The Illinois Department of Transportation, Division of Traffic Safety, awarded the Belvidere P.D. funds through a Sustained Traffic Enforcement Program Grant (STEP Grant). Off-duty officers will be hired back from May 11th - 25th. Officers will be deployed at or near schools, high crash intersections and high traffic locations. Chief Noble encourages motorists to “Buckle up” and to designate a sober driver if you’ve been consuming alcohol. Motorists caught unbelted or under the influence will be cited or arrested. Playing a Game With Stars in Their Eyes By James Middleton Dating back to the middle 19th Century and not long after the Civil War was settled, boys, young men, and older men watched a game of ball when they would assume a gaze of intent concentration as a smile melted across their lips and it was certain that stars had crossed their eyes. The poet Walt Whitman wrote, “Let us leave our close rooms. The game of ball is glorious.” And, so the game is glorious in the competition that knits people from across the street and across the nation for one afternoon or a hundred. The fans came and watch to scream and to cheer for those that won and to weep for those that failed. The game of ball provides those that watch and those that participate with the opportunity to express their deep emotions in one site where this expression is allowed. The game of ball offers a moment in time when the release of excitement and enthusiasm is cherished and warranted while at so many other venues the culture denies that outward expression. The young men shown here had stars in their eyes and they would leave their afternoon games with others holding stars in their eyes. It is almost impossible for a teenage boy or and young man to play the game in a back lot or on a mowed diamond or inside a ballpark not to don the uniform without seeing stars in their eyes. Stars creeping into ones’ vision is almost a prerequisite to playing the game. The stars contribute to the excitement of the play that translates into a deep desire to succeed and to bathe in the roar of the crowd, even if the crowd amounts to a dozen people, many of which are adoring family members. The team shown here was the Belvidere Beavers dating back to a distant moment in time, perhaps somewhere in the late 1800s. However, legend has it that the game itself emerged decades earlier. The original game that was born in the early 1800’s was called “Town Ball.” Legend also claims that there were no rules to Town Ball and every hit was fair. Legend also claims that on a summer day in 1837, in Cooperstown New York that a member of a local team sat to the side of a Town Ball game and wrote, in his own hand, the rules of a new game, the game of Baseball. The legend asserts, after drafting the first body of rules for the new game of Baseball, the man, Abner Doubleday, would join the Union forces to become a hero at Gettysburg as the game he created swept across the nation to become the “National Pastime.” Much of this was born of myth and rumor. The truth reports, in 1837, Abner Doubleday Boone County Audit Results Announced was not in Cooperstown New York but he was a cadet at West Point. It is point of argument among historians if Doubleday ever saw a game of professional baseball but the legend asserts even to today and there are few willing to argue the point. The names of many of the young men shown here have disappeared into dust but someone wrote on the back of the photograph to identify the two men in the front. That was “Lucky” Buckman reclined on the left and Fran Leyden on the right. Scanning the faces of the men shown here could indicate that they took the photo session with a distinct lack of seriousness. They wore smiles that was unusual for the era. Most people0 sitting for a photograph held sober expressions. They had not yet assumed what is often referred to as a “photo-face,” the facial expression that people assume when they pose for a photograph. However, we must remember, posing for a photograph was a rigorous endeavor in the middle 1800’s when glass plates were used for the photo image and view camera shutter speeds were minutes in length. This photograph was not shot as a “selfie” using a telephone. But even so, these men held stars in their eyes because of the game they wore the uniform to play. The camaraderie, the joy of participating in an activity designed to accomplish a goal and the ability to excel over and above others contributed to elation that players and fans, even today, feel for the game of ball. These elements contribute to the stars that players have in their eyes. The crack of the bat making contact with the ball and the sound of the ball slapping into a leather mitt or even the sound of a pitcher spitting tobacco juice on the dirt also contributes to the stars that players see. The cheers that rise when a player slides into home and is safe and that too is why players and fans see stars. The men shown here had occupations such as being city worker or machinists at the National Sewing Machine Company or some might even have been farmers who came to town to play a game of ball. Not only did these young men entertain themselves with the game of ball but they also