Implications checklist – check box if applicable and include detail in report Financial HR Policy ICT Legal Equalities Sustainability 1 SOUTH AYRSHIRE HEALTH AND SOCIAL CARE PARTNERSHIP INTEGRATION JOINT BOARD 19 NOVEMBER 2015 Report by Director of Health & Social Care Technology & Innovation Enabled Care (TEC) Programme 1. 1.1 PURPOSE OF REPORT The purpose of this report is to update the South Ayrshire Integrated Joint Board (IJB) on the Technology & Innovation Enabled Care (TEC) Programme and recent discussions at NHS Ayrshire & Arran Board Meeting 19th October 2015. 2. RECOMMENDATION 2.1 It is recommended that the Integration Joint Board support the recommendations discussed and agreed by NHS Ayrshire & Arran at its Board meeting of 19th October 2015 and summarised above. 3. BACKGROUND INFORMATION 3.1 NHS Ayrshire & Arran Chief Executive John Burns requested that the NHS Ayrshire Arran Board were provided with a position statement of the current Technology & Innovation Enabled Care (TEC) Programme and proposals for next steps. 3.2 The attached paper which outlines progress and makes recommendations was discussed by board members who supported the progress and current position. Recommendations were also supported and the NHS Board have requested that consideration be given to producing an outcomes focused strategy, further evidence of cost benefit analysis and taking account of inequality. 4. REPORT 4.1 It is proposed that the NHS A&A TEC Programme Board supported by the Long Term Conditions Manager and office continue its pan Ayrshire efforts and processes for ongoing implementation, governance and monitoring. Over the next two months as recommended by A&A NHS Board the Long Term Conditions Manager on behalf of the TEC Programme Board and partnerships will prepare an outline draft TEC Strategy, vision and plan, including cost benefit analysis from 2016-2018. This outline will contain proposals for continuation of the current TEC programmes and deployment. 2 5. RESOURCE IMPLICATIONS 5.1 5.1.1 Financial Implications The TEC programme is currently resourced via, European, National and Local East, North & South Health & Social Care Partnership Integrated Change Fund. All funding of the TEC programme relies on a yearly bidding process through each of these sources. The programme is currently funded until March 2016. It is intended that the proposed TEC Strategy will outline the financial implications and requirement for consideration. 5.2 5.2.1 Human Resource Implications There are likely to be implications. However these will be considered within the context of the proposed strategy. 5.3 5.3.1 Legal Implications There are likely to be implications related to the technology itself and these are currently outlined within the Service Level agreement with the provider and through the governance arrangements of the Programme Board. Any future legal implications will be considered within the context of the proposed strategy. 6. CONSULTATION AND PARTNERSHIP WORKING 6.1 This paper has been produced on behalf of the TEC programme Board which comprises me. 7. EQUALITIES IMPLICATIONS 7.1 There is potential that the use and availability of TEC can create an inequality in service. Actual evidence of this is not currently available but will be provided as part of the overall evaluation in early 2016. NHS Ayrshire & Arran have requested that the proposed TEC Strategy 2016-2018 take account of this. 8. SUSTAINABILITY IMPLICATIONS 8.1 The Scottish Government funding of all future TEC 2016-2018 requires that there are clear proposals for sustainability. 9. CONCLUSIONS 9.1 Progress will continue as described with increase in numbers of patients, service users and carers benefitting from the technology and programme. Pan Ayrshire operational management, clinical risk and governance will continue through the LTC Manager reporting to the South Ayrshire Health & Social Care Partnership The A&A NHS Board and respective Integrated Joint Boards can expect to receive the first draft of an outcomes based Pan Ayrshire TEC strategy in January 2016.
