USTA LOUISIANA LEAGUE REGULATIONS
2015 Championship Year
USTA League National, USTA Southern, and USTA Louisiana Regulations have full force and applicability at all levels of play
in USTA League Tennis in USTA Louisiana and there is no authorization to modify, amplify or change them by local or State
League Coordinators, or Grievance or Grievance Appeals Committees. USTA League Tennis Regulations (Louisiana) are
available on the USTA Louisiana website: www.louisianatennis.com. Printed below are the USTA Louisiana League
Regulations as authorized by the USTA League National Regulations.(Note: Paragraphs included herein are numbered
according to pertinent paragraphs of the 2015 USTA League Regulations and should be applied in conjunction with those
paragraphs.)
1.00 GENERAL
The Regulations in 1.00 GENERAL in conjunction with USTA National and USTA Southern regulations shall apply to all
League Divisions (Adult and Mixed); as well as Southern Combo and Tri-Level.
1.02 GOVERNANCE
1.02B Amendments These USTA LOUISIANA LEAGUE REGULATIONS may be amended by the USTA Louisiana League
Council with approval of the USTA Louisiana Executive Board.
1.02C Written Interpretation. The State League Coordinator, in conjunction with the USTA Louisiana League Council shall
have the authority to interpret the USTA Louisiana League Regulations.
1.04 USTA LEAGUE
1.04B(1) The USTA Louisiana League Council through recommendations from the Local League Coordinators and State
League Coordinator establishes the USTA Louisiana League Regulations. The USTA Louisiana Executive Board grants final
approval of the USTA Louisiana League Regulations.
1.04B(3)c Local League Coordinators Local league administrators who include Local League Coordinators and Board of
Directors of the local Community Tennis Associations are responsible for administering and promoting the USTA League
program in their area.
1.04B(3)c(i) League Code of Ethics All league administrators will adhere to the USTA Southern Section League Tennis

1.04B(3)c(ii) League Coordinator Responsibilities Establish procedures and regulations for all aspects of their local league
that are not covered by the national, sectional or state regulations. A copy of the local regulations must be submitted to the
State League Coordinator for review prior to the team captain’s meeting. Local league regulations shall be published to the
internet on either the local CTA site or louisianatennis.com prior to the start of local league competition.
1.04B(3)c(iii) A mandatory team captain’s meeting must be held prior to the start of league play for each local league
program. Topics to be covered include local regulations (provide internet links to National, Sectional, State regulations),
championships eligibility requirements, and deadlines. Local league coordinators should review all regulations and procedures
with new team captains.
1.04B(5) Championships Committees The State League Coordinator is responsible for appointing championship committees
for all USTA Louisiana Championships.
1.04C Official Information System
1.04C(1) Official League Registration
1.04C(1)a Team captains must create their team and register the following minimum number of players in TennisLink by the
date established by the local league administration: Adults 18 & Over and 40 & Over = 8 (except 18 & Over 2.5 and 5.0+=5);
Adult 55 & Over and 65 & Over = 6; Mixed, Combo and Tri-Level = 6 players able to combine and compete. The deadline date
must be prior to the start of the local league season and must be no later than one (1) month prior to the state championship.
Local teams must be included in the local league schedule if the teams have fulfilled this requirement. Failure to register a
team in TennisLink by the established deadline date may result in the team being declared ineligible for the USTA League
Program. Local leagues may charge a team registration fee in addition to the league head tax.
1.04C(1)b All player additions to existing registered team rosters must be made no later than 14 days prior to the state
championship except for local leagues played during a state championship. All player additions for NTRP levels playing their
local league during a state championship must be made no later than 7 days prior to the state championship. Local leagues
may set a deadline date that is more than 14 days prior to the state championship for player additions to existing teams.
Players shall not be added to the team roster during local league flight play-offs or at any championship. (National 1.04C(1))
1.04C(1)c League Fees & Financial Statement All Local leagues must have any local league fees approved by the USTA
Louisiana League Council prior to the start of their local league registration. Local league fees include all monies collected
through TennisLink and/or directly from teams and/or players as a requirement for registration/participation in the USTA
League Program.
1.04C(1)d The local Community Tennis Associations or Local League Council in the absence of a CTA are responsible for
making available upon request a financial statement to the local team captains at the conclusion of each league year. Any fees
paid to the local league coordinator, level coordinators, league assistants, and/or league secretary must be itemized on the
financial report.

