A Home for the
Sloop
We are very excited to see the Kingston Home Port and Education Center finally become a reality and satisfy a 40-year
dream to have a permanent, protected, dedicated port and repair shop for our beloved sloop Clearwater. Funded in large
part by the New York State Office of Parks, Recreation and Historic Preservation, and located on the Rondout Creek in
Kingston, NY, our new jointly-operated building is nestled next to the tugboat Mathilda and only steps away from the
valley’s Hudson River Maritime Museum. The new Kingston Home Port and Education Center will be a new center for
maritime history, boat building and repair, education, and community gatherings.
With Clearwater and Hudson River Maritime Museum’s partnership, we are rooted in the historic past and working with
a vision for a sustainable future. Together with the City of Kingston and the State of New York, along with thousands
of wonderful grassroots supporters, we have built something great together. This Hudson River port will drive tourism,
promote the maritime heritage and shipbuilding trade, and help revitalize Kingston – a world class port in the 19th and
early 20th century – to its own renewed glory. The Home Port will be the place where the sloop resides over the winters
and where major and minor restoration efforts can take place.
Education programs through Clearwater and the Hudson River Maritime Museum will be created and taught out of the
building while utilizing the sloop when docked and the museum facilities. It will be a place where our youth will be taught
the tradition of cause music through our Power of Song program and carry on the legacy of Pete Seeger – to inspire people
through song to take action for the environment. World-class music paired with maritime history and celebrations of tall
ships will all make Kingston a major Hudson River destination for the Hudson Valley.

2nd Annual Earth Day Concert: A Tribute to Woody Guthrie
Clearwater presented its 2nd Earth Day Benefit Concert in celebration of Woody Guthrie’s 100th birthday on April 22 at the
Tarrytown Music Hall in Westchester, NY. This was a very special evening featuring Janis Ian, Tom Paxton, The Klezmatics, Tom
Chapin, Toshi Reagon, David Amram, Lucy Kaplansky, Garland
Jeffreys, Cheryl Wheeler, and more.
Pete Seeger and Woody Guthrie were close friends and musical
collaborators who first met in New York at a benefit supporting
California farm workers. Pete and Woody, along with Leadbelly,
Burl Ives, Sonny Terry, Brownie McGhee, Josh White and others
founded The Alamanc Singers in 1940, one of the first major folk
music groups to organize and popularize protest music. Members
of this group, including Pete, went on to found The Weavers, popularizing many of Woody’s songs. During the McCarthy Era of the
1940’s and early 1950’s, Pete, Woody, and many other artists were
blacklisted. Ultimately, Pete and Woody have inspired generations
of musicians including Bob Dylan, Joan Baez, Peter Paul & Mary,
Judy Collins, Bruce Springsteen, Ben Harper, Billy Bragg, Jeff
Tweedy, and many more.
All artists performed selected Woody Guthrie songs, as well as
their own and it was a night to remember.

On September 15, a daylong construction took place on
Rondout Creek in Kingston, NY involving a crew of approximately 60 dedicated souls and a crane working together to assemble the timber frame parts of what would
become the new home port for the sloop Clearwater.
Hundreds of people gathered from all walks of life to lend
their support for the new facility and for the revitalization
of the Kingston waterfront. By sunset the timber frame
was complete and Pete Seeger took a moment with the
youth in attendance to inaugurate the new building with
a very touching rendition of “If I had a Hammer.”
Many of the diverse groups who have supported this
project from its inception Hudson River Maritime
Museum, Clearwater, and Kingston Community were
present for the raising of the building and assisted in the
construction process. In the upcoming years, a wonderful
collaboration between the Hudson River Maritime
Museum and Clearwater is set to evolve. The two groups
have agreed to share the new facility, with the Museum
being the primary occupant during the summer, and
Clearwater being the primary occupant during the winter
when the annual sloop repairs will begin in the new
woodshop housed within the building.
The sloop repair work involves working with enormous
pieces of wood to replace parts of the sloop that have
disintegrated over time. Small scale wood boat building
will also be a primary use of the building in an effort to
create river access for Kingston youth. The new facility, in

“Had the election gone the other way,” said Peter Yarrow,
formerly of Peter Paul and Mary, the evening would’ve felt
very different. As it was, the November 9 benefit concert at
New York City’s Symphony Space was a quirky, gloriously
whacked, tribal reunion of nearly every lefty folksinger
you ever admired. A highlight of the evening was when
Pete Seeger came out on stage alone and sang “Turn Turn
Turn.” He included five verses written by his wife, Toshi,
in 1954 that were never performed in public. Each one
was wittier than the last, and themed on the clear-eyed
assessments of the ups and downs of parenthood. Of
course, he had the whole audience singing together.

began with the premiere of the Lawrence Kraman film,
David Amram: The First 80 Years and was, from start to
finish, a true tribute to an incredible artist.

