The Mission of WFRN
The Westside Family Resource Network (WFRN) exists to
partner with neighborhood families to overcome the
physical, emotional and economic difficulties that impact
their lives. This is a collaborative effort done through
individual, family and systems advocacy, as well as the
delivery of programs and services.

extent this does not endanger the safety, health, growth,
and independence of its members.
WFRN is Community Based
Community-based includes groups and organizations that
reside in and are integral to the daily life of the community
by offering responsive services and programs. These
groups serve as an extension of the family support system
and are key to promoting volunteerism, cultural sensitivity
and leadership development supporting residents and
professionals working in the community to create a voice to
advocate on the community’s behalf.

SERVICES OFFERED:
Outpatient Services



Counseling and Psychiatry for children up to age 18 and
their families. Includes individual, family, and group
therapy.
Partial Hospitalization includes intensive goal-focused
group treatment for children ages 5 to 14, who present
developmental delays, behaviors as a result of abuse,
among other problems.
Day Treatment for children ages 5 to 14 that require
specialized help, but are able to live at home within the
community. Includes special education, social skills and
practical living groups, and expressive therapies.

Residential Services


Shelter Care provides shelter, education, and intervention
designed for youth at risk of repeating criminal offenses or
in need of evaluation for placement.
Independent Living helps young men and women coming
out of the foster care system learn life skills needed to
become successful members of the community.
Foster Care and Adoption


Foster Care provides substitute care in licensed foster
homes for children up to age 18. Homes are needed to
care for sibling groups, teens, and children with special
needs. Parents are provided with on-going training and
support, and a social worker is available to families 24
hours/day, seven days/week.
Adoption matches waiting children with loving families who
want to provide permanent homes for children in need.
In Home Services



Early Childhood Counseling for children birth to age 3.
Community Based Treatment (CBT) provides intensive
treatment to youth with emotional and behavioral
disturbance and their families.
MultiSystemic Therapy (MST) for youth at risk of becoming
involved with the juvenile justice system.
Educational and School Services




The Eleanor Gerson School offers an alternative high
school experience for boys and girls who have not been
successful in standard educational settings.
School Based Services include intervention with an
individual student through classroom observation or
therapy; and broader services such as training seminars
for teachers, and topic-focused presentation for students
and parents.
Student Training in psychiatry, psychology, social work.

are over 55 and/or have physical disabilities. The program is
staffed 24 hrs a day with residential assistants. Nursing and

Clark Help Center

Bilingual center offering counseling services children, teens,
adults, and families. Center also provides an Adult Sex Offender
Treatment Program for individuals referred from the Adult
Probation Depts. Community support program services are

Eastside Crisis Stabilization Unit

of serious mental illness requiring crisis stabilization to prevent
inpatient hospitalization. Admission is voluntary in an unlocked
unit with a length of stay up to 7 days.
Employment Alliance

A collaborative effort between two community agencies
(Bridgeway and Spectrum of Supportive Services) to provide
employment services to adults with a mental illness in one easily
accessible Cleveland location. Individually tailored services
include a wide range of employment, vocational and supportive
services all designed to assist participants in becoming jobready, obtain employment, and start to develop a successful
work history. The Employment Alliance is houses the Pathways
project where counselors perform a wide variety of services
needed to help clients obtain and keep jobs in the community.
Family Preservation

Community support program services for families at risk for
having their children placed in substitute care. Specialized
services provided for CCDCFS which include intensive in-home
services for high risk families, reunification, parent teen-conflict,
and foster parent support services. Referrals come from
CCDCFS, Mobile Crisis, Connections and Positive Education
Community Support Program.
Harold Hawkins Home
Community based residential program for individuals with severe
mental disabilities and physical handicaps. Program is staffed
24 hrs with nursing and psychiatry available.

Hearth Program

Paid vocational work adjustment and training are provided
through the in-house work experience of the Hearthstone Cafe
and Hearthclean programs. Short-term paid vocational
assessments and work adjustment are available in wide variety
of competitive businesses through Community Based Work
Adjustment program. The employment programs offer job
seeking skills training, competitive job placement, and post
employment follow up which may include on-site job coaching if
desired.
Henry Tanaka House
Community based residential program for individuals with severe
mental illness. Program is staffed 24 hrs with nursing and
psychiatry available.
Magnolia Clubhouse

A psychosocial rehabilitation program for individuals with severe
mental illness. Clients work in cooperation with staff to operate
the Clubhouse. Activities include producing daily lunches,
monthly newsletter, a snack shop, and statistical tracking.
Program also offers transitional employment through paid
positions in the community.

Managed Care Program

Community support program services via a team approach to
adults that have been hospitalized at Northcoast Behavioral
Services South Campus. This pilot is part of a capitation
program in partnership with two other agencies.

