The Committee used this survey to collect information on the current and projected use of Learning Management Systems (LMSs) by Florida institutions to deliver online courses. These responses are important in developing strategies and recommendations because it will assist the Committee in creating a complete picture of the current state of LMS adoption and use in Florida. The results of the survey will be used to determine the desirability and feasibility of working toward a common LMS platform for Florida colleges and universities. The survey had eight questions including both open-text and multiple-choice formats. The participating institutions’ responses are included in the pages that follow, as well as a complete analysis that details trends found throughout the survey responses. Florida State University x Board of Governors Page 9 Task Force on Postsecondary Online Education Yes New College of Florida LMS Survey Results No Comments It depends on the system, complexity, and implementation costs. 'No Cost' I assume is in regard to the license. There is still a cost in terms of switching and managing the system. x University of Central Florida University of Florida Yes, If it was the same brand our institution is currently using We just migrated less than a year ago (we are still migrating), so we are not looking to make a change in the near to midterm. x For both #5 & #6 yes, provided it net the expressed needs of our faculty users. Ascertained through faculty review teams. x University of North Florida University of South Florida x Hard to say yes or no to this. It would depend on how much we would be able to customize for our institution's needs. x That is assuming that the costs of managing internal tools that tie to USF Business Systems are included. I do not foresee a true 'no cost' solution. Sixty percent of USF students take at least one online class a year and we would have to apply our tools to work with the online system. Additional concern is who and how do we support (Help Desk, Training) two systems. Although similar, there will be differences that will affect a large part of the student body. University of West Florida Subtotal Depends upon the factors identified in #7 below. 2 0 6 Florida Public Colleges College of Central Florida Board of Governors x We would migrate to a shared system provided it was a widely adopted system and we were given adequate time to make the transition. We have invested a lot of time and effort into training our faculty on how to use this new system. Our faculty and students voted to have this new system and seem to enjoy the benefits of having a more modern LMS. We would consider switching after our time was up and only if faculty and students were involved in the discussion on why we would need to switch. x There are many factors involved in a decision surrounding the use of a shared LMS at our institution. We would want faculty approval as well as the same and/or additional features available in our current LMS. x Heavily dependent on the time frame for implementation. We are contractually bound for two more years to our current LMS. Seminole State College x The current model and LMS environment at SSC is one that is well aligned and tailored to its mission and needs. Agile customization is best serving the needs of SSC’s students and faculty. St. Petersburg College State College of Florida, ManateeSarasota Valencia College Board of Governors x We are in the evaluation process for a product. It would require faculty endorsement and a review of the cost to move platforms. This is assuming the LMS offers the same feature set as used currently and required by campus. It depends in this case on what the cost is. We are a small institution and it is not clear that a costsharing model would be lower cost than what we are currently paying. Page 15 Task Force on Postsecondary Online Education University of Central Florida University of Florida LMS Survey Results x We just migrated less than a year ago (we are still migrating), so we are not looking to make a change in the near to midterm. x Same as above. It is an idea worth exploring, but the system would need to be flexible enough to support different configurations for different institutions. As an example, we have building blocks that have been developed here to meet our needs that would need to be supported or replaced, not to mention clicker blocks and other integrations whose functionality would need to be replicated or migrated into a central system. x Only if it does not add the cost of running our normal LMS. Same issues apply otherwise. This will be a problem in that we pay 8.82 per FTE and 90% of the students take a F2F course. Yet 60% take an online course. Polk State College x There are many factors involved in a decision surrounding the use of a shared LMS at our institution. We would want faculty approval as well as the same and/or additional features available in our current LMS. Of course, cost also plays a role in the decision to join a costsharing model. x As mentioned in item #5, the implementation time line is of critical importance. Additionally, we would hope an economy of scale would also occur with savings to the institution. It is not clear if you are describing one installation of the shared LMS that every institution has sub-accounts with, or the separate installations of the same LMS. One installation with sub-accounts generates the following concerns: There may be issues with user accounts. There may be issues with setting system level rules or activating system level resources in that not all institutions want the same settings. Would require an LMS administrator at the institutional level to have the ability to make changes as needed. Support infrastructure with an LMS like Canvas that has a ticketing system will need to be carefully planned. We would need a separate test instance. Some LMS systems limit customizations such as global navigation to a single JavaScript file. This would be problematic if all institutions shared one installation. Timing of course uploads to the LMS may be problematic. There may be issues accommodating each institution's account creation needs, for example, we provide every faculty with a sandbox for testing and use during training. Our training is structured on this happening. Institutional Branding within the LMS. Florida International University Concerns about speed in which state would adopt new service packs that provide new functionality. The ability for an institution to have