River Cities Initiative –
extending the impact
It’s getting harder and harder for teachers and school administrators to arrange field experiences for their students.
With more focus on standardized testing and Common
Core State Standards, schools are feeling more pressure to
keep students in the classroom for test preparation. Yet
we know that giving students opportunities to learn outside of class can enhance learning in the classroom.
help schools and organizations by providing financial and
other assistance to states, which are bolstering environmental learning. More than forty states are taking action
to urge the development of statewide “environmental literacy” plans, and outdoor plans and strategies.
Clearwater’s education programs have evolved over the
years to help meet the needs of educators seeking unique
field experiences for their students. Our signature pro-

Left Inside Act. This federal legislation would provide
resources and incentives to schools to incorporate environmental education into their curriculum. It’s been well
established that environmental education can improve
student achievement and test scores, especially in math,
science and other core subjects, and help students think
more effectively by providing a real-world context for
classroom instruction, while preparing them for the 21st
century workforce. On a more fundamental level, bringing kids out of the classroom gets them excited about
learning and naturally caters to the diverse learning styles
found in all student populations.
But educational resources are stretched thin, especially
to train teachers in environmental education, and to plan
effective programs. The No Child Left Inside Act could

gram is the Sailing Classroom, a 3-hour sail onboard the
historic sloop Clearwater. The 106 ft. sloop is a replica of
cargo vessels that sailed the Hudson in the eighteenth and
nineteenth centuries. They were the lifelines of communities like Albany, Kingston, Poughkeepsie and Peekskill,
carrying anything from the mail to produce, livestock,
paying passengers, and all manner of cargo. Their elegant
profiles also captured the hearts of many Hudson River
School painters, like Frederick Church and Francis Silva.
Clearwater pioneered the concept of using a tall ship as
a platform for river and estuary study. The sail program
is very interactive, and in many ways a sail on the Clearwater is like a trip through time. We combine traditional
maritime activities like sail raising, steering and navigating
the boat, and singing traditional sea songs with environmental science study. Students sample and identify Hudson River life and learn history lessons below decks. We
also discuss environmental issues that impact the river and
get the students to come up with possible solutions. It‘s
a wonderful program, but it is only a 3-hour experience,
and not every school or group can arrange a sail.
In response to these limitations, Clearwater developed our
Tideline shore program, which brings groups of students
to the Hudson River shore where they experience many of
the same program elements as the Sailing Classroom program. The Tideline program has more program flexibility
than the boat, since it takes place on land rather within
the confines of the sloop. We also started to use in-class
program options, either before or after the field program,
to prepare the students for their time aboard the boat or
their program at the shore. Having this extra contact-time
with the students really helps them get the most out of a
river-based program.
Clearwater has installed onboard a sensor that allows
teachers to upload water quality data in the classroom.
They can track where the sloop has sailed and compare
water conditions on different parts of the Hudson. This