Project One To One

Provides trained volunteers to be matched in friendship with
adult consumers of any Cuyahoga County Community Mental
Health Board Community Support Program agency requesting
this service. Volunteers can serve in three areas: as a personal
friend/mentor, as a leader of group home recreational activities,
or as a friendly phone caller for a consumer.

provides structured primary chemical dependency treatment

services. Priority is given to clients discharged from North Coast
Behavioral Health Care Services.

Independent permanent housing for individuals. Bridgeway
serves as landlord only.

SERVICES OFFERED:
Outpatient Counseling Program
The Outpatient Counseling Program serves children, adolescents and adults in the Greater Cleveland Community who are in
need of counseling, including all children and families served by
the Home's Residential Treatment, Hope Center, Agape, and
Family Services programs. The Outpatient Program also
provides mental health and community support services to
children at risk in the Cleveland Municipal Schools through the
Neighborhood Collaborative School Partnership Project. The
therapists assigned to these schools provide therapy and case-

work for individual children and lead group classroom exercises
in character building, self-esteem, and anger management.
Family Preservation Program
The Family Services Program provides an array of services
designed to stabilize, preserve and strengthen families in the
community. Families in crisis receive immediate, intensive
treatment and support for an average of 6 to 12 weeks. The
Family Services staff utilizes a team approach, one Case
Manager (CSP Provider) and one therapist per family to provide
family counseling, individual therapy and help locate community
support services.
The following family counseling and case management
services are provided:





Intensive In-Home Service: for families with children from
infancy to 18 who are at risk of being removed from their
homes by children's services, or who have a mental health
emergency that needs to be stabilized.
Foster Family Support: for foster families experiencing
difficulty with youth from infancy to 18, with the goal of
keeping the foster child and family together.
Parent-Teen Conflict Service: for families with youth ages
13-18 who are at risk of leaving or are already out of the
home and wish to remain a family.
Family Reunification: helps children from birth to 18 rejoin
their families after they have been removed and placed
into protective custody.
Children Who Witness Violence: The Home's Family
Services Staff has a specialized trauma teams available to
treat children who have witnessed violent incidents in their
homes or neighborhoods.
Agape Program
The Agape Program serves teens and young adults ages 16-21,
who are preparing to live independently. Most are from abused
or neglected backgrounds and enter the Agape Program from
foster care or a residential treatment program. Many are
pregnant teens or young mothers who are placed with their
infants. The goal of the Agape Program is to guide teens into

adulthood by giving them the educational, workforce, living and
parenting skills they need to be successful adults.
Adoption
Some children can never return to their natural families. For
these children, the Cleveland Christian Home offers adoption
services. As a member of Adopt Ohio, the Home has access to
adoptable children and youth state wide. There are no costs to
any family for the placement process. An Adoption Assessor is
assigned for every family to offer guidance and support, before
and after the adoption, including assistance with applying for
adoption subsidies.
Residential Treatment
The Residential Treatment Program serves 36 males between
the ages of 6-16 who are moderately to severely emotionally
disturbed and find it impossible to function in a home setting.
Most of these children have been severely abused or neglected
by their caregivers, and come to the Home from foster care,
other residential centers or psychiatric hospitals. Most of the
residents attend the on-grounds school, which is part of the
Cleveland Municipal School System and is staffed by specially
trained teachers.
Partial Hospitalization
The Partial Hospitalization Program is an intensive therapeutic
program designed to help children and teens overcome
behavioral and emotional disturbances. Three hours a day, six
days a week, each child in the Partial Hospitalization Program
participates in a combination of individual, group, art and music
therapies - all designed to help them address and heal their pain,
and learn new ways of thinking, feeling and behaving. Most
participants in the Partial Hospitalization Program reside in the
Residential Treatment Program, although day patients from the
community are also welcome.
Visitation Site (11401 Lorain Avenue) - provides visitation
space for CCDCFS families and children.

Provides presentations on domestic violence for schools and
organizations. Speakers, seminars, and workshops for professionals,
corporations, hospitals, and law enforcement about domestic violence
are also offered.
Supportive Services
Comprehensive home based aftercare services for women and children.

Support Groups
Confidential, weekly support groups held throughout Cuyahoga County.
Safe and Sound Program
Supervised visitation program that provides a safe and nurturing
environment where children can spend quality time with a nonresidential parent when supervision is required. DVC staff is present to
observe and ensure the safety of those present. The center also
enables parents to follow no-contact orders and provides safety for
domestic violence victims. Families are often referred by court orders,
attorneys or community service agencies. Parents can also request
services themselves if both parents are willing to participate.
Community Education and Speaker’s Bureau
Professional training and community awareness programs on domestic
violence to human service agencies, law enforcement, medical
professionals, businesses, as well as speakers for community groups,
schools, and organizations to further understand domestic violence
issues and implications.

