pamilya, kaibigan, fans at taga-ABS CBN na
malaki ang naging tulong upang sumigla ang kanyang acting career. Hindi nga lang namin nabasa ang pangalan ni Jessy, huh!
Eh, sa publicity na ipinamigay sa album launch, quoted pa naman si JM sa feeling niya sa pag-ibig kaugnay ng original compositions

BALAK pala sanang mag-produce ni Aiko Melendez ng movie para sa kanilang dalawa ni Jomari Yllana pero dahil nagkaroon daw ng
kaunting problema kaya ise-set aside na muna niya ito.
Sinabi ni Aiko kung ano ang problema pero nakiusap siya na off the record na lang daw.
Ang ex-husband ang ikinonsidera niyang maging leading man sa pelikulang ipuprodyus niya dahil maganda naman daw eversince ang working relationship nila and
may kilig pa naman daw ang tandem nila.
Aminado naman si Aiko na smooth na smooth ang relasyon nila ni Jom ngayon bilang magkaibigan. Bale ba ay pareho silang single ngayon kaya kinakantiyawan siya
kung bakit ba hindi na lang sila magbalikan tutal naman ay may anak sila.
"Minsan, si Jom kasi ano, eh, nandiyan, tapos bigla na lang mawawala. May sariling
mundo. But alam ko, I know for a fact na ’yung pagmamahal sa akin ni Jomari is
mas matindi pa kaysa sa pagmamahal niya sa akin noon. Mas mahal niya ako

ginagawa, usap tayo. Kasi nga, kailangan naman din naming mag-usap
kasi nga, for Andrei. Sabi niya, kuwentuhan tayo kasi nami-miss na kita.
"We can joke around na kasi, eh. Sabi ko sa kanya, ‘siguro, hindi na
naman nag-oo ’yung booking mo.’ Sabi niya, ‘ikaw talaga mama, lukaret
ka talaga.’ Sabi ko, ‘kaya nga minahal mo ako nang sobra-sobra kasi sa
pagiging ganito ko,’" kuwento pa rin ni Aiko.
Kung sakali raw na magbabalikan sila, gusto niya ay kusa nilang
dalawa. Actually, legally ay mag-asawa pa rin sila up to now dahil
hanggang ngayon pala ay hindi pa raw naga-grant ang annulment

SUBIC, ZAMBALES – As
part of its education-related initiatives under
the Katuwang Natin sa
Buhay corporate social
responsibility (CSR) program, Redondo Peninsula Energy, Inc. (RP Energy) recently completed
the refurbishment of the
Tourism, Hotel and Restaurant Operations Laboratory (THRO) of the Kolehiyo ng Subic in Subic
municipality, Zambales.
The project included
the installation of a mini
bar, a refrigerator, oven and
gas ranges, as well as other hotel and restaurant-related equipment to create
the optimal learning environment for the students.
The Kolehiyo ng Subic

is the first community college in Subic, Zambales
and 500 of its enrollees are
in the tourism, restaurant
and hotel operations
course.
According to RP Energy project manager Grant
Smith, “RP Energy understands that demonstration
classes are essential for
students in hotel and restaurant management. It
helps them to be more familiar with the hotel and
restaurant environment
making them better candidates for jobs and giving
them higher prospects for
employment.”
The college is adjacent
to the Subic Bay Freeport
Zone that has a thriving hotel and restaurant industry.
Kolehiyo ng Subic administrator Juan Dever-
aturda recalled that students used to hold practical and demonstration
classes outside the THRO
laboratory because of the
lack of equipment.
He adds, “What made
it more problematic was
that the number of enrollees increased every year
making the laboratory’s
refurbishment really imperative. We know that the
fully-equipped lab will inspire students to study
and learn more.”
“We’re always glad to
have this opportunity to
assist our stakeholders.
Equipping the laboratory
with the proper tools and
creating an environment
optimized for learning benefits both the students and
the school”, said RP Energy’s Grant Smith.
Blueboy to prioritize
farm-to-market roads
ANGELES CITY - Former
Pampanga first district representative Francis “Blueboy” Nepomuceno has
vowed to prioritize the construction of farm-to-market
roads all over the First Congressional District of Pampanga especially in Mabalacat and Magalang in an
interview on Friday during
their program Tulay sa Progreso.
“It was a time of reconstruction and rehabilitation
efforts of the government
following the eruptions of
Mt. Pinatubo. Among the
major projects completed
during my incumbency includes the Pulung Maragul-Pandan Bridge and the
Hensonville Bridge,” said
Nepomuceno.
The Pulung MaragulPandan Bridge was completed in 1999 while the
Hensonville Bridge was
completed in 2001.
The Pulung MaragulPandan Bridge connects
Angeles City to the North
Luzon
Expressway
(NLEX), a vital link to Angeles City; and the towns
of Magalang and Arayat.
"Hensonville, on the
other hand, connected
Angeles City to the western portion of the city, "
said Nepomuceno.
"Without the vital bridges, the movement of transport system and goods to
and from Manila will be af-
fected. The two bridges
accelerated rehabilitation
efforts in Angeles City following the destructive
eruptions of Mt. Pinatubo," he added.
He has also provided
some 120 multicab service
vehicles to the barangays
of Angeles City.
Comebacking congressman Francis "Blueboy" L. Nepomuceno
wishes to add more significant bills to his accomplishment report, given
another mandate this
2013. Before he left Congress, he said that he was
able to see through the
conversion of Pampanga
Agricultural College in
Magalang into a state university and therefore it will
receive subsidies from the
national government to
improve on its present facilities and curriculum.
Now he needs and of
course deserves another
mandate to continue on
his quest to deliver quality
education to his constituents.
Angeles City has a rich
voting population and in all
likelihood it will determine
the outcome of the congressional race in the First
Congressional District.
The Angeleños are not just
ready to give the congressional seat to a non-resident of Angeles City.
