RESOLUTIONS OF THE CONFERENCE: All Member Mayors of The U.S. Conference of Mayors were previously invited to
submit resolutions for consideration at this Annual Conference. All
resolutions submitted have been duplicated and forwarded, in advance, to member cities and are included in the materials presented
to delegates upon registration. The Standing Committees of the
Conference will consider the resolutions within their jurisdiction
on Friday, June 19 and Saturday, June 20. The Resolutions will be
considered in the business session on Monday, June 22, 2015.
VOTING CREDENTIALS: Voting Credentials will be available
for the Monday Business Session Vote at the Conference Registration Desk, located in Yosemite Room, Ballroom Level, Hilton San
Francisco Union Square beginning at 7:00 a.m. on Sunday, June 21.
It will be necessary for all Official Delegates who wish to vote to
have these credentials in their possession. There is but one credential for each member city. If the mayor of a member city is registered, the credential will be issued to him or her. If the mayor is not
registered and has not been in attendance at the Annual Conference, a registered official from his/her city must have been designated, in advance, in writing, to be the Official Delegate to receive
the city’s credentials.
If a registered Member Mayor anticipates that he/she will not be
present at the Business Session, he/she may designate an alternate,
who must be a registered official from his/her city, to pick up the
city’s voting credential and exercise the city’s vote on Sunday morning. Such an alternate, however, cannot have the floor to speak to
any issue under discussion.
The appropriate form for designating an alternate may be filled out
at the Registration Desk, Yosemite Room, Ballroom Level, Hilton
San Francisco Union Square from 7:00 a.m. to 11:00 a.m. on Sunday, June 21, and prior to the Business Session on Monday, June 22.

American Beverage Association
BACKGROUND: The American Beverage Association (ABA) is
the trade association that represents America’s non-alcoholic beverage companies. The non-alcoholic beverage industry has a direct
economic impact of $141.22 billion, provides more than 233,000
jobs in communities across the country and helps to support hundreds of thousands more that depend, in part, on beverage sales for
their livelihoods.
PARTNERSHIP WITH THE U.S. CONFERENCE OF MAYORS: We’re proud to be working with the U.S. Conference of
Mayors (USCM) on the Childhood Obesity Prevention Grants
Program. This partnership supports obesity prevention programs,
raises awareness about the importance of leading a balanced lifestyle
and will have a lasting impact on recipient communities. The partnership with USCM builds upon longstanding work by the beverage industry to support nutrition education for children, strengthen
communities and empower consumers.
BALANCE CALORIES INITIATIVE: BALANCE CALORIES
INITIATIVE: In 2014, the American Beverage Association, America’s beverage companies and the Alliance for a Healthier Generation
announced a landmark agreement to reduce beverage calories consumed across the nation. Together we will work aggressively toward
a goal to reduce beverage calories consumed per person nationally
by 20 percent by 2025. To do so, we will leverage our strengths in
marketing, innovation and distribution to promote smaller-portion
sizes, water and no- and lower-calorie beverage options. We will
promote calorie awareness and balance on point-of-sale equipment
nationwide and focus on communities where the effort can have
the greatest impact.
This effort builds upon our voluntary National School Beverage
Guidelines, which led to a 90 percent reduction in beverage calories
shipped to schools, as well as our Clear on Calories labeling program, Calories Count™ Beverage Vending Program and industry’s
ongoing innovation to provide more choices, smaller portions and
fewer calories.
Programs and initiatives like these have a meaningful impact and
strengthen communities across the country.

As Walmart continues to lead from the front, three core focus areas – sustainability, opportunity, and local communities
– have emerged. Often, our efforts in the sustainability arena
intersect with the work we’re doing in local communities. And
our initiatives in local communities cross over with our commitment to providing people with the skills and resources they need
to open the door to opportunity and a better life.
These principles are working for us – and we’re showing others
that taking on large social issues can be compatible with building a stronger business. Here are a few ways Walmart and the
Walmart Foundation made a difference recently:
Community Partnerships: It’s our mission to create opportunities so people can live better. We consider it our responsibility to
make a positive impact in the communities we serve. Whether
it’s through the grants we provide to the thousands of organizations that share our mission or through the inspiring volunteer

and measurement to international markets with the goal of improving product sustainability at a global level.
Veterans: We hired more than 92,000 U.S. military veterans
within the two years of announcing our Welcome Home Commitment. We now believe we will hire 250,000 veterans before
2020.
U.S. Manufacturing: The creation of the U.S. Manufacturing Innovation Fund is a partnership between Walmart, and the
United States Conference of Mayors. The Fund is focused on
the development of U.S. manufacturing, with a specific goal of
making it both easier and more competitive to make household
goods in the U.S.

A Partnership between The United States Conference
of Mayors and USA Funds, USCM Platinum Partner

build successful education pathways throughout the
nation. The USCM/USA Funds National Education
Pathways With a Purpose initiative features a competitive grant program recognizing innovative initiatives in
the following areas:

• Promoting innovation in college and career preparation.
• Streamlining key transitions in education.
Grant recipients, representing small, medium and large

Every day Major League Baseball and all of its 30 Clubs
embrace the privilege to contribute to the communities in
which our fans live, work, and play.
As a fun, family-friendly game, America’s Pastime will
always be meant to be enjoyed by everyone. In an effort to
continue to deliver on this commitment, MLB is proud to
partner with the U.S. Conference of Mayors (USCM) in 2015
to launch the “Play Ball” initiative.
Through Play Ball, MLB and USCM will work together to
foster broad engagement and participation in all forms of
baseball and softball. Play Ball will serve as a platform to
connect with those who are currently involved in the game,
while also providing alternative ways in for those looking to
get involved, with a specific focus on youth participation.
During the month of August 2015, MLB, with the help of
mayors across the country, will implement Play Ball with the
goal of energizing communities and generating support and
love for baseball and softball. Mayors will engage citizens,
families and their respective city departments to organize
individual and community events centered on baseball and
softball. These activities will not only create a renewed
sense of enthusiasm for the game, but will also serve as an
opportunity to strengthen family and community bonds.
The initiative will focus on recruiting a minimum of one city
in as many of the 50 states as possible to promote and
support Play Ball Month. Primary targets are cities with
Major League and Minor League Baseball Clubs, although
the initiative toolkit and self-reporting strategy will be
electronically distributed to over 1,400 cities.

In 2014, nine students sued the state of California and its teachers
union. Vergara v. California charged that tenure and seniority laws in
the state were disproportionately negatively impacting poor and minority children, essentially depriving them of their constitutional rights to
a high quality education. The case has made media headlines across the
country with several similar cases being filed in other states. Proponent
of the suit say that state legislators can’t be trusted to act in the best
interests of children and that the only way to see the needed changes are
through litigation. Opponents of the case believe that undue burdens
are being placed on teachers and that poverty, not policies governing
school staffing, is the real problem that must be solved. This panel
will feature national leaders in education reform who will share their
perspectives on the Vergara case and the shifting national dialogue.