single sign on and integration to systems they use or would like to use. Example would be ability to deploy blackboard building blocks. Florida State University Our infrastructure investment over 15 years and faculty/student/staff adoption of Blackboard make it unlikely that we would use an alternative system even at no licensing cost. Licensing cost is a fraction of overall cost of an LMS and the associated infrastructure, support and training. New College of Florida University of Central Florida Timing could be a factor. We might consider switching to a new LMS platform but not in the near to mid-term (because we recently completed a migration to a new system). University of Florida Obviously, devil is in the details. However, we are user oriented and it is in that domain approval must be had. It will support whatever they want, Board of Governors Cost of package (if shared). Switching Cost (if paid for by the state or shared). Applicability to our institution. Page 21 Task Force on Postsecondary Online Education LMS Survey Results not vice-versa. University of North Florida ability to select and implement features to meet institutional needs, which will vary and maintain an environment that can differentiate University of South Florida Student experience using two separate LMSs to access courses and grade books. Support effort required to support separate F2F and online LMS's. Primary concern is Help Desk and Training. Ability to integrate with our Business Systems; especially without having to re-invent the wheel. Sunk cost of existing system and additional cost to duplicate existing services. Inability to integrate with ERP and other university business systems. Inability to integrate with other online learning tools. Insufficient storage/resources or archival storage of insufficient term. Lack of control over key functions or ability. College of Central Florida Lacking functionality or support. Rushed implementation timeline. Daytona State College The major factors that would hinder us from participating would be the loss of all student learning outcome data at the section, course, program, and institutional level; non-508 compliance; and a lack of faculty buy-in. We also have made a significant investment in professional development and would have to redevelop all of our training materials and re-certify our faculty. Edison State College Migrating content; ensuring that we could brand our instance to our own college; having the same access to admin controls and personalization; being able to separately purchase add on modules or LTIs. Florida Gateway College Having less functionality than we currently have. Having less reliability than we currently depend on. Being more difficult or cumbersome to set up and maintain courses. Florida State College at Jacksonville Inability t/difficulty to customize to unique college needs as stated previously. Hillsborough Community College Student Information System/ERP integration. Indian River State College Absence of analytics, mobile solution, portfolio Lake Sumter State College University of West Florida Florida Public Colleges Miami Dade College Board of Governors The LMS is different from what the college currently uses. Inadequate technical/end-user support is provided by the hosting agency. Inadequate system performance is provided by the hosting agency. Current institution funding is impacted. We are also licensing analytics, web conference, mobile, and repository from BB so we would not want less functionality. Also, we have just started conversion, training, etc. We have invested resources and time in Page 22 Task Force on Postsecondary Online Education LMS Survey Results addition to dollars in the move to the entire BB suite of products. So, the move is not just about $s. Palm Beach State College System that is not reliable; inadequate features; inadequate system support; limited third-party interface. Pasco-Hernando Community College We are in the process of switching over the Canvas now and have a threeyear contract with Instructure for this LMS. Pensacola State College Cost (the system would need to provide significant cost savings to PSC), the system would need a robust mobile feature set, the system would have to provide guaranteed quality of service. Polk State College Missing features that we currently use in our LMS. Learning curve for instructors that would decrease the use of our LMS and increase the frustration of its use. ERP Integration. Third party tools compatibility. Loss of branding. Help Desk Support. Santa Fe College Time line for implementation. Cost. Feature set of the selected LMS. Faculty acceptance. Seminole State College Immediacy and governance over SSC's LMS teaching and learning needs, relatively low cost of our model, size of our population. St. Johns River State College Who would host it, who would have administrative rights, how would the privacy of student information be protected, how much control we would have over our own sections and additional tools, if it was the same LMS that we have now. St. Petersburg College We would be deterred if the system lacked the functionality that we are accustomed to using. This might include such items as the ability to: deliver our courses, brand our different entities, use analytics for college wide reporting and to enhance student success, transfer our courses effectively to the new system, integrate related functions and systems (surveys, web conferencing, video, etc.) use conditional release to customize the learning experience and provide appropriate feedback, etc. State College of Florida, Manatee-Sarasota Valencia College Board of Governors Faculty support/perception of the different LMS solutions. Technical support concerns, possible lack of technical support. Concerns that if centrally hosted the Universities would receive support preference over the FCS institutions. It would be essential to have equity in the customer service provided to all institutions. Any solution would have to ensure institutional SACS compliance and academic integrity. Inability to configure and use the software to meet our institutional objectives. ERP & Portal integration issues. 