(1) To prepare for incoming shipments, check the ASA Standard Operating Procedure (SOP) for guidance concerning the particular method of transportation the Class V items are arriving on. (2) Be aware that mixed lots may be in a single shipment. If they are, there will have to be a detailed inventory after unloading. (3) There may be munitions that require rewarehousing, and it will be necessary to make space in the planned location for storage. To determine if this is necessary, check the planographs. For magazine storage at a Corps Storage Area (CSA) or Theater Storage Area (TSA), also check the magazine drawings; for outdoor storage, check the Field Storage Unit (FSU) size. Finish all rewarehousing before the shipment arrives at the ASA. (4) An ASA will normally receive advance notice of incoming shipments of munitions by means of a DD Form 1348-1. 8 55B10E10 Note: Refer students to DA PAM 710-2-2, page 210-211, figures 25-17 and 18. (5) After an ASA receives advance notice of an incoming munitions shipment, the stock control section of that ASA will select the storage locations and the magazine platoon sergeant will make plans to unload and store the munitions. (6) Planning for the receipt of munitions also includes the assignment of enough people and equipment to complete the operation safely and efficiently. (7) The convoy commander presents a DD Form 1384 (Transportation Control and Movement Document) for each vehicle in the convoy to the stock control section. The stock records clerk reviews the forms for completeness and accuracy and for proper authentication. (8) A DA Form 3151-R is prepared for each vehicle carrying munitions into the storage area. As a minimum, a DA Form 3151-R must indicate the storage location by section or sub-area. (9) The stock records clerk prepares a DA Form 3020-R for each lot and stack of munitions to be stored during receiving operations, except when the munitions received is going to an already existing stack. The DA Form 3151-R and, if required, the new DA Form 3020-R are given to the assigned checker. The magazine Platoon Sergeant arranges for the MHE support and a crew to unload the incoming shipment. 9 55B10E10 B. Describe proper receipt of munitions at the segregation area IAW the applicable reference. Learning Step/Activity 1: Verify Vehicle Load. (Reference FM 9-13, pages 60 and 61) 1. Note: The receiving ASA is responsible for inspecting incoming vehicles and their cargoes at the vehicle holding area. Follow all safety standards in TM 9-1300206. a. A checker is assigned to guide each vehicle or group of vehicles to the proper storage location and to supervise off-loading. Quality Assurance (QA) will inspect the vehicles against the destination portion of the DD Form 626, which is carried with each shipment, as each vehicle arrives at the ASA and before it’s offloaded. b. Asterisked items must be checked, and deficiencies must be corrected before the vehicle proceeds into the ASA. c. Ensure that two 10 BC rated or above hand held fire extinguishers are present at the location. d. The ASA control section gives the storage section personnel a DA Form 3151-R before they leave for the segregation area or storage location with the vehicle. The DA Form 3151-R gives the location and quantity of munitions to be stored. 10 55B10E10 e. The checker will verify the following information while the load is still on the vehicle: (1) Quantity. (2) NSN. (3) DODIC. (4) Nomenclature. (5) Lot Number. (6) Ammunition Condition Code. (7) Serial number items (if needed). Note: f. Any discrepancies found during the inspection between what is actually received and what is listed on the DA Form 3151-R are recorded on the back of the DA Form 3151-R or on a separate sheet of paper. If there is a discrepancy, have the storage section recheck the actual receipts. If rechecking does not resolve the discrepancy, prepare SF 364 (Report of Discrepancy) per AR 735-11-2, AR 12-12, and local directives. Note: g. Refer students to DA PAM 710-2-2, page 172, paragraph 25-25b(3). Reports of damaged or improper shipment due to transportation discrepancies will be reported on the SF 361 in accordance with AR 55-38. Once the inspection is completed and no hazardous, damaged or unserviceable munitions are identified on the incoming shipment, the checker will escort the vehicle to the storage location specified on DA Form 3151-R for unloading. 11 55B10E10 C. In a classroom, given a partially prepared DA Form 3151R for an incoming shipment and DA PAM 710-2-2, TM 91300-206, and applicable storage drawing. Describe proper storage of the munitions in accordance with the applicable storage drawing. Learning Step/Activity 1: Store the Munitions in the Storage Area. (Reference TM 9-1300-206, paragraph 4-1.b, pg. 4-1) 1. Method of Instruction: CO Instructor-to-Student Ratio is: 1:24 Time of instruction: 0.2 hours Media: None a. Ensure that a minimum of two serviceable 10 BC rated fire extinguishers are present at the location. b. The checker will ensure the driver follows the guidelines listed below to prepare the vehicle for download: (1) A gasoline-engine vehicle’s ignition switch is turned off. (2) The handbrake is set. (3) The transmission is in first gear. (4) For a diesel-engine vehicle, the transmission is in neutral. (5) Chock blocks are placed in front and behind the rear wheels of the vehicle and at least one wheel on the trailer. Note: c. Vehicles equipped with catalytic converters are not allowed in ASA storage areas. Storage personnel will remove all dunnage and tie down straps from around the munitions using the proper tools without causing damage to the munitions. 12 55B10E10 d. The ASA storage section personnel will unload palletized munitions utilizing MHE and ground guides. e. The munitions will be stored in accordance with AMC DWG 19-48-75-15 for the particular munitions and type of storage structure. f. The storage section will ensure the placement of munitions as follows: (1) The munitions must be placed a minimum of 6 inches from the side walls of the magazine for air circulation and because drainage grooves run down the sides of earth-covered magazines. (2) Munitions will be stacked a minimum of 3 inches from the front and rear walls of the magazine. (3) Munitions will be stacked a minimum of 18 inches from the roof. This is the heated space between the roof and the munitions. Note: Munitions will be stacked so that they do not touch the side walls or the roof of igloos. (4) Aisles shall be maintained so that munitions in each stack can be inventoried, removed for issue and shipment or inspected by surveillance personnel. Wider aisles are required when using MHE. Aisles will be kept unobstructed to permit rapid escape and for emergency destruction. (5) The smallest lots of munitions will be placed towards the front of the magazine for easy access for issue. Normally the smallest lots are always issued first. (6) Only one light box per lot number of munitions is allowed. It will be painted orange and placed on the top of the stack. (7) Munitions lot numbers should be separated from one another by a minimum of 3 inches so that it can be easily inventoried, issued, received, or shipped, and to maintain lot number integrity. (8) If the storage location is not already entered on a DA Form 3151-R, the receiving checker enters it when the munitions is unloaded and placed in storage. QUESTION: Munitions must be placed a minimum of how many inches from the side wall of a magazine (earth-covered)? ANSWER: 6 inches from the side walls. 13 55B10E10 D. (2) The checker signs and dates the Signature of Receiving Checker block. b. The receiving checker will be responsible for the following information on DA Form 3020-R that is kept at the storage location for each lot and stack of munitions: (1) Enter the quantity of munitions received in the Quantity Received column. (2) Update the Balance column of the DA Form 3020-R to reflect the total quantity of munitions on hand after the transaction takes place. c. After each vehicle is off-loaded, it is driven to the vehicle assembly area and returned to the control of the convoy commander. The checker returns the DA Form 3151-R to the ASA office. d. Stock control will check the DA Form 3151-R for accuracy, and the total quantity of each item shown on all DA Forms 3151-R. The shipment will be checked against the total quantity shown on the DD Form 1348-1. e. If there is a discrepancy, the load is rechecked by the inventory control section. The actual quantity, verified as received by inventory control, will be entered on the DD Form 1348-1. 14 55B10E10 f. The DD Form 1348-1 is then signed by the receiving officer.
