I want to take the time to thank you for obtaining and reading this very important document. The health, safety and welfare of
our students, faculty, staff and visitors is of utmost importance, and this commitment has enabled Broward College to expand both our
geographic and academic footprint with confidence.
Since the release of our 2010 Safety Report, we have been moving swiftly to enhance the
profile of our Campus Safety department by acquiring new patrol vehicles, moving to one college-wide
campus safety phone number, installing a leading-edge emergency notification system with Blackboard
Connect ED, and multiple other initiatives that are designed with a single purpose: to make Broward
College the place of choice for students seeking to better themselves and their local communities.
During the past year, Broward College’s Campus Safety staff have undergone additional
training including: incident reporting protocols, CPR/AED certification, crowd control, and incident
documentation. Our staff at Tigertail Lake Recreational Center have earned lifeguard instruction
certifications and will be offering our students lifeguard classes in spring 2012. Recently, in what will
rank as one of the largest - if not most important - acquisitions in college history, we purchased a
building in Fort Lauderdale that will serve as the nerve center for our enhanced Safety, Security and
Emergency Preparedness department. Under the oversight of District Director Peter Agnesi, Broward College is now positioned to be
on the leading edge of Campus Safety.
It is my hope that each of these new initiatives - and the ones still to come - show you that Broward College is deeply
committed to the safety and security of all who work and study at our campuses and learning centers. Above all, I want to encourage
you to remember that safety is everyone’s responsibility. Be safe!

Broward College Campus Safety Authority and Jurisdiction

All Broward College Campus Safety Officers possess Class D licenses
issued by the State of Florida. Their duty is to assist students, provide traffic
control and direction, respond to incidents on campus, evacuate buildings, and
ask individuals for identification to determine whether they have lawful business at
Broward College. Incidents of a criminal nature are referred either to police
officers assigned to the campus and/or the local police who has jurisdiction over a
specific campus or learning center.
For those who would prefer to report a specific incident or crime to
someone other than campus safety or police personnel, Broward College has
designated certain members of its faculty and staff to serve as Campus Safety
Authorities (CSAs). CSAs act as intermediaries, and allow a victim to maintain
anonymity. A list of CSAs will be available online at the Campus Safety page.

In keeping with our continued commitment to Environmental Sustainability, Broward College purchased Hybrid-SUVs to serve as patrol
vehicles for Campus Safety. Now Campus Safety is able to maintain a high-visibility profile while minimizing its environmental impact.
Procedures for Reporting a Crime or Incident

Any student, staff member, or guest of Broward College is encouraged to report criminal activity, activity of a
suspicious nature, and emergencies of any sort that occur at any of Broward College’s campuses or learning centers
directly to the Campus Safety Department as soon as possible. Campus Safety is available 24 hours a day/7 days a
week to respond to service calls. Campus Safety Officers will meet a caller anywhere on campus to investigate a
reported incident.
When reporting a suspicious situation, individual or vehicle, please give as much detail as possible:

Description of the individual to include: gender, race, approximate height and weight, physical features, clothing,
accessories, and anything else that would help responders to recognize the individual.

Description of the vehicle to include: make, model, color, license plate, unique features, visible damage, and a
description of the driver and passengers if any.
Remember: Do not approach or attempt to apprehend persons suspected of being involved in a crime or incident.
Exceptions to Reporting: Licensed Counselors

As a result of the negotiated rulemaking process which followed the signing into law of the 1998 amendment to
20 U.S.C. Section 1092 (f), clarification was given to those considered to be Campus Safety Authorities (CSAs).
Pastoral and Professional Counselors acting in the scope of their professional license are not considered to be CSAs
and are not required to report crimes for inclusion into Broward College’s annual disclosure of crime statistics.
Professionally licensed counselors can only encourage persons to report crimes to the appropriate authorities.
Academic counselors employed at Broward College are not considered professional counselors and are not bound to
confidentiality under the Clery Act. Broward College does not employ mental health counselors but instead has a
partnership with Henderson Mental Health Services to provide services to students in need.

Safety and Security Awareness Programs

During student orientation in August, students are informed of the services
offered by the Campus Safety department. Brochures are issued in student orientation
packets, Campus Safety personnel outline ways to maintain personal safety, and talk
about what classes are offered by Broward College that pertain to both individual and
campus safety. Similar information is handed out in the form of brochures and briefings
to new employees and revisited at pre-semester faculty events.
Broward College’s Office of Professional Development has offered S.A.F.E.
(Self-defense, Awareness, and Familiarization Exchange) as well as classes for
Broward College employees during Professional Development Day. Lifeguard
certification classes are offered at Tigertail Lake. CPR/AED classes are offered for
students through the Continuing Education/Workforce Development Department and
for employees through the Human Resources/Professional Development Office.

Blackboard Connect ED Incident Alert

In the event that an incident arises, either on or off campus, that the college
views as posing a viable threat to life and property, a college-wide alert will be issued
via Blackboard Connect ED. The alert will originate from the office of the District
Director of Safety, Security and Emergency Preparedness. The alert will come in the
form of an email, a text message, and a voice call to all registered users. BC students,
faculty, employees and campus volunteers are considered to be registered users. All
status updates will be posted on the Broward College home page. Once the college/
campus is deemed secure, an ‘All Clear’ alert will be sent via Blackboard Connect ED.
Broward College Daily Incident Log

Each Campus Safety office maintains a daily incident log for their specific
campus or learning center. All students, faculty and staff may request to view the log
either in the Campus Safety office or online at www.broward.edu/view/safety.jsp.
Certain incidents may be deemed confidential if the release of the information poses a
threat to an ongoing police investigation, jeopardizes the confidentiality of the victim or
the safety of the campus community, or is prohibited by law.
Campus Safety Officer Escorts

Broward College Campus Safety is proud to serve as safety escorts to the
entire campus community. They are available to escort a student, faculty member or
employee to and from their vehicle, office, or classroom 24 hours a day/7 days a week.

