Specific Double Degree Agreement in
Electrical Engineering
between
Texas Tech University (USA)
and
National Cheng Kung University (Taiwan)
Preamble
With reference to the General Agreement between the parties The Department of Electrical and
Computer Engineering, the Graduate School at Texas Tech University (henceforth named TTU)
and the Department of Electrical Engineering at National Cheng Kung University (henceforth
named NCKU) hereby agree to proceed with the joint program leading to double degrees under
the following conditions:
Article 1. Aim of the agreement
The aim of the present agreement is to define the conditions and the modalities according to
which the possibility is offered to students from both institutions to accomplish a part of their
studies at the other institution and simultaneously obtain both diplomas.
Article 2. For the students of TTU
The students of TTU have to be admitted to the Master of Science Degree Program in Electrical
Engineering at the Graduate School of TTU. These students are allowed to finalize their study by
performing 12 of the required semester hours of credit of their study at NCKU leading to the
Master of Science Degree in Electrical Engineering. The work performed at NCKU will be
validated as 12 of the required credit hours for obtaining the title "M.S. in Electrical Engineering"
at TTU as long.as the thesis project performed at NCKU is jointly supervised and evaluated by
the faculty members of both institutions.
In order to obtain the title of "M.S. in Electrical Engineering" at NCKU, the students from TTU
are required to meet the following general conditions:
The students have to be admitted to the Master of Science Degree Program in Electrical
Engineering at NCKU.
The students must obtain at least 12 semester credit hours of course work approved by
the student's supervisors.
The subject for the thesis project must lie within the topic of Electrical Engineering. The
subject will be established in agreement of the two institutions. A professor at NCKU is
appointed by NCKU as supervisor and a professor at TTU is appointed by TTU as cosupervisor. The work performed at NCKU will be validated as 12 of the required credit
hours for obtaining the title "M.S. in Electrical Engineering " at TTU as long as the thesis
project performed at NCKU is jointly supervised and evaluated by the faculty members
of both institutions.
The thesis project must be carried out under the joint supervision and evaluation by the
faculty members from both institutions. The thesis project is documented in a report,
which is presented and defended before a panel consisting of at least two professors at
NCKU and two members of the Graduate Faculty from TTU (if funds in the program are
available for travel). If the joint evaluation is not possible then the presentation and
defense must be performed at NCKU and at TTU separately.
Article 3. For the Students of NCKU
The graduate students of NCKU have to be admitted to the Master of Science Degree Program in
Electrical Engineering at NCKU. These students are allowed to finalize their study by
performing 12 of the required semester hours of credit of their study at the Graduate School at
TTU leading to the Master of Science Degree in Electrical Engineering. The work performed at
TTU will be validated as 12 of the required credit hours for obtaining the title "M.S. in Electrical
Engineering" at NCKU as long as the thesis project performed at TTU is jointly supervised and
evaluated by the faculty members of both institutions.
In order to obtain the title of "M.S. in Electrical Engineering" at TTU, the students from NCKU
are required to meet the following general conditions:
The students have to be admitted to the Master of Science Degree Program in Electrical
Engineering of the Graduate School of TTU. A prerequisite is that the students perform
well in the GRE-test and have the minimum score of the English proficiency test (either
TOEFL or IELTS) necessary to be admitted to TTU Graduate School.
The students must obtain at least 12 semester credit hours of-course work approved by
the student's supervisors.
The subject for the thesis project must lie within the topic of Electrical Engineering. The
subject will be established in agreement of the two institutions. A professor at TTU is
appointed by TTU as supervisor and professor at NCKU is appointed by NCKU as cosupervisor.

Another option is a dual B.S. and M.S. program. NCKU students are eligible for the
program if they are within 9 or less credit hours of graduation for a BSEE and can satisfy
their NCKU degree plan with three or fewer senior technical electives at TTU. GRE and
English proficiency tests are also required for admission consideration. TTU will award
its master degree to participating students only after they have received the BSEE degree
from NCKU, have successfully completed their required coursework at TTU, and have
successfully defended their master thesis at TTU. Upon successful completion of the
Program, the student will receive a B.S. degree from NCKU and an M.S. degree from
TTU.
Article 4. Selection of the candidates
The TTU students are selected by TTU and NCKU students are selected by NCKU in accordance
with the conditions stated above. In both cases the selection of the candidates will be done on
groundsof their academic records.
Prior to an exchange a record of the academic achievements by the selected students is sent to
NCKU or TTU respectively.
Article 5. Tutorage
The host university will appoint a person responsible for each student, acting as the main
interlocutor during the stay.
Article 6. Living Arrangements and Financial Responsibilities
Each student should observe the following principles while at the host institution:
Each student will be responsible for the cost of hisher own living arrangements.
Students from NCKU may, if they choose, be accommodated in Texas Tech
residence halls usually in double rooms. Office of International Affairs will
provide information on acceptable off-campus housing.
Students fiom TTU may, if they choose, be accommodated in NCKU dormitories.
Office of International Affairs can provide information on acceptable off-campus
housing.
Each exchange student must provide hisher own transportation tolfiom the home
institution to the host institution unless helshe is sponsored by a third party.
Violation of local law committed in the host country may result in immediate
withdrawal of the Program and expulsion of the student fiom the host institution.
Both institutions will assure the students have equal access to all facilities offered
to regular students of the host institution, such as the use of computers, access to
the library, obtaining of a student ID card, etc.
Article 7. Program support
NCKU and TTU will take the necessary measures in order to obtain the best possible financial
support for the exchange students; e.g. from national and international authorities, foundations
and industrial sponsors.

The host university is responsible for helping the student to obtain the permissions to stay and
study etc. from their national authorities. This includes, if necessary, the permission to receive
economic support from a sponsoring industrial company.
Article 8. Follow up
If funds-inthe program are available for travel, then the responsible persons of both institutions
will meet once a year in order to:
Check the efficiency of the pedagogical action performed at both institutions.
Draw up the results of the cooperation performed at both institutions.
Propose new actions.
Article 9. Duration of the agreement
This agreement will come into effect from the date of signature by both parties. It will remain in
effect for a term of four years and shall be automatically renewed for successive terms of four
years unless terminated by either party by six months advance written notice. In this case,
persons still engaged in activities begun before such a notice was given shall retain all rights
conferred under this agreement until the activity in question is ended.
Article 10. Budget
This agreement places no financial obligations on either of the partner universities.
Article 11. Governing language
The governing language is English. Four copies of this agreement have been signed.