entertained others, providing themselves and the fans with a moments opportunity to forget about war and economics, to disregard politics or the toils of the day and just enjoy the sheer pleasure of yelling for a base hit or cheering for a third strike or booing a call by the umpire. Walt Whitman was correct when he wrote, “Let us leave our close rooms. By James Middleton The Fiscal Year 2014 financial audit for Boone County government was announced in the Tuesday Boone County Board finance and employment committee and is contained in 150 pages. Carla Pascal, a partner with the Sikich audit firm of Rockford, presented highlights of the audit with the final document expected to be available online at the May Boone County Board meeting next Wednesday. Many of the pages of the audit are laden with tables and columns of numbers so as to inspire slumber for even the most ardent accountant. But, the columns and tables and number appear to warrant the conclusions drawn by the auditors that evaluated the finance and accounting procedures of the County. Ms. Pascal affirmed that the two most important sections of the audit were found in the “Independent Auditor’s Report” and in “Management’s Discussion and Analysis.” Ms. Pascal said, “I will highlight items in the annual financial report and the “Auditor’s Report” telling you what we should do and what you should do. We found no material misstatements and we found some areas where there could be slight changes made but nothing material.” She continued, “The ten pages of manager’s discussion from Ken (Boone County administrator Ken Terrinoni) gives you what happened in the last year and what could be some future plans.” The Auditor’s Report opened by defining the scope of their work, to audit all county funds and to analyze the county’s financial activity. The Report then identified what the management’s responsibility is, to provide for the “preparation and fair presentation of these financial statements in accordance with accounting principles.” The auditor’s responsibility was further identified, “Our responsibility is to express opinions on these financial statements based on our audit.” A brief explanation of procedure follows with the opinion of the auditors listed. The opinion continued, “In our opinion, the financial statements referred to above present fairly, in all material respects, the respective financial position of the governmental activities, each major fund and the aggregate remaining fund information of Boone County, Illinois as of November 30, 2014m and the respective changes in financial position, and, where applicable, cash flows thereof for the year that ended in conformity with accounting principles generally accepted in the United States of America.” Below follows an area called “Other Matters,” that consists of a discussion of “Required Supplementary Information” and “Other Information.” The final area considers “Other Reporting Required by Governmental Auditing Standards.” In Required Supplementary Information, the auditor’s wrote that general accounting principles require that the firm make inquiries of management regarding their methods of preparing the information and to compare continued on page...2 2 May 15th, 2015 The Boone County Journal 815-544-4430 Audit..... from page 1 the responses for consistency to management’s responses to those inquiries. The section goes on to write that the auditor’s did not express an opinion on the information because the limited procedures do not provide sufficient evidence to offer an opinion. Ms. Pascal said in the meeting that the firm did not perform a line item by line item audit of all of the budget areas that make up county government. She said, to perform such an in depth audit would have required her firm to be in county offices almost all year. In “Other Information” the auditor’s wrote, “In our opinion, the information is fairly stated in all material respects in relation to the basic financial statements as a whole.” In the “Other Reporting Required” section, the auditor’s reported, “In accordance with Governmental Auditing Standards, we also have issued a report … on our consideration of the County’s internal controls over financial reporting and on our tests of compliance with certain provisions of laws, regulations, contract and grant agreements and other matters.” In the “Management’s Discussion and Analysis” Mr. Terrinoni provided, “The assets of the county exceed the liabilities by approximately $36,960 million (net position) at November 30, 2014. Of this amount, approximately $3,795,000 is unrestricted and may be used to meet the government’s ongoing obligations to citizens and creditors. Approximately $14,827,000 of net position is invested in capital assets, net of related debt.” Further, it is written, “The County experienced an increase in total new positions of approximately $1,027,000 in 2014.” In a lower section it was written that the County’s long-term liabilities decreased by approximately $559,000. In “General Budgetary Highlights,” the County began to emerge from the “Great Recession” at a “mediocre pace.” Reimbursements to the County from Poplar Grove and Capron for services provided was discontinued. At the same