Message from Our Executive Director
Hanging on the wall in my office are the words of Rabbi Tarfon, “you are not
obligated to complete the work but neither are you free to abandon it.” Jewish
Child and Family Service continues to follow these teachings, as did the
predecessor organizations that combined to form JCFS 60 years ago. As the
social service arm of the Winnipeg Jewish community we continue to reflect
the values, commitment and passion of a caring community.
The society in which we live is constantly changing. At JCFS we must
continuously recognize and analyze this rapidly changing environment in order
to ensure that our services respond wisely and effectively to communal needs,
and that we are providing solutions for those who seek our help and deserve a
better life.
Social services and the broader public sector are currently experiencing a
period of constraint and increased financial challenges. Nevertheless, in this past year JCFS has once again demonstrated the
quality of its work and built a wonderful level of trust with funders and stakeholders. This year has seen a stabilization of
provincial funding for our Child Welfare program; WRHA recognition of our mental health program with the assurance of
funding for the coming year; and dedicated Jewish Federation of Winnipeg funding for addictions coordination within the
community.
Within the past year JCFS undertook a community-wide needs assessment. The results of this assessment will shape the
focus and delivery of our services in the future and identify how we best do our work. All of us at JCFS are looking forward
to the results of this study.
Our dedicated board of directors, volunteers and, of course, staff are all passionate about the clients that they service and the
mission of the agency, and deserve a heartfelt thanks. Leadership requires inspiration and we are very grateful to Heather
Leonoff who is completing her term as board president. Her intellect, wisdom and determination have made the Century of
Caring campaign an unqualified success.
Jewish Child and Family Service continues to meet the needs of our clients through intervention, prevention and community
capacity building. The sustained support we receive from the Jewish Federation of Winnipeg, the Jewish Foundation of
Manitoba, The Winnipeg Foundation, the Government of Manitoba, the United Way, and the Claims Conference, as well as
many generous donors, have all helped ensure that the work of JCFS will endure for generations to come.

Message from Our President
It has been a great privilege for me to have served as president of JCFS over
these past two years. It has been especially rewarding to have had the
opportunity to be part of the celebrations of 100 years of Jewish social services
in Winnipeg and the 60th anniversary of the Agency. Our community has
greatly benefited from the foresight and dedication of those individuals who, for
the past one hundred years, have recognized the importance of delivering social
services in a manner that respects Jewish cultural and religious values. Today
JCFS draws on their memory in working daily to ensure that everyone in our
community has the best opportunity to reach their potential.
In celebration of a “Century of Caring” the JCFS board determined that the
most appropriate way we could honour the memory of the past was by securing
our future. We have reached out to the community to provide a legacy that will
help the Agency to assist those in need in the years to come. Our campaign has
been very successful and we hope that it will not be too long before we can realize our dream of an endowment of 2 million
dollars.
As our second century of caring begins, I know that I leave the Agency in capable hands. I offer my best wishes to my
successor Bruce Caplan. It will fall to Bruce to implement the recommendations of a community needs assessment that the
Agency has just completed. This assessment will guide the board in determining exactly how JCFS can best serve the
community in the years to come.
Finally I wish to say my thank yous. Thank you to the campaign staff at the Jewish Federation who work tirelessly each year
to ensure that the beneficiary agencies have their necessary operating funds. Thank you to the United Way for assisting JCFS
to reach the wider community. Thank you to the Province of Manitoba for partnering with JCFS in the fields of mental
health, child welfare and immigration. It is a great honour for JCFS to be recognized as a worthy recipient of these precious
tax dollars. Thank you to my fellow board members, the staff and the volunteers who are the heart of the JCFS. Last, but of
course not least, my thanks go out to each and every one of you for caring about your community through your support of
JCFS.

