Our Future: Our Priorities Corporate Strategic Plan Municipality of Port Hope February 2012 Amended February 2013 Amended February 2014 Introduction The Council of the Municipality of Port Hope, with support from senior staff, has developed a corporate strategic plan to guide and focus the work of the Municipality over the next two years. Outline of the Plan The corporate strategic plan sets out our vision for the community, the mission and operating principles of the Municipality, and Council’s priorities for the next two years. The plan identifies specific goals and directions that the Municipality will pursue to achieve our priorities. Like other municipalities, the Municipality of Port Hope must provide a wide range of services, is involved in many projects, and must address many different issues. To be effective, it is important to set priorities. Over the next two years, the Council and staff of the Municipality of Port Hope will ensure that the priorities outlined in this plan receive our focus and attention and that the community benefits from progress in these important areas. How the Plan Was Developed The plan was developed in November and December of 2011 by Council with support from senior staff. A draft of the plan was distributed for public comment in January. Public comments were reviewed with Council and the plan was finalized and approved in February 2012. The Corporate Strategic Plan is reviewed annually to confirm directions and report on progress. The updated draft is made available for public review and all comments are reviewed by Council in finalizing the updated plan. ENSURING THAT THE PORT HOPE AREA INITIATIVE PROJECT MEETS THE SPECIFIC NEEDS OF PORT HOPE Goal 1: Advocate that PHAI implementation meets the specific needs of Port Hope in accordance with the spirit and intent of the legal agreement 1.1 Promote a fair and equitable compensation for homeowners and businesses affected by project implementation 1.2 Ensure the project minimizes community disruption through project sequencing, timely completion and community participation 1.3 Promote the protection of the health and safety of the community 1.4 Maximize municipal infrastructure/environmental opportunities 1.5 Ensure that the municipality has the resources required to meet this goal and that associated communication needs are achieved Our Future: Our Municipality of Port IMPLEMENTING THE WATERFRONT PLAN Goal 2: Undertake a public engagement process for the potential active and built form presence end use plan for the Centre Pier (post building removal and PHAI cleanup) by the Waterfront and Harbour Working Group 2.1 Working Group review the Consolidated Waterfront Master Plan as a starting point as it pertains to the Centre Pier and its immediate environments, the Marina Business Plan and other relevant documents and information in 2014 Goal 3: Complete a community vision that focuses on improvements to the waterfront and harbour 3.1 Our Future: Our As part of the official plan review, consider the potential for community improvement plans in the downtown, waterfront and harbour areas Municipality of Port FISCAL REPONSIBILITY AND SUSTAINABILITY Goal 4: Implement the financial model in the approved strategic financial plan, as appropriate Goal 5: Enhance asset management planning 5.1 Supplement asset management plan development in accordance with Provincial “Guide to Municipal Asset Management Plans” with enhanced detail and breadth 5.2 Implement best practice of “business case” development when contemplating new, replacement and/or redevelopment of infrastructure consistent with the strategic financial plan Goal 6: Adequately fund existing infrastructure 6.1 Establish funding envelopes for existing infrastructure based on a five year capital plan 6.2 Develop innovative funding and operating models Goal 7: Leverage the use of technology 7.1 Source and implement technologies that increase efficiency in accordance with industry standards and best practices 7.2 Stay current with existing technology through purchases, upgrades, and training 7.3 Identify and implement technologies as appropriate to enhance the environmental footprint of municipal assets.
