FROM THE CMD’S DESK
My dear colleagues,
A good beginning is more likely to lead to greater
success. Conducting poojas etc., before we start any
auspicious and important project stresses this belief.
World over an emphasis is put on the beginning. Getting
off to a good start is essential, as the beginning is the
foundation upon which everything that comes after rests.
Indian culture, perhaps more than any other, stresses
the importance of beginning things properly.
As all of you know, VISHU, which epitomizes this
concept of beginning things in good spirit with an
auspicious kani, was celebrated with traditional fanfare
and festivities in Kerala on April 14. This New Year
festival is called VISHU in Kerala, but known as Ugadhi,
Gudi Padwa, Bihu, Baisakhi etc. in other parts of the
nation. Everywhere the underlying spirit of this festival
is the same.
In FACT also we are having an auspicious
beginning after a hiatus. Our production plants, which
have been shut down for some time, are being restarted,
heralding a new beginning. It should be the harbinger
of continuous efforts with total dedication. Let us
redouble our efforts to stabilize production followed by
aggressive marketing activities in all areas of our
presence. Procurement of raw materials to ensure
uninterrupted production is another area of key concern,
which should be addressed on a war footing.
FEDO and FEW are the other two of our entities,
which equally require our immediate attention. As I told
you in my first communication immediately after taking
over as the CMD, these two sister concerns of FACT
are having immense potential, which should be tapped
to the fullest. FRBL, our joint venture with RCF, has
generated much enthusiasm among the builders of
South India. There have been media reports of FRBL
panels being increasingly welcomed by builders, truly
encouraging.
The South India, especially Kerala, is reeling under
severe heat waves with the Sun blazing down like never
before. Acute shortage of water, drying crops, soaring
mercury levels... the misery of drought is unfathomable.
But this is the time for us to rejuvenate ourselves with
adequate inventory so that fertiliser demand with the
onset of southwest monsoon by early June in the
southern part of the continent can be adequately met.

FACT NEWS
A view of the on-going works of the LNG fired heater of the ammonia plant.
FACT at present is the biggest consumer for making
use of Regasified Liquefied Natural Gas when it is
available from the facility of Petronet LNG at Puthuvypeen.
The facility is understood to be ready shortly and the
agreements for purchase of RLNG by FACT are being
negotiated with the interested parties.
The major consuming points of Natural Gas in
Udyoganmandal Complex are the Ammonia Plant and the
five boilers in Ammonia Complex and Petrochemical
Division. Work of conversion of Ammonia Plant to enable
it to use NG as fuel and feed is in the final stages of
completion. All equipments have reached site and
installation of piping, instrumentation and electrics are in
the fag end. According to the schedule, Ammonia Plant
will be ready to start operation with NG by 15 May 2013.
In the event RLNG is not available by that time, the
proposal is to start the plant utilising the option to use
Naphtha and change over to NG when it becomes available.
The Detailed Engineering for conversion of the plant
was done by FEDO in consultation with Haldor Topsoe,
the original Process Licensor of the plant.
The boilers are being converted to enable firing NG
retaining the option to use FO as fuel in the event NG is
not available or when it is more expensive. The hardware
for the work is being supplied and erected by Alsthom
India Limited. One of the boilers in PD will be ready by
end April and another boiler each in PD and Ammonia
Complex will be ready by end May 2013. All the five
boilers are scheduled to be ready to fire NG also as fuel by
end August 2013.

In order to have first hand information about
the working of plants and offices, our CMD Shri
Jaiveer Srivastava visited the various divisions and
departments of FACT. Immediately after taking
over as the Chairman and Managing Director, he
visited Udyogamandal Complex, FEDO, FEW,
Cochin Division, Marketing Division offices at
Udyogamandal and Head Office. He went around
the plants and offices and met employees
personally. He also had interaction with
management trainees, trade union leaders and
representatives of officers' forums.

DCS COMMISSIONED IN NPK
PLANT, CD
The new Distributed Control
System (DCS), installed at the NPK
Plant, Cochin Division has been
commissioned. Shri V K Anil,
D(T), formally commissioned the
system by switching on the first
operation at a function held at the
plant. Shri P K Chandrasekharan,
D(M), unveiled the photo of late
Shri M K K Nayar, the former MD
of FACT, displayed at the control
room.