time, the state discontinued making Inheritance Tax distributions and, “The sum of all these changes has resulted in a General Fund that continues to struggle to have balanced operations in a continuous and sustainable manner.” Other matters of concern included General Fund Revenues that may be adversely affected by the ongoing deficit position of state government. Jail staffing and the county jail population has also affected General Fund revenues making the hiring of additional staff difficult because space in the jail that had previously been provided to other municipalities for a fee has been diminished by more local detainees taking up those spaces and reducing revenue. The Management’s Discussion went on to consider recent collective bargaining negotiations followed by a discussion of the recent changes in healthcare benefits. Last year the County experience a significant temporary increase in premiums because the county is self-insured and because of an unexpected number of serious healthcare claims. Finally, the discussion considered the ongoing expenses associated with the Belvidere/Boone County landfill resulting from the Illinois Environmental Protection Agency. This is an ongoing relationship that requires regular monitoring and periodic expenses associated with the closure of that site. The final item considered the likelihood that the County telephone system may soon need to be replaced that could amount to a significant County cost. Overall, Ms. Pascal concluded her report by saying that some internal controls in the County need to be firmed. The County also has some funds that operate outside the treasurer’s office and the Sikich firm suggested that those accounts have monthly reports. Ms. Pascal answered a question from County representative Cathy Ward of (District 2) who asked where Boone County ranks among other governmental clients. Ms. Pascal said that Boone County ranks about in the middle and that is an improvement over where the county was a few years ago. Boone County treasurer Curt Newport said, he talks with county treasurers from time-to-time and he said, “There are counties that struggle to make their monthly payroll.” He indicated he was pleased to be a part of Boone County where that is not a concern. The Fiscal Year 2014 audit will likely be available in a final form online by the Boone County Board May meeting that occurs next Wednesday at 6:30 p.m. In Our 20th Year The Capron Rescue Squad Junior EMS Program By Danielle Wilson Our very own Capron Rescue Squad is playing a part in developing local youth for future employment in the medical field. EMS training is a good base for developing young adults in medical careers such as: Emergency Medical Technicians, Paramedics, or future Nurses and Doctors. The Assistant Chief, Tony Stepansky, of the Capron Rescue Squad, discovered a program that could be offered to young students training them in the EMS field. He and Bruce Ruegsegger of the Capron Rescue Squad researched this program. “Once I looked into it, it wasn’t a matter of were we able to, but how soon can we start.” said Bruce. The Capron Rescue Squad originally had one location in Capron. A few years back they purchased property in Poplar Grove that has a farm house and a big red barn, now giving them two locations. They remodeled the home to accommodate the ambulances and suit the squads daily needs. The old red dairy barn out back is roughly 100 feet long with a lower room off the main barn. With the roof looking brand new and the walls built with strong reliable craftsmanship, the lower room was the perfect place to hold class for the soon to be Junior EMS’s. By using Facebook, local newspapers, schools, and word of mouth, Capron Rescue Squad was able to accept 27 students into the new Junior EMS Program. The ages are from 14 to 17 years old with a great mix of every age. Also, the girl to boy ratio is a dead even split which is better than expected. These boys and girls will be trained and educated based on the national curriculum for first responders. Students will also be able to use their volunteer work in this program towards their community service hours. Some Boone County High School students are required to participate in community service prior to graduating. Community service is completed with any non profit organization like food pantries, animal shelters, churches, or the Salvation Army. North Boone High School requires 40 hours to graduate. They may do 10 hours a year or split it how every they see fit as long as 40 hours are completed. Belvidere and Belvidere North High Schools do not require community service to graduate but some clubs and organizations the students are in, it is required. The Belvidere STAR Program for high school students requires at least 5 hours of community service a week and they get Fridays off of school to complete. From May to May, students will be involved in various fundraisers, receive their CPR Training and Certificate, and after reaching a certain point in their studies they will have earned ambulance ride time. When going on real emergency calls they will be exposed to real life saving situations. Capron Rescue Squad wants to keep the students active, involved