Surrey Recreation Centre
RECOMMENDATION
It is recommended that Council approve the award of a contract to Omicron Construction Management Ltd., as
General Contractor for the construction of the South Surrey Recreation Centre, with the total base value of the
contract being $6,541,602, excluding GST.
PURPOSE
The purpose of this report is to obtain Council approval to award a contract for the remaining components
related to the construction of the South Surrey Recreation Centre.
BACKGROUND
Council approved the construction of the new South Surrey Recreation Centre, with funding provided in the 2004 and
2005 Capital budgets.
At its Regular Meeting on November 29, 2004, Council awarded a contract for each of three components of work
related to the construction of the South Surrey Recreation Centre, including earthworks, concrete works and
mechanical works. Subsequently, at its Regular Meeting on December 6, 2004, Council awarded a contract for the
structural steel component of work, related to the construction of the South Surrey Recreation Centre.
Construction on the project started on December 6, 2004 and the entire project is scheduled for completion by
October 2005. The project is being managed using a sequential bidding method in an effort to speed up the
construction timeline and to secure material and labour early in the process, which will help in minimizing the
effect of escalating prices in the construction industry. This final contract includes all remaining trades which
were tendered in December 2004 and January 2005. All proposals approved by Council for this project will be
assigned to the Omicron Construction Management Ltd.

Bidding Process And Results
Under Invitation to Tender #1220-20-04B-04, each component of this project has been bid separately. The bidding
process follows the City's competitive bidding policy. Invitations to pre-qualify for the bidding process were
published on the City's website, as well as on the BC Bid website. Pre-qualified contractors for each component
were invited to tender. Attached as Appendix I is a summary of the tenders received for the General Contractor of
the project. Appendix II includes all remaining trades required to complete the construction of the South Surrey
Recreation Centre.
Based on an evaluation of all the tenders, it was concluded Omicron Construction Management Ltd. represents the
best overall value to the City for the construction of the South Surrey Recreation Centre project. Funding in support
of this contract is available within the Council-approved budget for the project.
This amount combines all trades components, proposed and approved components and General Contractor's fee, into
one stipulated price contract in the amount of $6,541,602, excluding GST.
CONCLUSION
Based on the above, it is recommended that Council approve the award of a contract to Omicron Construction
Management Ltd., as General Contractor for the construction of the South Surrey Recreation Centre, with the
total base value of the contract being $6,541,602, excluding GST.