SAFETY DAY CELEBRATED IN UC
FACT- Udyogamandal Complex
celebrated Safety Day-2013 in a
befitting manner on 4th March 2013.
As part of the Safety
promotional activities, Safety
messages and banners were
displayed at various locations in
both manufacturing units. Apart
from this, Safety Competitions and
awareness programmes were
conducted for various category of
employees like regular, contract,
CLR, Apprentices, CISF as well as
local residents in the township.

Two day Training programme

conducted on 27.03.2013. Shri I

Manager (I) UD was also present at
the function. The student
representative gave a brief note on
their technical experience in the
training period and its relevance to
their career development. Course

He was selected for this award by
the Factories and Boilers Department
of the Government of Kerala. Dr.
Mohammad Azim received the
award from Shri Shibu Baby John,
Minister for Labour, at a function
held at Thiruvananthapuram.
CMD LISTENS TO
PRESENTATION
ON FEW
CMD Shri Jaiveer Srivastava
attended a presentation on FEW and
reviewed the order book position on
his maiden visit to this unit at
Palluruthy. He was accompanied by
GM(PC) Shri Thomas Isaac.
GM(PC) explained to CMD the
special role played by FEW in the
supply of pressure vessels and heat
exchangers required for the LNG
conversion works going on at
Udyogamandal. CMD went around
the shop and assessed the facilities
available there. He also visited the
slipway facility in FEW where it is
proposed to fabricate a new barge
for ammonia transportation.
CMD pointed out that FEW
should take up more jobs so that the
turnover could be substantially
increased in the next financial year.

FEDO SCALING NEW HEIGHTS
OF ENGINEEERING EXCELLENCE
FEDO has reached a major
milestone by completing the 100%
Engineering activities for the Crude
and Product Tankages Project of M/s.
Indian Oil Corporation Ltd. at
Paradeep, Orissa. This is a project on
Build-Own-Operate-Transfer basis by
M/s. IOTUES (Indian Oil Tanking
Utkal Energy Services), for their
Refinery Project. This particular
BOOT Project is at the cost of `3,000
crore for which FEDO is the
Engineering and Project Management
Consultant, and is part of `30,000 crore
Refinery Project for IOCL.
Engineering documents review was
declared completed in March 2013.
Procurement activities were also
completed during the same period. A
total of 7266 drawings/documents
were reviewed by the FEDO
Engineering team which comprise:
Civil-1553, Instrumentation-466,
Piping-757, Process-446, Electrical1482, MMH-1281, PCE-648, General4, Quality-629, ranging from A4 to A0
size.
Civil and Mechanical erection
activities are now in full swing at Paradip
site under the supervision of FEDO
erection team. Mechanical erection of all
11 crude oil tanks and 25 product storage
tanks are also completed. Fabrication of
LPG/Propylene bullets has also been
completed.
The progress achieved on
construction activities is 92% and the
overall progress of the project is 97%.
The predicted completion of PMC
scope of work is March 2014.
NEW SULPHURIC ACID
TANKS AT W. ISLAND FOR
FACT-CD
FACT-CD has appointed FACT
Engineering and Design Organisation
(FEDO) as the consultant for setting
up of two Sulphuric Acid storage tanks
at Willington Island, Kochi. As part
of this job a Quantitative Risk
Assessment & On-Site emergency
plan, EIA, Drawings etc were prepared
by FEDO for getting approval from
various statutory bodies, departments
and Cochin Port Trust.
Construction of two storage tanks
is completed under the Project
Management Consultancy of FEDO
for receiving sulphuric acid supplied
by both domestic and international
suppliers as part of augmentation of
continuous supply of Sulphuric acid to
Cochin Division. Facility envisages 2
storage tanks of 8200 MT capacity
each, ship unloading and barge/truck
loading facilities. Proposed unloading
rate from ship is 1000 TPH and bargeloading rate is 300TPH. The two
Sulphuric Acid Tanks are ready for