3rd Party product/system integrations. Support. Page 23 Task Force on Postsecondary Online Education LMS Survey Results ICUF Institutions Barry University It depends on what it looks like, what it does, how it is managed, how it is supported, how easy it is to use. Bethune Cookman University If we are using a shared, statewide LMS that costs less but uses the same LMS as the current one (Blackboard Learn 9.1), I do not think there will be any resistance. Eckerd College Online education is not a priority for Eckerd College at this time. Florida Institute of Technology There are a number of factors that would need to be reviewed prior to participation. This includes but may not be limited to overall cost, services, security of the system and intellectual property, down time, service contracts, maintenance, and overall admin level control of the system. Lynn University Connectivity to AD for authentication as well as our single sign on environment. Possible having to use a different system may be a hinder for us. We would need for the system to be able to integrate to our ERP (Jenzabar EX) Rollins College There are any number of technical issues that could hinder the process. How easy is it for us to populate courses (both at the beginning of the semester and for add-drops)? How easy is it for us to merge classes or do other customizations? How easy is it to actually use, for both faculty and students? What features are available and how easy are those to use? What can we expect in terms of uptime? How is disaster recovery handled? How often is the product upgraded and on what timeline? What are the governance conditions around the intellectual property issues? How easy is it (really) to import courses from our present system to the new system? The list goes on and on. We all have an LMS at our institution and most of us have gone through the effort of changing it (at least once). This is not a small endeavor for any of our schools. Southeastern University We are with a vendor, which provides all services related to online learning, including LMS hosting. There is no reason for us to separate this process. Board of Governors Page 24 Task Force on Postsecondary Online Education The University of Tampa LMS Survey Results Prior to considering these options, a thorough understanding and acceptance of answers to the following questions would be needed (not a comprehensive list): How would the University’s data be protected (e.g. encryption at rest, in transit, on backups, etc.), back up frequency & retention cycle, restore turnaround time, etc.? Would the LMS be shared by both private and public universities? What bandwidth/capacity would be available? Would 24x7 support be available? What plans would be included for business continuity/disaster recovery? Would there be out-of-state failover/redundancy? What would be the up-time Service Level Agreement? What would be the maintenance window? Would there be any interface limitations with other applications? Ex. video streaming How would access be managed, what turnaround time? What LMS? If not our existing LMS, there are many issues relative to faculty acceptance, training, migration of existing data, etc. How would the service operation be managed? ITIL compliant? Would need to provide proof of regulatory compliance FERPA, PII, others. How would the service be funded (state funds?) and what are the associated risks of potentially reduced funding? Would the system allow for flexibility? Ex. UT change in course delivery model, ability to keep up with learning technology innovations (mobile devices, etc.) We (or our faculty) would have to retain ownership of the IP rights to all materials on the LMS Use of the system would not have any strings attached, including new reporting obligations on our students, outcomes or academic programs that we do not already have. How long would the contract last (given particularly the rapidly changing world of technology and technologically mediated teaching and learning). Is the discussion about the LMS narrowly defined, or does it include associated modules for outcomes assessment, lecture capture, etc.? Other St. Andrews University Board of Governors St. Andrews University is a branch of Webber International University. Our campus is located in North Carolina and we are sharing the use of Moodle. The only factor that I see that might influence our use of this LMS would be North Carolina Education requirements that might not match the standards in Florida. Page 25 Task Force on Postsecondary Online Education LMS Survey Results 8. Please share any additional comments or advice: Florida Public Universities Florida International University If the state goes this direction, I would strongly recommend a vendor-hosted model. I do not believe one LMS would accomplish an increase in graduation rates in the state or a significant reduction in cost for students. As a whole the cost would be lower but the per-student cost today of the LMS is relatively low in comparison to tuition. New College of Florida We are a small institution and our LMS is currently hosted. Our current costs are not that significant. University of South Florida Each institution will need to incorporate grades; how they are delivered to the local SIS? This could run into a number of issues and should be discussed (if not already in the mix) in depth. As an example USF requires faculty to use the LMS to submit grades to the SIS. The online LMS would have to have the same functionality. Florida Public Colleges College of Central Florida Florida institutions have conducted many RFPs and LMS evaluations over the past year. If a statewide system is sought, representatives from several of those institutions, of varying sizes, should be included on the evaluation committee. The work that has already been done should not need to be duplicated. Daytona State College The greatest asset we have in our LMS is its ability to be highly customization meeting the diverse needs of most of our programs and the ability to capture student learning outcome data across all levels. This is a critical component for our institution and as we use this for accreditation, improving student success rates and fine-tuning the learning experience. For a successful LMS migration, it would need to be reliable, accessible, robust, and flexible and provide these capabilities. There could, however, be significant cost savings in a shared hosting model as the aggregated FTE means greater price discounts. It would also be important to have a shared, centralize support desk for both students and faculty. There would be a significant short-term investment in migrating but there could be some major long-term cost savings freeing us to devote more time to our students and professional development for our faculty. If moving to a shared environment can help us drive down costs, improve