SERVICES OFFERED:
All services of Hispanic UMADAOP are bilingual and culturally
sensitive. Treatment services are available 24-hours a day. All
services are provided free of charge with the exception of
residential treatment, outpatient treatment and the DUI program.
The following programs provide prevention and education
services aimed to work with schools, churches, correctional
institutions and probation departments in areas where Latinos
are living and/or receiving services.
Project Latino
Provide primary prevention and education in the Cleveland
Bilingual Public Schools Program to Latino children, their
families, and their teachers.
Project ENTRA (Entering a New Therapeutic Rehabilitative Approach)
Provides anonymous HIV/AIDS tests with pre and post-test
counseling on site. In addition, tests are conducted at homes and
at treatment facilities.
Outpatient Services
Provides outpatient treatment services to individuals and/or
families in need of those services, who may or may not be
currently receiving them.

Intake Program
Consists of working with clients in the area of client treatment
services, initial evaluation, crisis intervention, family intervention,
referral and general accessing of Hispanic UMADAOP and
community services.
Pedro Zamora Resource and Training Center
Works in collaboration with the intervention and education
services provided in the Hispanic community. The center targets
numerous HIV/AIDS service providers in the greater Cleveland
area. Trainings provided address issues such as behavior
modification risk reduction, cultural competency, and issues
specific to effective HIV/AIDS education.
Miguel Prieto Treatment Centers (Casa ALMA-Alternative to
Liberate our Minds from Addiction Male Treatment Center and Casa
MARIA-Making Abstinence, Recovery & Integrity our Aim Female Treatment
Center)
Both programs provide individualized recovery treatment
services in a freestanding, residential setting, with the overall

DUI (Driving Under the Influence)
Hispanic UMADAOP in collaboration with the Community
Assessment Foundation located at St. Michael’s Hospital (exSaint Alexis) provides Spanish-speaking weekend intervention
program that is on going for 72 hours.
Hispanic MSM
Increases the incidence of safe sex behavior among Hispanic
men who have sex with men.
Decreasing Teenage Programming among Inner-City Youth
The goal of this project will be to decrease the occurrence of
teen pregnancy among the Hispanic youth ages 12 –14.

HIV/AIDS Hispanic Youth Program
Is aimed to provide HIV/AIDS education and intervention
services primarily in the Hispanic community, which includes
children, adolescents, and the community in general.
Project Vecinos
This program provides HIV prevention to individuals who engage
or may engage in risk behaviors. The Vecinos program works
with culturally isolated populations.
Project Mejora
Is a mentor/student program targeting adolescents at risk of
dropping out of school while at the same time encouraging them
to fulfill or exceed academic requirements, to avoid alcohol and
drug use.
Project HOPE (HUMADAOP Outreach to Promote Empowerment)
Provides residential drug treatment and/or intensive outpatient
drug treatment to Latino young adult offenders (18 to 24 years
old) returning to Cleveland-area communities from custodial
confinement.

5 core Program Areas
Day Care Center
The Spanish American Committee Day Care Center was the first
bilingual day care in the State of Ohio and remains the only one
in Cuyahoga County. The center offers early education to three
to five year old children with a diverse bilingual and multicultural
curriculum. The center is fully licensed and State certified.
Current federalized program and curriculums include: The Early
Learning Initiative (ELI Program) and Head Start Program.
Social Service Program
A variety of social services are offered by two full time licensed
staff social workers, and one Help Me Grow Coordinator. Crisis
intervention, counseling, and translation services are provided
free of charge. Psychiatric evaluations are made on a per client
basis contract with the State of Ohio Department of
Rehabilitation Services.
Our Help Me Grow Program
Coordinator assist families in monitoring their children from birth
to three years old to ensure their health and shots are obtained
at the correct time in their life.

Employment and Training Program
Our Employment program provides many services: job referral,
job preparation counseling, job readiness training, and a job
bank/job service. The agency has over twenty year’s experience
providing employment services to the community. The Job
Search Program is open to the TANF population.
Housing Services
As a HUD certified Housing Counseling Agency our certified
Housing Counselors provide case management services in the
areas of First Time Homebuyers, Mortgage Default and
Delinquency, Financial Education, and Tenant Landlord
mediation. Our Housing Program is also an affiliate member of
The National Council of La Raza Housing Network.
Adult Education
Literacy education and English as a Second language classes
are offered and scheduled to meet client’s needs. Morning and
afternoon ESL classes are offered and Basic Literacy classes
are scheduled on an individual basis with a 1/10 student to
teacher ratio. We also offer the only Spanish GED program in
the State of Ohio. The Spanish American Committee also
collaborates with the Greater Cleveland Literacy Coalition to
provide literacy education translations for Hispanics.

Second Language Program.
Creando posibilidades/Creating possibilities
The initiative is an innovative nursing education program. The
Adult Nursing Assistant Training and Employment Program that
provides training for Bilingual/Bicultural clients ages 18 and up,
that have a high school diploma or GED. The training consists of
classroom and clinical instruction.
Customer Service Representative Program
An intensive 4-week vocational training program designed with a
Bilingual and culturally component approach to prepare
Hispanic/Latino individuals for the increasing local demand for
qualified Customer Service Associates.