in teamwork, and always learning. Over the course of the next year the students will be engage in “staged” emergency incidences. For example, a basketball www.boonecountyjournal.com game in play will have some random person (unknown to the students) that will faint in the middle of the game. It is hopeful that they will go on a camping trip this summer where they will encounter water emergency situations, hiking emergency situations, and allergic reactions. They are even planning a trip to the Bodies Exhibit in Chicago where they can see the human body’s entire make up. These human bodies are embalmed in ways where blood vessels, veins, and arteries, bone structures, muscle tissue, organs, etc etc are encapsulated in time. Reaching out to people when young has long range effects, and encouraging youth to take part in the emergency services is extremely beneficial to local communities and departments. The Capron Rescue Squad is doing this not to build their squad in particular but to help partake in building community growth as a whole. The program will open doors for the Junior EMS Students to serve their community as well as themselves. This is the first pilot year for the Junior EMS Program. It is held every 1st and 3rd Monday of every month with all their activities in between. When the students graduate there will be a banquet held. The banquet will host the graduating students with awards given as well an introduction of the new years enrolled Junior EMS Program students. The students are encouraged to re-enroll and become Junior EMS Leaders. It’s like going to camp, the ones that come back every year become camp counselors. The Act amended how Illinois would provide pensions for current and former state employees. Soon after the law was signed, a lawsuit was filed, injunctive relief was granted and last week the Illinois Supreme Court found the Act unconstitutional. State government is back now at where they started except that the $100 billion pension has grown to a $111 billion arrearage and no one knows where to go from here. The Court spoke with a unanimous voice over the question if the Act violated the Constitution at article XIII, section 5, commonly known as “the pension protection clause.” Early in the Court’s opinion, the Justices quoted the clause, “Membership in any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof, shall be an enforceable contractual relationship, the benefits of which shall not be diminished or impaired.” Legislators and former Governor Quinn should answer, “Is there anything here that you do not understand?” From 1819 forward the Supreme Court has held that contracts are inviolable or safe from trespass and the Court has often ruled that contracts between two parties should be allowed to move to their conclusion. The Court established the sanctity of contracts in Trustees of Dartmouth College v. Woodward 17 U.S. 581 (1819). In a later case, Lochner v. New York 198 U.S. 45 (1905), the Court held that the liberty to contract is inherent as due process in the Fourteenth Amendment. However, there are cases that allowed some contracts to be amended. Two examples are Sherwood v. Walker 33 N.W. 919 (1887) when a mutual mistake was deemed reason to invalidate a contract. In Anderson v. Backlund, 199 N.W. 90 (1924) the Court held that terms of a contract must be in certain terms and not indefinite or illusory. The Illinois Justices agreed that the state pension crisis is an emergency and a broader question asked if those pension benefits can even be paid. The state has five pension plans deriving funding from appropriations by the General Assembly, contributions made by or on behalf of the members based upon their salary and interest and dividends derived from the retirement fund investments. However many in Springfield now wonder if these funding sources can pay the $111 billion that is due without some method of broad reform. The Court recognized a 1917 report commissioned by the General Assembly that found that pension system was “one of insolvency” and “moving toward a crisis because of financial provisions which were entirely inadequate for paying the stipulated pensions when due.” The current emergency has expanded over the ensuing decades of delay. The Court’s analysis of the “pension protection clause” is clear and the language of the clause is clear. The Court also held that retirement benefits are “unquestionably” a “’benefit of contractually-enforceable relationships resulting from membership’ in the state-funded retirement systems.” The Court rejected the idea that the contract between the state and the employee could be amended to provide for reduced benefits. The Court also would not aid the General Assembly to alleviate the emergency. The Court suggested that the General Assembly had decades to resolve the problem and failed to prepare a reasonable solution. The Court also wrote, “Obligating the government to control itself is what we are called upon to do today.” The contract aspect of the question was easy to resolve, the Act violated the Constitution. The equity piece of the question is thornier. Current and future retirees applaud the decision but Illinois is today in an even tighter