same information is used by scientists, professional mariners, and municipalities. The HRECOS network (www.
hrecos.org) is another great way that Clearwater helps
students and teachers get the most out of a field experience on the Hudson.
Until the No Child Left Inside Act is passed, teachers and
educators seeking to give their students learning experiences outside the classroom still have many obstacles to
overcome. One of those obstacles is financial. If there
were ways to help remove or at least lower that obstacle,
it might be possible to bring many more students to the
river and also enhance learning with lessons in the classroom provided by Clearwater educators.
Clearwater’s River Cities Initiative is a response to this
problem. Clearwater has reached out to various foundations and companies seeking support to provide a host of
river education programs that target a specific school system. The River Cities Initiative provides sail programs,
dockside programs, Tideline shore programs, and in-class
programs to students from K-12 over a span of two years.
In Newburgh, thanks to a generous grant from the Dorr
Foundation, Clearwater has been able to get kids who
may live less than a mile from the Hudson to experience
the river in a new way: wading into the river with boots
and a net to sample fish, testing water quality, or navigating from the deck of the sloop. Clearwater educators go
into the classroom to give targeted lessons on pollution
or watershed protection. Younger students receive an assembly program where they sing traditional river songs.
The following year, many of the kids who experienced a
shore program will go sailing, and many of the kids who
received an assembly program will then go to the shore.
It’s a great way to reinforce the learning from year to year.
Clearwater’s goal is to find sponsors for the River Cities
Initiative for every community up and down the Hudson
Valley, large and small. Even modest gifts can make a big
impact as we strive to create the next generation of environmental leaders from all the towns and cities in our
area. Students who experience our education programs
often return to us as volunteers, interns, and apprentices.
Some have signed up for our Youth Empowerment summer programs, Young Women at the Helm and Young
Men at the Helm. Many who have experienced Clearwater’s education programs return to sail as volunteers or
crew members, or continue their studies to become professionals in the environmental and scientific fields.
Noted author and ecologist Aldo Leopold once wrote that
despite mankind’s mastery of technology, we still haven’t
figured out how to do one of the most fundamental
tasks: “to live on a piece of land without spoiling it.”
At Clearwater, we’re trying to help the next generation
discover ways to live near a river without spoiling it, while
at the same time learning about science, history and the
rich maritime and environmental heritage of the Hudson
Valley.

Environmental Action and Green Cities Initiatives
Clearwater’s 2012 “Fear and Hope” campaign saw
increased momentum with focused messaging on the
urgent need to shut down Indian Point and invest in
an alternative energy plan for the region. The campaign
involved critical legal action and included a team made up
of Clearwater Board members and key staff.
Our strong partnerships with the Indian Point Safe
Energy Coalition (IPSEC), Sierra Club, Riverkeeper,
Physicians for Social Responsibility, and the Stony Point
Convergence supported our efforts to develop effective
outreach and education, particularly in engaging with
elected officials. Clearwater has been an active leader in
providing coordination among groups opposed to Indian
Point relicensing, assuring coordinated action among the
many anti-Indian Point groups to increase our collective
efficiency, effectiveness, and impact.

from Fukushima, Japan who shared their experiences of
being on the scene during the March 2011 disaster. The
conference highlighted the highly troubling question of
evacuation and first response for the region in the event
of a nuclear disaster at Indian Point. Over 150 people
attended this informative event cosponsored by Connie
Hogarth Center for Social Action, District Council
37 (DC-37) of the American Federation of State,
County and Municipal Employees (AFSCME); New
York Committee for Occupational Health and Safety
(NYCOSH); and Physicians for Social Responsibility,
National and NY City Chapter.
Coordinated Public Action/
Grassroots Advocacy in
Opposition to Indian Point
The “Eyewitness Fukushima” conference took place
March, 2012 at Manhattanville College in Westchester
County, NY. Clearwater and partners invited area
Emergency Responders, including police, EMS, fire, and
Indian Point Hearings before the Atomic Licensing Safety Board