Service Area Highlights
The goals of services provided by JCFS are to enhance quality of life, promote independence, ensure stability, and improve
capacity of adjustment and adaptability to ongoing life changes and to support social connections to the Jewish community.
In the past year, JCFS supported and assisted 1745 cases (individuals and or families) across all program areas.
COUNSELLING
This year was highly productive in helping many families and/or individuals through counselling supports. The Counselling
program assisted 302 families and/or individuals. Twenty-eight of those were newcomer families who received language
specific counselling in English, Spanish or Hebrew.
Supportive groups continued to be offered at the agency. In partnership with Hospice and Palliative Care Manitoba, JCFS ran
the Taking Steps: Bereavement Group. In addition, the agency continues to be active on the Winnipeg Suicide Prevention
Network.
COMMUNAL MENTAL HEALTH
The Communal Mental Health (CMH) program serves to meet the needs of marginalized Jewish individuals living with
chronic and persistent psychiatric illnesses. The Communal Mental Health Program supported and assisted 140 Jewish
individuals living with psychiatric differences this year. Supports were also provided to their families. In combination with
the Older Adult Services program, JCFS successfully responded to the needs of approximately 60 seniors in our community
also living with mental illness.
The “Chaverim: Building Wellness Drop-in Group” has continued to meet over this past year. This holistic mental health
wellness group now meets on a weekly basis and continues to offer social, educational, cultural, spiritual and physical
recovery programming goals of clients. A fitness component continues, in partnership with the Rose and Max Rady Jewish
Community Centre. Again this past year, Wellness Group members proudly beautified the Asper Campus by planting and
maintaining the summer planters.
In March 2012 JCFS was informed that it will receive new and ongoing funding from the Winnipeg Regional Health
Authority to support our mental health employment initiatives.
RESETTLEMENT-INTEGRATION
JCFS acts as the regional arm of Jewish Immigrant Aid Services of Canada (JIAS), a nationally based organization whose
mandate is to serve Jewish immigrants and refugees to Canada. JCFS Resettlement staff provided immigration supports to
521 cases. Staff also assisted 97 families with their pre-migration needs. These are individuals or families who either
visited Canada to pursue immigration, or received consultative support in their countries of origin while awaiting
immigration approval. Most of these families were initially welcomed to the community through the Jewish Federation of
Winnipeg’s Grow Winnipeg initiative.

The community continues to see a consistent level of immigration for the last several years. We welcomed 100 new families
to Winnipeg, comprising 273 people. Our agency has also seen a rise in the number of immigrant seniors who arrive in our
community to reunite with their children and grandchildren who have previously settled here through the Grow Winnipeg
Initiative.
JCFS Integration staff continue to assist families in becoming part of Canadian, Winnipeg and Jewish community life by
connecting families to various community organizations or services and by offering many social, cultural, educational and
instructional programs. This year, workshop topics have included: English as an Additional Language (EAL) classes for
Russian seniors, conversational English, income tax information, first time homebuyer information, money management
seminars, weekly employment seminars, as well as holiday programs, Jewish lifecycle events (e.g. bar/bat mitzvahs),
partnership in Yom Hazikaron (Israel Memorial Day) commemorations and Yom Ha’Atzmaut (Israel Independence Day),
family activities, youth and senior performing arts choirs, etc.
The JCFS Employment Support Services has developed as an important aspect of the JCFS integration services for
newcomers. Alongside integration programming, this work area focuses specifically on supporting newcomers to our
community by assisting them in becoming job ready. This includes both direct supports and referral to other, specialized
employment service agencies. The goal of this program is to help facilitate the newcomers’ integration into the labour
market.
This year, JCFS partnered the youth choir with the Chai Folk Ensemble with the expectation that Chai will take over its
management on a permanent basis. The Newcomers Seniors Choir continues to provide a vital social and cultural connection
to the community for aging Jewish immigrant seniors.
OLDER ADULT SERVICES
This past year has been a productive one for the Older Adult Services (OAS) program. This program serves the needs of frail
and isolated Jewish elderly. It promotes functional independence, safety and access to community services and resources.
We provided support to 431 elderly individuals and /or couples this year, including Holocaust survivors, Newcomer Seniors
and Seniors living with mental illness. Older Adult Services workers and our case-aide were actively involved in a wide
range of situations, as the needs of seniors in our community continue to grow. Whether the issues are related to changes in
physical or mental health, housing, emotional support, or assistance to family, workers are readily available to be involved
through assessments and regular home visits.
In addition to the one- to- one involvement we provide to aging seniors, our group programs continue to be a strong source of
support.
Chevrah- Circle of Friends is a discussion group for individuals who are isolated and experiencing early stage memory loss.
Using current events and reminiscence, the purpose is to provide social contact and intellectual stimulation for clients. The
group meets on a weekly basis, and also allows much needed respite for family caregivers.

