Wisconsin Judicare, Inc.
Wisconsin Judicare, Inc. is a non-profit law firm dedicated to providing
equal access to justice for northern Wisconsin residents. Wisconsin
Judicare, Inc. is the civil legal service provider for Wisconsin’s northern
thirty-three counties and eleven federally recognized Indian tribes.
From its inception, Wisconsin Judicare, Inc. emphasizes utilization of the
private bar to represent low income persons and provide eligible clients
the freedom to choose their attorneys.

Pro Bono Attorney of the Year
Attorney David Harth
•
David has spent hundreds of hours each
year representing prisoners in section 1983
civil litigation, primarily in the Western
District of Wisconsin. For more than 15
years he chaired the Pro Bono Committee of
the Western District Bar Association.
•
For the past ten years David has
represented a Georgia inmate on death row
seeking to overturn his conviction on the
grounds of inadequate representation.
•
David joined with several partners in his
firm to represent Senators McCain and
Feingold in a multi-year defense of the
constitutionality of the Bipartisan
Campaign Reform Act of 2002. As a result
of their efforts, the law was upheld by the
United States Supreme Court in December
of 2003.
•
Attorney David Harth is a 1979 graduate of
the University of Wisconsin Law School. He
is a partner in the Madison office of Perkins
Coie LLP.

Center Against Sexual & Domestic Abuse
The Center Against Sexual & Domestic
Abuse (CASDA) is a private, non-profit
founded in 1988 when the Rape &
Incest Advocacy group and Coalition
Against Domestic Violence combined
efforts to provide comprehensive,
coordinated help to survivors of sexual
and domestic violence.
CASDA’s mission is to provide
supportive services to individuals hurt
by sexual assault, domestic violence
and child abuse as we advocate for a
community effort to end violence.

Centro Legal por Derechos Humanos
Centro Legal por Derechos Humanos provides affordable legal
services to low-income individuals in Milwaukee County. It serves a
diverse group of clients in family law and criminal misdemeanor
defense cases.
Centro Legal por Derechos Humanos’ mission is to improve access to
the court system and assure quality legal representation for clients
regardless of income, ethnicity, or native language by providing legal
education and representation to low-income clients who are in
personal transition out of poverty towards safety and self-sufficiency.

Community Justice, Inc.
Community Justice, Inc. (CJI) is a non-profit
law firm that provides people with access to
justice by offering affordable legal services
from qualified and dedicated attorneys. CJI
works with low income families and
individuals to secure fair representation in
court, protecting the legal rights of those who
would otherwise face the system alone.
CJI serves the community through direct
legal services, community awareness
educational programming and policy
development advisory work. It provides legal
services at a rate drastically below the
market cost of representation.

People Against Domestic & Sexual
Abuse of Jefferson County, Inc. (PADA)
has been in the Jefferson community
for over 25 years. A non-profit
organization, PADA originated in 1978
and provides domestic and sexual
abuse/assault intervention services
including a 24 hour crisis line,
counseling, support groups, advocacy,
emergency housing, and community
education.
PADA is committed to providing age
and/or culturally specific services to
children and teens, victims of abuse in
later life (elder abuse), and
Hispanic/Latino victims of domestic &
sexual abuse.

Portage County Legal Aid Society
Portage County Legal Aid Society
is a volunteer-run nonprofit
organization that seeks local
attorneys to assist low income
residents with their legal issues.
Clients are screened by an
attorney for income eligibility and
legal need prior to referral.
Portage County Legal Aid Society
also partners with JusticeWorks to
provide volunteer attorneys for a
family law assistance clinic at the
courthouse.

Attorney Mary Fons
• This award recognizes a lawyer who
has demonstrated a selfless, lifetime
commitment to working in the public
interest, both inside and outside the field

• For years, Mary has been a
formidable member of consumer’s rights,
with a record of defeating scammers
and fraudsters. She works tirelessly for
justice in the marketplace as a fierce
litigator and donates a great deal of time
to training lawyers and encouraging
them to represent low-income
consumers.

Disability Rights Wisconsin
Disability Rights Wisconsin is a private, nonprofit organization
founded in 1977. Disability Rights Wisconsin helps people
across Wisconsin gain access to services and opportunity through
its advocacy and legal expertise.
Disability Rights Wisconsin also works on disability issues with state and
local governments. It is completely independent of government and the
disability service system in order to be free of any conflicts of interest
which would undermine its capacity to advocate vigorously on behalf of
the human and legal rights of people with disabilities.

Door County Legal Aid Society
Door County Legal Aid Society is a
nonprofit volunteer organization that
operates as a screening and referral
source to coordinate legal services
through local pro bono attorneys. It
was formed in 1988 to promote the
availability of indigent legal services
for residents of Door County
Wisconsin.
Since its inception, its objectives are to
encourage pro bono services from the
legal community and organize and
promote public awareness of the need
for legal services for low income
residents.

Kids Matter, Inc. restores opportunity to
abused and neglected youth in Milwaukee.
It was founded in 2000 as a small
grassroots organization.
Kids Matter, Inc. works with foster and

Legal Aid Society of Milwaukee
The Legal Aid Society of Milwaukee
was founded in 1916 “to do all things
necessary for the prevention of
injustice.” It is one of the nation’s
oldest, continuously operating, public
interest law firms.
In addition to representing individuals
and families too poor to afford legal
counsel, Legal Aid Society of
Milwaukee challenges patterns and
practices of abusive behavior by large
corporations and governmental entities
through litigation of class action and
major impact cases.

This award is presented for the firm’s outstanding pro bono assistance
to Jewish Social Services, JSS clients, and the Community Immigration
Law Clinic on issues related to the immigration consequences of
criminal convictions, residence, employment authorization, and the
rights of immigrant victims of domestic violence.

The firm has a growing presence in the Wisconsin Literacy Network
agencies and community colleges working with English as Second
Language teachers to address the immigration needs of their students.
•
The firm has working relationships with the criminal defense attorneys
of the State (and Federal) Public Defender’s office, Hurley Burish and
Stanton, (Lawton and Cates) and many solo private bar attorneys in
which it provides detailed immigration evaluations for non-citizen
criminal defendants.

systemic changes that will help more people
