File: GAG West Chester Area School District SECTION: TITLE: ADOPTED: REVISED: GENERAL SECTION NEPOTISM 09/27/93 GAG-NEPOTISM 1. Purpose The object of this policy is to prevent nepotism in hiring of school employees. The hiring of a school employee closely related to a member of the School Board, commissioned officer, professional employee or other management team employee justifiably arouses public suspicion that the employee was hired on the basis of relationship rather than merit. It is also the purpose of this policy to (a) discourage favoritism, (b) prevent disciplinary problems, and (c) inhibit personal cliques, while still allowing the district to employ the best available candidate for administrative, professional or classified positions. 2. Definition “Commissioned Officer” means any district Superintendent, district Assistant Superintendent or other commissioned officer of the school district. “Management Team Employee” means any Assistant to the Superintendent, Director, Curriculum Supervisor, Principal or Assistant Principal not included within the definitions of Commissioned Officer. “School Director” shall mean any person which is elected or appointed as a director of the school district. “Relative” means a parent, foster parent, parent-in-law, child, spouse, brother, foster brother, sister, foster sister, grandparent, grandchild, brother-in-law, sister-in-law, son-in-law, or daughter-in-law. 3. Guidelines No applicant for full time, regular, continuous employment who is a relative of any school director, commissioned officer, or management team employee shall be employed by the school district. No applicant for full time, regular employment who would come under the direct or indirect authority or supervision of a relative, as defined herein, shall be employed by the district. No employee of the school district shall be retained in any position where the employee has direct supervisory responsibility for, or is supervised by, a relative. The policy established by this provision shall be effected by reassigning the supervised, or supervisory employee. No member of the Board, officer, or employee shall have an interest, direct or indirect, in any contract with the school system with which she/he is affiliated Page 1 of 2 File GAG NEPOTISM unless such interest in specifically permitted by statute. “Interest” shall mean pecuniary or material benefit accruing to a Board member, officer, or employee resulting from a contractual relationship with the school system.