1.04C(2) Official Score Reporting and Standings System Local leagues must establish deadlines and procedures for
reporting scores in TennisLink.
1.04D LOCAL LEAGUE
1.04D(1) Definition
1.04D(1)a New Local Leagues The local CTA or Local League Council in the absence of a CTA must present a proposal to
the USTA Louisiana League Council showing growth potential for league and USTA membership along with a
recommendation for a local league coordinator. This proposal must show intent to develop multiple USTA League Programs.
All proposals must be submitted three months prior to the USTA Louisiana State Championship scheduled for the inaugural
program.
1.04D(3) Local League Season All local matches should be completed two (2) weeks prior to the state championship.
1.04D(4) Team
Each local league may limit the number of players that appear on a team roster and/or the number of players on that roster
that are at a specific NTRP level.

1.04D(5) Two Team Leagues. If any Adult Division Age Group consists of only two teams in a level of play, each team must
maintain its roster with at least 40 percent of its players at the designated NTRP level of play. The exception is the Adult
Division 55 & Over Age Group that uses combined NTRP rating levels and will not be required to comply with this Regulation.
This will not apply to the Adult 65 & Over Age Group.
1.04E Player Eligibility
1.04E(1) Domicile and Residency Requirements The majority of registered players for each team must reside in the State of
Louisiana. Exceptions: Vidalia’s local league area will include Adams County, MS; Slidell’s local league area will include
Hancock County, MS and Pearl River County, MS. Each flight must have a minimum of two teams. A flight in which 50% or
more of the players reside in another local league area that has its own local league at that NTRP level is not a valid flight.
Exception: A local league with a single team consisting of a majority (51% or greater) of players from its own local league area
(such as a 4.0 team) may invite a team consisting of a majority (51% or greater) of players from that local league area to play
a local league. The invited team must register in the host local league and pay all associated fees. Any team playing in a local
league at state may consist of players from any area as long as the majority of players reside in the State of Louisiana. Local
Leagues may create residency requirements rules to encourage and foster local league play. A local league cannot reject a
player from another area.
1.04F OFFICIAL LEAGUE RATING PROGRAM The National Tennis Rating Program (NTRP) is the official system for rating
levels of competition for USTA League.
1.04F(1) Entry A player without a valid NTRP rating level in TennisLink, a returning player with an expired NTRP rating level,
a Tournament Exclusive (T) rated player or a Mixed Exclusive (M) rated player who does not have a valid computer (C) rating
from a previous year and chooses to participate in the Adult Division, must self-rate to enter the USTA League Program. A
player with a valid NTRP rating level in TennisLink must use that rating to enter the USTA League Program as shown in the
following table:

1.04F(1)b 55 & Over Mixed results will not be part of generating Mixed Exclusive year-end ratings.
1.04F(1)d Players who do not have a valid NTRP rating level on file in TennisLink shall self-rate in accordance with the
General & Experienced Player Guidelines – Supplement to the NTRP Guidelines and complete the self-rating process on
TennisLink when registering for a team. Players who allow someone else to complete the self-rating process for them will be
ultimately responsible and held accountable for information submitted or omitted. Failure to self-rate in accordance with the
Guidelines, or omission of information regarding a player’s tennis history, will subject the player as well as the captain and/or
others who completed, assisted, condoned and/or approved an inappropriate self-rating to penalties and suspension. Players
whose self-ratings are determined to be inaccurate or inappropriate shall be disqualified. (See Reg. 3.03E(1)a)
1.04G PLAYER PARTICIPATION Eligibility
1.04G(6) Any player who qualifies to advance to the state championship in the Adult, Mixed, Southern Combo or Tri Level
division may advance on more than one team within an age group only if they are different NTRP Levels. No accommodations
in scheduling will be made at the USTA Louisiana Championships.
2.00 USTA LEAGUES REGULATIONS
All USTA League Regulations in 1.00 GENERAL and 3.00 GRIEVANCE PROCEDURES and the following shall apply to all
League Divisions (Adult and Mixed); as well as Southern Combo and Tri-Level except for Reg. 2.04 NTRP Dynamic
Disqualification and Review Procedures which shall apply only to the USTA League Adult Division.