testing and commissioning. This new
storage capacity will facilitate
procurement of larger quantity of
Sulphuric Acid required for the
production of Phos. Acid/Factamfos on
a regular basis and company can save
expenditure on hiring charges of
storage tanks at WI.
PETCOKE BASED
GASIFICATION
TECHNOLOGY
Team from M/s. GE made a
presentation in FEDO on Petcoke
based gasification technology for
production of Synthesis Gas, on March
2013. Mr. Daniel Tse, Head Solutions
Engineering, GE, USA along with his
team from GE Bangalore made the
presentation.
Petcoke is a solid residue generated
from the delayed coker unit of the
Petroleum Refineries. BPCL-KR
would generate about 1.4 MMTPA of
Petcoke on completion of their crude
oil refining capacity enhancement
project by December 2015.
Discussions were held for the
possible use of Petcoke based
gasification technology for production
of synthesis gas that can be utilized for
Ammonia production, based on its
viability.
BPCL-KR team also participated in
the presentation.

Dear Friends,
It is with heightened sense of
optimism, hope and confidence that
we greet the new financial year
2013-14. We whole-heartedly
welcome the new Chairman and
Managing Director, Shri Jaiveer
Srivastava into our FACT Family
and assure him of our unstinted
support in his efforts to turn round
this Company and help it to reach
the heights that it is capable of. As
mentioned in the previous issue of
FACT News, the year that passed
saw quite a number of Vigilance
related cases tumbling out into the
open. It is however heartening to
note that the officers and staff have
began to give whole hearted support
and appreciation for the small
efforts being taken by the Vigilance
Department to increase the
awareness on matters related to
transparency and fairness in
business dealings and for avoidance
of Vigilance Angle.
Being located in the heart of the
100% literate State of Kerala, we
can rest assure that no part of our
activities are hidden from public
scrutiny for any significant periods
of time. Eventually the results of
our actions will catch up with us
sooner rather than later. Therefore,
this is the time to retrain our minds
and our brains to relearn all the
good and positive aspects of
business management and increase
impartiality,
fairness
and
transparency in all our decisions.
Believe me, this can be achieved to
a very satisfactory level without
sacrificing at all on speed,
efficiency or profitability. All it
requires is a judicious application
of mind and fine-tuning our actions
to the voice of our own conscience
within.

Vigilance Study Circle
Kerala Chapter, Formed
With a special initiative from
FACT Vigilance, the first steps were
taken to form a Vigilance Study
Circle in Kerala, in the lines of VSC
s working at Hyderabad, Kolkata,
Mumbai etc. Vigilance Study Circle
is a meeting point for Vigilance
officers of all Central Government
Undertakings where experiences are
shared and discussed on a regular
basis.
The Vigilance Study Circle,
Kerala Chapter was inaugurated by

Commission, on 22/03/2013 in a
function held at Ambalamedu House

In his inaugural address Shri R
Srikumar, Vigilance Commissioner
reiterated the relevance of preventive,
predictive and participative vigilance.
Citing examples from his own
experience he also stressed how
leveraging technology can reduce
corruption.
The
Vigilance
commissioner also made a
presentation on the ‘VIGEYE”. The
function was attended by CVOs,
Directors and senior officers from
PSUs, Banks and Insurance
Companies in Kerala.
In the afternoon session Shri J
Vinod Kumar, OSD, Central
Vigilance Commission made a
presentation with interactive session
on ‘Disciplinary Proceedings and the
Role of Disciplinary Authorities’,
which was of considerable value to
over 60 senior officers of FACT and
other PSU s attending the session.

Vigilance Bytes
Theft of Scrap detected in FACT premises: Follwing
up on a source information by FACT Vigilance Team
resulted in detection of several truck loads of non-scrap
materials having been unauthorizedly removed by
certain persons, in the Month of January 2013.
Management has immediately taken preventive action
and further investigations are on.
Diversion FACT Products enroute by dealers
detected: Following a tip-off, FACT Vigilance Team
detected unauthorized diversion of Materials originally
meant for SPD at Myladuthurai to a location at
Thrikkathupally, Trichy. This unauthorized diversion
was detected in the month of December 2012,
immediately photographed and statements taken and
correction action taken by Marketing Division.
In a similar case, a dealer at Kattappana was detected
as having diverted consignments to other private parties
(in the face of a Stop Sale Order) during the month of
June 2012. This dealer has been blacklisted by
Marketing Division, even in the face of strong pressures
from many sources.
Management taken action on Gypsum related
Vigilance Report: In pursuance of a Vigilance Report
on extortion from Lorry Drivers at Gypsum Yard in
Cochin Division, Management has taken several
actions including posting CISF Personnel, ‘leveling’
inside the trucks within the scope of the contract,
putting one erring contractor on ‘enquiry holiday’
for two years, and awaiting action on a second
contractor.