financial bind. Possible solutions have been proposed with one having the state imposing significant income and sales tax increases. In California, the tax rate on adjusted gross income is 10% and Illinois might not be far behind. Another solution moving into the future envisions a new pension system that imposes sever benefit cutbacks for new state employees. These cutbacks could mirror what has occurred for decades in many corporations and small companies with employees having no pension systems other than matching contributions into IRA retirement funds. The state could also run a Constitutional voter referendum to remove the “pension protection clause” and allow those contracts to be amended. However, 3/5 support is needed for a Constitutional amendment to be ratified and approval of such a measure in Illinois is unlikely. Finally, some propose that Illinois tax pension benefits. The state could realize a marginal saving in pension benefits without actually reducing a retiree’s benefits. Any one or a combination of these options might accomplish some savings but, above any savings realized, the state must also follow what the Court suggested by “Obligating the government to control itself is what we are called upon to do today.” It must be recognized that during the last decade as this expanding crisis grew to $111 billion, Illinois government continued to approve broad increases in spending. All Illinois voters have the government that they have chosen. Tobin III who pronounced sentence on Deontae Murray (23). Mr. Murray had previously been convicted of having committed first-degree murder. The sentence handed down by Judge Tobin will require that Mr. Murray be incarcerated in the Illinois Department of Corrections for 60-years. The sentence resulted from Mr. Murray’s conviction of committing first-degree murder and for the unlawful possession of a firearm by a known gang member. Mr. Murray was convicted by a jury for his role in the shooting and the murder of Richard Herman in an incident that occurred on April 21, 2013. The homicide occurred at the Shell gasoline station and convenience store on North State Street on the northwest side of Belvidere. The prosecution presented evidence that Mr. Murray colluded with Marco Hernandez in an argument with Mr. Herman that occurred outside the convenience store. Evidence showed that Mr. Murray brandished a firearm then he gave the weapon to Mr. Hernandez who used the gun to murder Mr. Herman. The prosecution also presented evidence that showed that Mr. Murray and Mr. Hernandez were known gang members and that the argument and the slaying was all gang related. In a separate trial, Mr. Hernandez had previously been convicted of first-degree murder and unlawful possession of a firearm by a known gang member. He was also previously sentenced to serve a term in the Illinois Department of Corrections to extend over 60-years. Boone County state’s attorney Michelle Courier announced the sentencing of Mr. Murray and added, “We needed the sentence to protect our community from the Defendant who will no longer be on our streets. We also hope that the sentence sends a message that gang violence will not be tolerated here.” She went on to say, “If gang members aid in the violence, like the Defendant did in handing off the gun to the co-Defendant, they will be held just as accountable as the one that pulled the trigger.” As is policy when an individual has been sentenced to enter the Department of Corrections system, the Defendant will remain in the custody at the Boone County Jail. The Illinois Department of Corrections will arrange with county officials to have the Defendant transported to the Correction system where the defendant will be evaluated before being assigned to serve his term in a prison at the discretion of the Corrections Department. Stop in Monday through Friday 9:30 am - 5:00 pm or Saturday 10 am - 4 pm www.boonecountyjournal.com Kiethley Found Guilty Of Sexual Assaults By James Middleton Boone County state’s attorney Michelle Courier announced last week the conviction of Christopher Kiethley (49) of Poplar Grove of having committed acts of sexual assault. The final dispensation of the jury trial that found him guilty will be known on June 18 at 4 p.m. when the state will hold a sentencing hearing to determine the duration of time he will spend in the custody of the Illinois Department of Corrections. Mr. Kiethley was found guilty of having committed twocounts of predatory criminal sexual assault. This is a Class X felony. He was also found guilty of a one-count charge of having committed the aggravated criminal sexual abuse of a child under the age of 13 years. This is a Class 2 felony. The jury heard that these offenses occurred in Poplar Grove over a period of time dating from 2010 when the assaults began through 2011. Based upon the crimes that Mr. Kiethley was convicted of having committed, he faces a minimum sentence of 15-years’ incarceration. But, having been convicted of a Class X felony, Mr. Kiethley is subject to a potential maximum sentence term of 30-years’ incarceration. Having been convicted of a Class 2 felony, Mr., Kiethley is also subject to a sentence term of from three to seven