Environmental Justice radiological leaks and the issue
of on-site waste storage. A new permit for Indian Point
would mean another 20 years of radioactive leaks,
seriously overcrowded fuel pools, excessive fish kills and
potential disasters. Clearwater will continue working on
this issue in an effort to keep New York residents safe and
assure that the Hudson River ecosystem is protected.
Indian Point Energy Center, Buchanan, NY
The “Eyewitness Fukushima” video, with trailer, was
created to help extend the reach of the conference’s
message. The video was mailed to over 600 Emergency
Responders in Westchester, Rockland, and Putnam
counties and to others within the 50 mile radius of
Indian Point. Volunteers helped to distribute more than
100 copies to their local firefighters, ambulance squads,
and schools. The video currently resides on Vimeo at
http://player.vimeo.com/video/42215560. In addition,
2,500 updated Indian Point campaign brochures were
printed and distributed with along with the “Eyewitness
Fukushima” videos as part of public outreach and
education.
The Indian Point campaign used petitions to call for
hearings on the facility’s deficient evacuation plan with
Clearwater guiding and publicly supporting legislative
hearings on evacuation insufficiencies. The campaign
stressed the dangers of on-site storage of nuclear waste,
particularly within severely overcrowded fuel pools
in which the potential for spontaneous combustion is
greatly elevated.
Clearwater developed a Health and Safety Resolution
that was presented to, and passed by many regional
municipalities. Also, a general petition and resolution to
close Indian Point was also circulated widely, and several
signatures were captured at Clearwater’s Great Hudson
River Revival in June, 2012.
Legal Activities and Contentions
Clearwater and our partners continued to fight Entergy’s
ongoing misinformation campaign through our joint
legal actions presented in front of the Atomic Safety
Relicensing Board, including contentions in regard to
clearwater.org
Clearwater developed a powerful Environmental
Justice case in 2012 that involved filing a brief, and then
assembling a superb team of nine witnesses to substantiate
our contentions. The team included EJ Associate, Karla
Raimundi, Esq.; Richard Webster, Esq. of Public Justice;
Manna Jo Greene, Environmental Action Director; and
Clearwater Board members, attorneys Ross Gould, Steve
Filler and Susan Shapiro. In this contention, Clearwater
asserted that neither Entergy’s Environmental Report
(ER) nor the Final Supplemental Environmental Impact
Statement (FSEIS) prepared by the Nuclear Regulatory
Commission (NRC).
Staff analyzed the disproportionate impact that a nuclear
release at Indian Point would have on Environmental
Justice populations. At the hearing before the Atomic
Safety Licensing Board (ASLB) panel of judges, the
NRC Staff acknowledged that they did not take into
account potential disparate impact on elderly, disabled,
mobility impaired, and prison populations in the event
of a radiological release in their environmental impact
statement.
Also, in considering the Environmental Justice (EJ)
impacts if there is a relicensing, NRC did not do an
analysis of disproportionate impacts of a severe accident,
because they viewed the risk of accident as small and they
viewed it as outside the scope of their guidance.
Witnesses included Aaron Mair, a founder of the
Environmental Justice movement; Dr. Michael Edelstein
who specialized in impacts on prisoner; Anthony Papa,
former Sing Sing inmate; Dr. Andrew Kanter of Physicians
for Social Responsibility, medical expert; Dr. Erik Larsen,
emergency medical expert; Dolores Guardado, Spanishspeaking resident; John Simms, nursing home resident;
and Manna Greene and Stephen Filler of Clearwater.
Armed with four volumes of pre-filed testimony, Clearwater’s case was very convincing. The net result was that
Clearwater succeeded in putting a human face on an oth-

In addition, Clearwater, along with partner Riverkeeper,
filed a unique and compelling NY State Waste Confidence
Safety Contention regarding the dangers of onsite waste
storage. Both are currently in abeyance as the NRC
pursues an assessment of the environmental impacts of
onsite storage and develops a viable waste storage plan.
Relicensing is on hold until these actions are completed.
Clearwater and Riverkeeper also settled a contention
regarding the radioactive leaks at Indian Point, with an
outcome involving increased radiation monitoring by
Entergy and with review and oversight by the NRC.
The Importance of Transitioning to
Green Energy Economy
The question of replacement energy is the most common
reservation people have about Indian Point going offline.
In 2012 Clearwater established itself in a leadership role
working on the NYSERDA-funded, 7-county regional
sustainability planning process as a member of the Energy
Working Group. The task force focused on creating an
implementable, fully-financed roadmap to transition the
region to a Green Energy Economy, with a short-term
goal of replacing Indian Point’s 2,000 megawatts with
energy efficiency and renewable energy by 2015.