2.01C Competition Format
2.01C(1) Round Robin
2.01C(1)a Each Local League may permit additional matches, selected randomly, within a flight.
2.01C(1)b Each Local League may permit additional cross-flight matches in which each team in one flight plays an equal
number of matches in the other flight, selected randomly if not a full round robin.
2.01C(1)c Each Local League may permit additional matches by scheduling the top teams in a flight to play an additional
round robin to determine advancement, and the teams without a mathematical chance to advance may play an additional
round Robin.
2.01C(2) Team Match Each team match in a local league shall consist of such number of individual matches of singles,
doubles, or any combination thereof as determined by the local league. For each team match, a majority of the individual
matches must actually be played to constitute a valid team match. The following procedure should be used when the
combination of individual match defaults given by the two teams in the team match results, or would result, in a situation where
the majority of the individual matches would not be played.
The first course of action would be for both captains to agree on what individual matches, based on the number of players
present, or to be present, that can be played to constitute a valid team match. Once that is determined, both captains will reexchange scorecards.
If both captains cannot come to an agreement on what individual matches will be played to constitute a valid team match,
based on the number of players present, or to be present, then the following individual matches will be assigned in sequential
order to be played:

If both teams have enough players to play the match and it’s discovered after-the-fact that a majority of the matches were not
played to constitute a valid team match, both captains need to come to an agreement of what lines will be played to make the
team match valid. If captains cannot come to an agreement, then the individual match(es) to be played will be assigned in
sequential order in the above-mentioned table. If a captain does not comply with this regulation, then it may be considered a
full-team default in favor of the opponents If a team shows up without the minimum # of players required for the team match
based on the number of players present, or to be present, it will be a full team default in favor of the opponents. Please refer to
national regulation 2.01C(5) on team default procedures.
2.01C(2)a Each local league shall establish regulations for ensuring the minimum required # of courts are played.
2.01C(3) Match Scoring and Formats The method of awarding points in order to determine the winning team of a local
league team match and the winner of the local league competition may be the same as that used in championships
competition or may be another method compatible with the USTA NTRP Computer Rating System selected by the local
league. (See 2.03D – Competition Format and 2.03E – Team Match and Scoring for championship competition)..The scoring
in the event of a default or disqualification shall be 6-0, 6-0. Retirements shall be scored as described in 2.03N Scoring of
Retirements.
Procedures in the Event of a Tie for Local Play
In the event of a tie, whether in round robin or single elimination, the section recommends that the tie shall be broken by the
first of the following procedures that does so (same as Championship Procedure):
(1): Individual Matches. Winner of the most individual matches in the entire competition.
(2): Head-to-head. Winner of head-to-head match.
(3): Sets. Loser of the fewest number of sets.
(4): Games. Loser of the fewest number of games.
(5): A Method to be determined by the Local League. Procedure to be announced prior to the commencement of local league
play.
If a Local League has a playoff, the section recommends to follow the above-mentioned championship procedures in the event
of a tie, since TennisLink will defer to championship procedures in a local league playoff. Please refer to national regulation
2.03H)
2.01C(3) Local leagues may impose additional penalties on a team forfeiting an entire team match (not playing a majority of
the individual courts).
2.01C(5) Team Lineups
2.01C(5)c Each local league shall establish rules for making up matches rescheduled due to inclement weather.
2.01C(5)e Each local league may decide how to score a team default. If local league has no specific rule to cover a full team
default it must follow the National Championship Regulation 2.03L.
2.02 PROGRESSION
2.02A(2) Local League Champions The regulations for each local league will state the process that will be followed for
determining which teams advance to the state championship and how these teams will be ranked (i.e. BR#1, BR#2,BR#3).

