ANNUAL BOARD MEETING Wednesday, July 9, 2014 • West Harbour Garage Sale Dates for the sales will be Friday, September 26th and Saturday, September 27th — times TBA. South Harbour’s sales are tentatively scheduled for September 26, 27 and 28. • It was stated that a Halloween event for the neighborhood is in the planning. • The WHPOA Balance Sheet as of July 9, 2014 was presented and discussed; as well as, the Budget vs. Actuals: 2014 Budget, January—December 2014. For a copy of these documents, contact the Treasurer. • Outstanding Assessments As of the meeting, there were ten (10) outstanding assessments. In 2013 at this time, there were three (3) delinquent payments. A 2nd letter will be sent. • There is approximately $25K leftover from the settlement. (The trees around the pool and tennis court areas were dying from the result of Imperils, a selective herbicide created by DuPont. Imperils is a low toxicity herbicide that provides pre and post-emergent control of broadleaf weeds, woody species, vines and grasses. Unfortunately, it was killing or damaging evergreen trees, including white pine and Norway spruce. The POA filed a claim against DuPont, which was settled.) On the “Wish List” from a resident — add to playground. • Plumbing at the pool The plumbing at the pool needs to be flushed out every year to remove dirt, sand and grit in the drain. The Board is thinking about going to a larger pipe or flushing the current pipe 2x per year. Lost or Found articles around your home or in the neighborhood HERE! • Furniture No new furniture was purchased for the pool/commons area this year. Available funds went to the repair of the pool heater, rather than furniture. • The KEY FOBS are not working correctly for entry into the pool. A new IPS address will be established and connected to Wi-Fi. The meeting came to a close at approximately 8:30PM. New Brush Pile Standards for City Pick-up We are so lucky to have the City of Noblesville pick up our brush. Perhaps we have all lived somewhere that they don't offer this service, and it becomes a pain to figure out how you are going to get rid of your broken limbs, as well. There has been a revision to the pick-up. We used to have to call the City for pick-up of larger brush piles, but that has changed. The new standard is as follows: All brush must be stacked in small piles, no more than four feet in length and eighteen inches in diameter (4'x18"). Individual limb size should be no more than four inches (4") in diameter. If the resident's brush pile exceeds the above stated size, crews will report the address to the office and our knuckleboom truck will be by within a week to pick up the large pile. Streets, Sidewalk, Curbs Please contact the CITY and LET THEM KNOW! Unless you contact the CITY, these issues will go undetected and would not be repaired! BABYSITTING HOME SAFETY TIPS Crime Alert Watch: Steps to Prevent Burglaries Exterior lighting is in working order and replace blubs as needed. Install exterior lights at all entrances. Consider motion detector lights. Check that your garage door is closed when not in use. Walk-by burglaries have taken place in board daylight. Check who is at the door and do not open the door to anyone you don’t know. Install good locks on all doors and windows. Use those locks! Be sure locks on doors and windows can be opened quickly in case of fire. Leave a light on when you are not home. If you are on vacation, use a timer to control lighting. Don’t hide keys outside. Remove house keys from your keychain when your car is serviced. What to Do After an Accident The screech of tires. The shriek of brakes. The tinkle of broken glass. These aren't sounds that anyone wants to hear, but car accidents are part of modern life. How you react after an accident can make the process of getting back on your feet a lot easier. So keep calm and start picking up the pieces. Here’s a checklist to keep in mind: Madison Broyles, 776-3657 Corinne Chimel, 671-0674 or corinne_chimel@yahoo.com LAWN CARE Spencer Alvey, Mowing/Edging/ Watering Flowers/help with Mulch. PET/HOUSE WATCHING Madison Broyles, 776-3657 Corinne Chimel, 671-0674 or corinne_chimel@yahoo.com Adam Marcuson, 417-1720 Get out of the way--: If the accident happened in the middle of the street, move to the shoulder or another safe location to check the extent of damages. Check for injuries: Are you okay? Your passengers? The people in the other car? Safety should be your number one priority. If you're in doubt, call 911. Call the police: Always get a police report. This is the best way to document “the facts” of an accident and can prove invaluable when memories get “fuzzy” later. Also, make sure you get a copy of the report. Exchange insurance information: So you can make a claim, make sure you get the other driver's name, phone