The Tallman Fund continues to enhance our ability to offer transportation for clients. Through this fund we are able to
ensure our clients transportation to all of our group programs. On an individual basis, clients have been assisted with
transportation to meet their individual needs for accompaniment to appointments on a much broader scale.
Social work students enhance the program through their involvement in our field placement program in conjunction with the
University of Manitoba.
Support Services to Holocaust Survivors - This service offers support, counselling and information to individuals, couples
and families. Assistance with applications for Holocaust Claims continues to be provided on a regular basis. This includes
various reparation applications as well as a more recent home care application for Holocaust Survivors. We provided
specialty assistance to 96 individuals and/or families this year. The agency continues to offer a biweekly social group,
Reaching Out, for survivors. This drop-in group consists of 25-30 core attendees and offers entertainment and ongoing
socialization.
VOLUNTEER SERVICES
Through JCFS, clients are matched with volunteers of all ages and varying backgrounds. Students, retired individuals,
professionals and people from all walks of life contribute their time, talent and energy as JCFS volunteers.
150 volunteers provided support to clients as friendly visitors, accompanying isolated seniors for coffee or a ride in the park.
Grocery shoppers and van drivers took clients to purchase their groceries or do the shopping for them. ‘Daily-Shalomers’
provided ongoing social check-ins, which gave isolated seniors a connection with a person looking out for their security and
well-being. Big brothers/sisters were positive role models for young children. Proctors advocated for our clients with mental
health issues. Tutors and host families helped newcomers to acclimatize to their new life in Winnipeg. Administrative
volunteers provided assistance in our office in a variety of areas.

Partnerships in Caring

Machon Madrichim – A Jewish youth leadership program which focuses on developing young leaders with a deep sense
of commitment to the Winnipeg community, the State of Israel, and core Jewish values and traditions. This four year old
initiative is generously funded by the Winnipeg Jewish Federation. The planning committee is represented by JCFS, The
Jewish Federation of Winnipeg - Grow Winnipeg, as well as a number of community volunteers.
A new collaboration with the Salvation Army’s “Community venture-developmental day program” has created a new
opportunity for volunteers with special needs to be involved in a supervised program. Our clients have gained additional
support from this new outreach initiative.
Jewish Child and Family Service Volunteer Services Manager, Einat Paz Keynan helped plan and facilitate the
community-wide celebrations for Yom Ha’zikaron and Yom Ha’atzmaut. This helps ensure that volunteers have
opportunities to develop new skills and participate more fully in community activities.

ADDICTION SUPPORTS
Addictions are evident as a debilitating social problem in our community that has impacted virtually all agency service areas.
This year the agency assisted 75 clients with various addiction issues. JCFS continues to support the needs and efforts of
Jews in our community seeking culturally specific addiction recovery services and guidance. JCFS supports the Winnipeg
chapter of JACS (Jewish Alcoholics, Chemically Dependent Persons and Significant Others). JACS Winnipeg has been
running 12-step meetings with Jewish content once per week at the Asper Campus since August 2007. Between 10-15
Jewish individuals, ranging from 20 to 80 years, have sought support from JACS. Through the support of grants and
donations, JACS Winnipeg members again attended the JACS Toronto Retreat, as part of their continuing education and
outreach to local community members dealing with issues of addiction. The need for a JCFS Addictions support service area
has resulted in the recent hiring of a new Addictions Services Coordinator.
DOMESTIC VIOLENCE SUPPORTS
Domestic abuse is a pervasive societal issue that affects Jewish families with equal incidence as in the general community.
JCFS assists and supports Jewish individuals facing intimate partner violence and abuse. This year JCFS supported 9 Jewish
women with concerns of spousal abuse and violence. Approximately 35-40 cases across all program areas addressed other
situations of inappropriate behaviours by intimate partners.
CHILD WELFARE
Jewish Child and Family Service is fully mandated under the Child and Family Services Act of Manitoba to provide child
welfare and protection services for Jewish children and families in the province. The Child Welfare program assisted 130
families and/or children in the areas of protection, voluntary services, foster care, adoption and post adoption.
In 2011, JCFS cared for a total of 27 foster children. Two-thirds of these children are between the ages of 12 and 18. JCFS
has observed complex issues facing parents in our community which impact parenting their teens and affecting those coming
into care which include: parental mental health issues, addictions, family violence, abuse, neglect, poverty and isolation,
family stress leading to inappropriate discipline, defiant and out-of-control teen behaviour, trouble with the law, youth gang
involvement, truancy, teen drug and alcohol abuse, etc.