2.03 DISTRICT/AREA, SECTIONAL AND NATIONAL LEAGUE CHAMPIONSHIPS
2.03A Eligibility
2.03A(1)a Adult, Combo and Tri Level Divisions Each local league that enrolls a minimum of two (2) teams at an NTRP
level shall send the winner to the USTA Louisiana State Championship. Local leagues enrolling fourteen (14) or more teams at
a specific NTRP level will receive two (2) entries and local leagues enrolling twenty-one (21) or more teams will receive three
(3) entries into the USTA Louisiana State Championship. No local league will have more than three (3) teams at any level.
2.03A(1)b Mixed Division Each local league that enrolls a minimum of two (2) teams at an NTRP level shall send the winner
to the USTA Louisiana State Championship. Local leagues enrolling 14 teams will receive 2 entries to the USTA Louisiana
State Championship. Additional entries to the state championship will be awarded to local leagues based on the number of
teams in the NTRP level (1 entry for every 7 teams over 14). No local league will have more than six (6) teams at any NTRP
level.
2.03A(1)c At the discretion of the USTA Louisiana League Council, wild card teams may be added to the championships draw
to optimize tournament scheduling. The USTA Louisiana League Council may authorize a local league played during the state
championship for any NTRP level that did not play locally. The winner of the local league at the state championship will
advance to championship competition – either district or sectional – depending on the number of local leagues enrolled in
Louisiana.
2.03A(3) A player is eligible to advance to championship competition if that player has played the minimum number of required
matches on that same team at the same NTRP level in the same Age Group in accordance with the table below. A retired
match shall count toward advancing for all players involved.

2.03A(5) At all National Championships, a minimum number of team members as shown in the table below, who were on the
final roster of their local league team at the conclusion of local league play must be available and eligible to compete or to
combine and compete, as appropriate. The Championship Committees at events below the National level, by majority vote,
can reduce that number to not less than minimum noted in the table below.