number, address, license plate number, make, model and year of the vehicle, and insurance number. No need to discuss who's at fault in the accident. The claims investigation will clear that up. Document: Take careful note of the scene. If you have a smart phone or camera with you, pictures can be a huge help. If there are witnesses, don't interview them yourself—just get their name and number. Call your Agent: Call us any time, and we'll get the ball rolling on your claim right away. By keeping a cool head and following these simple steps, you'll have a great foundation to a quick, painless claim. Have other questions about what to do after an accident? We're always here to help. —Craig Penwell – Penwell Insurance In 2014, August has 5 Fridays, 5 Saturdays and 5 Sundays. This occurs every 823 years! Park Naming Contest The City of Noblesville and the Noblesville Parks Department sponsored a contest from June 26 – July 24, which invited people to submit names for the city’s newest park. The future 6.4 acre park, which has been referred to by its working title of West Gateway Park, will be located next to the White River and bordered by State Road 19; Conner Street/State Road 32; Nixon Street; and Logan Street. Groundbreaking for the park is scheduled for next spring. The area of Noblesville, where the park will be located, has been known as Federal Hill since the 1800’s, and the name was chosen to reflect the history and heritage of that area of the city. Noblesville resident Joyce Scott was the first to turn in the suggestion for Federal Hill Park. Courtesy of Klipsch Music Center, Scott received two tickets to any concert for the remainder of this season. For more information about the future Federal Hill Park, contact Parks Director Brandon Bennett at (317) 776-6350. MILLING AND PAVING State Roads 32 & 37 Contractors for the Indiana Dept. of Transportation (INDOT) have begun milling existing pavement before paving new asphalt surfaces on sections of SR 32 and SR 37. Once the existing asphalt surface is milled away, crews will begin paving a new asphalt surface. Both projects, totaling $1.6 million in pavement improvements, are expected to be complete before September. Motorists in these are as are advised to drive cautiously and be alert for work zones and stopped or slowed traffic at flagging locations. Always follow speed limits, maintain a safe distance from other vehicles and avoid all distractions — including cell phones — especially while driving through highway work zones. UPCOMING PUBLIC HEARING FOR THE PROPOSED MIDLAND TRACE TRAIL PROJECT A public hearing for the proposed Midland Trace Trail Project will be held on Thursday, August 7 beginning at 5:30pm. The hearing will be held at Hazel Dell Elementary School (3025 Westfield Road) in the cafeteria. An open house will take place from 5:30pm – 6pm, followed by a formal presentation which will begin at 6pm. The purpose of this public hearing is to offer all interested persons an opportunity to comment on the environmental documents and preliminary design plans for the proposed trail project. In addition, land acquisition and the future of this project will be discussed at the hearing. The project has been approved for federal funding to cover the majority of land acquisition costs for the portion between Gray Road and Willowview Road, subject to all conditions of the approval process. The city will fund 20% of the project cost. The proposed overall Midland Trace Trail follows the abandoned Central Indiana Railway corridor from Westfield to the White River. This corridor passes through scenic woodlands, goes across two iron-truss bridges, and links neighborhoods and schools throughout Noblesville and Westfield. Ultimately, it will also connect to the Monon Trail once the Monon is extended north and Westfield’s portion of the Midland is extended east to US 31. The City of Westfield has already constructed a portion of the Midland Trace Trail within Westfield city limits. Prior to the federal funding application approval in the fall of 2013, the city hosted an informal public information session in November 2012. Since that time, the city has been conducting title research on the many parcels of land that are along the proposed Midland Trace path as well as researching and compiling environmental reports for INDOT’s and FHWA’s review. Please note that as part of this public hearing process, questions/comments about the project must be directed to Briana Hope with American Structurepoint (bhope@structurepoint.com or 317-547-5580) so that all questions, comments, and concerns are recorded and can be addressed in the final environmental document. American Structurepoint is serving as the environmental coordinator for this project. Enjoy Summer! Fall comes in on September 22nd Dog-gone it!