‘Catch Them Young’
Based on the recommendations of Central Vigilance Commission
Ministry of Human Resource Development has included value
education in the CBSE curriculum a write up on the subject
published in the CVC Publication ‘VIGEYE’
1. The scheme of School based
Assessment initiated by the
CBSE in 2009 includes coscholastic areas of Life-Skills,
Attitude and Values, Sports and
Games as well as co-curricular
activities. School based
Assessment will be strengthened
by introducing Value based
questions from the prescribed
books. In view of the above, a
Manual of Operations for Value
Education in schools has been
prepared by the CBSE.
Consequently,
a
Value
Education Kit based on
discussions held with various
stakeholders has been prepared
by the Board. This contains a
Handbook on Values for
teachers, a CD of peace songs
and Activity Cards. The HRD
Ministry’s decision to promote
value education in schools came
after
the
CVC
s
recommendation to include
lessons on ethics in the school
curriculum every year.
2. The Value Education Kit of the
CBSE was launched by the
Minister of Human Resource
Development on 1.11.2012. Shri
Pradeep Kumar, Central
Vigilance Commissioner,
addressing the audience on the
occasion, lauded the initiative of
launching the Value Education
Kit as a welcome step. Speaking
about the ill effects of
corruption, he said that it was a
hurdle in our developmental
efforts, distorted our priorities,
undermined the Rule of law and
encouraged
underhand
activities. Government funds
and benefits do not reach the
intended beneficiaries, with the
poor being the worst sufferers.
When funds meant for building
schools or buying books were
siphoned off, education was, in
fact, being stolen from our
children.
3. The battle against Corruption is
perpetual and fought on many
fronts. CVC highlighted the
Commission’s three-pronged
approach to fight corruption –
punitive, preventive and
participative. Punitive action
can be taken against a delinquent
official
either
through
departmental action, or in cases
of fraud and criminal
misconduct through prosecution
by the CBI. The preventive
aspect of vigilance looks at
systemic improvement to reduce
vulnerabilities to corruption in
an organization. It seeks to
curtail administrative delay,
reduce
arbitrary
and
discretionary decision-making,
rationalize cumbersome rules
and procedures and reduce
unnecessary over-regulation. In
participative vigilance, support
of society, citizens, civic rights
groups and NGOs is sought in
the fight against corruption.
4. Noting that even though
countries like China having the
most stringent laws to fight
corruption, nevertheless had
very high levels of corruption
prevailing in that country. CVC
said that a corruption-free
society cannot be built on fear
and distress alone. Hence, value
education at the school level was
very important to root out the
menace.

V.P. Sudhakar was caught redhanded by the ACB officials this
afternoon at his office when he
demanded and accepted Rs 1 lakh as
bribe from the complainant, a Senior
Regional Manager of a fertiliser
company, for doing an official favour
of allowing the sale of MOP fertiliser
at new rates, according to an ACB
release here today.
The bribe amount was recovered
from the accused and he will be
arrested. The case is under further
investigation, the release added.

FIRE SERVICE WEEK OBSERVED IN UC
Fire Service Week is observed
nation-wide under the guidance of
the Fire Adviser, Ministry of Home
Affairs, Govt of India during April
14-20. This is in remembrance of
the lives lost in the devastating fire
that erupted and the explosions that
followed on 14th April 1944 at the
Victoria Dock in the Bombay Port
and also to prevent fire in all
industries.
In FACT Udyogamandal
Complex, the Fire Service Week –

KODUNGOOR
A field day was arranged at the
demonstration plot at Kodungoor,
Kottayam district. The demonstration
plot on the land owned by Shri S K
Chandrasekharan, covers an area of
about 0.5 acre with pineapple
cultivation. Staff from local
agricultural office were also present
for the field day. Local farmers were
specially invited for the field day.