2.03B Official League Championships Entry The USTA Louisiana League Council has the authority to extend registration
deadlines. When a deadline is extended for a particular level, that deadline extension shall apply to the entire state and all
coordinators shall be notified of the extension.
2.03C Scoring At all USTA Louisiana State Championships, all matches will be the best of three tiebreak sets with a match
tiebreak in lieu of a third set. The match tiebreak shall be scored as 1 set and 1 game for tiebreak procedures. There will be a
two minute set break at the end of each set with no coaching. The scoring in the event of a default, forfeit, or disqualification
shall be 6-0, 6-0. The Coman Tiebreak Procedure shall be followed in all tiebreaks (Set and/or Match).
2.03D Competition Format USTA Louisiana State Championship format shall be round robin in all levels of competition.
Each team shall play every other team in its flight and the team with the most team points shall be champion in its flight. Each
team shall be scheduled for a minimum of 4 matches during a four (4) day event, 3 matches during a three (3) day event with
the following exception: Best of three matches shall be the format for any NTRP level that has only one (1) local league winner
(determined prior to the state championships) and the local league at state championship winner (played during the state
championships). A double round robin may be scheduled, if necessary, to provide these matches. Levels may be divided into
flights as necessary based on number of teams in the draw. Levels with multiple flights shall include format for determining
champion in USTA Louisiana Championship Regulations – single elimination finals or semi-final & final, for example. Teams
should expect to play on any USTA approved surface at the state championships.
2.03E Team Match and Scoring For each team match, a majority of the individual matches must actually be played by the
two teams to constitute a valid team match. The Championship Committee has the authority to determine the actions to take
when the combination of individual match defaults given by the two teams in the team match would result in a situation where
the majority of the individual matches would not be played.
2.03H Procedures in the Event of a Tie In the event of a tie, whether in round robin or single elimination competition, the tie
shall be broken by the first of the following procedures that does so:
2.03H(1) Individual Matches. Winner of the most individual matches in the entire competition.
2.03H(2) Head-to-Head. Winner of head-to-head match.
2.03H(3) Sets. Loser of the fewest number of sets.
2.03H(4) Games. Loser of the fewest number of games.
2.03H(5) A Method to be Determined by the Championships Committee. Procedure to be announced prior to
commencement of championship competition.
2.03L Scoring of Team Defaults If a team defaults an entire team match for any reason during round robin play, that team is
ineligible to continue play at that championship. All matches of the defaulting team already played shall be null and void when
determining standings but will be used for ratings and advancement purposes. If all teams with a mathematical chance to
advance have played the defaulting team in good faith, those matches shall stand as played when determining standings. The
Championship Grievance Committee may impose further penalties on the defaulting team.
2.04 NTRP DISQUALIFICATION AND REVIEW PROCEDURES
2.04D NTRP Dynamic Disqualification Review Committees All NTRP Reviews will be handled by the USTA Southern
NTRP Dynamic Disqualification Review Committee.
2.04E Scoring Procedures

2.04E(1)a Self-rated (S) or Medical Appeal Players

If a self-rated (S) or Medical Appeal player is promoted from a particular level of play, the player shall cease play
immediately from the NTRP level being promoted from and graduate to the next higher NTRP level. All prior matches
shall stand in good faith.

Captains and/or teams with 2 or more promoted players within a 12-month period may be subject to an NTRP
Grievance and subsequent suspension from USTA Leagues.

2.05 YEAR-END NTRP COMPUTER RATINGS AND APPEAL PROCEDURES
2.05A Applicability Regulations in this section are applicable to the Adult and Mixed divisions.
2.05C Appeal of Year-End Ratings Year-end NTRP valid computer rating levels may be appealed or denied through
TennisLink except for 2.05D Medical Appeals.
2.05E Promotion of Players 60 or Over and 65 or Over
2.05E(1) Any player who is 60 years of age or older prior to, or during, the calendar year in which such player plays his or her
first local league match and has achieved the same rating level or lower for his or her three most recent year-end ratings,
without benefit of appeal of the player’s year-end rating, will be granted an appeal if promoted.
2.05E(2) No player 65 or Over will be given a published year end NTRP rating level higher than his/her most recent valid yearend rating but will be given the opportunity to appeal up.
3.00 GRIEVANCE PROCEDURES
The Regulations in 3.00 GRIEVANCE PROCEDURES shall apply to all USTA League Divisions (Adult and Mixed); as well as
USTA Southern Combo and Tri-Level.
3.01 ADMINISTRATION
All local league regulations will include the names of grievance and grievance appeal committee members and will be
distributed to captains prior to the beginning of the local league season. Distribution via captains’ packets and/or websites is
acceptable. The state shall approve all Local and State Grievance and Grievance Appeal Committees. Grievance decisions
that impose sanctions will be upheld throughout the USTA Southern Section.
3.01A(1) Each local league shall appoint a Local League Grievance Committee. State Associations will appoint or approve
members for a Local League Grievance Committee.
3.03 GRIEVANCE COMPLAINTS
3.03A General Procedures
3.03A(1) All state grievances shall be filed with the State League Coordinator.
3.03E NTRP Grievance
3.03E(4) NTRP Grievance Complaint NTRP Grievances shall be filed in writing with the Local/District/Area League
Coordinator or designee having jurisdiction. NTRP Grievances shall be administered by the USTA Southern NTRP Grievance
Committee.
