SYNCHRONIZED SWIMMING COMPETITION
Rules of the Competition
a)
Organization
The competition shall be held under FINA-Rules.
Competition will be held in four days.
Two delegates, one to be appointed by the Bureau and one by the COMEN Technical
Synchronized Swimming Committee (COMEN TSSC), shall be responsible for and
supervise the organization and the correct conduct of the competitions according to the
COMEN rules and regulations. The delegates shall decide on the matters arising on site
at the competitions which require an immediate decision.
In addition the COMEN TSSC shall nominate:
a) One referee

Competitions’ Age Groups
Competitors born in the years 1997, 1998 and 1999 (ages 13 to 15).
Passports or identity cards, must be handed for age-check. This check must be
completed prior to the meeting by the technical committee in the team managers
meeting.

Participating Countries
The competition is open to all the C.O.M.E.N Nations plus no C.O.M.E.N countries.
Events are Solo, Duet, Team and Free Combination.
Federations may submit entries for:

One solo with one reserve.
One duet with maximum one reserve.
One team of 4 to 8 members, with a maximum of FOUR reserves.
One free combination of 4 to 10 members, with a maximum of two reserves.
The maximum number of competitors per country is twelve.
Note: One reserve refers to one swimmer.

Format
Solo, duet & team shall be held with preliminaries and finals. The preliminaries & finals
shall include Figures (100%) and Free Routine (100%).

Direct finals for Free Combination will be taken, 100% free routine.
The FINA figures for Age Groups 13, 14 & 15, and the FINA time limits for Age groups
13, 14 & 15 shall apply (see FINA Synchronized swimming Age Group Rules).
Solos, duets and teams ranked 1st to 12th (the best 8 COMEN countries & the best 4
non-COMEN countries) shall qualify for the Finals. The Final Results are Figures 100%
+ Free Routine Final 100%.
In all events, competitors who are listed on the entry shall be declared no later than two
hours before the commencement of the session in which the event shall take place.
Withdrawals from any Final shall be announced no later than one hour after the end of
the Preliminaries concerned; otherwise they shall be fined (see Rule E 16.5).

Awards
There will be two different awards, one for COMEN classification and one for general
classification.
Medals shall be awarded to the competitors placed first, second and third in each event.
Diplomas shall be awarded to the competitors placed first to eighth.
The added scores achieved by a Federation in each event shall decide the ranking in the
Mediterranean Cup competition. For finalist, the score of the finals shall be used.
In case of a tie the highest classification shall be awarded to the Federation having
obtained the highest score in the Team event. If there is still a tie, the higher ranked in
the “Free Combination” event shall determine the place, and if there is still a tie, the
higher ranked in the duet event.
The Federation ranked 1st shall be awarded a Trophy engraved “Mediterranean Cup
Synchronized Swimming Trophy 2012”. The Federations ranked 2nd and 3rd shall be
awarded with a Cup. Trophy and Cups are on the costs of the organizing federation.
f)
Entries
Preliminary entries shall be submitted to the organizing federation, with copy to the
COMEN Office, no later than the date circulated by the COMEN Office. A federation
having made a preliminary entry may withdraw up to the date circulated by the COMEN
Office.
Named Entries shall be submitted to the organizing Federation, with copy to the COMEN
Office, no later than 15 days before the first day of the competition.

Officials
Each participating Federation is obliged to enter at least one judge qualified in category
„G‟ (general) from the FINA or LEN list. A second judge from FINA or LEN list category
„B‟ or „G‟ may be entered.

Non-participating Federations may enter a judge qualified in category „G‟.
Nominations shall be submitted to the COMEN Office no later than the date circulated by
the COMEN Office.
Entered judges shall be approved by the COMEN TSSC.
Officials approved by the COMEN TSSC are on the costs of the nominating Federation.
The organizing Federation shall provide all other officials.
For each part of the competition, the Referee of the competition in consultation with the
COMEN Coordinator (TSSC) shall nominate the judges panels and other officials.
Acting judges shall be evaluated.
h)
Financial regulations
The organizing federation shall provide:
a) Transport from the nearest airport to the official hotel and back for participating
teams, delegates and nominated Officials.
b) Transport from official hotels to the pool and back for training and competitions within
the town of the venue for participating teams, delegates and nominated officials.
c) Sessions of minimum two hours per day for training in the competition pool beginning
three days before the competitions. All other requirements, including the
reimbursement of the expenses of the COMEN Delegate (s), are fixed in the relevant
Contract (see FINA rules).
Each participating federation shall be financially responsible for the expenses for
accommodation and travel of its team.
NON-COMEN countries shall pay an entry fee per participating event, and this must be
payed in the organizing committee desk before 20h00 on Wednesday 18th July or by
bank transference to the Royal Spanish Swimming Federation – Concept: NonCOMEN countries entry fee + “country name”.
