LMS Survey Results
INTRODUCTION
As part of its efforts in researching strategies, the Florida Task Force on Postsecondary Online
Education’s Technology and Data Issues Committee requested the assistance of institutions
within the public university and college systems, as well as the private, independent
universities and colleges. The Committee used this survey to collect information on the current
and projected use of Learning Management Systems (LMSs) by Florida institutions to deliver
online courses.
These responses are important in developing strategies and recommendations because it will
assist the Committee in creating a complete picture of the current state of LMS adoption and use
in Florida. The results of the survey will be used to determine the desirability and feasibility of
working toward a common LMS platform for Florida colleges and universities.
The survey had eight questions including both open-text and multiple-choice formats. The
participating institutions’ responses are included in the pages that follow, as well as a complete
analysis that details trends found throughout the survey responses.

supported in-house, while Sakai is only supported using a hosted solution. Blackboard is evenly
split between in-house and hosted solutions, while Angel is hosted more in-house.

the Canvas now and have a three-year
contract with Instructure for this LMS.
We have invested a lot of time and effort
into training our faculty on how to use
this new system. Our faculty and
students voted to have this new system
and seem to enjoy the benefits of having
a more modern LMS. We would consider
switching after our time was up and only
if faculty and students were involved in
the discussion on why we would need to
switch.

the needs of FGCU faculty and the students find it simple to use.
Switching to another LMS now or in the near future would be a burden to
the FGCU faculty, students, and LMS support staff. It is not clear if you are
describing one installation of the shared LMS that every institution has
sub-accounts with, or the separate installations of the same LMS. One
installation with sub-accounts generates the following concerns:









There may be issues with user accounts.
There may be issues with setting system level rules or activating
system level resources in that not all institutions want the same
settings.
Would require an LMS administrator at the institutional level to have
the ability to make changes as needed.
Support infrastructure with an LMS like Canvas that has a ticketing
system will need to be carefully planned.
We would need a separate test instance.
Some LMS systems limit customizations such as global navigation to a
single JavaScript file. This would be problematic if all institutions
shared one installation.
Timing of course uploads to the LMS may be problematic.
There may be issues accommodating each institution's account
creation needs, for example, we provide every faculty with a sandbox
for testing and use during training. Our training is structured on this
happening.

Each institution will need to incorporate grades; how they are delivered to
the local SIS? This could run into a number of issues and should be discussed

use the LMS to submit grades to the SIS. The online LMS would have to have

Florida institutions have conducted many RFPs and LMS evaluations over
the past year. If a statewide system is sought, representatives from several of
those institutions, of varying sizes, should be included on the evaluation
committee. The work that has already been done should not need to be

The greatest asset we have in our LMS is its ability to be highly
customization meeting the diverse needs of most of our programs and the
ability to capture student learning outcome data across all levels. This is a
critical component for our institution and as we use this for accreditation,
improving student success rates and fine-tuning the learning experience. For
a successful LMS migration, it would need to be reliable, accessible, robust,
and flexible and provide these capabilities. There could, however, be
significant cost savings in a shared hosting model as the aggregated FTE
means greater price discounts. It would also be important to have a shared,
centralize support desk for both students and faculty.
There would be a significant short-term investment in migrating but there
could be some major long-term cost savings freeing us to devote more time
to our students and professional development for our faculty. If moving to a
shared environment can help us drive down costs, improve instruction,
increase success rates, and help us better equip our faculty; then such a move
would be worth considering.

Concerns about speed in which state would adopt new service packs that provide new functionality. The
ability for an institution to have single sign on and integration to systems they use or would like to use.
Example would be ability to deploy blackboard building blocks.
8. Please share any additional comments or advice:
If the state goes this direction, I would strongly recommend a vendor-hosted model. I do not believe one
LMS would accomplish an increase in graduation rates in the state or a significant reduction in cost for
students. As a whole the cost would be lower but the per-student cost today of the LMS is relatively low
in comparison to tuition.

Our infrastructure investment over 15 years and faculty/student/staff adoption of Blackboard make it
unlikely that we would use an alternative system even at no licensing cost. Licensing cost is a fraction of
overall cost of an LMS and the associated infrastructure, support and training.

different configurations for different institutions. As an example, we have building blocks that have been

blocks and other integrations whose functionality would need to be replicated or migrated into a central
system.

That is assuming that the costs of managing internal tools that tie to USF Business Systems are included. I
do not foresee a true 'no cost' solution. Sixty percent of USF students take at least one online class a year
and we would have to apply our tools to work with the online system. Additional concern is who and
how do we support (Help Desk, Training) two systems. Although similar, there will be differences that
will affect a large part of the student body.

Only if it does not add the cost of running our normal LMS. Same issues apply otherwise. This will be a
problem in that we pay 8.82 per FTE and 90% of the students take a F2F course. Yet 60% take an online
course. How will we work out a license that covers our cost for both LMS’s?

Each institution will need to incorporate grades; how they are delivered to the local SIS? This could run
into a number of issues and should be discussed (if not already in the mix) in depth. As an example, USF
requires faculty to use the LMS to submit grades to the SIS. The online LMS would have to have the same
functionality.