Transitioning to a Green Energy Economy” was held in
September 2012 at Stony Point, NY with activists, faithbased organizations, and students attending.
are finally getting more recognition for their economic
and cultural value. The past however, has left these urban
waterways in less that pristine condition. Many of our
cities’ streams have been channelized, re-routed, paved
over, and used as stormwater conduits. Their watersheds
continue to be subject to increases in impervious cover,
such as roads and parking lots, which amplify the effects of
flooding and urban runoff, which often transports gas, oil,
and other toxins directly into the stream, and ultimately
the Hudson River.
Clearwater’s Green Cities Initiative is actively working
to restore and transform Hudson River tributaries into
vibrant and healthy streams that not only provide water
quality and habitat benefits, but serve as a unifying
resource for the community and a stimulus for economic
development.
In 2012 this model urban watershed initiative was
best demonstrated by Clearwater’s work in the City of
Poughkeepsie, and the Fall Kill Creek. The Fall Kill is a
unique and historic creek that empties into the Hudson
River at Upper Landing in Poughkeepsie, where early
settlers used its fast-flowing falls to power industry.
Today, the Fall Kill has lost its industrial significance,
along with much of its water quality and habitat value,
but its meandering track through the heart of the city
makes it an ideal candidate for revitalization. Clearwater
is working with the Fall Kill Watershed Committee and
a diverse array of partners on a long term initiative to
restore the creek, with support from the New York State
Department of Environmental Conservation’s Hudson
River Estuary Program.
At the core of the initiative is the Fall Kill Planning Project.
Clearwater continues to work with our partners to
proactively define and promote solutions and safe clean
energy alternatives to replace our reliance on fossil fuels.
We are proud to take part in the planning process to
develop a renewable energy roadmap for the Hudson
Valley.

As Hudson River cities continue to evolve from the days
of irresponsible growth and environmental neglect, to an
age where economics and “green” go hand in hand, the
urban streams that fed our region’s early development

Initiatives near the Fall Kill Creek
Clearwater published a Master Plan for a walkable green
corridor along the creek, creating detailed engineered
design plans with cost estimates for 3 sites along the
corridor, and a Handbook of conceptual designs to inspire
and assist residents and future developers. These plans
were developed with direct input from the community
and technical support from the Urban Landscape Lab at
Columbia University’s School of Architecture, Planning,
and Preservation.
The Fall Kill Plan works towards several objectives to
benefit the City of Poughkeepsie. The project aims
to increase community stewardship of the creek by
improving aesthetics and access, improve water quality
by incorporating Green Infrastructure practices such as
riparian plantings, rain gardens and porous pavement
into site plans, enhance connections to existing social
and cultural centers, and bridge the gap between the Fall
Kill and economic development opportunities such as
Walkway over the Hudson and the Middle Main business
district.
In a complementary effort in the summer of 2012,
Clearwater partnered with the Poughkeepsie-based
workforce development agency, Nubian Directions, to
employ over 150 youth in a stream restoration project for
clearwater.org
the Fall Kill creek – supported by federal disaster relief
funding from Hurricane Irene. Most of the 150 youth
hired were local, age 18 to 24, and previously unemployed
or underemployed. The youth not only received a good
wage for their work, but also critical “life-training” in job
interview skills, resume writing, and personal finance - so
that they’d be better equipped to stay employed after the
project. The youth also received training in watershed
science and stream ecology, so they have a framework to
take advantage of additional Green Job training.
Also in summer 2012, Clearwater and partners held our
annual Fall Kill Creek Week, a series of events designed to
celebrate, educate, and active residents to become involved
in our revitalization efforts. The capstone Middle Main
in Motion block party drew over 200 visitors to North
Cherry St. in Poughkeepsie’s east end, and featured the
unveiling of the educational Fall Kill signs we installed
around the city, a watershed ecology education station,
kids activities, a parade, and cultural dance exhibitions,
making for a truly community-focused day.
These projects are ultimately about much more than just
greening an urban stream, they are about using an urban
stream as a catalyst to green an entire community, and that
is what Clearwater’s Green Cities Initiative is all about.

Clearwater was born of its volunteers – in 1966, Pete Seeger and several friends got the crazy notion to build a boat to save
the Hudson River and over forty years later, the sloop Clearwater is still sailing strong, educating people about the River,
so they grow up caring about the River. We are incredibly lucky to be able to rely on the strengths of our thousand-plus
volunteers each year from electricians, musicians, professors, doctors and lawyers, to college students, biologists, jack-ofall-trades and elementary age children – nationally and internationally. Clearwater truly is made of a mélange of caring,
passionate and dedicated people, who believe in the music, the spirit and the possibilities of Clearwater. Thank you to
all of our invaluable friends who have helped save our environment this year by donating your time to the Great Hudson
River Revival-especially members of the Revival Planning Committee (who are starred with a ), educating on the sloop