instruction, increase success rates, and help us better equip our faculty; then such a move would be worth considering. Eastern Florida State College We need to go to a state supported LMS not only for the cost savings but also for student retention and success. Lake Sumter State College The goal of a common LMS for both the SIS and FCS is a good one! St. Johns River State College We would like to know more about how the system would work. Board of Governors Page 26 Task Force on Postsecondary Online Education LMS Survey Results St. Petersburg College Support and reliability are key to any good system. Another consideration would be the balance needed to find a system complex enough to serve large institutions, while remaining simple enough to scale to smaller institutions with less support staff. Choosing a simple system may cause institutions to require many add-ons to get the outcomes they desire. State College of Florida, Manatee-Sarasota Recommend that if centralized that FLVC facilitate - not an institution. ICUF Institutions Rollins College Board of Governors This is a very reasonable question to be asking and a good conversation to have. LMSs have become something of a commodity, so looking for ways to gain more bang for our buck is a great idea. However, the LMS is also a crucial component of a faculty member's pedagogy, so that means we would be messing with something that is very personal to them. That will require a deal of thought for our institutions, with cost being secondary (especially since in the end all of these systems cost about the same when all components are factored in). It is an idea worth exploring, but the system would need to be flexible enough to support different configurations for different institutions. If the State of Florida provided to your institution a central, shared learning management system at no cost, would your institution use it? Yes, If it was the same brand our institution is currently using Comments pertaining to question #5: That is assuming that the costs of managing internal tools that tie to USF Business Systems are included. 6. If the State of Florida provided to your institution a central, shared learning management system using a cost sharing model, would your institution use it? Yes, If it was the same brand our institution is currently using Board of Governors Page 46 Task Force on Postsecondary Online Education LMS Survey Results Comments pertaining to question #6: Only if it does not add the cost of running our normal LMS. Same issues apply otherwise. This will be a problem in that we pay 8.82 per FTE and 90% of the students take a F2F course. Yet 60% take an online course. How will we work out a license that covers our cost for both LMS’s? 7. Please list any specific factors that would hinder your institution from participating in a shared, statewide learning management system: 1. Student experience using two separate LMSs to access courses and grade books. 2. Support effort required to support separate F2F and online LMS's. Primary concern is Help Desk and Training. 3. Ability to integrate with our Business Systems; especially without having to re-invent the wheel. 4. Sunk cost of existing system and additional cost to duplicate existing services. 8. Please share any additional comments or advice: Each institution will need to incorporate grades; how they are delivered to the local SIS? This could run into a number of issues and should be discussed (if not already in the mix) in depth. As an example, USF requires faculty to use the LMS to submit grades to the SIS. The online LMS would have to have the same functionality. UNIVERSITY OF WEST FLORIDA Please enter your contact information. If the State of Florida provided to your institution a central, shared learning management system at no cost, would your institution use it? If the State of Florida provided to your institution a central, shared learning management system using a cost sharing model, would your institution use it? Yes Comments pertaining to question #6: Again, it would depend on if some or all of these criteria are met or offered: faculty approval; preservation of analytics and learning outcomes data; 99.9% uptime or greater; improved security measures; consistent and optimal user experience (limited to no sluggishness); 508 compliance; ERP integration so enrollments and other functions are automated; highly configurable to support minisemesters/6-week/8-week/12-week/16-week terms and open enrollment options; learning outcome assessment and reporting at the section, course, program and institutional levels; assistance with migration of courses and learning materials; and the ability to create individual student learning plans. 7. Please list any specific factors that would hinder your institution from participating in a shared, statewide learning management system: The major factors that would hinder us from participating would be the loss of all student learning outcome data at the section, course, program, and institutional level; non-508 compliance; and a lack of faculty buy-in. We also have made a significant investment in professional development and would have to redevelop all of our training materials and re-certify our faculty. 8. Please share any additional comments or advice: The greatest asset we have in our LMS is its ability to be highly customization meeting the diverse needs of most of our programs and the ability to capture student learning outcome data across all levels. Yes, If it was the same brand our institution is currently using Comments pertaining to question #5: We are in the evaluation process for a product. Yes, If it was the same brand our institution is currently using Comments pertaining to question #6: It would depend on the cost. If 'Maybe' was a choice, I would choose it. 7. Please list any specific factors that would hinder your institution from participating in a shared, statewide learning management system: We would be deterred if the system lacked the functionality that we are accustomed to using. 8. Please share any additional comments or advice: Support and reliability are key to any good system. Another consideration would be the balance needed to find a system complex enough to serve large institutions, while remaining simple enough to scale to smaller institutions with less support staff. Choosing a simple system may cause institutions to require many add-ons to get the outcomes they desire. STATE COLLEGE OF FLORIDA, MANATEE-SARASOTA Please enter your contact information.