Broward College employs Campus Safety Officers or contracted security officers on each of its campuses and satellite centers. Local
police departments routinely work and communicate with Campus Safety Officers in dealing with incidents that occur at BC.
Broward College Campus Safety Policies

Access Policy:
During business hours Broward College will be open to students, parents, faculty, employees, contractors,
guests, and invitees. During non-business hours access to Broward College facilities is by key, if issued, or by
admittance via the Campus Safety department. In the case of periods of extended closing, the college will admit only
those with prior written approval. Facilities such as Tigertail Lake, on-campus libraries, Bailey Concert Hall, and the
Omni Auditorium may have individual hours which will vary depending upon the time of the year. These facilities will be
secured according to schedules developed by the department responsible. Broward College has no residential facilities.
Parking and Traffic Policy:
Broward College Policy 6Hx2-7.13 states: The President or his/her designee are hereby authorized to enforce
parking regulations, collect transportation access fees and issue citations for parking violations on all locations of
Broward College. Monies collected from parking violations are to be deposited in the student scholarship accounts for
student financial aid recipients at the college (see Policy 6Hx2-6.13 and 6Hx2-6.16). Transportation access fees are to
be used for parking lot, walkway, road, crosswalk maintenance, security, and student transportation needs. The
municipal police authority at each college site shall provide enforcement of state and local traffic ordinances.
Removal of Vehicles:
The President is authorized to develop procedures consistent with Florida State Statute 715.07 and appropriate
state regulations for the towing of vehicles from Broward College locations.
Weapons on Campus:
The Broward College Student Code of Conduct, Broward College Policy 6Hx2-5.02, and Florida State Statute
790.115 prohibit the possession, control, or display of any firearm, electric weapon or device, destructive device, or
other weapon defined in Florida State Statute 790.001, while on the property of Broward College. Individuals who
possess a Florida State-issued license to carry concealed weapons are not exempt.

Sexual Harassment Policy:
Broward College policies 6Hx2-5.20 and 6Hx2-5.02 prohibit sexual harassment. Sexual harassment includes
but is not limited to:

Unwelcome physical contact of a sexual nature such as patting, pinching, or unnecessary touching.

Overt or implied threats against an individual to induce him/her to perform sexual favors or to engage in an
unwelcome sexual relationship.

Verbal innuendos or jokes of a sexual nature, including graphic or degrading verbal comments about an individual
and/or his or her appearance.

Use of sexually suggestive terms or gestures to describe a person’s body, clothing, or sexual activities.

Displaying or posting offensive sexually suggestive pictures or materials on campus.
Sexual Battery/Assault:
No student may commit or attempt a sexual battery/assault against any student or employee of the college or
against any person at a college-sponsored or supervised activity. In addition to any criminal or civil actions which may
be pending or in process, the college may pursue a separate disciplinary action against any student believed to have
committed or attempted a sexual battery as defined in Florida State Statute 794.011.
Broward College Campus Safety strongly advocates that the victim of a sexual assault report the incident in a
timely manner. Time is a critical factor for evidence collection and preservation. An assault should be reported directly to
a Broward College Campus Safety Officer and/or the local police. Filing a police report will:

Ensure that a victim of sexual assault receives the necessary medical treatment and tests, at no cost to the victim.

Provide the opportunity for collection of evidence, which cannot be obtained later, that will be helpful in prosecution.

Ensure the victim has access to free confidential counseling from counselors specifically trained in the area of
sexual assault crisis intervention.
Various counseling options are available through Broward College’s partnership with Henderson Mental Health
Center and other organizations. College disciplinary proceedings, as well as special guidelines for cases involving
sexual misconduct, are detailed in Broward College’s Code of Conduct, 6Hx2-5.02.
Alcohol Use and Substance Abuse Policies:
Broward College’s policies 6Hx2-6.32 and 6Hx2-5.18, as well as its Code of Conduct 6Hx2-5.02, specifically
address that the use or sale of alcoholic beverages at all Broward College sites is prohibited. Students may not be under
the influence or in possession of alcohol while on college property or while participating in a college-sanctioned activity.
It is unlawful to sell, furnish, or provide alcohol to a person under the age of 21. The possession of alcohol by anyone
under 21 years of age in a public place or a place open to the public is illegal.
Broward College’s policy 6Hx2-5.18, as well as its Code of Conduct 6Hx2-5.02, addresses the substance abuse
policy. Students are not to be under the influence or in possession of illegal drugs while on college property or while
participating in a college-sanctioned activity.

Enforcement. Lt. Wright
graduated from the University
of Maryland with a degree in
Criminal Justice, and he was
hired by their University
Police Department. When he
relocated to Florida, Lt.
Wright joined the Florida
International University
Police. Lt. Wright went on to
earn a Masters of Public
Administration degree from
FIU and retired in 2007 at the
rank of Captain. Prior to
joining Broward College

also served two years in the
U.S. Army Infantry as a
mortar-man, four years as a
Florida Park Ranger, and in
1971 became the first
African-American appointed

This guide is published in compliance with the
Jeanne Clery Disclosure of Campus Security
Policy and Statistics Act (20 U.S.C. Section
1092 (f) ). This report is prepared by the
Broward College Office of Safety, Security,
and Emergency Preparedness. This report
was written in cooperation with the local law
enforcement agencies that surround our
campuses and learning centers, the office of
Health, Safety, and Risk Management, and
Campus Safety. Each entity provides updated
information on their educational efforts and
programs to comply with the Jeanne Clery act.