year’s incarceration. During the time leading to the sentencing hearing, Mr. Kiethley will undergo evaluation performed by the Boone County probations department. A report will be prepared from their investigations. This sentencing report will be delivered to the presiding judge, the Honorable Judge Curtis R. Tobin III, in the matter for his evaluation before he pronounces sentencing. Judge Tobin heard the criminal trial of Mr. Kiethley that was just concluded. In addition to the probation report, Judge Tobin will also hear exculpatory and mitigating testimony that could support Mr. Kiethley. The Court could also hear from family members of those that were affected by the criminal acts that a jury found Mr. Kiethley of having committed. The new Illinois Governor, Bruce Rauner, has taken the podium to discuss what he and his staff developed called “The Illinois Turnaround” (Plan). This Plan has been delivered to counties and municipalities across the state as the governor is asking local leaders to enact a resolution and assert their support for this Plan. The Plan itself encompasses 38 pages of proposed policy and identifies what the governor has highlighted as areas of state government that should be changed. The opinion as expressed by Belvidere Mayor Michael Chamberlain is not to embrace the entire plan but he said in the extended debate at the Monday Belvidere City Council committee of the whole meeting, to support some elements of the plan. Mr. Chamberlain led the discussion with no intent to execute any action but the Mayor sought to open discussion among the aldermen. An ultimate resolution could be adopted in Belvidere but that may be a couple weeks or longer away. Mr. Chamberlain opened, “Last week there were materials handed out about the governor’s turnaround. I don’t want here to have approval or disapproval but after visiting Springfield, there’s a lot in the air down there.” The Mayor was in Springfield to attend a meeting of the Illinois Municipal League (IML) where Governor Rauner spoke of his Plan. “We are against the local government distribution tax change,” said Mr. Chamberlain. The government distribution tax provides local governments with a portion of collected state income taxes. A change that is a proposed reduction in the revenue coming back to municipalities is a part of the Governor’s Plan. Mr. Chamberlain explained, “We used to get 10% but the state increased the income tax rate and gave us the same as before the tax rate increase. That meant that instead of 10% we received from 6% to 8%.” He added, “The state squandered the money and now they want to cut us again.” The Mayor said that the IML has asked the Governor to reexamine his Plan. The Mayor went on to discuss some of the elements of the Turnaround Plan saying, “There are some good ideas here. The worker’s compensation problem here is killing us but it seems that he (Governor Rauner) wants local governments to make the choices.” Mr. Chamberlain also said that the IML is working with the Governor’s staff to negotiate individual elements of the Plan. One element that aroused discussion is the proposed freeze on property taxes. Mr. Chamberlain commented, “There is now a huge discussion in Springfield and there’s a lot of talk to freeze property taxes.” The Mayor added, “But all communities are not the same.” He pointed to difference between Machesney Park, where there are no property taxes, and Belvidere. The Governor’s Plan for freezing property taxes claims that Illinois homeowners pay the second-highest property taxes in the nation. The Governor proposes cutting bureaucracy and mandates from Illinois government. The Plan suggests a freeze of property taxes and to let voters decide via referendum if taxes should be increased. The Mayor also spoke of Rockford and said, “If they lose the state funding that is proposed, they will have to cut a number of police officers and that does not bode well for Belvidere.” Another idea making the rounds in Springfield is for the state to allow all municipalities to govern through homerule. The current law allows a municipality that has reached a certain level of population to opt for home-rule authority. The Mayor summarized, “What is likely to happen is there will be a compromise in the General Assembly.” One that voiced his opinion during the discussion was Alderman Daniel Snow (Ward 2). He said, “I don’t have a problem with freezing property taxes. These are things that must be looked at and I support us having greater control.” Another who spoke was Alderman Mark Sanderson (Ward 5). He said, “The state needs major reform and there are things here that I like but why is Springfield sending this to us? A resolution is only a resolution and it is not an ordinance.” Mr. Chamberlain added, “The mayors there spoke up and they weren’t in favor, the governor wanted our endorsement. In the hard times we continued to send Illinois taxes but the state did not help us.” In summary Mr. Chamberlain said, “Between now and the next couple of weeks, let’s talk. We’ll take a poll. If there’s enough support we can pass a resolution. The governor has taken on a hard job. In Boone County we have a lot of government. We should work together