The major factors that would hinder us from participating would be the loss of all student learning
outcome data at the section, course, program, and institutional level; non-508 compliance; and a lack of
faculty buy-in. We also have made a significant investment in professional development and would have
to redevelop all of our training materials and re-certify our faculty.
8. Please share any additional comments or advice:
The greatest asset we have in our LMS is its ability to be highly customization meeting the diverse needs
of most of our programs and the ability to capture student learning outcome data across all levels. This is
a critical component for our institution and as we use this for accreditation, improving student success
rates and fine-tuning the learning experience. For a successful LMS migration, it would need to be
reliable, accessible, robust, and flexible and provide these capabilities. There could, however, be
significant cost savings in a shared hosting model as the aggregated FTE means greater price discounts. It
would also be important to have a shared, centralize support desk for both students and faculty. There
would be a significant short-term investment in migrating but there could be some major long-term cost
savings freeing us to devote more time to our students and professional development for our faculty. If
moving to a shared environment can help us drive down costs, improve instruction, increase success
rates, and help us better equip our faculty; then such a move would be worth considering.

We are in the process of switching over the Canvas now and have a three-year contract with Instructure
for this LMS. We have invested a lot of time and effort into training our faculty on how to use this new
system. Our faculty and students voted to have this new system and seem to enjoy the benefits of having
a more modern LMS. We would consider switching after our time was up and only if faculty and
students were involved in the discussion on why we would need to switch.

It would depend on the cost. If 'Maybe' was a choice, I would choose it.

We would be deterred if the system lacked the functionality that we are accustomed to using. This might
include such items as the ability to: deliver our courses, brand our different entities, use analytics for
college wide reporting and to enhance student success, transfer our courses effectively to the new system,
integrate related functions and systems (surveys, web conferencing, video, etc.) use conditional release to
customize the learning experience and provide appropriate feedback, etc.
8. Please share any additional comments or advice:
Support and reliability are key to any good system. Another consideration would be the balance needed
to find a system complex enough to serve large institutions, while remaining simple enough to scale to
smaller institutions with less support staff. Choosing a simple system may cause institutions to require
many add-ons to get the outcomes they desire.

reduction to the current level of expense to justify the platform switch.

may not be limited to overall cost, services, security of the system and intellectual property, down time,

comparable to or better than the system we presently use.

We might use it. Whether we adopted it would depend on whether our faculty determined it was
comparable to or better than the system we presently use. The higher the cost, the more the system would
have to be a significant improvement over our present system.
7. Please list any specific factors that would hinder your institution from participating in a
shared, statewide learning management system:
There are any number of technical issues that could hinder the process. How easy is it for us to populate
courses (both at the beginning of the semester and for add-drops)? How easy is it for us to merge classes
or do other customizations? How easy is it to actually use, for both faculty and students? What features
are available and how easy are those to use? What can we expect in terms of uptime? How is disaster
recovery handled? How often is the product upgraded and on what timeline? What are the governance
conditions around the intellectual property issues? How easy is it (really) to import courses from our
present system to the new system? The list goes on and on. We all have an LMS at our institution and
most of us have gone through the effort of changing it (at least once). This is not a small endeavor for any
of our schools.

While UT does not offer online courses at this time, we do use a LMS (Blackboard) to teach hybrid
courses that include online learning.
To answer this questions completely: Yes, if it was the same brand our institution is currently using and
the issues listed in response to question #7 were resolved to our satisfaction.

Yes, if it was the same brand our institution is currently using, issues listed in question #7 were
satisfactorily resolved, and the cost made business sense (<= current costs). Also, future cost controls
would need to be factored in.
7. Please list any specific factors that would hinder your institution from participating in a
shared, statewide learning management system:
Prior to considering these options, a thorough understanding and acceptance of answers to the following
questions would be needed (not a comprehensive list):
a. How would the University’s data be protected (e.g. encryption at rest, in transit, on backups, etc.), back
up frequency & retention cycle, restore turnaround time, etc.?
b. Would the LMS be shared by both private and public universities?
c. What bandwidth/capacity would be available?
d. Would 24x7 support be available?
e. What plans would be included for business continuity/disaster recovery? Would there be out-of-state
failover/redundancy?
f. What would be the up-time Service Level Agreement? What would be the maintenance window?
g. Would there be any interface limitations with other applications? Ex. video streaming
h. How would access be managed, what turnaround time?
i. What LMS? If not our existing LMS, there are many issues relative to faculty acceptance, training,
migration of existing data, etc.
j. How would the service operation be managed? ITIL compliant?
k. Would need to provide proof of regulatory compliance FERPA, PII, others.
l. How would the service be funded (state funds?) and what are the associated risks of potentially
reduced funding?
m. Would the system allow for flexibility? Ex. UT change in course delivery model, ability to keep up
with learning technology innovations (mobile devices, etc.)
n. We (or our faculty) would have to retain ownership of the IP rights to all materials on the LMS

St. Andrews University is a branch of Webber International University. Our campus is located in North
Carolina and we are sharing the use of Moodle. The only factor that I see that might influence our use of
this LMS would be North Carolina Education requirements that might not match the standards in
Florida.