The agency continues to strive to maximize the development of strong Jewish identity in our foster children through
partnership with various community organizations to enhance exposure of Jewish foster children to their Jewish culture. This
year, 7 of our foster children attended Gray Academy of Jewish Education and others attending Hebrew-Bilingual programs.
The Jewish day and residential camps have also been strong partners in accepting and meeting the needs of Jewish foster
children, as part of our collective communal responsibility for raising these children and instilling Jewish identity. Grant
funding from the Jewish Foundation of Manitoba also made it possible for JCFS to offer foster families opportunities to
celebrate Jewish holidays such as: Passover and Chanukah, and to celebrate Bar and Bat Mitzvahs of foster children. We are
grateful for the support and generosity received from the community in ensuring that children in care participate fully in
various aspects of Jewish life.
The JCFS Adoption program was actively involved this year working with 6 Jewish families at various stages in the
adoption process.
In an attempt to reconnect with their birth families, the Agency provided Post Adoption Services to 5 adult adoptees with
information about their birth family histories and also provided access to the Manitoba Post Adoption Registry.
CHAPLAINCY
The Jewish Community Chaplain is an ordained Rabbi, who serves as a vital spiritual link for Jewish persons in hospitals,
personal care homes or other institutional settings. The Chaplain provides spiritual guidance and peace of mind to those who
are confined. The Chaplain also advocates on behalf of Jews, living in institutions (e.g., for kosher food requirements and
special holiday needs). The Chaplaincy program provided 2,086 visits to hospital patients, nursing home residents, residents
in correctional centers and other residential facilities. In addition, the Rabbi conducted group programs for Shabbat and
holidays such as Succoth, Chanukah, Purim, Passover, etc.
The program continues to be challenged by stricter adherence to privacy legislation within health care facilities. This has
impacted the Community Chaplain’s ability to access Jewish patients in those facilities.
FINANCIAL AID
This year 673 individuals and families received short-term emergency financial assistance with $107,630.00 distributed as
financial aid.
The Asper Helping Hand Initiative
The Asper Helping Hand Initiative (AHHI), an interest free loan program, is now in its ninth year of assisting members of the
Jewish community of Manitoba who are experiencing temporary financial hardship. Ongoing funding for this program is
supported generously by The Asper Foundation and the David and Ruth Asper Fund at the Jewish Foundation of Manitoba.
To date, the AHHI has advanced over $450,450.00 assisting 130 individuals and/or families in need. These loans have
assisted students with paying for their educational expenses, newcomers with various resettlement expenses, families with
catching up bill payments, families celebrating life-cycle events and first-time homebuyers with covering expenses related
to their home purchase.

