OSHA 10-Hour Introduction Overview • Welcome! – Outreach Training Program: • The Occupational Safety and Health Administration, OSHA, as part of the Department of Labor, created the office of Training and Education to provide employers with opportunities for obtaining training and educational materials and coursework. Within the office of training and education, the OSHA Training Institute (OTI) oversees the OSHA Outreach Training Program. Overview Jurisdiction • • The Occupational Safety and Health Act covers private sector employers and their employees in the 50 States and certain territories and jurisdictions under Federal authority. Those jurisdictions include the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, Northern Mariana Islands, Wake Island, Johnston Island, and the Outer Continental Shelf Lands as defined in the Outer Continental Shelf Lands Act. OSHA training programs such as the Outreach Training Program are intended for workers covered under the Occupational Safety and Health (OSH)Act of 1970, and within the Agency’s jurisdiction. If you are not in one of the 50 states or one of these jurisdictions, contact customer support immediately, because you may not be eligible for a completion card. Overview • Outreach Training Program – Training for workers and employers on: – Recognition, avoidance, abatement, and prevention of safety and health hazards in workplaces. – Information regarding workers' rights, employer responsibilities, and how to file a complaint. – This is a voluntary program and does not meet training requirements for any OSHA standards. – 10-hour or 30-hour classes delivered by OSHA-authorized trainers. Safety Tip The 10-hour class is intended for entry level workers, while the 30-hour class is more appropriate for supervisors or workers with some safety responsibility. Through this training, OSHA helps to ensure that workers are more knowledgeable about workplace hazards and their rights, and contribute to our nation's productivity. Overview • Outreach Training Program – Authorizing Trainers Since 1971. • Authorization is based upon personal experience and completion of a 30-hour instructor course sanctioned by the OTI. • Using standardized curriculum and only authorized trainers, the Institute is able to provide official completion cards to students finishing the prescribed course. • Cards are official U.S. Department of Labor issue, no expiration date. Overview • Trainers – Qualification: • Trainers must complete the Outreach training and authorization process, and are able to assist you, if necessary, with completion of the course. • Upon completion of the outreach course, one of our trainers will process your submittal, obtain the completion card from the OTI, sign it and distribute it to you. Safety Tip The card issuing process can take several weeks and can take as long as 90 days. Overview • Online Course – You Have Opportunity: • To take this course online. • The standard of instruction is as high or higher than that found in traditional classroom courses. • You will receive, when complete, the same Department of Labor completion card signed by an authorized instructor. Tip: When you receive your completion card. Make a copy and keep it in your records. Program Requirements • You Need to Know – First we’ll discuss the program requirements, and then we’ll discuss some of the available features. – IMPORTANT: Open all safety tips, perform all review questions and interactive exercises. Many of them are required in order for you to proceed through the course. You will not get an advance button until you activate them. Program Requirements • Requirements – To Complete the Course and Receive Your Card. • One, you must complete all of the assigned coursework. • Two, OSHA requires that you must complete all course tasks within a three month time frame or you’ll have to start over. • Three, you will have to successfully complete all quizzes, exams and the final exam. • Four, you must spend at least 10 ¼ hours in the program. • Finally, you must complete and submit the evaluation at the end of the course. Program Requirements • Complete The Coursework – The outreach program has certain requirements for course curriculum. This course was designed to meet those requirements. – You will not be able to alter the order of the courses nor the subject matter. – Once finished with a course, however, you do have the option to go back and review the coursework anytime and in any order. You may do this by clicking the review button next to the course listing on the control panel. Program Requirements • Three - Month Limit – OSHA Requirement Is 3 Months. • Your time starts when you start the course. • Your employer may have established a shorter time limit, so be aware if they have. • If you exceed the 3 month time limit, you will be locked out of the course, will have to be re-assigned and must start again from the beginning, even if you have completed a substantial portion of the curriculum. Program Requirements • Pass The Exams – You must pass every one of the quizzes contained within the courseware. Most of these are set at about 70% to pass, depending on the number of questions. You have an unlimited number of tries to pass these short quizzes. – You must pass each of the ten question topic exams with a score of 70% or better. There is a topic exam following each major topic of instruction. If you FAIL any of these topic exams THREE times you will fail the course and be locked out of the system. – You must pass the 40 question final exam with a