with the county on projects. We have to figure out how to offer services with reduced budgets.” But the Mayor also cautioned, “The state has about a $16 billion hole in their budget but they can’t cut us. That would mean a $1.3 million or a $1.2 million hole for us. We could survive but this just sets us back.” Thus ended the conversation with a motion to adjourn and the meeting closed. ATTN MAY 11th-15th - Belvidere Police Chief Jan Noble announced the department will take part in the statewide “Click it or Ticket” crackdown by conducting seat belt enforcement zones during this Memorial Day Holiday. The Illinois Department of Transportation, Division of Traffic Safety, awarded the Belvidere P.D. funds through a Sustained Traffic Enforcement Program Grant (STEP Grant). Off-duty officers will be hired back from May 11th - 25th. Officers will be deployed at or near schools, high crash intersections and high traffic locations. Chief Noble encourages motorists to “buckle up” and to designate a sober driver if you’ve been consuming alcohol. Motorists caught unbelted or under the influence will be cited or arrested. IDOT – Division of Aeronautics Recognizes Poplar Grove Airport – The Illinois Department of Transportaion’s Division of aeronautics has awarded Poplar Grove Airport the “2015 Illinois Private Airport of the Year”. This award is based upon cooperation and coordination with the divison, recognizing the airports safety record, service provided to the local community, and general maintenance of the airport & facility. County “Strategic Plan” Focus on Crime By Ronnie Thompson A draft of a proposed Strategic Plan was presented this week at a meeting that included the heads of each Boone County department. This strategic plan would outline a set of goals and paths for the county that local government could use as a guide for their future decisions. The Boone County administrator, Ken Terrinoni, opened the meeting by saying, “I don’t remember the county doing anything like this before” and he made reference to the land use plan that was constructed in a similar way. That process allowed people to feel as if they were part of the final product and to say “I was part of that.” Like the land use plan, the community will have the opportunity to make their opinions known. The draft of a proposed plan that was presented on Wednesday is the culmination of a process that began in January at a County Board retreat and later with public meetings of the Boone County Department heads. From those meetings, many opinions and perspectives were compiled on the desired future for Boone County. During a facilitated meeting, people were given an opportunity to give their thoughts on what Boone County should be and should do. Some of these opinions, many were given anonymously, were as simple as “Not Rockford” or expressing the desire to develop a better public image. Some comments leaned heavily towards sustaining agriculture and others leaned towards expanded business and community development. The result of these many months of work was presented at the meeting as a mission statement – that read: “The mission of Boone County is to deliver quality services in a fiscally responsible manner,”-- and this was followed by five strategic goals. The First Goal is to “promote intergovernmental collaboration and communication” which Boone County Treasurer Curtis Newport adding that Boone County is “high on the bell curve.” He made reference to programs and practices the county already has in place. Discussions pertaining to the second and third goals dominated the meeting, with the Second Goal being to “promote economic development to support new and existing businesses.” This goal prompted Ken to say that he “could go on all day about what went on to your tax base” adding, it was “massacred” during the recession. Curt added that a lot of tax dollars are being “sucked away” by Rockford. He went on to say that the county doesn’t have the jurisdiction to do much in terms of helping local business, since most of that occurs within cities, but that “the county’s role is partly to maintain a safe community.” The Third Goal is to “enhance community safety through an integrated law enforcement and criminal justice system.” Sherriff Dave Ernest emphasized the “aggressive police department” we have in place as a positive -saying that “the people don’t realize how good they have it here.” Mentioning neighbors in Winnebago –which recently gained two new Meijer stores and multiple new restaurants in the downtown district – Dave said that “businesses aren’t knocking down Rockford’s doors, due to crime.” County Board member Sherry Giesecke (District 1) agreed with Dave’s points, saying that “businesses don’t want to go somewhere dangerous.” The last two goals, which did not receive much discussion, were to “integrate the functions of government to promote effective and efficient government,” and to “plan, develop and invest in the community to enhance the quality of life.” Ken assigned the department heads the “homework” of thinking about ways to achieve the goals presented in the draft, and said he hoped that the County Board can vote on the draft by their June meeting next month.