The Eve and Harry Vickar Community Assistance Program
The Eve and Harry Vickar Community Assistance Program (VCAP) was launched in January 2006. This program is
designed to support Jewish individuals and families facing significant financial challenges. It has been established with the
generous support of the L. Kerry Vickar Charitable Foundation as a designated gift through the Jewish Federation of
Winnipeg. This program is designed to make a significant difference in the lives of Jewish individuals whose daily struggles
due to financial constraints impedes their full participation in Jewish community life and in society generally.
To date, The Eve and Harry Vickar Community Assistance Program has distributed over $377,733.58 assisting 114
individuals and/or families faced with major financial challenges.
Tzedakah Fund
Through the Jewish Foundation of Manitoba 38 individuals and families were provided with an interest free loan to help with
basic needs. $25,810 was distributed through the Tzedakah Fund this year.
MA’OT CHITIM
This year 230 Jewish individuals and families received assistance through a community-wide campaign which solicits
contributions to help those who find it a challenge to meet the extra costs of Passover. One hundred and sixteen Passover
food hampers were distributed with the help of Gwen Secter Creative Living Centre, the Manitoba Transit Heritage
Association and the Ben Gurion Society (CJA donors/Jewish Federation of Winnipeg). 578 individuals/ families contributed
to Passover Assistance this year. A complete list of contributors can be found in this report.
STUDENT TRAINING
Jewish Child and Family Service provides field instruction for the University of Manitoba Faculty of Social Work. JCFS
offers students a unique opportunity to work in a family-based agency. Because of its cultural orientation, the Agency has
gained a reputation as an interesting field placement. This past year we offered field instruction to two University of
Manitoba students who had an interest in learning about the multi-faceted approach to social services offered by JCFS.
INFORMATION & REFERRAL
Every year we receive hundreds of requests for information on available social service resources and programs in the
community. The Agency also distributes the names of homemakers and keeps a registry of available homes for emergency
placement.

Five Years of Service
Melanie Baruch
Melanie Baruch was born in Argentina and moved with her family to Israel
where they had lived for 7 years. In September, 2002 her family decided to
undergo their second immigration and came to Canada. Several months after
arriving in Canada Melanie became an active volunteer, doing a wide variety of
activities such as tutoring, working as a library clerk at her school and weekly
home visits with a senior. At the beginning of 2007 she contacted our agency
about being a volunteer because she “wanted to give back to the community and
help children by brightening their days”. Since then, Melanie has been a very
committed volunteer. Since starting volunteering with our agency she has been
a Big Sister and special friend to two young girls.
Ten Years of Service
Harvey Appelle
We are grateful for the call we received from Harvey’s wife Faye ten years ago,
in response to our request for volunteer drivers. Harvey has been helping
seniors with their grocery shopping every Monday, by driving our agency van
throughout the winter months. In the summer, he returns to his job at Sears.
Harvey has provided wonderful and reliable assistance to many isolated seniors
in maintaining their independence by doing their own grocery shopping.
Harvey’s careful attention in ensuring the well-being and safety of the seniors
he drives is greatly appreciated by all of us. The work that Harvey does on our
behalf is very important in contributing to the quality of life of our elderly
clients. Thanks, Harvey, for your ongoing commitment over the years.

Sigi Wassermann
Over the past ten years we have benefited from Sigi Wassermann’s availability
and concern for the clients we serve. Sigi has escorted a number of elderly
people to doctor’s appointments or driven others to the Shaarey Zedek Leisure
program. He has also assisted seniors by delivering Kosher Meals on Wheels to
those who are confined and unable to prepare home cooked meals for
themselves. Sigi has been, in the past, a great ambassador for our community
when prospective immigrants have been here to participate in exploratory visits
with a view of making their home in Winnipeg. He also takes time out of his
busy schedule of activities to instruct, twice a week, a noon hour chess class
with students at the Gray Academy. Thank you for everything you have done
over the years. We appreciate it tremendously!

Orah Kleiman
We are very fortunate, as an agency and a community, to have had the support
of our longest serving volunteer - Orah Kleiman. Over twenty years ago, when
Orah retired from teaching, she became involved with JCFS as a volunteer.
Orah has been a compassionate companion, strong advocate, capable tutor and
empathetic friend to a number of our clients. By reaching out with a helping
hand, Orah has been a great support to those who have had the privilege of
having Orah in their lives. She is always there to encourage and reassure those
who are challenged with difficult times in their lives. Orah – as your name
suggests, you have helped brighten the days of those who you have helped over
the years. Thank you for your commitment to caring.