score of at least 70%. If you FAIL the final exam THREE times, you will fail the course and be locked out of the system. – Each attempt (or start) of a topic or final exam is counted, so try to finish without interruption. Tip There is a big difference between the quizzes inside the modules versus the topic exams and final exam. The modules quizzes are graded, but won’t fail you out of the course; they are for reinforcement and learning. The topic exams and final are graded and can fail you out of the course. Program Requirements • Ten Hours – Required in Program: • You will not be allowed to proceed to the evaluation until you accumulate the 10 1/4 hours (615 minutes). • Accumulate additional time by: – Reviewing completed coursework. – Research and reading in the websites provided as links on the OSHA 10 control panel. – Taking additional coursework by selecting one or more of the elective modules following the mandatory curriculum. – Any additional features on the control panel. Program Requirements NEW REQUIREMENT OSHA has some new rules regarding accumulation of training time. 1. You can’t spend more than 7 ½ consecutive hours in the program or you will be timed out. 2. If that happens, you will have to wait at least eight hours before you will be allowed to continue. 3. You can’t spend more than 7 ½ hours per day in the program. 4. Therefore, you must spend at least two days in the 10 hour class. Program Requirements • Complete The Evaluation – Critical: • You will not be credited with course completion until the evaluation is complete and submitted. We need your feedback in order to improve the product. • In addition, we send these evaluations on to OSHA for their review. • They will not provide us with your completion card unless they receive your evaluation. Program Requirements • Getting Your Card – You complete course, we submit the necessary documentation to OSHA. – Takes OSHA at least a couple of weeks to send out the cards. – One of our trainers then signs the card and sends it to you. – In the meantime, electronic proof of completion can be obtained by your administrator on the ClickSafety website. How It Works • Navigating the System – Simple. • To advance, click on the advance arrow. • A few things about the coursework. First, you may stop at any time and the system will bookmark your spot to the nearest topic, returning you there when you choose to resume. How It Works • About Coursework – More Items: • You may go back within sections but not between sections by clicking the back button on the lower portion of your screen. This will also repeat the audio for any particular screen. • Avoid the back button on your browser. This is the one on the tool bar in the upper left portion of your computer screen. Use the features on your screen. How It Works • Caution! – OSHA 10-hour User Control Panel: • This is where you are able to access the discussion forum, user tour, glossary, webliography, and where you will see the various courses listed. • Do not close this window or panel when you are doing any activity within the 10-hour course. • Closing the window will stop the timer and you could spend time in the course for which no credit is logged. How It Works • Quizzes and Exams – Quiz Pool • For example, for a 5 question quiz, we may have a 10 or 12 question pool to draw questions from each time the quiz is generated. So if you must repeat a quiz, some of the questions may change. And, the order of the questions will also change. • The same applies to the topic exams and the final exam. How It Works • Timer – Log Elapsed Time In The Course: • It also requires session to terminate if you’re inactive for a time (15 minutes). • 15 minutes of inactivity, you’ll hear a warning/30 second countdown will commence. • Resume coursework within 30 seconds by taking any action on the screen with your mouse. • Otherwise you’ll be logged off and will have to logon again to resume. Don’t worry, your place is book marked. How It Works • Timer • We have also installed a time restrictor on each screenshot. This is a requirement meant to compel the user to spend sufficient time on each screen to be able to read and comprehend the material presented. • You will not be able to advance to the next screen until the time restriction is met. Each screen may have a different time limit based on material. How It Works • Evaluation – Caution: • The timer also functions when you are completing the course evaluation, but is set at 30 minutes. Be sure to finish the evaluation within 30 minutes or the timer will drop you out of the evaluation before you can submit it. You may experience some related difficulties which can be avoided by simply submitting the evaluation within the 30 minute time period. How It Works • Course Curriculum – Outreach Program has Specific Requirements: • This 10-hour course has been designed to meet those requirements and to present you with a balanced curriculum that will assist you in your work environment and provide you with approximately 10 hours of instruction time. How It Works • Course Curriculum – Remember, the training is about recognition, avoidance, abatement, and prevention of safety and health hazards in workplaces. – However, the coursework is generally referenced to the Federal OSHA Construction Industry Standards, although we’ve tried to point out where possible differences might occur with state standards. Be aware of those possible differences and be aware of possible company policies on these subjects, which might be different, usually more stringent.
